Windsong Ranch Crystal Lagoon Approved by Town Council
The proposed “Lagoon” is a private amenity center and
recreational water facility consisting of a 5± acre, rubber-lined body
of fresh water that will offer recreational activities such as stand up
paddle boarding, wind surfing, kayaking in addition to typical
activities such as swimming for residents of Windsong Ranch (the
facility will not be open to the general public). The Lagoon will also
offer white sand beaches, sand volleyball, shade structures, and a
covered pavilion. Water quality is maintained through a special
filtration system rather than a chemical-based system typically
used in swimming pools .

Staff was contacted by the Prosper Police Department in regard to a house located at 3200 block of East First Street, owned by 55 Prosper LP. The house is remotely located about ½ mile north of First Street, between Coit Road and Custer Road but is relatively accessible by foot from the Whitley Place neighborhood to the east and from the Whispering Farms neighborhood to the west. The structure is not secured and has been heavily vandalized and targeted with graffiti. Staff contacted the owner who indicated that he will obtain a Police report, contact his insurance company, and remedy the situation. He noted that due to the remote location of the structure, it will probably have to be demolished.

Wednesday, January 17, 2018: Staff worked after hours to monitor vehicles parked on an unapproved surface in the Old Town residential area. Fifteen (15) notices of violations were issued to those who were parked on an unapproved surface.
4300 block of East University Drive: Semi-tractor trailers are using the vacant parcel as a parking lot. Notices were put on three vehicles on Monday, January 22, 2018. The property owner was contacted via e-mail about the issue. The property owner indicated they will install “Tow Away” signs on the lot.
1450 Cedar Ridge Drive: The President of the HOA requested staff to compel the owner of the home to complete the interior renovation of the home that was significantly damaged by a fire. He also requested the “Pods” be removed from the back yard. There is no justification for the Construction Board of Appeals to take action, and the “pods” are permitted accessory structures.
Issued 397 letters in the Old Town Residential area explaining the new regulations regarding bulk trash. The notices were sent out in both English and Spanish. The new regulation prohibits bulk trash to be out on the street more than 48 hours prior to the scheduled pick-up date.
2300 block of Parvin Road: Citation issued to owner for failure to remove trash and debris.
400 S. Pecan Street: Citation issued to tenant of the property for failure to remove trash and debris and for parking on an unapproved surface.
Saturday, January 27, 2018: Staff found the following:
- Fishtrap Road and FM 1385: Human Sign Advertising M/I Homes at the location. Staff spoke with the individual, and explained that he had to be 300 feet back from the intersection. Staff also, spoke with the Sales Agent in the Model Home about the Human Sign.
- Five (5) new notices were issued for parking on an unapproved surface in the Old Town area.
- One (1) citation was issued for parking on an unapproved surface in the Old Town area, a notice was previously issued.
- Thirty-three (33) signs were removed from the right-of-way including three (3) church signs.
