A. PURPOSE OF REQUEST: Summary Delta Township (Township) is soliciting proposals from qualified Professional Services firms (Consultant) to provide professional surveying services for planned improvements at the Delta Township Wastewater Treatment Plant (WWTP). The approximately 25-acre site sits on three (3) separate township-owned parcels and is located at 7000 W. Willow Highway, Lansing, Michigan. The site has housed the WWTP since its original construction in 1965. The WWTP experienced large-scale expansions in 1972 and 1986. Delta Township has completed planning for major capital improvements at the WWTP that will involve rehabilitation of existing buildings/structures as well as the construction of new structures and site utilities on vacant portions of the property. Design efforts for these improvements are scheduled to begin in the summer of 2020. Attached to this RFP is a map of the proposed survey limits and conceptual layout drawing of the proposed improvements. Schedule Delta Township desires to have all survey efforts completed and final deliverables provided no later than July 31, 2020. This completion date is contingent upon a notice to proceed not later than May 20, 2020. B. SCOPE OF SERVICES: The successful Consultant will have total responsibility for necessary field and office survey activities necessary to provide an electronic, topographic survey base for use by an engineering consultant for design of proposed improvements. The work must be conducted by a Professional Surveyor licensed to practice in the State of Michigan. The minimum scope of services provided shall consist of following:

1. Identify all existing surface site improvements within the survey limits (outlined in red in the attached WWTP Survey Project Limits document), including but not limited to buildings, process structures, pavements, curbs, overhead power lines, evidence of surface utilities (storm, sanitary, telephone, electric, water structures) and other surface features.

2. Establish at least 4 (four) horizontal control points around the perimeter of the proposed mapping area for use in future construction activities. The control points must be a minimum of 1/2” x 18” steel bars referenced by a point label,

description, and horizontal and vertical coordinates in the final drawing and referenced in the Michigan South Zone (2113) State Plane Coordinate System, NAD83 (2011) Epoch date of 2010.00 realization

3. Establish at least two ( 2) benchmarks within the mapping limits referenced in the NAVD88 vertical datum for future construction activities. The location of the benchmarks must be shown on the final drawing deliverable and identified by a point label, description, and horizontal/vertical coordinate. Elevations must be based on the nearest published NGS control monument (NF 1086) or as derived from benchmarks established by the 1998 Delta Township survey control project.

4. Locate parcel corner monuments within the mapping limits and show the location of the parcel lines within the mapping limits based on the deed description for parcel no’s 040-003-300-270-00, 040-003-300-300-00, and 040-003-300-286-00. Label the recovered monument type on the final drawing. A certified survey per 1970 PA 132 is not required for this project.

5. Identify existing easements that are a matter of public record which encumber the mapping area, if a title report is provided by the Township.

6. Identify adjoining parcel owner information and parcel lines based on tax descriptions and plat documents surrounding the mapping area.

7. Determine ground surface elevation approximately every 50 feet or at all critical points as necessary to develop an accurate digital terrain model. Develop ground surface elevation contours, shown at 1-foot intervals.

8. Identify 100-year and 500-year flood plain contour and/or floodway (as applicable) per the Eaton County Flood Insurance Study, effective 26-November-2010 issued by the Federal Emergency Management Agency for the Moon and Hamilton County Drain.

9. Identify buried utility locations based on visible field evidence, review of available plans and MISS DIG information.

10. Identify buried pipe sizes, material types and invert elevations for storm, sanitary and process piping structures within the survey limits. Measurements shall be made only on accessible structures not requiring confined space entry to complete.

11. Identify locations and sizes for all trees larger than 8" in diameter within the survey limits. Identify existing landscaped areas.

12. Submit an AutoCAD drawing (2013) with digital terrain model in a LandXML format. Drawing shall include the surveyed location of all existing improvements, spot elevations, contours, control points (horizontal and vertical), utility information and surrounding data and adjoining parcel owner information. AutoCAD files shall be based upon Michigan South Zone (2113) State Plane Coordinate System NAD83 (2011) Epoch date of 2010.00 realization and the 1988 North American Vertical Datum (NAVD88) to an accuracy of +/- 0.01 feet vertically and +/- 0.1 feet horizontally. Final signed PDF drawings of the topographic mapping must be provided as part of the final deliverable. Drawings shall 24”x36” sheets at a scale of 1” = 40’.

13. Items that are not required for the base scope of services include: a. Providing utility locating for private/Township-owned process utilities on

the site b. Locating delineated wetland areas

C. PROPOSAL SUBMISSION REQUIREMENTS:

A pdf copy must be received no later than Monday, May 11, at 5:00 p.m. Proposals received after this deadline will not be considered. All costs incurred for proposal preparations, presentation or contract negotiation shall be the responsibility of the Consultant. Proposals shall be delivered electronically to the Delta Township Engineering Department addressed to:

D. PROPROSAL INFORMATIONAL REQUIREMENTS:

Proposals shall include the following information: 1. Cover Letter: Proposals shall be introduced by a cover letter signed by an

individual authorized to bind the proposing entity. Unsigned proposals will not be accepted.

2. Firm Information: Provide legal company name, mailing address, phone number, and electronic resource information (email address, website address, social media sites, etc.). If utilizing sub-consultants, list the corresponding information for all firms/individuals.

3. Resumes and Qualifications of Personnel: The proposal shall include a

personnel staffing plan with sufficient information for judging the quality and competence of the personnel dedicated to preparation of each technical component of the project.

4. Example Projects and Qualifications: The proposal shall include five (5) example projects that demonstrate the proposed team’s capacity to perform similar work for this project, with an emphasis on surveys completed for design of water and wastewater treatment plants or other similar large campus sites.

5. References: The proposal shall include a list of former clients (including contact information) who have contracted for services similar to those described in this RFP within the last five (5) years.

6. Project Understanding, Work Plan and Approach: The proposal shall demonstrate the Consultant’s understanding of the project. Provide the Consultant’s proposed work plan and approach, including a detailed description of the scope of services included and techniques and methodology that will be used.

7. Proposed Schedule for Providing Services: The proposal shall include a timeline for completion of specific work tasks for the project. The timeline should reference the milestone dates indicated in the RFP.

8. Fees: The proposal shall submit an itemized fee proposal, which reflects the proposed project work plan/approach and which covers all services necessary for the complete and successful execution of the project. A fee schedule for all personnel likely to work on this project in the event additional work or meetings are requested shall also be included. At a minimum, fees for services shall be broken down as follows. Respondents shall include a breakdown of staff hours included in the proposal. Field Survey Services $______________ T&M, NTE Office Survey Services $______________ T&M, NTE Reimbursable Expenses $______________ T&M, NTE Total Fee $______________ T&M, NTE Note: If Sub-Consultants are utilized, proposer shall break out sub-consultant fees by phase/task.

9. Insurance: The proposal shall include evidence of general liability, automotive liability, professional liability and Workers Compensation Insurance in the amounts identified below or as required by law, whichever is greater: Comprehensive General Liability Bodily Injury $1,000,000 each occurrence $2,000,000 aggregate per project

Property Damage $1,000,000 each occurrence $2,000,000 aggregate per project

10. Disclosure: Delta Charter Township expects each potential consultant to identify any potential conflicts of interest and the plan for handling these matters.

11. Omission of Services: If a respondent believes that some of the services being requested are not necessary, Consultant shall identify those services and reasons for their omission. Likewise, if additional services are required for the successful completion of the project, Consultant shall likewise identify those services, include the services in their proposal and indicate the need for their inclusion.

E. FORM OF AGREEMENT:

If a contract award is made, the successful Consultant shall prepare an Owner/Consultant agreement, which will be subject to review and negotiation of terms.

F. PROPRIETARY NOTICE AND PUBLIC DISCLOSURE:

All submissions or parts thereof become the property of Delta Charter Township and are subject to Freedom of Information Act release.

The Township will evaluate the proposals based upon the Consultant’s ability to provide the services required, relevant project experience of firm and assigned personnel, qualifications of personnel assigned, compatibility of the submission with respect to this RFP, reference analysis from other communities and any past experience with the Township and proposed fee. Selection of a Consultant will be made at the complete discretion of the Township, which reserves the right to accept or reject any and all proposals.
