Q – What is the status update on undoing the damage with Indo-

China Military talks?

INTRO = On the eve of the recent military talks held, there was

intensive diplomatic consultation between the two sides that

reaffirmed the mutual political interest in a peaceful resolution of the

issues at hand. Delhi’s affirmation that the two sides agreed to

resolve the situation in accordance with the bilateral confidence-

building measures instituted over the last three decades is welcome.

Issue at LAC –

India was taken unawares in April by the big forward push by the

People’s Liberation Army across multiple locations along the so-

called Line of Actual Control separating the two sides. That the

PLA had dug into the new positions and had brought in heavy

weapons systems seemed to suggest China was here to stay in

the new positions it had secured. With China having seized some

ground that it did not control before, Delhi’s task of getting

Beijing to undo the new facts it had created in Ladakh appears

rather difficult. But having publicly signalled its case for the

restoration of the status quo that existed in April, Delhi has little

room to back off. Therefore the government’s suggestions that

the Indian armed forces are in this for a long haul.

Negative Implications for India out of the talks are two –

1) One is that Delhi might be tempted to ease the standoff in return

for some cosmetic steps from the PLA to defuse the current

crisis.

2) The other is that Beijing might demand rather costly political

concessions from Delhi in return for a full restoration of the April

status quo.

There is no forgetting that the April surprise has given the upper

hand to the PLA. Delhi will have to press all its leverages — on the

military, diplomatic and political fronts — to persuade Beijing to

restore status quo ante in Ladakh.

Q – Give an account of Odisha’s tribal profile and recent initiatives

taken to provide state of the art educational facilities to the

community?

BACKGROUND =

Tribal Profile –

According to 2011 Census, Odisha’s tribal population constitutes 9.17 of country’s tribal population. In Odisha, tribal population is 22.85% of State’s total population. With 62 tribal communities, Odisha has most diverse tribes in India. In terms of tribal population, it occupies the third position in India. Similarly, of India’s total 75 particularly vulnerable tribal groups, 13 reside in Odisha.

Santal and Bhuyan are two dominant tribal groups living in Keonjhar, Mayurbhanj and Sundargarh district.

Recent Initiatives –

The Odisha government is coming up with three mega educational

complexes exclusively for tribal students, in tribal dominated districts

such as Keonjhar, Sundargarh and Mayurbhanj. Each complex will

house 3,000 tribal students, which is being dubbed as a unique

initiative in government sector in the country.

a) The campuses will have state-of-the-art facilities to improve

educational and sporting skills of tribal students from Standard I to

XII. Moreover, skill development centres will be an integral part of the

projects.

b) Funds required for mega complexes will be sourced from Odisha

Mineral Bearing Areas Development Corporation (OMBADC), which

was formed for focused development of mineral rich districts.

Incidentally, most mineral rich districts are tribal dominated.

For Prelims –

Iron Mining Hub –

Keonjhar, where other tribes such as Sounti, Ho, Juang, Kharwar,

Mahali, Oraon Kolha and Kora is the most mined district of the

State. Keonjhar district itself contains more than 70% of the iron ore

reserves of Odisha. Jharsuguda, Koraput and Mayurbhanj having

extensive mining activities follows Keonjhar.

International Relations

Q – Explain the Purpose and details of China’s White Paper?

BACKGROUND = A white paper released by the Chinese government

gave a lengthy explanation to refute the allegations of cover up and

delay by Beijing on reporting the COVID-19 outbreak last year in

Wuhan.

Details –

According to the white paper, after the COVID-19 was identified by

a hospital in Wuhan on December 27, the local government called

experts to look into the cases through an analysis of the patients’

condition and clinical outcome, the findings of epidemiological

investigations, and preliminary laboratory testing results.

“The conclusion was that they were cases of viral pneumonia,” it

said. Researchers from a high-level expert team organised by the

National Health Commission (NHC) confirmed that the virus was

transmissible among humans for the first time on January 19, hours

before they notified the public, and less than a month before the

experts were alerted by the newly discovered disease, it said.

Before January 19, there was not sufficient evidence to indicate that

it could be transmitted by humans.

ready for application after successful research and clinical trials.

Q – Discuss the effects of Covid-19 upon the Liberalized Remittance

Scheme (LRS) of India?

BACKGROUND = As Covid and the lockdown cripple the global

economy and ground international travel, the amount of money

Indians send abroad has plunged to a 50-month low.

In April 2020, Indians remitted just $499.14 million under the

Liberalised Remittance Scheme (LRS) — a 61% decline from $1,287.91

million in the same month last year, according to latest data of the

Reserve Bank of India.

What is LRS –

Under LRS, resident individuals, including minors, may remit up to

$250,000 per financial year for permissible current or capital

account transactions or a combination of both.

Effects being –

1) The sharpest decline — 71.81% — has been recorded in money

sent for travel purposes which came down to $121.13 million in

April this year from $429.75 million a year ago. This is significant as

an estimated 2 million Indian nationals travel overseas every month.

2) The money sent for studies abroad has also seen a sharp decline of

68.85% — $78.76 million in April this year from $252.84 million in

the corresponding month last year. Over 7 lakh Indian students

pursued studies in foreign institutions in 2018.

3) “Maintenance of close relatives” category, which contributes the

highest amount to total outward remittances under LRS has

recorded a decline of 50%— $148.25 million in April this year

from $296.14 million last year.

4) Substantial decline has been recorded in money sent for purchase

of immovable property abroad; investment in equity/debt;

deposit; gift; medical treatment; and other categories during April

2020. The only exception is “donations” which contribute a

negligible amount to the total outflows.

While the category “Gift” has recorded a 66% decline in outward

remittances, “medical treatment” has seen a decline of 45.85% in

April 2020. But the amount remitted for medical treatment

purposes is negligible.

5) Two categories, which recorded lesser decline are — ‘deposit’

and ‘investment in equity/debt’. The amount of money sent out

of the country for the purpose of deposit just declined by 7.69%

in April 2020 compared to the same month last year. Similarly,

‘deposit’ and ‘investment in equity/debt’ has recorded a decline

of 29.91%.

Sri Lanka’s close watch on Locust situation

Sri Lanka is keeping a close watch on the locust situation in India,

as it prepares to battle an increased population of local

grasshoppers this season.

They were preparing to contain the manifestation with

chemicals.

The local grasshoppers are more likely to attack home gardens

and small fields, than large cultivable areas. Last year, Sri Lanka’s

farmers were badly affected by the fall army worm — from the

moth species, known by the scientific name Spodoptera

frugiperda — said to have been carried here by strong winds from

India.
