Buick is ranked third inConsumer Reports annualranking of the most reliableautomotive brands,marking the first time adomestic brand has beenin the top three.

Even so, Asianbrands continued todominate influentialconsumer magazine'srankings.

Of 29 brands, Asian nameplates accounted for 7 of the top 10 spots. Lexus was ranked first, witha predicted reliability score of 86, followed by Toyota, Buick, Audi, Kia, Mazda, Hyundai, Infiniti,BMW and Honda.

Vehicles sold by Fiat Chrysler Automobiles continued to struggle with four of its brands —Dodge, Chrysler, Fiat and Ram — occupying the bottom four slots.

Consumer Reports reliability rankings are based on a survey that analyzes the magazinesubscribers experiences with new vehicles over the past three years. That feedback is used topredict future reliability.

Chevrolet ranked as the second-best domestic brand and is in 15th place overall among the 29brands covered.

Buick has been performing well in the survey for several years. But this year, it out-distanced itspast performance and was able to surge to the top of GM's stable because its few models didwell. The Buick Enclave, Encore, Verano and Regal all scored near the top of their individualsegments.

“Buick’s achievement is commendable and sure to be a wake-up call to other manufacturers,”said Jake Fisher, Consumer Reports’ director of automotive testing in a statement. “One reasonwhy the brand has been able to leapfrog others in the General Motors’ stable has been itslimited vehicle lineup--with none of the pickups and truck-based SUVs that have negativelyimpacted Cadillac and Chevrolet.”

Ford’s mainstream Ford brand was ranked 18th while the Lincoln brand fell four spots to No. 20.Consumer Reports said Ford continues to have problems with its nine-speed automatictransmissions, especially in the Ford Focus compact car and Fiesta subcompact car.

“This is a shame, because it’s a great car to drive,” Fisher said

Consumer Reports released the survey results in Detroit today before the Automotive PressAssociation.

Tesla, the luxury electronic carmaker, is ranked 25th, which is well below average. This is thefirst year that Tesla has been ranked because, until now, there was only one Tesla model.Fisher said Tesla's ranking was pulled down by the newer Model X.

In general, Fisher said, new or redesigned models perform worse on the surveys becausemanufacturers are still working out manufacturing kinks. The older Tesla Model S performedbetter, and is now recommended by Consumer Reports.

While Asian automakers continued to dominate the rankings. There was a surprising trouble inthe survey for Honda.

Consumer Reports, which is often accused of having a survey that inherently favors Asianautomakers, said Honda's reliability scores have become less consistent.

Honda, which normally finishes in the top ten on the reliability survey, has been hurt by spottyresults on new introductions, Consumer reports said. Honda's redesigned Pilot SUV scored justaverage.

Honda’s popular Civic sedan scored much-worse-than-average on reliability because ofproblems with its power equipment and infotainment systems, Consumer Reports said. TheCivic was North American Car of the Year for 2016.

Meanwhile, Korean automakers continued to rise in the rankings. Both Kia and Hyundai finishedin the top 10. Even more impressive -- no Kia or Hyundai models scored below average. TheKia Forte, Optima, Soul and Sorento along with the Hyundai Azera, Accent and Santa Fe allscored among the top in their segments.

Brands sold by FCA have historically performed poorly on the survey. This year, ConsumerReports said no Fiat or Ram model scored average or better.

Only the company's Chrysler 300 sedan, Dodge Grand Caravan minivan, and Jeep Patriot SUVmanaged an average or better score. All three of those vehicles are made on platforms that areat least several years old, indicating that FCA is eventually able to work out manufacturing kinksbut struggles with newer vehicles.

“(FCA) values all feedback from our customers and third-party evaluators, including ConsumerReports, as it helps guide our product improvements," the company said in a statement. "Ourinternal quality surveys and measurements continue to show positive growth toward vehiclequality and dependability across our brands. "

SEOUL, Oct. 24 (UPI) -- SouthKorean President Park Geun -hyecalled for ending the single, five-yearterm limit on her country'spresidency Monday.

Addressing parliament, the NationalAssembly, she surprised listeners byher suggestion of changing thelimitation on the presidency, part ofthe country's Constitution enacted in1987. After earlier stating she had noplans to be involved in constitutionalreform, Park said she was convinced

policy changes with each new president undermine changes needed to improve South Korea'seconomic potential. She added that regular policy changes brought on by new leaders hamperrelations with North Korea and its nuclear ambitions.

Plans to change the term limit will be announced by the end of Park's term in 2018, she said,adding that the single term was appropriate as the country moved from a military dictatorship toa democracy but now is "a jacket that no longer fits. "

The single-term presidency was enacted to prevent a slide back to military authoritarianism.

Park did not mention a preferred alternative to South Korea's current system, but the plan mostfrequently mentioned is a copy of that of the United States, in which the president can run for re-election one time, the Wall Street Journal said Monday. The United NationsSecurity Council issuedResolution 2270, whichprohibits the export of NorthKorean coal, iron, and iron ore in March. North Korea conducted its fourth nuclear test inJanuary. Now, months later, China appears to finally be complying with those sanctions.Chinese coal imports from North Korea dropped 27 percent in September, reports the SouthChina Morning Post.

China said in April that it would ban coal imports, but between May and August, China’s coalimports from North Korea steadily increased to 2.47 million tons, the highest figure since thestart of 2016. China typically justifies its imports with the livelihood exemption in the sanctions,where it asserts that total isolation of North Korea will cause internal collapse, and spill over theChinese border.

China’s August coal imports were 61 percent higher than they were in April.

The U. S. and its allies want to remove the livelihood exemption in a new batch of strongersanctions, but China is not indicating agreement. “We cannot really affect the well-being and thehumanitarian needs of the people,” Chinese United Nations (U. N.) Ambassador Liu Jieyirecently told Reuters reporters. Jieyi’s statement signals opposition to American, South Korean,and Japanese plans to completely cut off mineral exports to North Korea. Cross-bordermovement between China and a North Korean iron mine further confirms China’s reluctance tofully sever North Korea’s mineral exports.

Yet, China, to a certain extent, seems to be giving into international pressure and calls to domore to reign in is nuclear neighbor. China only imported 1.8 million tons of coal from North

Korea last month, the General Administration of Customs reported, which is still a significantamount of coal, but imports are decreasing.

Around 90 percent of North Korea’s revenue come from trade with China, and roughly 40percent of that comes from coal. If China is actually reducing its coal imports, it will leave NorthKorea strapped for cash, giving the international community more leverage against the North.

There is, however, the possibility that this is a temporary drop, as was the case in April. BetweenMarch and April, China’s coal imports from North Korea dropped from 2.345 million tons to1.527 million tons, but imports shot up in the months that followed. China may be responding tointernational pressure now, but is unclear whether they will continue to do so.

SEOUL, Oct. 24 (UPI) -- Aninternational financial regulator hasasked all member countries todiscontinue any business with NorthKorea .

The Financial Action Task Force inFrance has requested states to becompliant with U. N. Security Councilsanctions Resolution 2270, SouthKorean newspaper Donga Ilboreported Monday.

The requirements include theimmediate termination of any North

Korea bank branches in member countries and the suspension of all currency exchange withNorth Korean banks.

"Jurisdictions should take the necessary measures to close existing branches, subsidiaries andrepresentative offices of [North Korea] banks within their territories and terminate correspondentrelationships with [North Korea] branches, where required by relevant United Nations SecurityCouncil Resolutions [2270]," the FATF said, according to JoongAng Daily .

The decision is a response to North Korea's fifth nuclear test on Sept. 9 and enhances thecurrent level of financial sanctions against Pyongyang.

South Korea's Financial Supervisory Commission's Financial Intelligence Unit said the Paris-based organization convened for a meeting from Oct. 15 to 21 and adopted an official statementregarding North Korea.

The FATF cited North Korea's continued proliferation of weapons of mass destruction as thereason for the blocking measures, adding sanctions need to be strengthened to meet U. N.standards.

More financial sanctions are to undergo review until October 2017, FATF said, according toSouth Korean news service Newsis.

Seoul's FSC is to cooperate with China's central bank and Japan's finance ministry onpreventing money laundering that could go toward financial Pyongyang's nuclear weaponsprogram.

The United States, Japan, China, Russia and South Korea are some of the 37 member states ofFATF, established in 1989 to combat money laundering and terrorist financing.

The PGA Tour is moving into South Korea next year, adding a third officialevent in Asia.

The Tour, which held the CIMB Classic in Kuala Lumpur, Malaysia, lastweek and will co-sponsor the World Golf Championships-HSBCChampions in Shanghai, China, this week, will inaugurate the CJ Cup @Nine Bridges from Oct. 16-22, 2017.

The 72-hole tournament will run Thursday through Sunday, preceded by a pro-am onWednesday. The PGA Tour has yet to announce the host course.

The Presidents Cup was played in Asia for the first time last year, drawing record crowds as theU. S. team beat the International team by one point at the Jack Nicklaus Golf Club Korea inIncheon City, South Korea.

South Korea's Sangmoon Bae finished 2-1-1 for the International Team. South Koreans K. J.Choi , K. T. Kim and Y. E. Yang participated in previous Presidents Cups.

"South Korea is a beautiful country with a rich golf tradition," Monahan added. "Many of ourplayers who have been to the country already know that, and those who haven't are in for atreat. The fact that valuable FedExCup points will be offered only enhances this tournament'sposition on our schedule. "

As Ri took a trip overseas, China's vice foreign minister visited Pyongyang on Monday, Kyodoreported.

Hundreds of South KoreanGalaxy Note 7 smartphoneowners filed a lawsuit againstSamsung Electronics on Mondayover its handling of the fire-pronedevice.

Attorney Peter Young-Yeel Ko,head of the Harvest Law Firm,said the 527 plaintiffs wantSamsung to compensate themfor the costs to visit shops toexchange their phones, for thehours they had to wait while

transferring data and for psychological harm from using a hazardous product.

His clients include a person who claims to have lost thousands of pictures from a family vacationand another who drove eight hours round-trip to return the phone. The group are seeking500,000 won ($442) compensation per person in their initial claims, which could increase later.

South Korean courts do not award punitive damages.

"We are filing a lawsuit not to ask for hundreds of millions of won in punitive damages like in theUnited States," Ko told reporters outside the Seoul Central District Court. "We are demandingfair compensation for the simple damage that consumers have suffered. "

The Galaxy Note 7 smartphone was recalled twice in an unprecedented consumer safety crisis.Samsung recalled the Galaxy Note 7 phone first on Sept. 2, citing a defective lithium-ion batteryafter confirming reports that the phone tended to overheat or catch fire. Earlier this month, theSouth Korean firm recalled its replacement Note 7s after finding they also were prone to catchfire. The company stopped making or selling them less than two months after the flagshipsmartphone's debut.

The company did not immediately respond to called and emailed requests for comment.

Ko, who had used Samsung phones only for the past 15 years, said he had to visit a mobileshop three times after buying a Note 7 in August, first to get the battery checked when reports ofthe devices catching fire first surfaced. He went back to get a replacement phone afterSamsung's first recall. Finally, he still needs to go get a refund and hand in the replacementphone: he plans to get an LG-brand smartphone next time, he says.

Apparently in response to criticism over its handling of the recalls, Samsung announcedMonday that customers who replace their Note 7s with Samsung Galaxy S7 or S7 Edgesmartphones can get 50 percent discounts on upgrades to Galaxy S8 or Note 8 smartphonesnext year if they return the S7 or S7 Edges.

Samsung's latest plans do not provide any compensation for consumers who prefer not to getanother Samsung phone.

Samsung earlier offered 30,000 won ($26) worth of coupons for the Samsung mobile shoppingmall to all Note 7 users. Those switching to other Samsung phones were offered 70,000 won($62) worth of coupons.

Kim Chae Yong, who joined the lawsuit, said he spent nearly $100 on gas and highway tolls toreturn a Note 7 phone after the first recall. Kim drove about 300 kilometers (185 miles) from hishome in Cheonan to Busan, where he had bought the Note 7.

"I feel betrayed," the 26-year-old plant engineer said. "I am angry and I don't ever want to use itagain. "
