EXECUTIVE SUMMARY

Government of Punjab (GoP) through Government of India (GoI) is negotiating a loan under

multi-tranche financing facility (MFF) with the Asian Development Bank (ADB) for the

proposed Punjab Urban Infrastructure Improvement Program (PUIIP). The Program

envisages to provide Bulk safe and sustainable surface water infour major cities of Punjab

viz; Amritsar, Ludhiana, Jalandhar & Jalandhar, which are presently being supplied with

ground water source i.e. tube wells. Bulk surface water supply in Jalandhar is one of the

subproject proposed subproject under PUIIP.

Government of Punjab has assured safe and reliable drinking water to the residents of

Punjab. Punjab Water Supply & Sewerage Board (PWSSB) is a Punjab Government

undertaking under Local Government Department for designing, planning & execution of

various projects of Water Supply & Sewerage system under centrally sponsored or state

sponsored schemes in the urban areas of Punjab.

Further, Punjab Government through its nodal agency, Punjab Municipal Infrastructure

Development Company has sought financing from ―The Asian Development Bank‖ for

providing Bulk surface water supply scheme at Jalandhar . This report is submitted by

PWSSB as a Detailed Project Report for Jalandhar city in accordance with the guidelines

issued by the Asian Development Bank for inclusion of a project in the aforesaid scheme. The

details of the scheme are as follows.

1 INTRODUCTION AND PROJECT AREA DETAILS

1.1 Authority for Preparation of Project

Punjab Water Supply & Sewerage Board, being the executing agency for water supply &

sewerage services, has prepared this Detailed Project Report for providing Bulk surface

based water supply scheme at Jalandhar.

1.2 Project Area

Punjab is one of the 29 states of India, situated in North-West India. The state borders

Pakistan on the West, Jammu & Kashmir to the North, Himachal to the North-East, Haryana

to the South & South-East and Rajasthan to the South-West. Total area of state is 50,362 sq

km. and it is 19th largest state of India in terms of area. As per census 2011 there are 164

ULBs in the State. Administratively, Punjab has classified ULBs in six classes i.e. I, II, III, IV,

V and VI. There are 10 Municipal Corporation and 154 Municipal Councils. The state profile

of the Punjab state is given below in Table 1-1.

The main ethnic group are the Punjabis, with Sikhs (58%) forming the demographic majority.

The state capital is Chandigarh, a Union Territory and also the capital of the neighbouring

state of Haryana. The five rivers from which the region took its name

were Sutlej, Ravi, Beas, Chenab and Jhelum; Sutlej, Ravi and Beas are part of the Indian

Punjab.

Jalandhar city is governed by Municipal Corporation which comes under Local Government

Department. The total municipal area of the Jalandhar is 101.43 square kilometers. As per

reports of Census India, population of Jalandhar in 2011 is 873725; of which male and female

are 463975 and 409970 respectively.

Jalandhar is a city in northwestern Punjab, northwestern India. It is the 3rd largest city in the

state and is the administrative capital of Jalandhar district. Jalandhar is located at 31.33 latitude

& 75.58 longitude i.e., at elevation of 243m above sea level.

Jalandhar is popular for production of leather goods and also known as sports capital of India.

1.3 Historical Background

Jalandhar is one of the oldest cities in the Punjab region and has a very rich history. Jalandhar,

which was formerly known as Jullundhar has many eminent heritage sites which stand

testimony to the rich history of this ancient city. This city of great antiquity prides itself on being

the city of many historical edifices opens up a treasure trove of tourist delight and attracts plenty

of tourists throughout the year.

According to the Padma Purana, the city takes its name from the demon King, Jalandhra, who

was the son of the Ocean. According to another legend, Jalandhar was the capital of the

kingdom of Raja Lav, son of Lord Rama. Another version says that Jalandhar is said to have

derived its name from the vernacular term `Jalandhar‘ means area inside the water, i.e. tract

lying between the two rivers Satluj and Beas. Yet another name of Jalandhar had been

Trigartta, as it was waters by three rivers, Satlej, Beas and Ravi.

1.4 Geographical Location

Jalandhar is located at 30°33‖N 71°31‖E.[5] It has an average elevation of 243 metres.

1.4.1 Geology

The district is part of Bist Doab Tract, which is inter alluvial plain between Beas and Satluj River.

Physiographically, the district is characterised by two distinct features i.e. vast upland plain and

Satluj flood plain. The width of the flood plain varies according to the amount of shift experienced

by the river. It is widest in the Nakodar tehsil. The 8 district is mainly drained by the river Satluj and

its tributaries –East (White) Bein and West (Black) Bein.

1.4.2 Soil

Jalandhar district is occupied by two types of soils a) tropical arid brown and b) arid brown

soils. Tropical brown soils are found in major parts of the district whereas arid brown soils are

found in south western part of the district especially in Lohian and part of Shahkot block. Along

the river Satluj, fluvent type of soil is found.

1.4.3 Hydrogeology

The Bist Doab Canal System is the major source of canal irrigation. The network of Jalandhar

branch (irrigate northern and central parts) and Phillaur distributary of Nawashahar branch

((irrigate southern parts of the district). In all there are 41 canals having total length of 604.40

km. of which Best Doab canal is 43 km long. Out of 2,27,423 ha net irrigated area, 26,755 ha is

irrigated by canal and rest by ground water. With ‗Remodeling of Phillaur distributaries system

in Nakodar area and Construction of super passage over Nasrala choe near Adampur will

increase the capacity of the channel by 20% and to avoid the damages to the crops and

adjoining abadies during flood season.

1.5 Climate

The district has a humid subtropical climate with cool winters and long, hot summers. Summers last from April to June and winters from November to February. Temperatures in the summer vary from average highs of around 48 °C (118 °F) to average lows of around 25 °C (77 °F). Winter temperatures have highs of 19 °C (66 °F) to lows of −7 °C (19 °F). The climate is dry on the whole, except during the brief southwest monsoon season during July and August. The average annual rainfall is about 70 cm. In 2018, Jalandhar witnessed Heavy rainfall, with over 20% increase from average rainfall.[5] Since it is in the North, it feels really cold, and in summer, warm.

1.6 Topography

The topography of the District is typical representative of an Alluvial plain, it owes its origin to

the aggravation work of the Sutlej River. The alluvium deposited by the river has been worked

over by the wind which gave rise to a number of small dunes and sand mounds. Most of these

dunes have been levelled by the brave hard working agriculturists of the district.

1.8 Administrative Divisions

Punjab has 5 Divisions each under the administrative control of Divisional Commissioner and 22

Districts each under the administrative control of a District Collector (Figure 1-8). The districts

are subdivided into 82 Tehsils, which are under the administrative control of a Tehsildar. Each

Tehsil consists of Sub Tehsils which are total 87 in number and blocks which are total 146 in

number. The blocks consist of villages and the total number of villages in the state is 12,673.

Apart from these there are 22 Zila Parishads, 10 Municipal Corporations, 95 Municipal Councils,

59 Nagar Panchayats and 28 Improvement Trusts

Jalandhar: There are 5 districts under this division. Ludhiana, the largest district of Punjab is also

in Jalandhar division. The other districts are - Jalandhar, Sangrur, Barnala, Fatehgarh Sahib and

Ludhiana.

Jalandhar: There are total 7 districts in this division. The names of these districts are -

Jalandhar, Gurdaspur, Pathankot, Amritsar, Tarn Taran, Kapurthala and Hoshiarpur.

Firozpur: Firozur division has 4 districts. These districts are - Firozpur, Moga, Shri Muktsar Sahib

and Fazilka. All these four districts were once the tehsils of the Firzpur district.

Faridkot: Faridkot has 3 districts under it and names of these districts are Faridkot, Bathinda and

Mansa.

Ropar: The Ropar (or Rupnagar) division has 3 districts in it - Ropar (Rupnagar), Ajitgarh

(Mohali) and Shaheed Bhagat Singh Nagar (Nawan Shahr)

1.9 Socio –Economic Profile

1.9.1 Economy

Punjab being an agrarian state, agriculture has played a pivotal role in the economic

development of the state. Through green revolution in the 60‘s, Punjab took a major stride in

increasing its productivity of food grains, especially of wheat and rice. It contributed significantly

towards strengthening India's self-sufficiency by contributing a major share in the central pool

over a period of time. During 2006-07, it contributed 75.3% wheat and 31.2% rice to the central

pool. However, the growth of secondary sector especially of manufacturing sector is not of

satisfactory level. Neighbouring states got an edge over Punjab in the growth of manufacturing

sector due to locational advantages and due to more conducive policy regime. Punjab has grown

at a rate of 5.08% during 10th Five Year Plan as compared to 7.77% at all India level. Its

secondary sector has grown at 8.40% as compared to 9.46% at all India level.

The economy of Jalandhar is based mainly on trade, commerce, agriculture, leather goods and

agro based industry. City or district wise estimates of domestic products are not available.

However, education, tourism, hospitality, real estate business like multiplexes, malls and other

commercial establishments, financial and banking services etc also contribute to the economic

wellbeing of the people of the city.

1.9.2 Trade, Commerce & Business in Jalandhar

Jalandhar situated in the north Indian state of Punjab boasts to be one of the most progressive cities of India. The city falls in the prosperous Doaba region and is a fast developing urban city. The economy of Jalandhar mainly comes from its various industries. Major developments in the industrial field here took place after the partition. During this period skilled labourer from Sialkot (Pakistan) who were experts in the manufacture of sports and surgical goods settled in this district. Leather industry was already present in the region. Later on other industries boomed in the region.

Jalandhar is the largest NRI belt in Punjab. People from here have migrated and settled in U.S.A, Canada, U.K, Germany, Australia & other European Countries. Some of Jalandhar's economy also comes from NRI inward remittances. Non-resident Indians (NRIs), belonging to the region play an important role in the economic development of Jalandhar. Jalandhar is located on the intensively irrigated plain between the Beas and Sutlej rivers. It is well connected to other parts of the country through major road and rail connections and

is a huge market for agricultural products. The city is well known for the production of sports equipment, leather goods, rubber goods, auto parts, steel and iron re-rolling mills, surgical instruments, hand tools, electric goods, automobile parts, sewing machine factories, handloom products and traditional Indian Sweets. These industries have strengthened the economic base of the region and also contribute widely to the state‘s economy.

1.9.3 Mineral and Natural Resources in Jalandhar

The district is poor as regards mineral wealth. District is typical representative of an Alluvial plain,

mounds. A few minor minerals are, however, found.

1.3.1 Kankar—It is massive, hard and com pact nodular calcareous material light grey to dark

grey. Sand, silt and clay are found associated with kankar. It occurs mostly in the form of isolated

beds and pockets. It can be used for white washing and road metalling.

1.3.2 Saltpetre —Saltpetre is a general trade name for all the nitrates of sodium, potassiium and

calcium. Nitrates of potassium are known as nitre of saltpetre whereas those of sodium are called

sodanitre, caliche or chile saltp etre. Well saltpetre or no trocalcite is the nitrate of Ca. It is seen

that like any other crop saltpetre also grows. It appears on the surface as an alkaline

efforescence during summer m onth. It is used in m anufacture of gun powder, preparation of

agricultural fertilizers, etc.

1.3.3 Alkaline Earth —Some brick earth and foundary sands are reported from the district.

1.10 Administrative Structure

For administrative purpose, Jalandhar District consist of 5 tahsils/subdivisions namely Jalandhar I

(Sub-Tehsil Adampur), Jalandhar II (Sub-Tehsil Kartarpur, Bhogpur), Nakodar, Phillaur & Shakot.

Besides, there are 4 sub-tehsils (Adampur, Bhogpur, Kartarpur, and Goryan Nurmahal), The district is

divided into 12 development blocks, viz, Jalandhar East, Jalandhar West, Bhogpur, Adampur,

Nawashahr, Banga, Aur, Nakodar, Shahkot, Phillaur, Nurmahal and Rurka Kalan. According to 1991

Census, the district had 1,256 villages, (uninhabited 17 and inhabited 1,239).

2 POPULATION & PROJECTIONS

Population, including its projections using CPHEEO manual guidelines for various design

scenarios, is one of the most important parameters in design of a water supply system and

play a vital role in determination of potable water demand. With consideration of various

developments in the project area, the population may increase manifold and consequently the

water demand.

Total geographical area of Jalandhar (M Corp.) municipal corporation is 101.43 km2. Population density of the city is 8507 persons per km2. There are 63 wards in the city, among them Jalandhar Ward No 01 is the most populous ward with population of about 28 thousand and Alipur Adjacent To Village Mithapur (og) Ward No 62 (rural Mdds Code:030392) is the least populous ward with population of 2250.

increased from 97869 to 406192. Jalandhar has experienced from 16% to 27%

2.2 Population Projection of Jalandhar

There are several methods available to project the population for the design year. The

subsequent sections list the various methods for projection of the population.

Population projections has been carried out considering 2021 as base year and projected to

the ultimate design period of 30 years. Year 2036 is considered as prospective design year

(15 years) and 2051 as the ultimate design year (30 years) for this project.

Population projections for the base, mid and design years shall be made considering the

past decadal growths using various recognized methods such as:

(i) Arithmetical increase method

(ii) Incremental increase method

(iii) Geometrical increase method

(iv) Graphical projection method

(v) Average of all methods

2.2.1 Arithmetical Increase Method

This method is generally applicable to large and old cities. In this method the average

increase of population per decade is calculated from the past records and added to

present population to find out population in the next decade. This method gives a low

value and is suitable for well-settled and established communities. The formula for

population forecast by this method is listed below:

Projected population is calculation and listed below considering base year as 2011.

= 117333 Population in 2021 = Population in 2011 + Increase for 1.0 decades

= 873000 + 1.0 X 117333 = 990333

2.2.2 Incremental Increase Method

Growth rate is assumed to be progressively increasing or decreasing, depending upon whether the average of the incremental increases in the past is positive or negative. The population for a future decade is worked out by adding the mean arithmetic increase to the last known population as in the arithmetic increase method and to this is added the

average of incremental increases, once for first decade, twice for second and so on. This method gives a higher estimate than that given by ―Arithmetic Increase Method‖. The formula for population forecast by this method is listed below:

In this method percentage increase is assumed to be the rate of growth and the average

of the percentage increase is used to find out future increment in population. This

method gives much higher value, as in actual scenario when cities grow large, there is

the rate of growth tends to decrease). This method is mostly applicable for growing

towns and cities having vast scope. The formula for population forecast by this method is

projected population for Jalandhar Town and the same is provided in Table 2-6 below.

Based on the envisaged growth of the city over the next few decades the average of all methods (as presented in Table 2-6 above) depicts the reasonable growth in the population. Therefore it is recommended to adopt the final projected population as 1821072 for ultimate year (year 2051) for Jalandhar Town.

3 DESIGN PARAMETERS AND TECHNOLOGY /

METHODOLOGY

3.1 Objectives of the Proposed Project

In the preceding Chapters, background and need of this project as a whole has been described. Water demand has been worked out in order to meet future demand of the project area. This section gives details of the proposals that have been formulated, including options studied and the rationale behind the selection of specific proposals.

This analysis presented in this chapter aims at firming up scheme to meet the following objectives:

Selection of long term sustainable and economic source of water for the ultimate planning

horizon i.e. (30 years) i.e shifting from underground water to surface water source.

Design that can provide continuous water supply.

Optimum utilization of the existing water supply assets in the proposals

Reduction of Unaccounted For Water (URW)

Augmentation of storage capacity within the city (either by rehabilitation of existing OHSRs or

by constructing new UGSRs / OHSRs)

Provision of distribution network to ensure delivery of water (135 lpcd and 17 m residual

pressure at ferrule)

Planning of water distribution network based on District Metered Area to enable

implementation of leakage reduction strategies during the design life of the network

Acceptance of the schemes by Project Stakeholders particularly Community by integrating

their views.

Design of the scheme keeping in mind the optimization / stream lining of operation and

maintenance of the proposed water supply scheme

Minimum private land acquisition, if at all.

Minimal crossing of Canals, Railway line and Highways

Environmentally and Socially feasible option

3.2 Scope of Proposed Project

The existing water supply system in Jalandhar city is tubewell based. The drinking water is

supplied through existing 540 tubewells. This project concerns the development of an

entirely new surface water supply system, from the water source to a reservoir at the fringe

of the city. At present, Water Supply system in the Jalandhar town is based on Tubewells.

There are total 540 number tubewells in Jalandhar. Approximately 98% of the city is

currently served through a pipe network, while the remaining area is covered by dug wells,

public stand posts and water tankers. Due to this situation, citizens of the city tend to exploit

ground water despite not having sufficient availability of groundwater. Surface water for

Jalandhar city is available from Bist Doab Canal as it is passing through Adampur city

outskirts. The main Bist Doad Canal is 805 km long starting from Ropar Headworks. This

canal system commands a gross area of about 4 lakh hectares. The demand for agriculture

could be met from the same canal as the canal is having capacity of 500 cusecs. The BDC

carries approximately 1,200 to 1,600 cusecs of water and moves through Garhshankar,

Adampur, Nawanshahr, Banga, Phillaur, Kapurthala and Jalandhar in Doaba.. There is a

requirement of 113 cusec of Raw water for the projected population of the town by the year

2036 and is 149 cusec for the Year 2051. The whole demand is to be met from BDC without

altering any existing outlet and remaining within the allocated share of Punjab State in view

of the National Water Policy 2002 and 2012 in which top priority is given for drinking

purposes over the all other purposes. Near Village Jagrawan Adampur around 75 cusecs

water is already sanctioned to Jalandhar from Bist Doab Canal .

PROJECT PROPOSAL- This Bulk water supply project has also been prepared to shift source

of water from ground water to surface water. .

The Water Treatment Plant of 275 MLD capacity shall be sufficient to meet up

the water demand for whole city up to year 2036. Superintending Engineer (IB), Water

resources Department ,ensures that 75 cusec of water can be made available near to

WTP site .

3.3 Water Demand Projections

The Manual on Water Supply and Treatment prepared by Central Public Health and

Environmental Engineering Organization (CPHEEO) under Ministry of Urban Development,

Govt. of India recommends a potable water supply as 135 liters per capita per day (lpcd) for

urban cities/towns with a population of 1 million and above and an existing/ planned

sewerage system. Therefore, 135 lpcd for potable water in Jalandhar Town has been

adopted to estimate the potable water demand. Fifteen percent of the total demand has been

considered for unaccounted water, and 5% of the total population has been considered as

floating population. Table 3-1 shows the water demand projections based on population

projections:

3.4 Design Criteria for Water Supply Network

Key objective of the water supply project is to provide safe and clean water in adequate

quantity, conveniently and as economically as possible. The proposed water supply

system in Jalandhar Town shall be located using sound engineering judgment to

determine the most cost-effective that best serves the needs of entire project area. The

design of the components of the water supply system shall be carried out based on

Guidelines stated in the CPHEEO Manual and relevant IS codes. Norms and criteria not

available in above references have be taken from other acceptable standards.

The proposed networks for water supply shall be located within existing easements and

right-of- way wherever feasible and practical and practical and covering the entire

municipal limits. The design methodology aspects for Water Supply system are presented

hereunder.

3.4.1 Project Horizon

The following years of duration will be considered for design of various components of a water supply system in accordance with the guidelines provided in the CPHEEO Manual:

3.4.2 Per Capita Water Supply

Piped water supplies for communities should provide adequately for the following as applicable:

Domestic needs such as drinking, cooking, bathing, washing, flushing of toilets, gardening and

individual air conditioning.

Institutional needs.

Public purposes such as street washing or street watering, flushing of sewers, watering of public parks.

Industrial and commercial uses including central air conditioning.

Fire fighting

Requirement for livestock; and

Minimum possible URW

Looking to the size and type of the township with sewerage system, CPHEEO manual recommends a per capita supply of 135 lpcd. This is exclusive of Unaccounted for Water (URW) and supply to major Industrial, commercial and Institutional establishments which may require bulk supplies. The CPHEEO norms for the water supply are given in Table 3-3 below

3.4.3 Water quality standards:

The water quality standards specified in the CPHEEO Manual on water supply for

Physical, chemical and Bacteriological quality will be followed. As recommended in the

manual, filtration with disinfection will be proposed for water treatment as the source of

water is proposed to be Rukka /Getalsud dam water. Water quality standards given in the

CPHEEO manual are given in Table 3-5 below.

3.4.4 System Loss

The water supply norms as mentioned above are the requirement at the consumer end.

For working out capacity requirement for different system components the losses

considered are as follows:

Water treatment plant : 3 - 5% – is considered

Though, water requirement is considered as 135 lpcd, water supply system shall include 15%

losses for distribution, fire demand and other demands.

3.4.5 Design Head

Network pressures that are too low result in disruptions in water supply, while pressures

that are too high can result in excessive leakage and pipe bursts. Generally distribution

system shall be designed by keeping the following minimum residual pressures at the

ferrule points for water supply as per CPHEEO manual:

Single Storey : 7.0m

Two Storey : 12.0m

Three Storey : 17.0m

As a standard practice a 17.0 m residual head at ferrule point for house connections will be

considered.

3.4.6 Peak Factor

The per capita water supply rate as considered is the average demand per year. The

water consumption pattern however varies widely over a day as well as month. For

design of the system the peak factors have been adopted as per recommendations of

CPHEEO Manual. Depending on the contributory population the peak factor considered

are as follows:

For population less than 50,000 : 3.0

For population range of 50,001 to 200,000 : 2.5

For population exceeding 200,000 : 2.0

Above peak factors are corresponding to a 24 hours supply situation and have to be

adjusted in case shorter duration supplies if contemplated.

3.4.7 Supply Hours

The ultimate objective is to provide all consumers within the project town with a

continuous water supply (24 hours), and all components of the water supply system shall

be designed with this goal in mind. Presently intermittent water supply is being given to

the customers. This project aims to provide 24 x 7 water supply to the customers.

3.4.8 Minimum cover for pipes

Water supply pipelines are usually pressurized and only protection against damage is

required. Therefore, 1.0 m minimum cover is recommended for pipes.

3.4.9 Minimum diameter of Water Supply Mains

The water supply distribution system is already existing in the town having size varying

from 80 mm i/d to 350 mmi/d. More than 70% pipeline is of Asbestos Cement Material. In

this project, rehabilitation of existing network has been proposed as per the design done

in water gem for all zones. Approximate 50 km pipeline of size 75mm and 80 mm has

been proposed to be replaced as it is very old and have maintenance issues. Existing

Asbestos Cement Pipes to be replaced with DI pipe will not be touched. It will remain as it

is in the present situation.

3.4.10 Velocity of flow

All pipes in network shall be designed for a minimum velocity of 0.60 m/s to avoid

deposition in pipe and and not to exceed a maximum velocity less than 3.0 m/s.

However, such low velocity situation shall be avoided, if possible.

3.4.11 Water Meters

Digital Water meters shall be installed on all residential, commercial, industrial water supply

lines in the distribution system and bulk water meters at outlet of overhead tank.

3.4.12 Water Hammer

Computation of maximum water hammer pressure and the control measures will be done

as per the recommendations of the CPHEEO Manual. In the computations, the values

Water hammer pressure control measures will be suggested wherever the sum of

maximum operating pressure or static pressure of pipe line, whichever is more, and

calculated surge pressure exceed 1.1 times of internal design pressure.

3.4.13 Rising Mains - Optimized Design of Rising Main

The procedure for the design of rising mains is given below.

1. The material of pipe for rising main has to be selected.

2. The range of commercial pipe sizes for the analysis has to be considered.

3. The quantum of water to be pumped every year for the next 30 years has to be identified.

4. The Length of rising Main has to be determined.

5. ―C‖ in Hazen William‘s formula has to be determined.

6. Static lift has to be identified.

7. The following computations for all commercial sizes of pipes in the selected range have to be

computed.

a. Compute capital costs of rising main based on per meter rates.

b. Compute major head losses in rising main for each year of the 30 year period.

c. Add a percentage of minor losses and static lift to get gross total head requirements

for the next 30 years.

d. Compute HP requirements for pumps to be installed in first year to cater to duty

requirements of 15th year.

e. Assuming that pumps installed in first year will be replaced in 16th year , compute HP

requirements of New pumps to cater to duty requirements of 30th year. Consider 50%

standby capacity.

f. Compute Capital Costs of Pumps and Electrical Equipment installed in first year and

the escalated costs of Pumps and Electrical Equipment installed in 16th year based on

unit cost rates/HP.

g. Compute water supply hours for working pumps to supply required quantum of water

for each year of 30 year period.

h. Compute KWH for each year of the 30 year period considering working pumps

capacity and above supply hours.

i. Compute Electrical Power costs for each year of next 30 years period considering unit

power rate and allowing for escalation in power rate in the next 30 years.

j. Convert costs for replacement of pumps in 16th year and power costs every year in the

30 year period to first year level costs by using following formula:

i. Pn =Po (1+r )*n

ii. Where, Po is the first year level cost,

iii. Pn is the nth year level cost,

iv. And r is the interest rate (say 10 %)

k. Add capital cost of rising main and capital costs of Pumps and Electrical Equipment

the rising main.

l. The analysis yields Present Worths of various sizes of rising main from the range of

commercial sizes considered and the minimum Present Worth alternative indicates the

Optimum Size for the rising main.

8. If required the analysis can be carried out for alternate materials for the rising main.

9. Evaluation of pipe material.

3.4.14 Hydraulic Considerations

The water head range at the upstream and downstream end of the pipe has been determined

for the purpose of hydraulic analysis of the pipeline, whether under pressure or gravity

conditions. Pipe sections shall also be checked for water hammer for the rising main safety.

3.4.15 Friction Losses

Friction losses are interrelated with pipe sizing and will be given due consideration during the

design of the pipeline.

3.4.16 Pipe Material Selection

Pipe materials considered for the distribution and transmission network system are Cast

Iron(CI), Ductile Iron (DI), Mild Steel (MS), High Density Polyethylene (HDPE), Medium

Density Polyethylene (MDPE), Polyvinyl Chloride (PVC), Asbestos Cement (AC), Glass

Fiber Reinforced Plastics (GRP), Electrically Welded Steel (EWS) and Pre-stressed

Concrete (PSC). The pipes have been compared on various parameters to evaluate their

usefulness as a water carrying main in transmission and distribution system. The main

parameters which have been discussed are available sizes and lengths, applicable IS

codes, weight, flexibility, available working pressure ratings, tensile strength, impact

strength, ease of tapping and repair, general availability in India, availability of plant and

skilled man power for manufacturing, laying and maintenance, availability of corrosion

control techniques, ease of locating underground pipes, special bedding requirements,

laying speed, performance experience and basic cost economics.

High Density Polyethylene (HDPE): HDPE pipes are available in sizes up to 630 mm OD but up

to 315 mm OD they are commonly used. The material is light, has very good impact strength

flexibility and corrosion resistance. The jointing can be done by butt welding, insert jointing or by

flange jointing. This is satisfactory but requires skilled manpower; HDPE pipes are tough and

resilient and conform to the topography of land when laid above ground or in trenches. They can

bend to some extent thus reducing use of specials like bends, elbows etc., thereby reducing

installation cost. HDPE pipes are easy to carry and install because of their lightness. The pipe has

a very high C-value. The bending material has to be free from sharp edges. Fine sand or screened

excavated material is ideal. It is the costliest material as compared to other pipes available in its

range.

Mild Steel (MS): This can be manufactured from mild steel plates for required sizes. However, it is

not normally used in the local distribution lines. It is mostly used as trunk distribution mains and

transmission mains in the water supply systems in India. The material has high impact strength

due to its high ductility. Specials of all kinds and be fabricated without difficulty. Due to elasticity,

MS pipes adopt themselves to changes in relative ground level without failure and hence are

suitable for lying in ground liable to subsidence. MS pipe with flexible joints provides additional

safeguard against failure.MS pipes being flexible are best suited for high dynamic loading.

Because of its low resistance to corrosion, MS mains need protection from corrosion internally and

externally. The internal coating would improve the C-valve. Skilled manpower is available for laying

and jointing of MS pipes. Tapping and repairs are easy. When a pipeline has to lay over waterway or

railway, MS pipes are most suitable due to their flexibility and light weight compared to CI / PSC

pipes. When internally coated and externally grunted it marginally differs in cost as compared to

internally coated CI pipe.

Ductile Iron (DI): Ductile Iron, also called nodular iron or spherical graphite iron has superior

mechanical characteristics. Ductile iron differs from cast iron by its greater tensile strength and by

its significant proof stress and elongation after yield. For protection from corrosion inside and

outside linings are provided. Cement mortar lining with a seal coat of asphalted material is typically

applied. Polyethylene internal linings and epoxy coatings and linings are also used for special

applications. Laying and joining techniques are similar to CI. The pipe has high impact strength

due to its ductility. Thus it has the durability of CI and the ductile strength of MS. However it needs

proper bedding and backfilling for sizes 700mm and above due to it‘s this wall design.

In urban areas of Punjab, from past few years, only DI pipe is adopted for laying of

water supply line. Therefore, it is proposed to use DI pipe for the transmission

network as well as for the network to be rehabilitated. The merits of using DI Pipes has

been extensively discussed earlier and it is accepted that DI pipes are technically

highest ranked among all metallic pipes.

3.4.17 Design Formula

A number of formulae are in use for hydraulic analysis of water distribution networks.

Most widely used among those is Hazen – Williams‘s formula, which involves flow

through pipeline, diameter of pipeline velocity of flow and the loss of head due to friction.

3.4.18 Design Software

Water GEM V8i, a powerful and easy to use computer program that helps to design and

analyze complex pressurized distribution pipe network systems, shall be used for

hydraulic computations and to carry out the design of distribution systems. The design

run outputs will be provided together with documented evidence of the validation of the

model and assumptions used during model construction. The network shall be analysed

for steady state analysis of water distribution systems. For distribution network analysis,

WaterGEMS V8i software is recommended for use.

3.5 Network Appurtenances

3.5.1 Over Head Service Reservoirs

The capacity of service reservoirs shall be provided adequately so that the storage

capacity will be sufficient to cover as a minimum the water consumption without refilling

and to balance the difference between peak consumption and incoming supply to the

reservoir. However, for fixation of storage capacity of overhead service reservoir a mass

curve shall be developed based on consumption pattern and rate of inflow in the

reservoir.

3.5.2 Boosting

For distant localities, boosters may be provided instead of increasing the size of mains or

height of the reservoir unduly for maintaining the required pressure.

3.5.3 Thrust/Anchor Blocks

All pipelines having unanchored, flexible joints require anchorage at changes of direction

and blank ends to resist the thrusts developed by internal pressure. The anchorage/thrust

blocks shall be designed taking full account of the maximum pressure the main is to carry

during service or testing and the safe bearing capacity of the surrounding soil.

The magnitude of the thrust shall be calculated by using the following expression:

The resisting forces shall be computed considering the sum of frictional forces between

the bottom surface of the thrust block and foundation soil plus frictional forces between

sides of thrust block and surrounding soil passive resistance offered by soil.

3.5.4 Joints Joint is often the weakest element in water transmission mains and the point where

corrosion might commence. Therefore procedure for protection will adopted according to

standard specifications. All the shop and field joints shall be welded, all welding shall

conform to the requirements of IS 823: 1964 and IS 4353:1995. Welding consumables -

such as electrodes, filler rods and wires shall conform to IS 814:2001, IS 3613:1974, IS

6419:1971 and IS 7280:1974. Ultrasonic Testing should be carried our as per IS 3664

and it should satisfy testing criteria specified in IS 7343:1986

3.5.5 Valves

For control of flow through the pipeline, sluice valves shall be used. For facilitating

maintenance, one control valve with a spacing of 1.5 km to 2.0 km shall be provided on

long reaches.

To facilitate cleaning of the pipeline, wash out valves of adequate size shall be provided at

suitable low points. These valves will be sluice valve type connected by a branch tee from

the main line. The wash out line from the valve will lead to the nearest drainage

course/drain through pipes and fittings.

Air valves of Kinetic double acting type will be provided on the pipeline at suitable high

points depending on the profile of the pipeline. Kinetic double acting air valve of 100 mm

dia. will be provided for mains larger than 400 mm dia. and 80 mm dia. ordinary double

acting air valves will be provided on mains of size 400 mm and below.

Any design consideration not covered above shall be in accordance with the

requirements as contained in Manual of Water Supply and Treatment of CPHEEO,

MOUD, Govt. of India.

Non-Return Valve or Check valve and are installed at pumping station locations to

prevent backflow of water. Such valves, as allow flow through those only in one direction

i.e. towards the direction of lower pressure. Flow in the reverse direction is prevented by

instantaneous closure of the valve. The valve opens automatically when the upstream

pressure increases to a level higher than the downstream pressure.

Surge Vessels & Surge Tanks are installed in piping system, where long lengths of

pipelines are operated under high pumping pressure, to save the pipeline and

appurtenances from damage. Sudden stoppage of pump cause large mass of water

flowing in a reverse direction causing hammer like impact on the pipeline and

appurtenances.

4 EXISTING WATER SUPPLY

4.1 Existing Water Supply Sources

The existing water supply system in Jalandhar city is tubewell based. The drinking water

is supplied through existing 540 tubewells. This project concerns the development of an

entirely new surface water supply system, from the water source to a reservoir at the

fringe of the city.

4.1.1 Surface Water

Surface water for Jalandhar city is available from Bist Doab Canal as it is passing through

Adampur city outskirts. The main Bist Doad Canal is 805 km long starting from Ropar

Headworks. This canal system commands a gross area of about 4 lakh hectares. The

demand for agriculture could be met from the same canal as the canal is having capacity of

500 cusecs.

The BDC carries approximately 1,200 to 1,600 cusecs of water and moves through

Garhshankar, Adampur, Nawanshahr, Banga, Phillaur, Kapurthala and Jalandhar in Doaba..

There is a requirement of 113 cusec of Raw water for the projected population of the town by

the year 2036 and is 150 cusec for the Year 2051. The whole demand is to be met from BDC

without altering any existing outlet and remaining within the allocated share of Punjab State

in view of the National Water Policy 2002 and 2012 in which top priority is given for drinking

purposes over the all other purposes.

a) Near Village Jagrawan Adampur around 75 cusecs water is already sanctioned to Jalandhar

from Bist Doab Canal .

4.1.2 Ground Water:

At present, Water Supply system in the Jalandhar town is based on Tubewells. There are

total 540 number tubewells in Jalandhar. Approximately 98% of the city is currently served

through a pipe network, while the remaining area is covered by dug wells, public stand

posts and water tankers. Due to this situation, citizens of the city tend to exploit ground

4.4 Existing Distribution Network

The length of distribution network is 1026 km approximately having diameter varying from

80mm to 400 mm. The material of pipe is AC, CI, PVC or DI. Abut more than 70 % of the pipe

is Asbestos Concrete pipe while other are either CI or DI. In addition to 133.3 km pipe

network, 48.97 km pipeline is under executon under the flagship scheme of goverrnemnt of

4.5 Existing Wastewater Disposal Arrangements

There are Six existing Sewage Treatment Plants at Jalandhar having capacity 100 MLD,

25MLD, 25MLD, 25MLD, 50MLD and 10 MLD. The 100MLD STP is based on ASP

technology.All five STPs 25MLD, 25MLD, 25MLD, 50MLD and 10 MLD were constructed on

latest technology i.e Sequencing Batch Reactor (SBR) and which were commissioned in the

year 2016. STP of 100 MLD, 25MLD, 25MLD capacity are located at Pholriwal, 50MLD is at

Basti Pir Dad, 25 MLD STP is at Jaitewali and 10 MLD STP is located at Bambianwal,

Jalandhar.

In addition to these STPs, one STP of 50 MLD capacity at Pholriwal is propsed under

AMRUT-sewerage project in Jalandhar. After completion of this STP, the total available

capacity of STPs i.e 285 MLD (100+25+25+25+50+10+50) would be capable of treating the

wastewater of population for the year 2051.

4.6 Analysis of Issues in Existing Water Supply

While MCP is able to supply its population with water, there are two major issues that, if not

addressed, will cause major problems in the near future.

i) The first issue the steady decline of the groundwater table and the depletion of the aquifer from which

the city draws its water. The depletion of the groundwater source is a state-wide phenomenon due to

its intensive use for irrigation. The situation is aggravated in and around Jalandhar City where the

water table drops at a rate of over 1 meter per year and currently is more than 35 meters below the

surface.

ii) The second issue is the poor performance of the water supply services. The high rate of ‗unaccounted

for water‘ is exemplary. Also, the financial performance is very poor; only a third of the city‘s

expenditures on water and sewerage are recovered from the sale of water.

iii) The other important issues are as under-

a) Unsatisfied water distribution system: However most of the residents of the city are having

access to the piped water supply but they are disappointed when either there is no certainty of

water at the time of requirement. The consumer who is near to the source of water i.e. tube well

can get plenty of water at very good pressure but the consumer are the far end is unable to enjoy

this facility

b) Suction Pumps installed direct on distribution line

The timing of water supply in the town is intermittent due to which to meet their hour to hour

requirement people use to fill the over roof tanks. For this purpose they generally use suction

pumps which are directly installed over the distribution lines. Those who are near to tube well get

water in plenty and the people at far end cannot get the water at low pressure even.

c) Unmetered Supply:- There is no bar on the quantity to draw the water from the pipe line as the

tariff rates are lump sum. This is also the cause of wastage of water and its faulty distribution

management.

d) Excessive Generation of water but less supply to consumer:- Due to lump sum tariff rates

and unmetered water supply the distribution becomes unfair which always compel the people to

raise demand for water by installing new tube well in their locality, which ultimately results

excessive generation of water but less supply and less satisfaction to the public.

e) Unequal water pressure:- In the presence of no bar on the quantity of water withdrawal from the

pipe line, installation of suction pumps directly on the distribution line, lump sum tariff rate and

unmetered water supply, it is not possible to provide required pressure to all the consumers

f) Excessive NRW and O&M cost:- As explained above the water generation is far above the

genuine requirement of the water for the town. This has led to excessive wastage of water

resulting to more Operation and Maintenance cost

g) Contamination of water:- Experience has shown that in most of the case the cause of

contamination is the house connection. Generally the pipe used for house connection get rusted

and leaked. As and when the suction pump installed is operated on non supply times it sucks the

foreign liquid in to it. It can cause to happen similar to the distribution line also.

h) Delay in Complaints redress. :- Since try to satisfy the public in such unplanned and haphazard

system is always carried on but in such circumstances the redress of complaint is some time not

done satisfactorily or it is done temporarily.

i) Tariff free house connections.:- As per existing tariff rate policy adopted by PMC the

households having plot area less than 125 sq yards have not to pay any tariff for drinking water.

On the other side also there is no bar on the quantity to be used by them. This has encouraged

people to divide their bigger house in to smaller pars of less than 125 sq yards to get free water

and more number of house connections also.

j) Unauthorized Consumers: - There are number of unauthorized consumers in the town who

have get their water supply connection without the permission/ knowledge of the Municipal

Authorities

k) Unwillingness of the people to pay the bills:- The present system of water supply has cause

un satisfaction among the people regarding quality of water, pressure of supply, timings of supply,

complaint redressal etc. which has created unwillingness among them for not to pay the bills.

l) Continuous failure of the Tube wells:- The continuous and over draft from the tube well has

caused speedy depletion of the ground water table. This has further become the cause of failure

of the even recently bored new tube wells.

m) Excessive Financial load on the public :- Due to intermittent and uncertain water

supply hours every house hold use to have his own water storage to meet with the odd

hours demand for which he has to incur expenditure on PVC or Masonry over roof tanks

and on pumping system to fill these tanks. The house hold also prefer to purchase and

put purifiers of their own to insure the portability of the water and when they are out of

their house they prefer to purchase the bottled water thinking it more safe for them.

Immediate need for implementations of the project has been established. The proposed

project is aimed to shift present source of water supply i.e tubewell based to surface

based water supply system and providing adequate quantity of water with quality as per

norms stipulated by MOUD, and other related agencies for all habitation in project area

on a 24 x 7 basis

5 DESIGN DETAILS

5.1 Design Philosophy

The existing network was entirely designed based on under ground water supply system i.e.

As this project aims at shifting of source of water water i.e. underground water to surface

water, a new Water treatment plant has been proposed to the site near the raw water source

and the distrubition network has been redesigned considering available assets (distribution

network and OHSRs).

The table 6-1 below provides the total water demand against available supply and any

surplus or deficit over the design period. It also briefly indicates the approach to meet the

deficit in the intermediate and ultimate design years.

For surface based water supply scheme, new Water Treatment Plant of 275 MLD is proposed

to be constructed keeping in the view the present available 275 MLD raw water. For meeting

the demand of the year 2052 i.e 365 MLD, WTP of remaining capacity will be constructed in

Phase-II after having the approval of raw water from the concerned department.

For meeting the ultimate year demand another WTP will have to be constructed in 2036 using

raw water from Bist Doab Canal to the present site.

6.1.1 Design Consideration for WTP

6.1.1.2 Treated Water Quality Requirement It is expected to have the treated water quality to meet the standards set by Govt. of India i.e as per IS 10500. The filtered water quality shall comply with the levels presented in ‗Acceptable‘ column of these standards. 6.1.1.3 Design Flows & Capacity

Water Treatment Plant of 275 MLD Capacity is to be constructed at Jagrawan, Adampur. The

normal works flow (NWF) through the Treatment Plant will be 275 MLD and the maximum

works flow (MWF) will be 365 MLD. The higher figure shall be used as the maximum design

flow for achieving the required water quantity standards during both monsoon and non-

monsoon seasons. The output to supply will be the NWF or MFW less water discharge

during the de-sludging, and other minor losses.

The loss of water in terms of sludge and backwash water will not exceed 3 per cent of the raw

water to be treated. The plant shall be capable of catering to occasional hydraulic overload of

10%. The design of the water treatment plant will be based on 24 hrs working/day.

Flow will be measured at inlet at Parshall flow and on rising main of treated water pumps at

the outlet.

6.1.1.4 Treatment Process-Overview

The unit processes are identified based on the following,

1) Based on review of functioning of the existing treatment plant and raw water data that is

available along with required performance parameters.

2) Land Availability & space.

3) Ease in operation & maintenance

Process design criteria are specified for the treatment units in terms of the minimum number

of process units, acceptable process and hydraulic loading, chemical dosing rates, power

consumption, etc.

Process treatment is adopted depending on the quantity of water, nature of raw water

constituents, desired standards for raw water quality, suitability of a particular alternative for

design and implementation, land availability, operation and maintenance issues, availability of

spares, material and cost etc.

6.2 Site Layout

A indicative layout plan showing all the proposed WTP components is shown in Drawing

No.PWSSB/WTP/LAY-1. The layout area of the proposed WTP is 50 Acre.

The orientation of the various WTP components are proposed so as to minimise the cost,

enhance functional aspects of each component to have a better performance and efficiency of

the plant. The arrangements of each component of WTP in the layout plan are only indicative

figure.

6.2.2.1 Clear Water Pumping Station

The clear water from the chlorine contact tank will pumped to rising main/UGR. The pumping

station of 30m X 15m size is provided near to chlorine contact tank. The pumps are design to

handle the peak flows. In accordance with design criteria the velocities in the rising mains

should kept to a minimum of 0.75m/s and a maximum of 1.8m/s. Thrust blocks for the rising

mains have been provided where there is a change in direction greater than 10 degrees. Air

valves are provided at the head of every rising main and high points.

6.2.2.2 Admin and Control building

Admin and control building with size 25m X 12m is proposed. In Admin and control building

the ground floor having admin office and on first floor laboratory cum office is proposed. A

room is proposed adjacent to the laboratory for storing laboratory chemicals.

6.2.2.3 Backwash Balancing Tank

The filter backwash produced shall be taken to Backwash Balancing tank. The overflow collected

through weirs on end of the channel shall be conveyed to distribution chamber by submersible

pumps. The sludge settled at the bottom of the tank shall be taken to sludge thickener. The tank

will be of a rectangular shaped reinforced concrete construction. The tank shall be in two

compartments for ease of maintenance.

6.2.2.4 Sludge Collection Sump & Pump

The volume of clariflocculator sludge produced per day shall be of 0.3% consistency. Sludge

from clariflocculator will be collected in sludge tank. The sludge then shall be pumped by

pumps to sludge thickeners. The sludge detention tank will be of a square shape constructed

in R.C.C.

6.2.2.5 Sludge Thickener

The sludge from sludge detention tank shall be pumped to gravity thickener. Thickening is

provided to reduce the volume of sludge.

A gravity thickener will be designed on the basis of hydraulic surface loading and solids

loading. The use of chemical additives (lime or polyelectrolyte) also allows higher loading

rates. The design principles are to be the same as those for sedimentation tanks. The

thickener will have the full diameter fixed bridge complete with walkway for access of

personnel to the centre, access stairs to ground level and hand railing, a motor driven sludge

scraper complete with all necessary controls, delivery pipe work, a stilling well and overflow

steel weir plates.

The scraping gear shall be supported from the tank base and from a fixed bridge carrying the

central electric drive for the rotating gear. The equipment including driving motor, gears,

shifting and scrapers shall be designed for continuous operation and sized for the most

arduous operating conditions. The scraper shall be fitted with rotation monitors and overload

protection to alarm in the event of a failure. The sludge thickener will be of a circular shape

constructed in R.C.C.

6.2.2.6 Centrifuge

Concurrent Solid bowl centrifuge can be used to dewater the sludge from thickener. In this

unit, liquid sludge will be introduced at the far end of the bowl from the dewatering beach,

where sludge solids and liquid flow in the same direction. The centrate/filterate will be

withdrawn by a skimming device or return tube located near the junction of the bowl and the

beach. Clarified centrate then flows into channels inside the scroll hub and returns to the

feed end of the machine where it is discharged over adjustable weir plates through discharge

ports built into the bowl head.

Method of installing a solid bowl centrifuge are to put the centrifuge on the second floor of a

two- story building and drop the dewatered cake into either trucks or a storage hopper on the

first level.

6.2.3 Sludge Disposal from WTP

The sludge cake will be disposed at the any available landfill site in and around Jalandhar.

6.3 Design of Water Supply Network System

6.3.1 Zoning for Water Supply

Water supply at Jalandhar was designed long back in different zones. In this project, rezoning

has been done utilizing the existing assets (i.e. service reservoir & pipeline) to the possible

full extent. Following were considerations were made while zoning:

a. Land availability, as Jalandhar is an urban town, open land is not easily available. Therefore, the

Munucipal land provided by the PMC was the major consideration.

b. Capacity and staging of the existing OHSRs.

c. Existing command area of OHSRs.

d. Physical barriers (Railway Line, NH, SH, Rivers etc.)

Each zone will be served by through OHSR (Existing/Proposed). Proposed UGSR will feed

the existing/proposed OHSR so as to ensure Bulk water supply to the consumers. Rezoning

of existing OHSR is done to ensure Pressure and Demand at terminal points are as per

Guidelines.

6.3.2 Zone Wise Population and Demand Calculation

The city has been divided into total of 36 Zones. Details of zone wise ward coverage are given

in table 6-7 below. The UGSR‘s are proposed where the OHSR is not in working condition.

6.3.3 Raw Water Rising Main

The raw water is available from three sources as explained below-

a) Near Village Jagrawan on Adampur road around 75 cusecs water is already sanctioned to

Jalandhar from Bist Doab Canal.

The concerned Department i.e Water Resources Department is also exploring to allocate the

total demand of water i.e. 365 MLD for the year 2051 from Jalandhar Navigation Channel

outlet. The process in this regard has been started. A committee has been formed to check

the capability of taking discharge from Bist Doab Canal. In case, all the raw water is allocated

from Bist Doab Canal itself.

Therefore, in this DPR, it is proposed that Raw water will be taken from Bist Doab Canal At

RD 226000 at Adampur Bist Doab Canal, which is 0.5 Km away from the proposed site for

WTP and water will be intaken by Gravity flow.Detailed design has been enclosed in ―Volume

I-B‖. Brief details are provided below.

6.3.4 Clear Water Rising Main

6.3.4.1 Abstract of Clear Water Rising Main Network-

Diameters of the rising mains vary from 250mm to 1200mm (DI K-9 pipe of Length 140 km).

In order to get the most econimcal size of main water transmission route, 2 options were

selected and calculated for getting the economic size. Option-1 comes to be the most

economical and hence adopted.

6.3.5 Under Ground Service Reservoirs

For providing Bulk water supply to the consumers, underground service reservoir are

proposed to feed the Overhead Service Service Reservoir. The capacity of UGSRs has

been calculated as per Mass curve which is appended in the Volume- II ‗Design‘. The

capacity of UGSR has been worked out as 15 % of the demand of 2051 population.

6.3.6 Service reservoirs for Water Distribution

6.3.6.1 UNderground Service Reservoir

Each water supply zone will be served by an independent UGSR, Altogether, 37 Nos. new

UGSRs has been proposed in the city while there are 18 Nos. OHSR are working and

UGSR are proposed for failed OHSR‘s. These facilities will be fully utilized to serve the

intermediate year water demand of 275 MLD.

6.3.7 Distribution System

95 % of distribution network in already laid in the Jalandhar city while remaining is

under execution under the ongoing scheme of AMRUT. Therefore, before start of this

project 100% of the population will have access have to piped water supply. Now in

order to provide Bulk water supply to the consumers, distribution has been redesigned

and proposed to be fed from the respective zonal UGSR/OHSR. Any existing

distribution system in the zone will be integrated within the proposed system for that

zone. The hydraulics of the integrated system will be checked and replacement will be

proposed accordingly. Distribution Network system has been design by using

WaterGEMS V8i.

Further, as each zone is designed as a closed loop system, the peak factor for that sub

zone is based on its projected populationthe peak factor considered also varies

between 2.5 to 3 in accordance with extant CPHEEO Guidelines for Water Supply.

Minimum terminal pressure has been considered as 17m for each zone.

6.3.8 Operation Philosophy of Bulk Supply System.

The clear water from clear Water Reservoir located at Jagrawan site will be pumped

for 20 hours to supply water to every proposed underground Service Reservoirs. The

UGSR will feed the water to existing/proposed OHSR by pumpimg water 18 hours in a

day to provide water. From OHSR, water will be distributed to the distribution water

supply line. The pressure at UGSRs which are located in the initial areas may be

controlled through Pressure Relief Valve so that UGSRs located at the the farthest

point also get desired water without losing pressure at the initial points.

Sluive valves at the outskirts of every zone will also be provided to get the water

redistributed in case of any emergency.

Whole of the system will be PLC based SCADA system. Master SCADA room and

PLC room will be at WTP site. Sluice valves at inlet of UGSR and outlet of OHSR will

be provided with actuators.

As presently the whole system is based on tubewells, all the tubewells will not be

declared non functional after the completion of Project. 25 No. high yielding tubewells

will be maintained for emergency time like during maintenance of canal, low supply of

water from BML etc. These 25 tubewells will be used to feed proposed underground

service reservoir. 17 new tubewells are being installed under AMRUT scheme and

remaining 8 high yielding recently installed tubwells will be maintained for emergency

purpose.

6.3.9 Household Connections

Total 55509 house connections are existing for water supply. In addition to this, 5792 house

connections have been taken in the AMRUT water supply project. Therefore, in this DPR,

House connections which need rehabilitation has been taken. Water Meter for whole city

has been taken in the AMRUT DPR. Therefore, no provision of water meter has been

considered in this project.

6.5 Trenchless pipe laying

In case of major junctions and highway crossings and congested areas where open

excavations for pipe laying are not feasible, the pipe laying shall be done using trenchless

methods. Total 05 tentative crossings have been identified, three at National Highway and

Seven at State Highway.
