    Executive Summary of 2009 DSTP Results

    his document summarizes the results of the 2009 Delaware Student Testing Program (DSTP) in reading, writing, and mathematics, and the 2009 Delaware Alternate Portfolio Assessment (DAPA) in English language arts and mathematics. The DSTP is a series of

    standardized assessments. The DAPA is a portfolio that assesses students with disabilities meeting the criteria in the Guidelines for Inclusion of Students with Disabilities and English Language Learners. Since 1998, the results of the operational reading, writing, and mathematics DSTP assessments have been reported for grades 3, 5, 8, and 10. In 2001, assessments in reading, writing, and mathematics were piloted for grades 2, 4, 6, 7, and 9, and the assessments in these grades have been operational since 2002. The writing assessment was eliminated at grade 2 in 2006 and eliminated at grades 3, 4, 6, 7, and 9 in 2009. The writing test was only administered to students in grades 5, 8, and 10 in 2009. The results from the 2009 administration of the Delaware Student Testing Program (DSTP) and the 2009 Delaware Alternate Portfolio Assessment (DAPA) represent an important step in Delaware’s efforts to educate all students to a higher level. These results are part of a long-term effort to gather data on our students’ educational progress and to use the data to inform our decisions about instruction. Studied over time, the data will help identify trends and patterns that can be directly related to curriculum and instruction, giving districts and schools additional decision-making tools. Reading and mathematics data for grades 2 through 10 and writing data for grades 5, 8, and 10 are summarized in this document. Grade 10 results include only the scores of examinees who took the test for the first time. Science and social studies data for grades 4, 6, 8, and 11 are published in separate documents.

    DSTP Results DSTP results are summarized at three levels: the state level, the district level and the school level. If a district or a school has fewer than 15 students in a given category (the Standards-Based Score N or the Percentile Rank N is less than 15), the number of students is reported, but the

    summary statistics associated with those students are not. Students are included in the Standards-Based Score N if their score is considered to be aggregable1. The reading and mathematics data are reported as National Percentile Rankings (NPRs), Standards-Based Scores (SBSs), and Performance Levels (PLs). Writing results are reported as SBSs and PLs. There are no NPRs for writing. The NPRs come from the Stanford Achievement Tests Series, Tenth Edition – Abbreviated Version (SAT10), a subset of items embedded in the test. The SAT10 reading and mathematics tests are commercially available tests that are given to students across the country. NPRs tell us how well Delaware students perform compared to students nationwide. NPRs are percentiles, numbers that tell the percentage of students from the national sample that performed below that score. Prior to 2005, the DSTP used the SAT9. Comparisons of SAT9 NPR’s to SAT10 NPR’s are not appropriate or meaningful comparisons due to the differences in the test and in the national sample of students. The SBSs measure students’ progress toward Delaware standards in each content area. The SBSs in reading and mathematics come from items developed in Delaware and those NPR items that are directly related to Delaware content standards. They are reported on a progressive scale that runs from approximately 150 to 800. Students in the earlier grades should tend to score towards the lower part of the scale, while students in the higher grades should tend to score towards the higher part of the scale. This type of score scale helps give us a sense of how our students are progressing across the grade levels as well as over time. The SBSs in writing come from items developed in Delaware and are reported on a scale of 1-15 at each grade level. PLs tell how students are performing relative to the state’s content standards. Delaware has five performance levels for grades 3 through 10 and three levels for grade 2 as indicated below. Percents of students in performance levels may not add up to exactly 100%, due to rounding.

    DAPA Results DAPA results are summarized at two levels: the state level and the district level. This executive summary contains the state level results. The accompanying summaries contain the district level results. If a district has fewer than 15 students in a given category, the number of students is reported, but the summary statistics associated with those students are not. DAPA scores are reported in Performance Levels.

    Socio-Economic Status In the tables that report district and school level DSTP results, the right-most column contains the percentage of students in the school that are eligible for free and reduced priced lunch (FRPL), which is often used in education research as an indicator of socio-economic status.2

    DSTP and DAPA Performance Levels Students who took the DSTP receive a performance level in reading, mathematics, and writing. Students who completed a DAPA portfolio receive a performance level in English language arts and mathematics. Each DSTP performance level is based on the student’s Standards-Based Score. For the grade 2 DSTP, there are only three possible performance levels: Below the

    Cut Scores for the DSTP and DAPA Assessments DSTP In the summer of 2005, a study was undertaken to revisit/review the performance standards (cut scores) for the reading, writing, and mathematics DSTP. In compliance with the federal requirements, the workshops provided an opportunity to comprehensively review the DSTP performance standards (cut scores) for all tested grades and achieve consistency and coherency of cut scores for the statewide assessment and accountability system. The Department of Education convened a total of 137 participants grouped by content and grade to join the July and August workshops. The panelists represented all school districts throughout the state, some charter schools, four local universities/colleges, and four educational/community organizations. On October 20, 2005, the study recommendations3 were presented to the State Board of Education. The State Board approved the recommendations to adjust some performance standards or “cut points” for reading, mathematics and writing at grades 3, 5, 8 and 10. The State Board also approved cut points that have been established for the first time for grades 2, 4, 6, 7 and 9 in the same content areas.

    Summary of Non-Aggregable Scores Aggregable and non-aggregable scores are defined in the 2008-2009 Delaware Student Testing Program Guidelines for the Inclusion of Students with Disabilities and English Language Learners:

    “A non-aggregable score results when an accommodation changes the test construct (what the test is measuring) or modifies the test in such a way, that the score can no longer be directly compared to scores of students testing under standard conditions.” (page 10) “An aggregable score results when a student takes the DSTP under standard conditions (without accommodations), or with an accommodation that does not change the test construct.” (page 10)

    See the Guidelines for Inclusion for more information about non-aggregable and aggregable accommodations. The following three tables summarize, statewide, the scores of students with disabilities and English language learners who took the DSTP with non-aggregable accommodations. 4

    Participation Rates

    goal of the DSTP and the DAPA is to have as many as possible of Delaware’s public school students at each test grade participate. To achieve this goal, participation guidelines for students with disabilities and English language learner (ELL) students, and

    procedures for granting special exemptions and invalidations have been established by the Department of Education (DOE). In this document, participation rates are summarized at the state level only.

    DSTP Eligible N. All students enrolled in a public school are counted as eligible to take the DSTP unless they (1) participate in the DAPA, or (2) were granted a Special Exemption. Eligible N is the sum of “Tested N” and “Not Tested N.” Exempt N. Some students were granted a special exemption from the DSTP due to physical or mental conditions or reasons of an emergency nature, such as death of a family member, accident, hospitalization, etc. Special exemptions or invalidations were also granted for students who were unable to complete all or part of the test due to conditions beyond the student’s control that developed during the weeks of testing. These students are counted in the “Exempt N” column. English language learners who were enrolled in U.S. schools less than one year are not required to participate in the reading or writing assessments, per guidance from the U.S. Department of Education. These English language learners were also included in “Exempt N” for reading and writing. Tested N. “Tested N” is the number of students who took the DSTP. Invalidations may have resulted due to behavior caused by the student such as cheating, disruptive behavior, refusal to test, etc. This type of invalidation resulted in a performance level 1 for the content area(s) affected and the student is counted in the “Tested N” column. Not Tested N. Students are counted in the “Not Tested” column if they are eligible to take the DSTP but are absent during the entire test week and the make-up week that follows and were not granted a special exemption. % Tested.     DAPA Eligible N.
