Cairo International Model Arab League (CIMAL) is the largest student activity in the

American University in Cairo (AUC). Throughout the last twenty one years CIMAL has

grown to be the biggest conference on AUC campus and the largest simulation of the Arab

League worldwide. The reputation of our program is a result of two pillars of CIMAL,

namely a distinguished academic level of political knowledge particularly in Middle East

affairs; and an experienced organization.

The thorough political knowledge that delegates gain by joining CIMAL is a result of three

months of hard work and research about Middle East affairs under the guidelines of the

secretariat of the councils. For foreign students who are interested in the Middle East,

CIMAL represents an opportunity to get a first-hand experience with the region's politics,

culture and society. The other pillar of CIMAL is the long experience of organization, which

provides a comfortable stay, an entertaining program and educational encounters with the

Egyptian and oriental culture for our foreign delegates.

We would be honored to have your university participating in this year's conference in

November 2011, which happens to be the twenty-second conference. There are ten

councils this year, five English speaking and five Arabic speaking councils. The conference

will be held from the 16th till the 19th of November and the organizing team will arrange

Councils Descriptions:

English Speaking Councils:

1) Arab Economic Forum:

The Arab Economic Forum comes in a notably historic year when major changes are occurring at a remarkable pace across the Arab world. Issues of Arab economic integration and development are key elements in this council. Delegates will represent nations and work to attain the maximum benefits to their country and the region as a whole by reaching satisfactory resolutions regarding pressing issues. Topic 1: Post-Revolutionary Arab Economic Integration The main focus is the integration of post-revolutionary Arab economies through studying their comparative advantage, establishing a free trade zone and the possible creation of a common currency for Arab nations. Topic 2: Coalition for Enriching Human Capital Through the reform of education and health, this coalition aims at developing and expanding human capital across the Arab world at a crucial time in its history.

2) Council of Arab Foreign Ministers: The Council of Arab Foreign Ministers is a forum for the foreign ministers of the 22 Arab countries to come together and discuss pertinent issues that the Arab region faces. This council deals with an array of contemporary matters and aims to analyze their impact on the countries of the League. The scope of this council is encompassing matters of political, cultural, social, and economic significance. Topic 1: Tip of the Iceberg: Analyzing the Path to Democracy 2011 is an indisputable turning point in Arab history, a year that will be remembered not simply for the wave of uprisings shaking the region but for a forever shattered stereotype of populations who were once only seen as docile spectators. When Mohamed Bouazizi set himself ablaze, little did he know his act would trigger change across the Arab world. But as old Arab regimes struggle to survive, the questions asked is whether Bouazizi’s death was the trigger to a political earthquake or was it a spark to a powder keg? CAFM will attempt to analyze the path that may have lead to the current circumstances. Understanding the past may be the key to determining the present and foretelling the future. In a bumpy and revealing path to transformation, how can Arab states avoid repeating the patterns of their predecessors? Is demanding change enough? Topic 2: Shifted Perspectives: Priorities in Foreign Policy None other, but the Arab region, is referred to as a “world”. A common language, culture and identity appeared to play a distinct role in spreading the waves of dissent from one inch of the region to the other. Starting in Tunisia, spreading to Egypt, and unfolding in Libya, Syria, Yemen, Morocco, Jordan, Bahrain, and Oman, the interconnectedness between the peoples of the region, many of whom have been trying for decades to cast aside their “Arab identities”, seem to have once again come to surface. But what does that mean for diplomatic dynamics in the region? Does participation at home extend to participation in diplomacy? Do significant changes at home mean equally important ones abroad? How will regional powers balance out their cards now? What kind of foreign policy shifts, if any, should we be expecting?

3) The Knesset:

To most Arabs, Israel is the enemy. But does the catchphrase “don’t judge a book by its cover” apply here? This year, we will be diving into domestic Israeli affairs. How much do we really know about Israeli culture, or about Judaism? Also, will the revolutions taking place in numerous Arab countries affect Israeli foreign policies towards the ‘New Middle East’? We have to learn to think about, and deal with, the insides of Israel. We cannot deal with what we do not know. Established in 1948 under a different name, the Knesset is the unicameral house of representatives of the Israeli state. Because of the political system in Israel, any changes in the dynamics of the political scene of Arab-Israeli relations will have to pass through this parliamentary body. Topic 1: Israel in Depth, We Cannot Deal With What We Do Not Know Arabs tend to deal with the state of Israel as a nation that has unified all Jews. But is this true? We will investigate Israeli society, immigration policies, political parties and judicial systems to discover whether they really are as unified a nation as they seem. This is important because weaknesses we will find in the society and the political system can and should be used by Arab nations in their dealing with the Israeli state. Society, government, history, culture, economics, ideologies, political parties and minorities are only a few among many issues to be discussed. Topic 2: Israeli-Arab Relations in Post-Revolutionary States New Arabs: friends or foes? The Arab world continues to dynamically change its political norms. Israel will definitely have to reconsider its relations with the new forming Arab regimes in an anticipation of the new attitude that will consequently affect Israeli domestic politics. Will the Israeli coalition government be forced to develop a new strategy to deal with these new Arab governments? Will the uprising of new democratic regimes in the Middle East affect Israel’s military budget and security, an issue that has always been under question? And how will this interact with the classic US-Israeli relation? In particular, we will take Egypt as a case study of one of the main Arab drives in the ‘peace process’. Will the Camp David Peace Treaty still be legitimate when a new Egyptian government is in place?

4) Middle East Media Forum:

The Middle East Media Forum aims this year to shed new light on the diversified and controversial

media coverage of Arab politics. State, independent, and new media are the main carriers of the

politics, policies, and even liberties of the Arab states. In the past few years, they have taken

corrosive action to either confirm, or renew, their avowed political systems and the ways of their

leaders. Freedom of press is the flagship for the future that might be jumbled in the media and state

politics. This forum will provide a chance to discuss the role and direction of media, and if media

coverage is worthy of Arab politics.

Topic 1: Media Coverage of Middle Eastern Politics

The MEMF gives you the opportunity to discuss vital and relevant matters such as the Human

Rights violations reporters face in our countries as well as the fact that there is no freedom of press;

which is in and of itself a violation of basic human rights. The topic also includes such ideas as

media bias and how it can facilitate or hinder the transition to democracy. This topic will give you

the opportunity to discuss how free the media should be, if at all, and how governments and private

groups use it to manipulate the masses in acting one way or the other.

Topic 2: Religious Freedom In the Media

In the MEMF you will get the chance to discuss the importance of religious freedom in the media in

the Arab world. This topic will cover the many restrictions on religious freedom in the media, and

their implications on human rights such as freedom of press and freedom of religion. It will also

discuss the possibility of having religious minorities discussing their religious views in the media

and what the implications are of doing so. Furthermore, it will talk about how religious freedom in

the media might increase tolerance or intolerance to other religions. This topic will ultimately give

you a chance to explore the possibilities, implications and consequences of having religious

freedom in the media and whether it is something that the Arab world should strive to achieve.

5) People’s Assembly:

The Egyptian People’s Assembly is the main legislative body of the Egyptian government; it is composed of no less than 350 members with 10 chosen directly by the president. Its main purposes are to legislate, review and approve of agreements and treaties, review and approve of the state plan and budget, oversee the work of the executive, discuss the president of the republic's statement and the government program, amend the constitution, and approve of declarations of war and emergency.

The People’s Assembly in the 22nd CIMAL is going to discuss a multitude of issues,

mimicking the actual People’s Assembly. There are wide ranges of issues at hand, available

for discussion, mainly the current political, economic and social ‘transformations’. Egypt is

at a crossroads, with the advent of democratic elections the People’s Assembly will, for the

first time since 1952, represent the people, and therefore it is necessary to understand the

complexity of the Egyptian political arena. Delegates will come out of this experience not

only feeling accomplished, but also with a strong sense of understanding of the Egyptian

political life.
