Please clarify whether the quantity mentioned in this RfP will be scattered in entire Shimla and Dharamsala Cities or it will be specific to any Sub-division. Kindly provide Consumer list/ index as this will help Bidders in assessing precise Resource requirements and Costing. Please clarify whether these are

replacement Meters or New

connections.

The meters have to be

installed in Shimla and

Dharamshala.

Further, all existing meters

are to be replaced and any

new connection will also be

on Smart Meter.

Clause 3.3 (About the

AMI Project)

This Request for Proposal (this “RFP”) is

issued by PFCCL on behalf of HPSEB Ltd.

As per BOQ and RFP Vol-I, section 3.2, the total no. of smart meter is 1.50 Lakh. But as per the clause in RFP Vol-I Section 3.3, Annexure G and RFP Vol-II Section 1.2 the total no. of smart meter is 1.35 Lakh. Please confirm the numbers of smart meters/ nodes and amend the clause appropriately.

Bidders can use credentials of the Sub-Contractors for meeting the Qualifying Requirement. However, multiple bidders can use credentials of the same Sub-Contractors subject to the condition that a Sub-Contractor cannot participate as Bidder/ Consortium Member in the bid process. The bidder has to submit detailed roles & responsibilities of the Consortium

In light of this, the Bidder shall source meters (as bought out) or downstream components of the meters from MSEs of value greater than or equal to 20% of the metering component of the contract price. Out of this requirement of minimum 20% procurement from MSEs, 4% is earmarked for units owned by Schedule Caste /Schedule Tribes…. have successfully integrated their

GPRS/ NIC/ Communication module

with meters of at least 3 manufacturers

in India till HES and/or MDMS.”

Delay in drawing approval, documentation, Site fronts availability, regulatory and statutory approvals, Certifications etc.), then the project completion date will be extended suitably without levy of liquidated damages/ penalties and additional cost incurred by the contractor on account of such delays shall be paid by PFCCL.
