CHAPTER I.

· Pll.ErATonY.

The charge of the Department was held by me throughout the yaar, except for a period of two months and 10 days from 1st August to lOth October 1911, when Mr. J, McNeill, I. 0. S., was in charge.

J'llr, J. A. Mciver held charge of the office of tho Superintendent, Govern­ment Pholozinco Department, from lst August 1911 to 13th March 1912 from which date he proceeded on combined leave. Mr. A. W. Audy was in chargo of the office for the rest of the year. .

3. During the period under report Mr. McNeill visited three Districts. I toured in 17 Districts (including the Dist1·icts of Thar and Parkar, Hyderabad, Karachi, Sukkur, Upper Sind Frontier and Larkana in Sind) for inspection, inquiries and arrangement of working plans with the local officers especially in those Districts which were confronted with problems. of peculiar difficulty. Particular attention was given to Sind where I toured for a month in February · and March and I again visited Karachi in J nne to meet a Conference of District

, Officers which was assembled by the Commissioner in Sind. The Conference lasted 5 days and resulted in the settlement of many important questions of Land Records and Land Revenue Administration. It was also decided to make a beginning m the following fair season of the measurement of sub-divisions in Sind.

4. All the Superintendents toured in their respective charges for the supervision and inspection of the work of the Land Records Staff, Record-of• Rights and the measurement of sub-divisions.

CHAPTER II.

LAND RECORD!! EsTABLISHMENT.

Establishments under the llivlsionaZ Superintendents.

5, Besides their own establishments and the establishments of the District Survey Offices, the Field parties worked undet• the immediate ,control and

supervision of the Sup~rintendents and their work is described in Chapter III of this Report. .

6. Four Ju?ior Civ!lia~s and one Probationary Deputy Collector under­went a course of mstruct10n m survey and settlement matters in their respective districts under the supervision of the Divisional Superintendents. Three of these officers were declared to have duly q ualifi.ed themselves.

T1·aining of.Oircle Inspectors in Survey.

. 7. Central classes for the training of Circle Inspectqrs in Survey were opened in Poona and Belgaum. The Thana Circle Inspectors who have been trained at Belgaum were train~d at Poona which is for them a more convenient centre. No class could be held in the Gujarat districts owing to the prevalence of famine. The classes were as usual conducted by the Field Party Surveyors under the general supervision of the Superintendents. After preliminary in· struction the candidates underwent a practical course in measurin"' at the J?ivisional Head Quarters under the surveyors and an independent ~ourse of measurement in their own districts under ·the District Inspectors. On the conclusion of this course the candidates were examined by the Superintendents.

. 8. Of the six candidates from the Thana district, four passed the survey test while two completely passed the Circle Inspector's Examination. · In the Central Division out of the 21 candidates 14 passed the survey test, but only 11 were declared to have completely passed the Circle Inspector's Ex:aminatiou. Of the 41 candidates who atten.ded the class at Belgaum 22 passed the Survey test, while the number who completely passed the Circle Inspector's Examination vas 17.

9. Classes for the training o£ Village Accountants continue to remain in abeyance.

1Jistrict Survey Offices.

10. The number of District Survey Offices remains the same as in the previous yea.r. With a view to more efficient management all the District Survey Offices iu the Central and Southern Divisions have now been placed under the entire control of the Superintendents. All the offices \Vere inspected in detail by the Superintendeuts, and their work was found to be on the whole satisfactory. The records of the Thana Office referred to in last year's report have not yet been rearranged by the Superintendent's establishment and it appears that the work may require the employment of a small special establish• ment. The matter is receiving attention.

The system under which the establishments now employed in the various District Survey Offices are recruited an~ I?ro~oted appears t~ n:ed reforr;n: The Superintendents have represented that 1t 1s difficult under ex:1shng cond1t10ns to keep up the efficiency of the offices as the older and more . experienced men retire. The matter will receive special attention and will be referred to again in n~:xt year's report.

District Inspectors.

11. The normal programme of duties was in many districts disturb?d ~J famine and scarcity, but statement IV shows the work performed by the D1str1ct Inspectors of Land. Recor?s· They appear on the whole.to have ~one a sufficie~t amount of routine mspect10n and the Collectors are satisfied With the way 1n which they have performed their duties. .

In the Northern Division Mr. C. D. Kavi, District Inspector of Ahmedabad, is specially praised by the Collector and the Superintendent. In spite of extra duties entailed by famine he succeeded in disposing of a large amount of useful work. In the Central Division the Collector praises the work of Mr. K. M. Vaishampayan, District Inspector of West Khandesh, but notices that his test work was less than it should have been. Mr. Bere, District Inspector of Land

12. A class was held at Poona from 11th September to 11th October 1911 for the training .of J:unior. District. Inspectors. in theodolite ·and. plane-~able. The class was conducted by 1\Ir. s .. R1 Bhag~at,. L. C. E., Lecturer. m Engwee~,., ing in the· College of Engineering. Seven D1str1ct Inspectors and· two cand\ ... dates for the post of-District Inspectors attended the class and all were granted. certificates of proficiency.

The Collectors in general, speak favourably of the work done by the Circle Inspe,ctors and care is being taken to keep up efficiency of the staff by proper attention to their recruitment, pay.and promotion. · ·

· 14. Boundary mark work was entirely suspended on . account of famine and sc'arcity in Ahmedabad.- Kaira, Panch 1\Iaha.ls, Dha.rwar, in four Talukas. of Shoh~pur, and in parts of Ahmednagar. The programme of repairs was com­pletely carried out in only a few districts among which may be mentioned Sat,ra, Bijapur and Kanara,, but in the majority of districts .the reports received give no definite information on .this point. !!ere figures of boundary marks repaired are in themselves of not much value or inttlrest without information as to the extent to which the year's programme of work was actually carried ~ut. Care will be, taken to see that next year's reports contain this information and it wjll, b~, embodied insta~.~ment I.. · ·

Mr: Yardi. The arrears' are still heavy in several districts, but the totalamount or' work' dis'posed ?I i~ the year is in every divisJon greater than in the past year and from many d1str1cts reports have been rece1ved of the success of the experi­m.en.t ,mentioned in last year's report of, making one or more selected Circle lnspectqr& solely respon~ible .for. mea~urement work alone.

Measurement of suo-~ivisions.

16. The progress made in this work was greater than in any previous year, .·rn the ~~rat District plane-table surveys were continued under the p~rsonal supervision of the Collector, Mr. Anderson. The Bardoli Taluka part of which bad been mapped last :season, was completed, also the whole ~£ the Ja.la1pur Taluka and 13 villages of the Cborasi Taluka. In Thana a special party controlled by the Superintendent of Land Records and Re"istration, Nort)lern ,Division, COII!pleted all but 5 villages of the Salsette Taluka.

17. In the Central Division three special parties of trained measurers were employed under the Superintendent of Land Records and Re"'istration one in.the Kopargaon 'f:iluka of Ahmednagar, another in the Hav~li Taluk~ of P?ona and the third in the Barsi Taluka of Sholapur. The details of. their work are shown below :-

In addition to the above work, the 'sub-division measurement work was carried out by parties locally organized in the Khed Taluka of the Poona District in the Taloda, Nandurbar and Sakri Talukas arid in the Nawapur Petha of West KMndesh and in. the Jalgaon and Jamnei' Talukas of East Khandesh. These parties measured 22,374 sub-divisions in 154. villages.

18. ·In the Southern Division, the measurement of sub-divisi~ns was ~arried out principally in the Dharwar and Bijapur Districts. In the former district, the whole.of the Ron Taluka was completed, 20,676 sub-divisions havin"' been

' dealt with by 27 measurers, In the Bijapur District, the Hungund Taluka begun two years ago was completed by 6 measurers. One village in the Vengurla Taluka of the Ratnagiri District was _also finished· during the year under report. · . ,

19. Special enquiries will be made during the lair season of 1912-13 to· aecertain how far the sub-division measurement work done in past years has been kept upto date, and I hope before the end of the season to btt ready with proposals for a scheme f~r sec~ring. the regular maintenance of mapping as desired by Government m· their review dated· July 1912 of'the Annual Report for the year 1910-11. '

20. I am glad to bring to notice the good work dbne by Mr. Gordon as Superintendeiit; Land Records and Registration, Central Division in organizing and training the special measuring parties far sub-division work. He has drawn up a very useful code of technical instructions which will greatly,facilitate work in future and will enable us to get better work at smaller cost, Another very useful piece of work performed by Mr. Gordon is a little Handbook or Manual of Land Surveying for Bombay Revenue Officers which I am about to submit t() Government. The need of such a book ha~ long been felt and it will be spe!)ially useful to Circle Inspectors and Junio'r Assistant Collectors. . .

21. Much valuable experien~e gained in the practical'work of measuring sub-divisions is now being turned to account in· other; directions. 'Practica.ll.v all the field measurement which our revenue Surveyors have now to. deal with, consists of plotting int~rior· detail into. the existing frame work pf d~marcated · · surve~ numhe;s. F~r this purpose the- detailed and e}abo~a~e system of s';lrvey· by triangulatiOn wh1ch was reasonable and proper 1n origmal, surveys, IS n() longer necessary and can well be replaced by simpler and . ~ore. summary·. methods ol measurement in the field and the use of the area·squarfi} in the office . for area calculation. These changes will, without reducing efficiency, make great economies of time and labour both in the field and in the office. . . .

CIIAPTEB. III.

SUR\EY AND SLTTLEMENT \VORK.

23. The following Survey Est~blishments were employed m this Division :-

(1) A Field party consisting of 10 permanent surveyors for the Gujad.t districts.

p) A Field party of 3 permanent surveyors for the 'rhina district.

Durin"' the Field season both Field Parties were fully employed and the amount of ';.ork done by them was ~dequate, and in the .recess season they wore employed on the examination of tile field work done durwg the field season.

Survey of tl1e Tdlukddri Estates.

21. 01Vin"' to famine, the number of parties was reduced from fivo to three who wer: sent out to do tho field work still remaining in the Broach, Kaira and Panch :Mahals districts. The operations were severely handicapped by the failure of the rains and the consequent fodder famine and labour diffi­culties in Broach caused by the emigration of the labouring classes after the partial failure of the cotton and joiV:lri crops. IV or~ ~as. starte~ late an_u was carried on throughout the season under constant antlc1patwn of wterruptwn by the uecbration of famine, which contrary to expectation never became necessary. The amount of work done has declined, but in view of the special difficulties of the season the progress made was satisfactory. The only work now remaining is the measurement of the Vantas in the llroach District and this will be completed. by 2 parties during the ensuing field season. The .Assistant Settle­ment Officer makes favourable mention of the IVork uone by the Head Surveyor ~Ir. BLailal Hargovandas and by the three Nimtandars, Messrs. Ranchodlal Bapuji, Dcvshankar Kalidas and. Keshavlal Tribbowan.

Cent1·al Division.

25. The parties which continued to work in this Division were:­

(1) The Central Division Field party, and

(2) The 2 Additional Field parties.

When the fair season began the surveyors from these parties were drafted off in large numbers to form the nucleus of special parties for the measurement of sub-uivisions in the Deccan districts. The remainder were consolidated into one party under one Head Hurveyor which carried on the work of survey of Iu<Lm villages. This party completely measured D Im1m villages, partly measured 7 Jn,irn villages and. also uid the complete classification of 12 Incim villages.

Southern Division.

2G, The Field party in this division consists of 6 permanent survE~yors. Of the work done by them during the year special mention may be made of the Fnr..-cy and. settlement of Kurundwau and Ganeshpur, the survey of Devache Gothane, the classification of salt lands in the Devg~d 'l'Miika and the reclassi­lJ~:· tiou for water of irrigated lands in the Ranebennur 'l'aluka. The survey of t~1e ~a~,l~i l_an~s in the Ratn:igiri. District was finally completed. In the L,u,agm D1stnct the Watap Establishment turned out a very large amount of p:.rtJtiou work. An important reform carried through this year was the curtail­tncllt .'JUU simplification of the reports and returns relating to this work and the ;,r1o!'tton of. a uniform :laily fcc for mt?asurement work IVhich have largely nd ucc:tl clcncal work.

27. Original settlement reports of the Khalsa· village of Chitrodia in the • Jhalod MaMl and of the Inam villages of Majigam·(Chikhli Taluka), Walnai and Wadh.wan (S:ilsette Taluka) and Siadla (~!pad. Taluka) were submitted by ~he Superu~tendent~ Land · Records and Registration, and survey rates were mtroduced 1n the villages of Dholera (Dhandhuka. Tliluka) and Oganaj (Daskroi 'Taluka). •

Oentral .Division.

28. Original settlement proposals for ·1 Government' and 6 alienated · villages and revision settlement proposals for 16 alienated • villages were sub. mitted by the.Superintendent, Land Records and Registration, Revised survey .assessments were introduced into 209 villages. ·· · •

Southern .Division.

29.. Second Revision Settlement proposals for the Kalghatgi and Bank, pur T1tlukas of the.Dharwar district submitted by the Settlement Officer, Mr. Turner, were received· in this office and submitted to the Commissioner.· Revised rates were introduced in the talukas of Dharwar in the DMrwar district and Parasgad -in the Belgaum district. ·

30.. The Survey Daftardar's office with· the help of a special establishment -completed during the year the work of calculating the Second Revision· assess• ments of the Dharwar and Paras gad Talukas,

Oitg Sur'Dega.

31. The inquiry work of the Godhra City Survey is still in progress. An -important amendment has recently been made of the District ~f unicipal Act by Act X of 1912. · Under this Act subject to a period of one year's limitation for :appeals or suits finality is given to orders of a Collector or a Survey Officer deciding claims to property by or against a Municipality. This legislation, will, it is expected, be found very useful to Municipalities in protecting the rights of the public against the encroachments which have hitherto been found such a troublesome problem in Municipal Administration,· City surveys will in future years be more freely undertaken in order to secure these benefits, but the difficulty -of finding a sufficient number of competent. surveyors for this class of work is at present seriously felt,. .

32, The work turned out by this Department for the twelve months ending .31st July 1912 was 2,284,268 pulls valued approximately' at Rs.t,36,119·13·11 ;at a total cost of Rs. 1,00,123·5·3 leaving a balance of Rs. 35,998·8·8 in favour of the Department. •

33.. Useful work was done during the year in production and issue of ~ .revised and up-to-date editions of several taluka and district maps. . .

34., The new ·editions are based upon · the Government of India topo• .graphical survey . sheets and are thus a great improv_e~ent on the old taluka maps many of wh~ch were based merely upon the Provmc1al Revenue Surve~;.

CHAPTER IV.

RECORD OF RIGHTS.

35. As in the previous year the work in connection with the Record of .Rights consisted chiefly in the preparation of a new edition by revision and

rewriting in new forms. Satisfactory progress was made in nearly all districts, but in some the work was delayed or suspended on account of t.?e prevalence of famine conditions. The districts where the heaviest arrears still remain are Kaira in the Northern Division, Poona, Ahmednagar and Shol:ipur in the Central Division and Bijapur in the So~ther~ D!vision. This first e~iti~~ of the Record is now complete in tl1e followmg districts :- ·

36 The orders of Government contained in Government Resolution No. 8965 of 23rd Septem~er 1911 made amp]~ provi~ion. for the. cos~ of the special establishments reqmred to help the ordmary d1stnct staff m this work, The first allotment of Rs. 70,000 was made for the year beginning Aprill,l912, and it began to be utilized from the beginning of March about half way through :

. the year dealt with in this report. Special establishmen~s. wer~ entertained in almost every district and have cost. up to the date of wr1tmg m round figures Rs. 38,000. The money has been very usefully spent and reports from every district continue to show that there has been a great improvement in the standard of accuracy of the new records. In the Thana and Ratnagiri Districts the old records were often so inaccurate that the revision practically amounted to the preparation of a new record based upon a ne\V and careful enquiry in the field. Future revisions will not, it is hoped, be so laborious or so expensive~

37. The Record of Rights is now also the Record o£ Liabilities in nearly every district and this change will to a certain extent automatically make for more careful and regular maintenance and greater accuracy. At the same time care is being taken to insist upon punctual reports by landholders of acqui• · ' sitions of rights especially by way of partitions and of redPmptions of mortga"'& and to levy deterrent fees in cases of neglect or delay in reporting. It m~y therefore be expected that the cost of the periodical revision and rewriting . of the record will in future be considerably les~ than it is now in this first. revision.

38. The cost of the special establishments employed for the revision of the Record during the year ending 31st July 1912 was Rs. 36,108 as follows :-

39. Initial records were compiled for 5 Sharakati villages and for the·· Poona City and Suburban Municipal areas in the Poona District; 'for 1 Sharakati village and 7 Municipal areas in the Satara District; for 4 Sharakati villages. and 1 village recently made Khalsa in the A1ibag Taluka of the Kolaba District and for 4 newly made Khalsa villages, 4 Sharakati villages and 5 Municipal areas in the Ratnagiri District. .

40, During this year a very useful piece of work has been done by· . Mr. Wiles, Superintendent, Land Records and Registration, Southern· Division which may be described in his own words:- · ,.

"During the season I have been in continual correspondence with . the Director and the other Superintendents regarding the Record and have­embodied in a Manual what, it is hoped, will prove final instructions."

This Manual was revised where necessary by the Commissioners in conference and was recently submitted to Government for approval and publication.

41. The compilation of Standing Orders in the Land Records Department was also thoroughly revised and brought up-to-date and submitted to Govern· ment· for approval after scrutiny and revision by a conference of Commis­sioners.

Eight hundred and eighty-one requisitions were receiyed from officers. for the supply of copies from field-books, Of these, 811 were dtsposed of as agamst 634 in the preceding year. .

5. Appendix· C shows details of survey work done by Tapadars which was received for scrutiny in the Head Record Office. In spite of the fact that no assistance was received from Survey Parties, the figures show considerabl,e increase._ One Zabit continued to be employed in checking the bandis and field-books received from Taluka Offices. This man had, on several occasions, to be assisted by one of the register-writers. ·

6. The establishment engaged since November 1910 (Government Reso­lution No. 10324, dated 14th November 1910) on re-arranging records is progressing satisfactorily. · Its labours are expected to end by the close of March 1913.

7. Another special establishment of 6 Munshis sanctioned in Government, Resolution, Financial Department, No. 1115, dated 26th March 1912, has been working since 24th April 1912 at indexing the field·books and bandis in the Record Office, i. e., the old field-books and bandis of the Sur!ey Department and those received more recently. It is too e'arly yet to speak of the progress of this work as, at the present rate, it will probably occupy the Munshis for several years. · · · ·. ·

B. The permanent re-organization o£ the Record Office, the consideration of which had been postponed till the arrears had been cleared off by the special establishment and the routine work of the office had been brought into a normal condition, will soon be taken in hand. ·

9, The number of Surveyors employed remained at 5. · Owing to the unsatisfactory conditions of the season, and in view of the orders contained in Government Circular, Financial Department, No. 2706, dated 22nd August 1911, no Survey Parties were «:lntertained. All the 5 Surveyors, therefore, worked independently. Measurement work was carried out in Taluka Guni of the Hyderabad District and T:Uuka SMhdadpur of the Nawabshah (formerly Hyderabad) District. One Surveyor was deputed for six weeks to settle a disputed boundary line between Bab:i.walpur State and Kashmor. Another was deputed . for a similar period to prepare a site plan of the Sadar Bazar at Shikarpur and Magsi's village, together with a register of house-sites in these localities.

· 10. Appendix D gi~es details of the field-work done by the Surveyors and · tests thereof taken by the Superintendent, Altogether 3,123 survey numbers with an area o£ 14,950 acres were measured. Considering the time during which the Surveyors were in the field, the amount of work turned out is very satis­factory. In the 78 survey numbers tested by the Superintendent no error of over 1 per cent. was found. ·

ll. In connection with the recess work of Surveyors, entries regarding 140 survey numbers were tested in the Superintendent's Office and no errors were found,

12. During his tour . the Superintendent tested the measurement. of 60 survey numbers newly surveyed by Tapadars and found an error of over 4 per cent. m 3 cases.

. 13. Survey papers of Revenue Tapadars in the Thar and Parkar, Upper Smd Frontier, Sukkur, Hyderabad and Karachi Districts, relating to 3 124 survey num?ers were examined. In 5E3, mistakes were found, which 'were com• mumcated by the Superintendent to the Sub-Divisional Officers concerned.

, 14, Fourteen Taluka Munabia and Clerks , went up for a three months' survey training. As usual, they were trained for one and a half months in Hyderabad and for the remaining month and a half they went into the field and measured 58 survey numbers. The Superintendent tested 12 numbers and found no errors of any importance.. These men and one Head Munshi, who had failed in the preceding year, were examined in the middle of December. All passed and were given certificates of proficiency. ·

. 15. The :usual four weeks' Survey Class for Revenue Officers was attended by 2 Assistant Collectors, 1 Deputy Collector and 3 .Mukhtyarkars. They all passed the Survey Examination and recei.ved certificates. · · .

16. . . . The complet10n of the preparatiOn of the record 1n the Jamesabad T4luka

was delayed owing to the difficulty of procuring the presence of several occu~ants who resided in other U.lukas. The work could, however, have been fimshed much earlier, if it had been undertaken in a more business-like manner by the Mukhtyarkar. The attention of the Collector is being drawn to this fact, and he is being requested to have the work finished off as · soon as possible. In Rohri and Kambar none of the entries made in· the Record-of-Rights has yet been tested, whilst in Pano Akil 1,234 entries still remain to be tested. The attention of the Collectors of Sukkur and L:irkana is being drawn to this, and they are being asked to have all t.he entries tested by the Supervising Tapadars concerned, as soon as possible. The Collector of Sukkur reports that in his' district a Record-of-Rights has still to be prepared in one dell of the Ghotki T:Uuka, and that the question of ownership of the disputed land in the deh i~ still pending and will be decided soon. The Record-of-Rights. has now been. introduced throughout the Province, excluding the Desert and Kohistan tracts, which are exempt from the operation of the Act •.

20. Appendix E, which has been prepared in the revised form in accordance with the orders contained in Government memorandum No. 6901, dated th~ 26th July 1912, shows the test o£ 'l'ap:idars' and SupervisingTapadars' inspection work by Sub-Divisional Officers. The appendix does not contain complete. information of all the tests taken as, in some places, no regula1• record was kept of them. The District Officers are being requested to direct their Sub-Divisional Officers to keep a more accurate record in future. , ·

The Sub-Divisional Officer, Tatta, checked only 200 entries made in Form I-0 of the Karachi Taluka during the year. The total number of entries made in the Record was 3,449. Thus the percentage of the Sub-Divisional Officer's • test (5•8) was far below the percentage prescribed, 'lliz., 10 per cent: No tests at all were taken by the Sub-Divisional Officer, Rohri, of the Record prepared . during the year in tho Rohri and Pano Akil Talukas. · He has been directed to attend to this work without delay. With regard to the Record·of-Rights work in connection with the agricultural lands within municipal limits in Lark4na and Kambar separate figures of tests have not been supplied by the Collector. He is being asked to see that the Sub-Divisional Officer, Larkana, takes a ·test of not less than 10 per cent. in each case. · ·

23. In the case of the Jamesabad T:Uuka the Mukhtyarkar was assisted by his Bead Munshi in the test work and for this purpose 30 debs of the taluka were constituted into a mahal under section 7 of the Land Revenue Oode, and the Head ;Munshi was appointed Mahalkari for the area.

24. The maintenance of the Record is receiving due attention. The Collector of Karachi reports that in· all the talukas where the Record was promulgated in the previous year it is being kept up satisfactorily except in Talukas ·Mirpur Sakro and Ghorabari, and that the attention of the Assistant Collector, Tatta, ha~ been drawn to this fact. ·Similarly the maintenance of the Record-of-Rights in the Naushahro Talukaof the Naushahro Division is reported to be unsatisfactory. The provisions of sections 10 to 12 of the Record-of-Rights Act were applied during the year to the agricultural lands situated within the municipal limits of Rohri, Ghotki, Garhi Yasin and Sukkur in the Sukkur District, the Sir Amani tract of the l:iMhdadpur Taluka of the Upper Sind Frontier District and the Sinjhoro and Digri Talukas of the Thar and Parkar ·and Hyderabad Districts (now Nawabshah and Thar and Parkar Districts respectively). They have also been applied, since the close of the year, to the Karachi, Jati and Sbahbandar Talukas of the Karachi District, deh Khudi of the Hal a Tal uka. of the Hyderabad District and the Nasrat Taluka of the Hyderabad (now Nawabshah) District, Proposals for the extension of the provisions of these sections to Taluka. at which the Settlement Commi~sioner, the Heads of the districts in Sind, and , the Superintendent, Land Records and Registration in Sind, attended to discuss several questions connected with the Land Records and Land Revenue .Adminis­tration. of the Province. It was decided at this conference to do away with the duplication of Village Form No. I.C referred to in paragraph 30 of the previous _year's report and to substitute_ for the Settlement Register· a simple. land register to bE! maintained at the Head Record Office, contain­ing information regarding survey numbers and their areas, and areas under village sites, canals, railways, etc. · It was also decided to abolish Village Form No. I-D, Part II, which was sanctioned in Government Resolu­tion No. 623, dat"ed the 21st January 1911, and to omit the Khatedar's name from Village Form No. III (Numbershumari) and to utilize column 9 of the latter (name of occupant, etc.) for making entries of the names of tenants and conditions of tenancy. This change has been ordered to be made from the current year in all the talukas where the revenue accounts have to be prepared on the basis bf the Record-of-Rights. · The most important decision unanimously arrived at by the conference was to give the sub-divisions of survey numbers, when demarcated, the !)tatus of survey numbers for the purposes of remissions and fallows.
