Page 2 **On November 1, 2013 the Economic Development Commission (EDC) voted unanimously to shift two members into “B” membership slots that were being vacated. They also voted to appoint Ted Lewis to a second term in a “B” membership slot since his first term was due to expire on 12/31/13 and he is the incoming Chairman beginning January 1, 2014. These changes were made in the interest of preserving the leadership of the Economic Development Commission during the organization’s transition. On November 6th, Supervisor Letourneau nominated these individuals during the Board business meeting as follows:

• Paula Harper to completion of a first term (vacated by Sharon Steele) that will expire on 12/31/15.

• Joanne Theurich to completion of a second term (vacated by Alice Frazier) that will expire on 12/31/14.

• Ted Lewis reappointed to a new second term that will expire on 12/31/16.

Clarifying Term Dates:

Previous Appointment Items contained incorrect term expiration dates for two members of the Loudoun Health Council. The Board is being asked to re-confirm these members with the correct term expiration dates.

DWAYNE GUTHRIE, PH.D., AICP, PRINCIPAL, TISCHLERBISE, INC.

EXPERIENCE

Dr. Guthrie has 32 years of experience as a professional planner, working primarily in the areas of

impact fees, demographic analysis, infrastructure funding, fiscal evaluations, and transportation

planning. His career includes 23 years of work as a planning consultant and nine years of public sector

experience. At TischlerBise, Dr. Guthrie is the impact fee team leader, with over 380 studies completed

for approximately 120 jurisdictions in 25 states/provinces. Dr. Guthrie has also served as an expert

witness on the topic of impact fees.

As a planning practitioner, Dr. Guthrie promotes smart growth through revenue strategies and pricing

policies. By helping communities implement development impact fees, local governments create a

nexus between private sector development and the demand for public facilities. Rather than subsidize

growth with general tax revenues, Dr. Guthrie works to ensure designated funding for infrastructure

that also helps to minimize externalities like traffic congestion. He has pioneered innovative methods for

tabulating census data to support higher fees for larger housing units and reducing fees for infill

development located in urban centers.

Dr. Guthrie also teaches graduate planning courses at local universities, including Growth Management

at the Alexandria campus of Virginia Tech and Planning Techniques at Catholic University of America.

His doctoral dissertation, titled “Understanding Urban, Metropolitan, and Megaregion Development to

Improve Transportation Governance” documents the expected geographic extent of commuter sheds in

2030 for large metropolitan areas within the continental United States. Commuter sheds provide a

viable refinement to current statistical area designations and solve problems due to inconsistent and

fragmented MPO boundaries. Nine transportation megaregions are proposed based on specific criteria,

including global gateways that facilitate movement of people and goods, contiguous commuter sheds

with urban centers spaced a suitable distance for high-speed rail service, and end-point commuter sheds

projected to add at least one million persons and jobs from 2000 to 2030. The dissertation recommends

a new paradigm for transportation governance with scale-dependent decision-making and funding

strategies.

Tadeusz (Ted) W. Lewis, P.E. is Principal of GeoConcepts Engineering, Inc., a geotechnical engineering and environmental services firm based in Leesburg. The firm specializes in evaluating sites for potential development, water supply needs, environmental due diligence studies, and designs foundations and earthwork for office buildings and industrial parks.

Since its founding in 1999 with a staff of four, GeoConcepts has grown to a staff of 44. Joanne M. Theurich Chief Administrative Officer Janelia Farm Research Campus Howard Hughes Medical Institute Joanne M. Theurich became Janelia Farm’s Chief Administrative Officer in October 2010. In this role, she oversees Technology Transfer, Human Resources, Finance, Facilities, Laboratory Support Services, and Purchasing. From 2005 through September 2010, Ms. Theurich served as Janelia’s Director of Administration and Finance. In her new position, she will be able to play an even more important role in fostering the campus’ collaborative work environment, which, along with her interest in health and science, first drew her to Janelia Farm. “It is professionally rewarding to be part of a research institution as incredibly special as Janelia Farm, where science is driven solely by intellectual opportunities and the possibility of contributing to the scientific community worldwide.” Prior to joining HHMI, Ms. Theurich was responsible for the administration of business process outsourcing contracts for DST Health Solutions, a global premier solution provider in the healthcare industry, headquartered in Birmingham, AL. Previously, she built, developed, and directed the finance and administrative functions of several start-up healthcare organizations, where she held Vice President or Division President positions. Ms. Theurich has a B.A. in Business Administration from Michigan State University. Ms. Theurich has been a Member of the Board of the Loudon County Chamber of Commerce and currently serves on its Public Policy committee. She is also a member of the Science and Technology Advisory Council for George Washington University’s Virginia campus. Andrew Beacham is a Freelance Fine Artist and Videographer who has worked in the field of media production and broadcasting over the last 4 years.

His parents being educators, artists, and librarians has instilled a passion in Mr. Beacham for introducing others to classical education and art while utilizing new technologies to produce the next generation of great artisans.

Beacham has donated his own works of art that are on display in his home state of Ohio. He and his wife, Deborah, recently moved to Northern Virginia in the beginning of 2013, because of the many great work opportunities. They look forward to making Sterling their home for many years to come.

Shadi Sarkis

Shadi Sarkis currently works as a Manager at a Commercial Cleaning Service Company. Prior to that he had worked for PNC bank & Wells Fargo Bank as Sales and Customer Representative.

Shadi is very active in the community; he is a board member of the ANCA (Armenian National Committee of America) where he assist in events planning, fundraising events, and all activities and meetings, in addition to volunteering at the Armenian Church of Maryland.

Shadi has a degree at law from University of Aleppo- Syria, practiced Law for several years while he was in Aleppo, Syria, he has a Diploma in international affairs and diplomacy from the Syrian International Academy - in cooperation with George Mason University, and also acquired the following certificates:

The Honorable Scott York, Chairman Loudoun County Board of Supervisors One Harrison Street Leesburg, VA 20175 RE: Reappointment to ADUAB Non-Profit Representative Dear Chairman York: Eight years ago I was first appointed the non-profit representative on the County’s Affordable Dwelling Unit Advisory Board. I have found this service to be a learning opportunity as I’ve expanded my understanding of the County’s ADU program and affordable housing issues specific to Loudoun County and beyond. It has also been gratifying, accompanied by a sense of accomplishment when considering the many families (1600+) who have benefitted from the provision of affordable housing through this program. It reflects the benefit of a good ‘private/public partnership’ considering the contribution made by local builders. I am seeking your reappointment as its ‘At Large’ representative inasmuch as my final (9th) term on Loudoun Habitat’s Board of Directors expired in the Spring and I’m hopeful that someone else from the non-profit sector will step up to offer service on ADUAB in that capacity. However, my service there for two terms as its vice president and my two final terms as its president afforded me expanded opportunities to learn the unique demands of providing a variety of housing opportunities to citizens of every income bracket. In addition, my current position as co-chair of ADUAB has provided additional occasions to dialogue with County staff and others with the hope of tightening, perhaps streamlining, the program and increasing its effectiveness. I have served on its Modifications (ordinance) and Consumer Subcommittees and have contributed to pending changes which I hope will be implemented as part of the current Stakeholders Group’s review and recommendations. James Edward Rouse 11/19/2013 County Administrator 1 Harrison Street SE Mail Stop number 2 Leesburg, VA 20175 I am writing to formally apply for one of the membership positions available for the Loudoun County Disability Services Board. I feel that I would be a good fit as I am a medical practitioner within the county and I have family members with physical disabilities. I am a physical therapist assistant licensed to practice in the Commonwealth of Virginia and have been since summer 2008. I have been practicing in Loudoun County since summer of 2009 at a privately owned outpatient clinic in Ashburn. I directly treat hundreds of people every year with a myriad of conditions, some of which do leave patients partially or fully disabled. I feel that my professional background allows me to understand what a disability is and how it can limit one's physical and possibly cognitive ability. I have two direct family members that do suffer from physical disabilities. My mother has multiple sclerosis and before my parents divorced, resided here in Loudoun County. Her condition does make it so that there are days where she can hardly be considered ambulatory and that works to severely limit her function. My father suffers from multiple conditions that have required me to reside with him to care for his home in Sterling and provide what care is required of me to allow him to better function. We have made alterations to his home to allow for his easier access to bathroom facilities. My close relationship to people with disabilities should provide me with a personal understanding of how challenging basic function and getting around the community can seem to those with disabilities and their family members. As part of my formal education, I was required to develop a close understanding of the Americans with Disabilities Act and perform site visits of facilities to assess as to their compliance with the law. If the facility did not meet ADA standards, it was part of my assignment to contact the head of the facilities to inform them of how they are not complying with the law and what needs to be done for them to do so. This previous experience also allows me familiarity with governance regarding the accessibility of public facilities to those with disabilities. The bachelors degree I hold from George Mason University focuses on community health. My education in this field required me to take multiple classes in which I analyzed research of varying health conditions and its effect on different communities. Part of the education also focused on understanding health behaviors. I took classes that also instructed in the development and management of public health campaigns to educate the public and allow for easier accessibility to healthcare. I also partake in fall prevention events hosted by the Northern Virginia Fall Prevention Coalition. The events at which I participate focus on the screening of the elderly to identify those with a fall risk. The screening involves physical testing, vision testing, and a pharmacological consult. Those with a fall risk are then referred back to their physicians so that appropriate steps can be taken to minimalize that persons risk of falling in hopes of preventing serious injury. I feel that I could bring a lot to the board including personal experience with family members suffering from disabilities, with understanding the physical needs of the disabled on a professional level, and having direct experience with knowing ADA standards and following up regarding ADA compliance. My formal education in community health provides me with skills that should help manage any public health campaigns and how public health policy impacts the community.
