This year, DENR celebrates its 33 years of fulfilling its mandate of ensuring proper conservation, management, development and use of the country’s environment and natural resources. In line with the celebration, all employees of DENR Region X, including the line bureaus, commemorated the same through a Solidarity Prayer on June 10, 2020. This simultaneous prayer was meant to invoke divine providence for more fulfilling years for the agency to uphold its mandate and likewise pray in this time of global pandemic. The GAWAD ORO Award for Quarry Operations goes to Holcim Resources and Development Corporation while E&K Ventures Corporation achieved the GAWAD ORO Award for Mineral Processing Operations. The awards recognized the compliant mining contractors and mineral processing permit holders for their noteworthy performances and compliance with the rules and regulations with respect to mining tenements, mine safety, environment, and social aspects of quarrying operation and mineral processing. The Provincial and Community Environment and Natural Resources Offices also observed the Environment Month through various activities. Information campaign were also undertaken through various media platforms to encourage partnership in the sustainable development efforts of the government. DENR X leads 2020 Environment Month celebration

Amid the COVID-19 pandemic, the Department of Environment and Natural Resources, Region X (DENR X) led the celebration of Environment Month on June with the theme: “Protect Nature, Sustain our Future.”

Every 10th of June marks the founding anniversary of the Department of Environment and Natural Resources. This year, DENR celebrates its 33 years of fulfilling its mandate of ensuring proper conservation, management, development and use of the country’s environment and natural resources.

In line with the celebration, all employees of DENR Region X, including the line bureaus, commemorated the same through a Solidarity Prayer on June 10, 2020. This simultaneous prayer was meant to invoke divine providence for more fulfilling years for the agency to uphold its mandate and likewise pray in this time of global pandemic.

DENR X leads workshop on map consolidation with AFP, NCIP and DAR

DENR X Regional Executive Director Arleigh J. Adorable (right) expresses his appreciation to representatives coming from the Department of Agrarian Reform (DAR), National Commission on Indigenous People (NCIP) and the Armed Forces of the Philippines (AFP) for the effort in participating the One-day Workshop on Map Consolidation held at the DENR X conference room on June 4, 2020 in Cagayan de Oro City.

Regional Executive Director Adorable emphasized that the workshop is in line with the Resolution passed during the Regional Development Council meeting represented by National Economic and Development Authority (NEDA) Regional Director Mylah Faye Aurora B. Cariño that the DENR with the DAR, NCIP and the AFP must come up with a special technical working group to create a Comprehensive Land Use Plan aimed to settle issues on specific conflicting claims in Region X.

PO-MLOA has entered into partnership with the Integrated Natural Resources and Environmental Management Project of the DENR to avail Natural Resources Management projects such as agroforestry, commercial tree plantation, conservation farming and reforestation.

Orientation for the newly appointed employees of DENR X

In compliance to the requirement of the Civil Service Commission following the appointment of new employees, the Department of Environment and Natural Resources (DENR) Region X, through its Human Resource Development Section under the Administrative Division, conducts an Orientation for its Newly Appointed Employees on June 10-11, 2020 in Cagayan de Oro City.

The activity was formally opened by DENR X Assistant Regional Director for Management Services Felix S. Mirasol, Jr. who emphasized that the newly appointed employees must be well-equipped of the knowledge, skills and even attitude in the performance of their respective duties.

The two-day activity briefed the participants with the profile of the DENR and engaged them to be personally committed to the agency’s purpose, values and goals. It likewise deepened their understanding on the relevance of the DENR through its frontline programs and services.

Moreover, the orientation paved the way in order for the participants to be equipped with the necessary information as newly appointed public servants and acquainted them on established certain standards and protocols which are essential for the organizational success of the agency.

Salient features of various laws involving public service were likewise discussed to the new employees such as that of RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees,) RA 9485 (Anti-Red Tape Act of 2007) and RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018.)

The two-day orientation successfully ended through a message from the Regional Executive Director of DENR X, Arleigh J. Adorable, who explained that the sense of belonging and ownership to something that is being accomplished is far greater when an employee has the passion and love what he/she is doing. He is hopeful that the newly appointed employees will contribute to the betterment of the office.

DENR X Assistant Regional Director for Technical Services Aldrich S. Resma extends his gratitude to Philippine Information Agency (PIA) – Region X for giving an avenue for the Office to present to the public its own initiatives in helping in the fight against COVID-19 pandemic. The Office reported lumber donations, food packs, PPEs and facemasks distribution to communities and frontliners as part of their activities in response to COVID-19. DENR X officials and employees joined the “Talakayan sa PIA” virtual media forum on April 27, 2020 to talk about the Office’s COVID-19 response efforts pursuant to Bayanihan to Heal As One Act or R.A. 11469.

celebration of Environment Month 2020

To showcase the different Environment and Natural Resources (ENR) Projects and community initiatives in the protection and conservation of the environment and in line with the celebration of the Philippine Environment Month, the Department of Environment and Natural Resources (DENR), Region X spearheaded an online Photo and ENR Video Documentary Contests in June 2020.

With the Environment Month theme “Protect Nature, Sustain Our Future”, the Photo Contest aimed to show, tell, and inspire people to take care of the environment and be responsible for the consequences of the actions they have for the future generations. It was participated in by photo enthusiasts in Region X.

Albert Labalan from Cabalantin, Manticao, Misamis Oriental emerged as first place in the Photo Contest, Kirkamon Cabello from barangay Pagatpat, Cagayan de Oro City was declared as second place followed by Alandino Lingat, Jr. from barangay Carmen, Cagayan de Oro City as third place. Lingat, Jr. also bagged the People’s Choice Award.

DENR X also spearheaded ENR Video Documentary Contest participated in by Provincial Environment and Natural Resources Offices (PENROs), Mines and Geosciences Bureau X (MGB X) and Environmental Management Bureau X (EMB X).

Dagulo gives a message during the Orientation on Rapid Land Tenure Appraisal (RLTA), Training of Enumerators and Strengthening of Memorandum of Partnership Agreement with LGU of Salay, Misamis Oriental on June 9-11, 2020 at the OPDA Building Salay, Misamis Oriental

PENRO Dagulo explained to the participants the primary purpose of RLTA in connection with the importance of having an undisputed title over a land which is considered a proof of absolute ownership. According to him, RLTA aims to assess those lands classified as alienable and disposable with the potential for titling.

Furthermore, he added that RLTA will help address land ownership conflicts. Hence, he requested the LGU officials as well as the local community to extend their support and full cooperation to the implementation of the program in order to expedite the land titling process in the municipality. DENR X distributes buoys to the Municipality of Lagonglong, Misamis

Oriental

May is declared as the “Month of the Ocean” by virtue of Presidential Proclamation No. 57, s. 1999. This year’s theme “Para sa tao: Protected Areas for Protected Future” highlights the importance of the Marine Protected Areas in the Philippines.

To underline the significance of the theme, DENR X distributed 200 meters of nylon rope (#22) and 50 pieces of medium size (12”) floating buoys to the Local Government Unit (LGU) of the Municipality of Lagonglong, Misamis Oriental on May 18, 2020 at DENR X Covered Court. These materials shall be used for the demarcation of Dampil Marine Protected Area which is established by the said LGU pursuant to the Fisheries Code of the Philippines (RA 8550, as amended by RA 10654.)

To cap off the celebration of the Month of the Ocean, DENR X Regional Executive Director Arleigh J. Adorable (front, left) awards a Plaque of Recognition to Provincial Environment and Natural Resources Officer Merlyn O. Dumalahay, represented by DENR X Chief of Conservation and Development Division Marilou M. Clarete (front, right), for her exemplary performance in fostering effective collaboration with the Local Government Units of Camiguin.

The collaboration led towards the completion and adoption of the Municipal Integrated Coastal Management (ICM) Plans of the five municipalities in Camiguin. Plaques of Recognition were also given to municipalities of Mahinog, Guinsiliban and Sagay for their support and commitment in completing their ICM Plans. DENR X upholds ‘We Heal As One’ Campaign

In consonance to the nationwide campaign of the government “We Heal as One,” the DENR 10 upheld the same last May 15, 2020 when it extended a relief goods assistance to the garbage collectors from Barangay Puntod and Macabalan in this city as well as to the maintenance employees of the regional office.

The activity was led by DENR 10 Regional Executive Director Arleigh J. Adorable (left) DENR 10 aims to continue this undertaking for the benefit of the frontliners in this time of COVID-19 pandemic

The recipients were invited at the Office Compound where a short ceremony was conducted while at the same time observing the necessary protocols to prevent the spread of COVID-19 virus. In his talk, DENR 10 Regional Executive Director, Arleigh J. Adorable, acknowledged the garbage collectors as frontliners in this global pandemic. He underlined the essential role of the recipients in maintaining the cleanliness of the surrounding through their regular collection of garbage.

Notably, the activity was through the initiative of Environment and Natural Resources Multi-Purpose Cooperative, Inc. and with the support from DENR Employees Association.

A number of similar activities have already been undertaken by the Regional as well as Field Offices of DENR 10, including the donation of logs and lumbers to some Local Government Units in the region for the construction of COVID-19 quarantine facilities and quarters.

Amidst this global pandemic, DENR 10 aims to continue this undertaking for the benefit of the frontliners.

particularly on Mineral Processing Plants (MPPs) and Sand and Gravel (SAG) permittees located in Tagoloan, Misamis Oriental during the nationwide simultaneous anti-illegal logging operations on June 10, 2020. The said random inspection was in line with instructions from the Office of the Undersecretary (USEC) for Field Operations, Enforcement and Muslim Affairs Jim O. Sampulna and one of the activities of DENR’s 33rd year anniversary celebration last June 10.

DENR X HRDS facilitates Re-echo Training and Cascading of Coaching and Mentoring for DENR X Officials

The Department of Environment and Natural Resources (DENR) Region X, through the Human Resource Development Section of the Administrative Division, conducted a Re-echo Training and Cascading of Coaching and Mentoring for DENR X Officials on May 26-27, 2020 via Google Meet in Cagayan de Oro City.

The learners were expected to recognize the importance of coaching and mentoring as a management and development tool, identify their crucial role as a coach and mentor among their various roles as managers/supervisors, assess their skills with the model of an effective coach and identify areas for development, explain the key elements of coaching and mentoring as well as approaches and frameworks used in coaching, and fill-out the coaching plan and coaching form at the end of the activity session.

Chief Administrative Division Chan discussed the concepts of mentoring and coaching, and its salient differences. She likewise talked about the guidelines on the preparation of Coaching Plan wherein she presented her Coaching and Mentoring Action Plan for CY 2020 that she submitted to the Assistant Secretary for Administration, Human Resource and Legislative Affairs

In view of the new normal, DENR X cope with the challenges posed by global pandemic COVID-19 by maximizing its resources to put up a facility to host virtual activities through Google Suit Collaboration and Productivity Applications in lieu of the traditional way of providing learning interventions.

The activity was primarily participated in by DENR X Provincial Environment and Natural Resources Office Management Services Division Chiefs and Human Resource Management Officers as well as Admin Focal Persons of the Community Environment and Natural Resources Office. DENR X Administrative Division Chief Grace Dolores R. Chan served as the training provider all throughout the duration of the activity.

The re-echo webinar on Training and Cascading of Coaching and Mentoring for DENR X Officials has been successful through the assistance of DENR X Regional Information and Communications Technology Section of the Planning and Management Division.

DENR-CENR Office personnel of Oroquieta City leads the turn-over of documents pertaining the donation of lumbers to the City Disaster Risk Reduction Management Office (CDRRMO) of Oroquieta City last April 13, 2020.

DENR Region X with the support of the Department of Environment and Natural Resources Employees Association delivers food and essential items including bottled water, coffee and hand sanitizers to the frontliners manning the checkpoints of Barangay Mambuaya, Cagayan de Oro City and Opol, Misamis Oriental.

Community Environment and Natural Resources Offcie (CENRO) Don Carlos, Bukidnon donates 30 reusable face masks and disinfectant bleach to Barangay Kitingting, Damulog, Bukidnon frontliners including barangay officials, health workers, nutrition scholar and service point officers.

A total of 744 bd. ft. of various sizes of lumbers were distributed by the personnel of the Community Environment and Natural Resources Office of Talakag headed by OIC, CENR Officer Arnulfo T. Ocio to the local government unit of Talakag on April 17 and 18, 2020 in Sitio Balaon, Brgy. San Isidro and Sitio Mamaon, Brgy. Indulang both in the municipality of Talakag.

DENR X donates relief goods to frontliners, stakeholders

Personnel of PENRO-Bukidnon with Community Environment and Natural Resources Offices (CENROs)-Talakag, Manolo Fortich, Valencia City and Don Carlos sponsored a fund-raising “Voluntary One Day Salary for a Cause” to donate relief goods (rice, canned goods, pancit canton, sugar and coffee) to DENR program/project beneficiaries.
