WHAT THE JOB INVOLVES: Heating Plant Technicians (Housing Authority), under supervision, operate heatingand domestic hot water boilers in public housing developments. They stand watch and fire low pressure boilers;maintain, adjust, and make minor repairs to boilers, industrial oil burners, heating and domestic hot waterequipment and all auxiliaries; keep logs and make reports as required; when assigned to a roving team in theoperations area, respond to emergency dispatches and perform minor repairs of heating systems and relatedequipment to remedy the alarm conditions, especially those caused by abnormalities in steam and hot water; mayoperate a motor vehicle to travel to assigned and emergency work locations and to transport needed equipmentthroughout the five boroughs; check assigned vehicle to ensure that it is in proper operating condition and reportthe need for routine servicing; complete equipment and activity reports. All Heating Plant Technicians (HousingAuthority) perform related work.

Some of the physical activities performed by Heating Plant Technicians (Housing Authority) and environmentalconditions experienced are: using vision to read small numbers and markings on gauges and equipment; usingvision and hearing to avoid injury from overhead piping and rotating machinery; communicating orally in a noisywork environment; climbing stairs, ladders and over boiler room equipment; standing upright for extended periodsof time; walking over wet and slippery concrete surfaces; working in areas containing gases from the combustionprocess and strong odors from grease, lubricants and solvents; working in confined areas inside boilers and underpiping which may be dusty and dark; lifting metal objects weighing up to 60 pounds; and working with alkalineand acidic chemicals used in boiler water treatment.

Special Working Conditions: Heating Plant Technicians (Housing Authority) may be required to work shifts,including nights, weekends and holidays.

THE SALARY: The current minimum salary is $27,772 per annum. This rate is subject to change.

You may come to the DCAS Computer-based Testing & Applications Centers to file for this examination onlineand submit a money order payable to DCAS (Exams) or to submit documentation for a fee waiver.

The centers will be open Monday through Saturday from 9:00 AM to 5:00 PM:

The DCAS Computer-based Testing & Applications Centers will be closed on Saturday, September 5, andMonday, September 7, 2015.

Special Circumstances Guide: This guide is located on the DCAS website atwww.nyc.gov/html/dcas/downloads/pdf/misc/exam_special_circumstances.pdf and available at the DCASComputer-based Testing & Applications Centers. This guide gives important information about requesting analternate test date because of religious observance or a special test accommodation for disability, claimingVeterans' or Legacy credit, and notifying DCAS of a change in your mailing address. Follow all instructions onthe Special Circumstances Guide that pertain to you when you complete your "Application for Examination."

HOW TO QUALIFY: You may be given the test before we verify your qualifications. You are responsible fordetermining whether or not you meet the qualification requirements for this examination prior to submitting yourapplication. If you are marked "Not Qualified," your application fee will not be refunded and you will not receivea score.

Education and Experience Requirements: By the last day of the Application Period you must have:

1. Six months of full-time satisfactory experience in the operation and maintenance of low and/or highpressure boilers and related equipment; or

2. One year of satisfactory education or training acquired in an approved trade school, vocational highschool, or a technical school, with a major course of study in the operation and maintenance of low and/orhigh pressure boilers which combines classroom and boiler room instruction; or

3. Satisfactorily completed the training course “Fundamentals of Heating Plant Operations” given byorganizations approved by the New York City Housing Authority.

The trade school, technical school or vocational high school must be approved by a State's Department ofEducation or a recognized accrediting organization.

You must clearly specify in detail all of your relevant education, training, and/or experience on yourEducation and Experience Test and submit it by the end of the Application Period. You will not receivecredit for education and training which you obtain after January 31, 2016 or experience which you obtainafter the end of the Application Period (September 22, 2015).

Note: A Certificate of Fitness for Low Pressure Oil Burner (P-99), issued by the New York City Fire Department,must be obtained within six months of appointment. The certificate is required for satisfactory completion of theprobationary period. This certificate must be maintained thereafter for the duration of employment.

REQUIREMENTS TO BE APPOINTED:

Residency Requirement: City residency is not required for this position.

English Requirement: You must be able to understand and be understood in English.

Proof of Identity: Under the Immigration Reform and Control Act of 1986, you must be able to prove youridentity and your right to obtain employment in the United States prior to employment with the City of New York.

REQUIRED INFORMATION:

1. Application for Examination: Follow the online instructions, including those relating to the paymentof fee and, if applicable, those found in the Special Circumstances Guide.

2. Education and Experience Test: Fill out Sections A.1 (if applicable), A.3 (if applicable), A.6 (ifapplicable), B (if applicable), and C (if applicable). This test must be filled out completely and in detailfor you to receive your proper rating. Follow the online instructions.

3. Foreign Education Evaluation Guide (Required only if you need credit for your foreign educationto meet the education and experience requirements): If you were educated outside the United States,you must have your foreign education evaluated to determine its equivalence to education obtained in theUnited States. The services that are approved to make this evaluation are listed on the Foreign EducationE v a l u a t i o n G u i d e l o c a t e d o n t h e D C A S w e b s i t e a twww.nyc.gov/html/dcas/downloads/pdf/misc/foreigneducation.pdf. When you contact the evaluationservice, ask for a "document-by-document" (general) evaluation of your foreign education. You musthave one of these services submit its evaluation of your foreign education directly to the Department ofCitywide Administrative Services no later than eight weeks from the last date for applying for thisexamination.

ADMISSION NOTICE: You should receive an Admission Notice in the mail about 10 days before the date on whichtesting is expected to begin. If you do not receive an Admission Notice at least 4 days before the date on whichtesting is expected to begin, you must go to the Administration, Customer and Exam Support Group, 1 CentreStreet, 14th Floor, New York, NY, 10007, to obtain a duplicate notice. Test site assignments will take your addressinto consideration, but proximity cannot be guaranteed.

THE TEST: The multiple-choice test may be given at a computer terminal or in paper and pencil format. You willbe informed of the format on your Admission Notice. Your score on this test will be used to determine your placeon an eligible list. You must achieve a score of at least 70% to pass the test.

The multiple-choice test is designed to assess the extent to which candidates have certain knowledge and abilitiesdetermined to be important to the performance of the tasks of a Heating Plant Technician (Housing Authority).Task categories to be tested are as follows: operation of heating and domestic hot water boilers, industrial oilburners, and all related auxiliaries; inspection and maintenance of heating and domestic hot water boilers,industrial oil burners, and all related auxiliaries; record keeping and administrative functions; and work placesafety and general housekeeping.

The multiple-choice test may include questions on the knowledge of controls and safety devices; operation,maintenance, and repair of boilers and auxiliary equipment; tools used in a low-pressure boiler plant; proper work,environmental, and safe boiler room practices; basic electrical and mechanical principles; piping; standards ofproper employee ethical conduct; and other related areas.

The multiple-choice test may include questions which require the use of any of the following abilities:

Written Comprehension: Understanding written sentences and paragraphs. Example: A Heating PlantTechnician (Housing Authority) would use this ability when reviewing written task assignments and notes.

Written Expression: Using English words or sentences in writing so that others will understand. Example: AHeating Plant Technician (Housing Authority) would use this ability when writing legible notes.

Number Facility: Adding, subtracting, multiplying, and dividing quickly and correctly. Example: A HeatingPlant Technician (Housing Authority) would use this ability when adding the total number of parts on a circuit.

Problem Sensitivity: Determining when something is wrong or likely to go wrong. It includes being able toidentify the whole problem, as well as elements of the problem. Example: A Heating Plant Technician (HousingAuthority) would use this ability when assessing and diagnosing mechanical issues on a piece of equipment.

Deductive Reasoning: Applying general rules to specific problems to come up with logical answers. Example:A Heating Plant Technician (Housing Authority) would use this ability when troubleshooting problems anddetermining a solution.

Information Ordering: Following correctly a rule or set of rules or actions in a certain order. The rule or set ofrules used must be given. The things or actions to be put in order can include numbers, letters, words, pictures,procedures, sentences and mathematical or logical operations. Example: A Heating Plant Technician (HousingAuthority) would use this ability when repairing or replacing a mechanical device following predetermined steps.

Certain questions may need to be answered on the basis of documents or other information supplied to thecandidates on the date of the multiple-choice exam.

Warning: You are not permitted to enter the test site with cellular phones, beepers, pagers, cameras, portablemedia players, or other electronic devices. Calculators are permitted; however, they must be hand-held, batteryor solar powered, numeric only. Calculators with functions other than addition, subtraction, multiplication anddivision are prohibited. Electronic devices with an alphabetic keyboard or with word processing or datarecording capabilities such as planners, organizers, etc. are prohibited. If you use any of these devices in thebuilding at any time before, during, or after the test, you may not receive your test results, your test score may benullified, and your application fee will not be refunded.

You may not have any other person, including children, present with you while you are being processed for ortaking the test, and no one may wait for you inside of the test site while you are taking the test.

Required Identification: You are required to bring one (1) form of valid (non-expired) signature and photobearing identification to the test site. The name that was used to apply for the exam must match the first andlast name on the photo ID. A list of acceptable identification documents is provided below. If you do not havean acceptable ID, you may be denied testing. Acceptable forms of identification (bring one) are as follows:State issued driver's license, State issued identification card, US Government issued Passport, US Governmentissued Military Identification Card, US Government issued Alien Registration Card, Employer ID with photo, orStudent ID with photo.

Leaving: You must leave the test site once you finish the test. If you leave the test site after being fingerprintedbut before finishing the test, you will not be permitted to re-enter. If you disregard this instruction and re-enterthe test site, you may not receive your test results, your test score may be nullified, and your application fee willnot be refunded.

THE TEST RESULTS: If you meet the education and experience requirements and pass the multiple-choice test, yourname will be placed in final score order on an eligible list and you will be given a list number. You will benotified by mail of your test results. If you meet all requirements and conditions, you will be considered forappointment when your name is reached on the eligible list.

ADDITIONAL INFORMATION:

Selective Certification for Driver License and a Certificate of Fitness: If you have a motor vehicle DriverLicense that is valid in the State of New York and a Certificate of Fitness to operate Air Compressors (G-35 orA-35) issued by the New York City Fire Department, you may be considered for appointment to positionsrequiring this license and certificate through a process called Selective Certification. If you qualify for SelectiveCertification, you may be given preferred consideration for positions requiring this license and certificate. Followthe instructions given to you on the day of the multiple-choice test to indicate your interest in such SelectiveCertification. Your Driver License and your Certificate of Fitness will be checked by the appointing agency atthe time of appointment. If you are appointed through Selective Certification, you must maintain your motorvehicle Driver License and your Certificate of Fitness for the duration of your employment.

Promotion Test: A promotion examination for this title is being held for eligible City employees. The namesappearing on the promotion list will be considered first in filling vacancies.

SPECIAL ARRANGEMENTS:

Make-up Test: You may apply for a make-up test if you cannot take the test on the regular test date(s) for anyof the following reasons:

1. compulsory attendance before a public body;2. on-the-job injury or illness caused by municipal employment where you are an officer or employee of the

City;3. absence from the test within one week after the death of a spouse, domestic partner, parent, sibling, child

or child of a domestic partner where you are an officer or employee of the City;4. absence due to ordered military duty;5. a clear error for which the Department of Citywide Administrative Services or the examining agency is

responsible; or6. a temporary disability, pregnancy-related, or child-birth-related condition preventing you from taking the

test.

To request a make-up test, contact the Administration, Customer and Exam Support Group in person or by mailat 1 Centre Street, 14th Floor, New York, NY 10007, as soon as possible and provide documentation of the specialcircumstances that caused you to miss your test.

PENALTY FOR MISREPRESENTATION: Any intentional misrepresentation on the application or examinationmay result in disqualification, even after appointment, and may result in criminal prosecution.
