The poposed funding model for the universities: the strategic component (25 %)

• Discipline specific component 8 % of the university funding: 1% ~ 16M€

1. Fine arts, both at science universities and universities of fine arts 2.75 %

2. Science 1.50 %3. Engineering 1.50 %4. Medical sciences 2.25 %

• Given to universities with education responsibility in one or more of the abovementioned fields

– Funding based on the share of the persons in the teaching and research personnel career system in the abovementioned disciplineso engineering and science ~5 000 €/person year,

medicine ~7 500 €/person year– In addition, the universities of fine arts will be funded by

31M€

Page 7: Degree Output by 30.11.2011 & The Proposed Funding Model for the Universities

• National responsibility disciplines 7 % of the university funding

– e.g. national library– training schools– coordination tasks of the university centers

• Strategic funding 10 % of the total– the ministry of education and culture will keep 25 M€

for ’special operations’

Page 8: Degree Output by 30.11.2011 & The Proposed Funding Model for the Universities

1. Advancements of studies is very important• Students progressing > 55 ECTS points/year are valuable

2. Master’s degrees by international students carry extra rewards• Very important to have well working international master’s

degree programs• Double degree master’s degree agreements should be

explored

3. Publishing on high quality forums is good for the university• Publication activity of the researchers an obvious recruitment

criterion

4. Doctoral degrees by international student ’profitable’• Focus on recruiting promising students• Double degree agreements potentially important

Aim settings with explanations

Page 9: Degree Output by 30.11.2011 & The Proposed Funding Model for the Universities

5. International teaching and research personnel is valuable in the funding formula, but• our most international groups are also the most productive

ones

6. Competitive international funding brings more basic funding

7. Increasing competitive domestic funding also important for basic funding

8. The researcher career system should be widely deployed• discipline specific funding for medice, engineering, science,

and fine arts based on this indicator

BackgroundUniversity of Oulu in 2020

• Scientifically profiled and among world’s leaders in its strongest areas

• Strong national and international networks • Promoting innovativeness and an inspiring work place for its

personnel• Strong financial base

Strategic goals of MinEdu for the universities to 2020• More efficient, more international, higher quality, more

profiled

New MinEdu funding model for universitites (2013–)• In which areas is University of Oulu strong?• In which areas are we weakest?• What can be improved and what is the time frame?

Efficient carrying out of goals and follow-up• Reporting to the University’s Board

Strategic guidance of reserach (1/3): Creative research environments and productivity

• Research institutes:– Biocenter, Infotech, Thule, +

• Researcher-based, focused research units in areas of strengths

– Centres of excellence, top RAE units, new units formed by the researchers

• More optimal use of basic resources to build synergies and critical mass

– Closer co-operation in the mining area– Other researcher-based plans

• Development of chemistry

• Increasing competitive external funding, especially international funding

• Enhancing scientific publication

• RAE 2013 and its use for strategic development

Page 13: Degree Output by 30.11.2011 & The Proposed Funding Model for the Universities

Strategic guidance of reserach (2/3): Strenghtening of the researcher base, researcher training and researcher’s career

• Implementation of the 4-step researcher career program

• Utilisation of the FiDiPro program

• Funding for professors’ research periods– Professor pool built by foundations – first call 15.12.2011–

13.1.2012

• 13 recruitment packages + 6 targeted post-docs for 2011–2015

• Tenure track program will start in 2012– joint funding schemes (50:50) and programs established by

units/faculties

• The proportion of PhDs should be increased – the goal is to increase the number of post doc positions

• Solidifying the UniOGS:n operation – management, personnel, resources

Page 14: Degree Output by 30.11.2011 & The Proposed Funding Model for the Universities

• About 1000 ”current” doctoral students have registered to UniOGS

• New students admitted to UniOGS at the first call (31.10.2011)– Human sciences 23– Health & biosciences 41– Techology & natural sciences 31 (+ ~20 in progress)

• Follow-up groups for new students• Next call deadline is 31.1.2012• On-going: specific requirements of the contents of the doctoral

studies will be determined in co-operation with representatives of the different research fields at the University of Oulu
