DELID - Rationale

• To adapt existing e-learning courses and their embedding to the results of a continuous dialogue process between e-learning providers and SMEs about the learning needs and preferred learning behaviour of the employees in the SMEs

• The results will be bundled into a model of good practice for developing e-learning courses for SMEs, described in a guide for developers.

Background of Project

• ¾ of SMEs don’t participate in CVT• The degree of participation depends on

the size of the SME• Very low penetration of eLearning in

SMEs

Reasons for low penetration

• Little knowledge of potential• General reluctance towards training• No time for systematic training• Continues pressures • No appropriate contents• Staff needs to be present all the time• Some unsuccessful eLearning attends • Suitable organisational models• eLearning only if learning culture • Budget problems• Infrastructure problems

Potential of eLearning for SMEs

• Learning at the workplace• Learning in low pressure time• Learning just in time• Modularisation of learning• Better support than in presential training• Continuous exchange with other learners• Salary correlates with vocational training• Learning in own speed

Consequences

• Increase the knowledge about eLearning in SMEs• Start eLearning trials only where learning culture

exists• Put learning in foreground, technology in

background• Provide eLearning infrastructure from outside• Go for tailored solutions, not of the shelf• Respect SMEs organisational constrains • Develop suitable models in dialog• Involve all stakeholders

eLearning will not be established since it is en vogue, it will be used if it meets the training needs of SMEs

Steps of a cyclic approach

• Scanning of potential course offers• Analysis of SMEs’ context (needs, motivation,

learning behaviour, attitudes, knowledge about eLearning) in a first dialogue round

• Identification of “initiative” learners• First hypothesis of DELID approach• Second dialogue round based on first
