Connectivity
• Delay in providing BSNL connectivity to CSC
• SWAN project was delayed due to litigation. Delivery of Services dependent on SWAN.
Capacity Building of the stake holder
• Proper training and change management is required for Government employees to enable smooth transition from manual to automated process.
• Sensitisation of end users (Citizens) is required for optimum utilisation of the services .
• Absence of IT organization structure at the District level
• Process reforms and Change management

SWAN : Issues
• The amount quoted by the R1 for implementing the project is well above the sanctioned amount for the project.
• Sanction Rs.20.1 Cr, fund for implementation Rs.13.18
• Financial Proposal is Rs.19.17 Cr.
• Gap in fund : Rs.6.54 Cr
SP & SSDG: Issue
• The amount quoted by the L1 for implementing the project is well above the sanctioned amount for the project.
• Sanction Rs.7.97 Cr, fund for IA Rs.6.15
• Financial Proposal is Rs.9.16 Cr.
• Gap in Fund : Rs.3.1 Cr
