Superintendenttransition processcontinues at EdenPrairie Public SchoolsThree district employeeshold superintendent’slicense; board seekssecond ‘mutualseparation’ legal opinionBY PAUL GROESSEL • SUN NEWSPAPERS
The Eden Prairie School Districtwill continue the superintendent tran-sition process possibly with a consult-ant and most likely with a secondopinion from a lawyer.
The school board recently decidedto seek a second opinion regarding amutual separation with Supt. MelissaKrull – who it turns out is not the onlyperson in the district with a superin-tendent’s license.
Since Krull announced in late Julythat this would be her last school yearwith the district, it had been unclear ifanyone other than Krull had a license.
There are three people in the dis-trict, including Krull, who have asuperintendent’s license, according tointerim Communications DirectorNancy Kracke.
The other two staff members withare Janet Pladson, elementary schooldirector of teaching and learning, andEden Prairie High School AssociatePrincipal Tim Quick.
The superintendent transitionprocess is in the early stages. Theschool board expects to soon have adiscussion about hiring a search firmto help look for qualified candidates.
The search process could monthsand basic services from a search fromcould cost $15,000-$20,000, saidMinnesota School Board Association’sDirector of School Board ServicesSandy Gundlach.
She told the school board that dur-ing an Aug. 16 workshop, when shealso said the law is pretty clear regard-
ing superintendent licensing, andeven applies to an interim superin-tendent.
Under state law, a school districtwith a secondary high school musthave a state-licensed superintendentat the helm, she said.
After that meeting, the MinnesotaDepartment of Education’s Director ofEducator Licensing Richard Wassensaid that there is a little flexibility fora school board in a tight spot, as longas it makes clear that it’s doing what itcan to get comply with the law.
“Just by the nature of what super-intendents do … often times, vacan-cies come up sort of suddenly, and theboard has to figure out what to do,”Wassen said.
The Board of SchoolAdministrators grants superintendentlicensures and variances for tempo-rary superintendent qualificationsunder certain circumstances, Wassensaid.
Even though Krull indicated shewould finish out the 2011-2012 schoolyear, the last of her three-year con-tract, the school board is looking intoKrull’s interest in a “mutual separa-tion” of her contract.
The board initially voted to gaugeKrull’s interest during an Aug. 9 spe-cial meeting. It had their legal repre-sentation (law firm Kennedy andGraven) test Krull’s interest in amutual split then, but during the Aug.23 meeting, the school board decidedto seek input from a second lawyer.
Board members said this is animportant matter, and it’s good to havea second opinion and input about theseparation process.
It’s unclear what the initial opinionor communication from Kennedy andGraven was.
Next, the board will identify possi-ble law firms that can provide inputabout the separation process and dis-cuss the possibility of using an execu-tive search firm.

State university expands Edina presenceMSU-Mankato offersgraduate, undergraduateand certificate programat 7700 France Ave. S.BY KATIE MINTZ • SUN NEWSPAPERS
The Edina School District is not theonly public institution in the city seeinga boost in enrollment.
Minnesota State University,Mankato’s Edina location, 7700 FranceAve. S., will soon double its space to27,000 square feet in the office buildingto meet growing demand.
The fourth year of classes beganMonday, Aug. 22, at the school, whichoffers degree and non-degree programsfrom graduate studies to customizedtraining for area businesses.
Bob Hoffman, vice president ofStrategic Business, Education andRegional Partnerships for MinnesotaState University, Mankato, said the TwinCities location is key to serving studentsin today’s economy.
“People need convenience, they needflexibility, and they can’t drive to
Mankato or Winona,” he said. “You’vegot to bring it to the learner and that’swhat we’re trying to do.”
MSU-Mankato in Edina offers severalmaster’s degree programs, bachelordegree completion and licensure andcertificate programs. About 75 percentof the 2,590 students enrolled in classesthere this fall, spring and summer are ingraduate programs.
In the new job climate, Ann Goebel, director of Twin Cities partnerships, said the master’s degree is the new bach-elor’s degree, and students are respond-ing.
“That’s the student we’re findingneeds us the most right now,” Goebelsaid.
The leading programs in Edina arethe master of business administrationand master of public administration.MSU-Mankato also offers master’sdegrees in education, nursing, engineer-ing and more. Beginning this fall, it isoffering its first doctorate of education-al leadership to a full class. Next fall thecampus will add a doctorate of nursingpractice.
“Our other mission is undergraduatedegree completion,” Goebel said.
Students can finish their last two
years of a bachelor’s degree after attend-ing community college or even a coupleclasses if they left a four-year college afew credits shy of graduating. MSU-Mankato also works in partnership withother Minnesota State Colleges andUniversities schools on degree comple-tion. For the last several years, MSU-Mankato faculty has taught upper levelcourses on the Normandale CommunityCollege campus in Bloomington and atMesabi Range Community andTechnical College in Virginia, Minn.
Becky Copper-Glenz, dean for theCollege of Extended Learning for MSU-Mankato, said it’s a part of makinglearning convenient.
“These are non-traditional students,so a lot of times they’re working adults. They have families. They have full-timejobs,” Copper-Glenz said.
In Edina, many courses are a blend ofonline and classroom learning. Tworooms feature real-time video conferenc-ing connecting students with classesoffered only in Mankato. MSU-Mankatoalso has about 30 programs availableonline only. The busiest hours in Edinaare 3-10 p.m.
With proximity to a vibrant businesscorridor in Edina and the entire metro,
forming strategic partnerships is also afocus, said Hoffman. The Edina locationcan work with companies to create no-credit programs that address specificneeds, like leadership training, for itsemployees.
“It’s a great location,” Hoffman said“It avails us to a lot of business, indus-try, government and nonprofit requestsof enhancement of skills, developmentof new skills and completion ofdegrees.”
Goebel said MSU-Mankato in Edinarecently finishing working with DakotaCounty Technical College in Rosemountto train employees of Apple Valley-based Uponor through a Minnesota JobSkills Grant. Goebel, who previouslyworked as part of Mankato’s manufac-turing engineering faculty, instructedthe employees in lean manufacturing, apractice that helps identify and reducewaste that doesn’t add value to the finalproduct.
She said more partnerships areexpected as the school grows.
“As we hear the needs from businessand industry we can create professionaldevelopment opportunities to meet life-long learning needs,” Copper-Glenzsaid.

...But you’re asking the questions
Recycling while on the goBY ANGIE TIMMONS GUEST COLUMNIST
It’s more popular than everfor Minnesotans to recycle athome, but do you keep it goingwhile you’re traveling or out andabout?
Many of us take road trips, attend family get-togethers, andgo on vacation during the lastfew weeks of summer, and it’simportant to find ways to recyclealong the way. It can be surpris-ing how much waste one personcan produce when traveling, butimplementing a few simplethings to reduce waste and con-serve resources will minimizeyour environmental footprint.
Here are some easy thingsyou can do to make a difference:
— If possible, use publictransportation while traveling,or carpool with others who aregoing to the same destination.
— Use electronic tickets
whenever possible to avoidpaper waste.
— If you don’t see recyclingbins at your destination, ask theperson or company in charge.Hopefully, a friendly suggestionwill encourage them to imple-ment a program.
— Bring a bag for your ownrecycling. If you’re spending theday traveling or staying some-where you know won’t providerecycling opportunities, pack abag for your recyclable itemsand recycle them when you gethome.
— Keep an eye out for recy-cling bins along your route. Gasstations, rest areas and parksoften have a place you candeposit your recycling ratherthan hauling it all the way home.
— As you shop for groceriesand supplies for your trip, lookfor environmentally-friendlypackaging and pack items inreusable containers.
— If you’re hosting a get-together away from home, besure to put out paper bags orcontainers for recycling near thetrash bin and label them clearly.Hopefully, your guests will fol-low your lead and do the sortingfor you.
— Choose or encourage theuse of reusable or recyclablematerials (cups, plates, utensils, etc.) in all your activities.
With a little forethought, it’seasy to make it a habit to recycleon the go and the results areworth it to protect the environ-ment. Think about what you cando to help while enjoying yoursummer celebrations, vacationsand travels.

Eden Prairie schoolspart of ‘No Shots, NoSchool’ program
Eden Prairie School District is one of25 that are taking part in the “No Shots,No School” immunization program.
The immunization program pro-vides a barrier-free service andenhanced access to children needingimmunizations.
Partnering school districts agree tocommunicate immunization require-ments to families in their district andencourage students to see a primarycare provider early to make sure immu-nizations are given and documentedbefore the start of school.
If a child is unable to receive
required vaccinations, partnering clin-ics will provide immunizations at nocost to families through Sept. 17.

Immunizations are a child’s bestdefense against potentially life-threat-ening diseases, such as measles, polioand chickenpox.
Minnesota law requires writtenproof that children receive all vaccina-tions, have a medical exemption – or par-ents must file a legal exemption sayingthey object to the vaccinations – beforestudents can attend class.
Through its Healthy CommunityInitiative, Park Nicollet Foundationpartners with 25 school districts and 38health care organizations and independ-ent clinics throughout the Twin Cities tomeet immunization requirementsthrough the program. Park Nicollet is afounding member of No Shots, NoSchool, now in its 15th year.
The program also recognizes the needfor each family to have a “medical”home. Partnering clinics are encour-aged to build relationships with newpatients in order to provide routine, pri-mary care to children and their families.
When receiving immunizations, aparent or legal guardian must accompa-ny children younger than 18 years ofage. Parents should bring a copy of thechild’s past immunization records andare asked to call ahead if a clinic is notdesignated as a “walk-in” clinic.

After one of the most brutal winters wehave encountered in the past 30 years, wehave all found things that need repair orreplacement on our homes. Many of us haveneeded to put off work being done to ourhomes do to economic hard times. Many ofus also put off projects to save money in casethings got worse. Our home values havegone down which makes it hard to even thinkabout selling our homes.
The reality is that we have to keep ourproperty in good shape to maintain our val-ues. Painting the exterior of our homes is byfar the best value to preserving our wood sur-faces and windows. We can also dramatical-ly change the appearance of the inside of ourhomes by updating colors. Painting wood-work is a very affordable option compared toreplacing old trim around our homes.
In many older homes our windows are stillgood, but the old stain and varnish are notholding up any more. You can save thou-sands of dollars by painting these windowsverses replacing windows. Updating your
basement family room can also be as easy aspainting the paneling.
I’m Paul Moore from Rightway PaintingSolutions. I’ve been in the painting businessfor over 20 years. Being a former ShopTeacher, I have a good background in finish-ing and wood replacement. HIGH SCHOOL REUNIONSHennepin County looks to continuesuccess of truancy programAbout 200 schoolsparticipated in programin its first yearBY MARC INGBER • SUN NEWSPAPERS
Pleased with the success of its ini-tial efforts to combat truancy, theHennepin County Attorney’s Officewill conduct its be@school programfor a second full school year begin-ning this month.
The program is designed to use allof the social services and legal toolsavailable in the county to make surestudents are in school, every day andon time.
In its first year, 199 of the 256schools in Hennepin County thatparticipated in a study reportedusing at least some element of thebe@school program.
“History has shown us that if youdon’t get to school, you don’t get aneducation,” Hennepin CountyAttorney Mike Freeman said.
“And if you don’t get an educa-tion, you don’t get a job. And then weare likely to see too much of you inthe criminal justice system or thesocial welfare system. And I don’tlike either option.”
The be@school program requiresschools to send a letter and makephone calls to a student’s parentswhen unexcused absences begin pil-ing up.
At six unexcused absences, theschool refers the child to the pro-gram and a parent group meeting iscalled with officials from the school, attorney’s office and possibly socialservice groups.
Be@school coordinator TamikoThomas said the meetings weredesigned to be a proactive approachto the problem and teach the familiesabout educational neglect and truan-cy.
“It depends on each case, butmostly it’s an opportunity for themto receive support and get education

on what the law says about educationattendance,” she said. “Families dofind the meetings to be helpful.”
If more absences occur, the pres-sure is ratcheted up, including filingof educational neglect or truancyreports.
There are various reasons why stu-dents miss school frequently, Freemansaid. Barriers can include transporta-
tion problems or a lack of goodclothes.
Sometimes children are asked tobaby-sit their younger siblings whiletheir parents are at work. One of thegoals of be@school is to refer familiesto social service agencies that canhelp alleviate these types of problems.
Freeman said 43 percent of elemen-tary students with six to 12 unexcusedabsences had no more after 90 days inthe program.
In a survey, 82 percent of staffmembers whose schools participatedbelieved be@school was effective in
cutting truancy and unexcusedabsences.
State law requires students to be inschool until they are 18 – they can beofficially withdrawn with parent con-sent if they are 16 or older.
Be@school is offered to everyschool in Hennepin County – mostschools that participate have a staffmember whose duty is to be in chargeof the program at the site.
Thomas said it was a “more innova-tive approach to addressing a lack ofschool attendance. “It’s clarifying theexpectations for families.”

in June to seek extra tax revenue foroperating funds, but it had until Aug.26 to send its final November electionballot decisions to the state.
Even if the referendum won’t be onthe ballot this fall, BoardmemberHolly Parker said – and board mem-bers agreed – the intent is to work ashard on collaborating with the com-munity as it would on a 2011 referen-dum campaign. She doesn’t want tokick the funding can down the road, she said, but it’s important to put afocus on getting the communityengaged.
Boardmember Ranee Jacobus saidthree areas of focus are budget trans-parency, increasing budget collabora-tion and increasing trust betweenstakeholders and the district.
Coming up with a sustainable, long-
term operating model for allocatingdistrict funds would make it easier forthe community to have a more realis-tic sense of what it takes to educatestudents; it would be unreasonable toask taxpayers for referendum fundswithout providing realistic budgetprojections, Jacobus said.
The board will not seek to continuea technology funds referendum in2011, either. A current technology levyexpires in three years.
The school board’s unanimous vote(absent Boardmember Kim Ross) cameafter a financial update from districtstaff.
Chief Operating Officer PatriciaMagnuson went through recent state-level changes that would bring in moremoney and help stabilize reserve funds. The state-level changes include anincrease in per-pupil funding and one-time state aid, similar to federal stimu-lus funds.
For the upcoming school year, 2011-2012, the district’s unreserved fund bal-ance is expected to be at 8.2 percent of
the district’s budget – above the 4 per-cent required by school board policy.
But, it was the 2012-2013 school yearthat was of concern in June, when it wasprojected the district’s reserve fundwould dip $4.6 million below its required4 percent minimum for that year, accord-ing to Magnuson.
However, given some state legislativechanges after the state shutdown, thingsare looking financially better a yearfrom now.
During the latest legislative session, the state government made school fund-ing changes, such as a $50 per studentincrease in the state’s per-pupil funding. The regular state funding changeswould give Eden Prairie another$576,000 for the upcoming school yearand $1.15 million for the 2012-2013 schoolyear.
Other 2012-2013 additional revenue:$967,594 one-time aid for being one ofthe state’s 20 largest districts and$509,729 in literacy aid.
All of those changes from the legisla-tive session would bring the initially
projected $4.6 million shortfall to $1.5million for 2012-13. Magnuson said thegap could be closed, leaving a betterfinancial outlook for the 2012-2013 schoolyear if the 2011 referendum isn’t sought.
The $1.5 million could be reducedthrough changes in a post-employmentbenefits fund, and the 2010-2011 budgethasn’t been closed; the district has a his-tory of coming out better than budgeted,Magnuson said.
All of those things will help quicklyclose the $1.5 million gap, she said.
But much of the revised projectionsare based on the legislative session,Magnuson said, and didn’t include ashift in a post-employment benefitsfund. There are also other budget pro-jections that aren’t settled, she said, such as teacher and other employeecontracts, which are currently beingnegotiated.

Eden Prairie Eagles primed foranother state football title runEden Prairie hostsChamplin Park in openerat 7 p.m. Sept. 1BY GREG KLEVEN • SUN NEWSPAPERS
Six state football championship tro-phies reside in the Eden Prairie HighSchool trophy case. The Eagles wouldlike to add to that collection in 2011.
Eden Prairie reached the state Class5A quarterfinals last season before get-ting upset by Brainerd (13-10). TheEagles finished 9-2.
“We look as good or better than lastyear’s team,” said head coach MikeGrant. “The seniors have worked hard toprepare for this season and we have agood junior class.
“We are not super deep. Our strengthsare depth in the defensive secondary anda good set of inside linebackers. And wehave a big offensive line and good widereceivers and leadership.”
Eden Prairie will rely heavily on lead-ership from its senior co-captainsAndrew Larson and Drake Michaelsonas the Eagles enter their season openeragainst Champlin Park at 7 p.m.Thursday, Sept. 1, at Aerie Stadium.
Larson is a 5-foot-10, 195-pound run-ning back who rushed for 1,689 yards and21 touchdowns while appearing in 10 of11 games last season.
“Andrew has great speed and visionfor a running back,” said Grant. “And heis hard to tackle because of hisstrength.”
Michaelson was one of the Eagles’leading tacklers a year ago.
Junior running back Derek Soderberg(6-1, 175) also returns on the Eagles’starting offense.
Eden Prairie’s offense should be bol-stered by the addition of two senioroffensive tackles.
Nick Davidson (6-6, 275) will startafter moving with his family from NorthCarolina to Eden Prairie. His father Jeffis the Vikings’ offensive line coach.
Davidson is being recruited by at least 20Division I colleges.
“Nick is a very good player and greatkid,” said Grant. “He will be a good addi-tion to our line.”
Daniel Urquhart (6-7, 310) also movedto Eden Prairie after playing at Allen,Tex., last season. He was a back-up tack-le last year for his high school team. Hisprevious high school had 6,400 students.
Eden Prairie returns five defensiveregulars. Michaelson is back at line-backer while junior Tyson Reinke (6-3,255) will provide stability at tackle.
Other defensive returnees are seniorend Anthony King-Foreman (6-2, 210),senior end Melvin De-Souza (5-9, 175) and
senior safety Matt Knoff (6-1, 160).Three candidates tried out for the
starting quarterback job. Coach Grantnamed junior Grant Shaeffer (6-1, 170) ashis quarterback for the opener againstChamplin Park.
Shaeffer’s back-ups are senior JohnHamre (6-1, 170) and junior KellenJohnson (6-1, 170).
Grant expects a good test fromChamplin Park in the opener.
“Champlin Park has a big offensiveline and outstanding quarterback andrunning back,” said Grant. “It will be agreat challenge because Champlin Parkshould be a top-10 team in the metroarea.”
Eden Prairie’s Andrew Larson breaks away from a Wayzata tackler during Lake Conference footballaction last fall. Larson rushed for 1,689 yards and 21 touchdowns in 10 games as a junior. Larson willstart at running back in the 2011 home opener against Champlin Park Sept. 1 at Aerie Stadium. (Photoby Brian Nelson • Contributing Photographer)

Defending state champion EP rebuilds for more soccer successEagle girls team is ledby tri-captains Wilkins,Chilton and SparkmanBY GREG KLEVEN • SUN NEWSPAPERS
What can Eden Prairie HighSchool’s girls soccer team do for anencore this season?
In the fall of 2010, the Eagles put ona dominating display in the stateClass AA tournament, winning threegames by a combined 8-0.
Eden Prairie defeated Wayzata 3-0in the championship game afterblanking Mounds View 2-0 andLakeville South 3-0. The Eagles fin-ished 20-0-1.
Can the 2011 Eagles duplicate thatsuccess? It might be difficult becauseEden Prairie graduated eight seniorsfrom the championship squad, includ-ing All-State forward and Ms. Socceraward winner Taylor Uhl, now play-ing for the University of Minnesota.
Eagle coach Tony Bidwell knows itwill be a challenge to replace thosegifted graduated players but said he is
looking forward to the challenge. “It will be more difficult trying to
replace last year’s seniors,” said theEagle coach. “We will be definitely ayounger team.
“Our goal is to continue to makeprogress during the regular season. We have coachable, hard-workingplayers with high soccer IQs.”
Eden Prairie will depend heavilyon its senior tri-captains – defenderKendall Wilkins and midfieldersLesley Chilton and RebeccaSparkman.
Other state tourney returnees arejunior defender Kristi O’Brien, juniorforward Coursey Edwards, senior for-ward Emily Tani-Weingarten andsophomore midfielder KendalJacobus.
Bidwell doesn’t expect his team’sperformance level to drop off.
“Our overall soccer culture in EdenPrairie is such that our girls play ahigh level of competition throughoutthe year,” said Bidwell.
Eden Prairie will host Blaine at 5p.m. Friday, Sept. 2. The Eaglesremain home at Aerie Stadium to playWayzata at 7 p.m. Tuesday, Sept. 6.
