EP School Board charters new finance committeeExpected to improvecollaboration at all levelsBY PAUL GROESSEL – SUN NEWSPAPERS
To get its financial picture more infocus, the Eden Prairie School Board iscreating a Board Finance Committeeto collaborate with administrators toget a better grasp on the school dis-trict’s financial complexities.
The school board had the first oftwo readings to enact the committeeduring its Dec. 13 meeting. The com-mittee will meet approximately once amonth and comprise of the superin-tendent, chief operating officer andthree school board members.
The committee will be limited tomaking recommendations and will notretain any financial authority main-tained by the school board.
The district is like a $100 millionbusiness, Boardmember ChuckMueller said, and so often the schoolboard gets reports on various aspectsof the budget that are prepared by theadministration and brought to the fullboard during a meeting.
“So in a two-hour meeting you haveto go through some very complex –sometimes complex issues,” Muellersaid. So, the finance committee willgive some board members a chance tocollaborate with administrators andflesh out complex topics before tack-ling them during a board meeting.
“It’s kind of an intermediary step toimprove collaboration,” Mueller said.
The committee could look into theuse of approximately $15 million inreserve funds (nearly $3 million ofwhich is assigned for certain areas), afood service budget with almost $3 mil-lion in reserves, long-term budgetplanning, reasons behind varyingcosts-per pupil at different schools andhow enrollment affects state aid.
“This just adds another layer oftransparency to the public … I’m actu-ally – I’m excited about it,” Muellersaid.
Mueller said the idea for the com-mittee came from several board mem-bers and Interim Supt. Jon McBroomwas very open to the idea.
The school board’s representationwill comprise of the treasurer and twoother board members, who will be
appointed by the school board chair.Treasurer, chair and other boardassignments will be decided inJanuary, when two new board mem-bers, Karla Bratrud and Dave Espe,will also be sworn in.
It will be a busy month. The board’sfinal approval of the committee is alsoexpected in January, and the commit-tee’s first meeting is expected to takeplace by the end of January, Muellersaid.
It will be important to get movingright away, though, Mueller said, sincethe school board wants to answer ques-tions the community may have beforebeginning a 2012 referendum cam-paign.
Even though the school board for-mally acknowledged in August that itwould like to get an early start on a2012 campaign, the committee couldassess the need for referendum funds.
The mid-year budget review, givenduring the same meeting as the com-mittee’s formal introduction, showedthe district’s financial picture is betterthan expected, with revenue expectedto increase and expenditures decreasesince the last budget update during the
summer.The school board finance committee
will also work with another financialcommittee made up of citizens whoadministrators work with to reviewparticular district finances. TheCommunity Financial AdvisoryCommittee currently meets twice ayear, but it may go to quarterly meet-ings and the new board committeecould collaborate with it further.
This isn’t the only committee boardmembers serve on. There’s also aGovernance Committee, which over-sees the district’s governance policymodel, the Connections Committee,which focuses on ways to better com-municate with stakeholders, and theFinancial Advocacy Committee, whichworks on ideas and initiatives to workwith lawmakers on education topics.

Three Eden Prairie policeemployees disciplined forimproper database useOne loses sergeantranking, two othersreceive warning letterBY PAUL GROESSEL – SUN NEWSPAPERS
Three Eden Prairie police officersreceived disciplinary action for looking upinformation on a former Eden Prairie offi-cer for personal reasons.
The discipline – one loss of a sergeantranking and two warning letters – followedan internal investigation on 11 employees’use of the Minnesota Department ofVehicle Services database system.
The following information came fromstatements from the city; the police depart-ment had no further comment on the mat-ter.
In September, the DVS requested aninvestigation regarding the employees’ pur-pose of accessing the system. On Dec. 14,the city reported that a sergeant and twoofficers were disciplined for improperlyusing the system; five officers and threecivilian employees were not disciplined.
The DVS’ request for an investigationcame after the former Eden Prairie officerexpressed concern that her records hadbeen accessed improperly. The DVS deter-mined employees in 18 different Minnesotalaw enforcement agencies ran her namethrough the system.
“The conclusion of the investigationwas that in ten of eleven Eden Prairiecases, the woman’s information wasaccessed for purposes that were not work-
related,” according to a city statement. “Inthose cases, the misuse of the database didnot include any criminal intent nor was heinformation shared. The subject of the datais a former Eden Prairie police officer andthe employees’ access to her informationwas determined to be personal in nature.”
Even though the seven employees’access was not work related, they were notdisciplined since they accessed the infor-mation prior to “documented training onthe use of the DVS data.”
Another employee accessed the infor-mation for work-related purposes and wasnot disciplined.
Names of the three disciplined officerswere not released, but one officer was a ser-geant who had accessed the former officer’srecords on nine different days. The officerwas relieved of sergeant rank and receivedfive days suspension without pay.
The former sergeant accessed the DVSrecords to obtain the woman’s contactinformation and to view the woman’s dri-ver’s license photographs. That officer’saccess led to others accessing the informa-tion.
The other two disciplined officersreceived warning letters; one officer hadaccessed her information two differentdays to obtain her contact information. Theother officer accessed records on one day toview her driver’s license photographs.
The three disciplined officers were also“coached” and retrained on using the DVSsystem. All members of the police depart-ment received training and retrainingregarding proper use and access of the DVSsystem.

Eden Prairie Schools tax levy expectedto remain relatively flat next year

Since the Eden Prairie SchoolDistrict’s tax levy amount for 2012 isdown by $1 million compared to 2011, theschool portion of next year’s EdenPrairie property tax bills may notchange much. That is, if home values arethe same as last year.
If the median value home in EdenPrairie remains flat, $326,000, the schoolportion of the property tax bill wouldincrease $14 for that home, according to apresentation from district ChiefOperating Officer Patricia Magnuson.The school board approved the final levyduring the Dec. 13 Eden Prairie SchoolBoard meeting.
But, many home values havedecreased, which means school taxincreases could be even lower.
District-wide property values havedecreased an average of 3-4 percent,according to Magnuson’s presentation.
The $1 million levy decrease is largelydue to enrollment decline, according toMagnuson.
School district enrollment hasdeclined by 300 students, which isapproximately 146 more students thanthe district had anticipated for budget-ing purposes.
Magnuson said despite the enroll-ment decline, the district is back to anearly balanced budget. Interim Supt.Jon McBroom said the district hasapproximately $15 million in reserves,nearly $3 million of which is assigned forcertain contingencies. Those arereserves that nearly match last year’sreserve balance.
But, the decreased enrollment insidea projected balanced budget was some-thing Boardmember Holly Parker want-ed explained, since that could be coun-terintuitive to many people, even withthe $50 increase in per-pupil paymentsfrom the state.
Magnuson said the district budgetedconservatively and the enrollmentimpacts from one school year don’timpact state aid all at once. State aid pay-ments for one year factor in the currentand previous school years, so impacts of
a one-year enrollment decline don’t hitthe district all at once, according to dis-trict staff. That’s part of the “marginalcost pupil units” calculations that deter-mine state aid to school districts.
Yearly district budgets are usuallyapproved in June, but the levy is estab-lished in December. Although, adminis-trators did provide a mid-year budgetupdate that showed budget projectionsare better than initially expected.
Compared to the last budget updateduring the summer, revenue is expectedto increase, and expenditures are expect-ed to decrease.
Changes include a projected $2 mil-lion increase in state aid compared toinitial budget projections, according tomeeting documents. Federal Title Ifunds, which many school districts lostlast year, have also been restored, accord-ing to Magnuson. The district is alsoreducing a payment from the generalfund into a post-retirement account by$500,000, since the district determinedthat account was stable after reviewingit in August.

Identity theft too frightening to not take protective measures
What can I say? I, like mostpeople, love this time of the year.Generally speaking, people arefriendlier, and the spirit of givingexists unlike no other time.Depending on your sources ofnews, you might occasionallyhear of such pleasant incidents asan individual making an anony-mous donation of $1,000 or even$5,000. And with certain radio sta-tions, the sounds of legendarysingers performing a wide arrayof traditional songs are enough toput you in a good mood.
It’s also a time of the yearwhen most take part in tradition,whatever that tradition may be.For me, every year I like to buymyself a gift, even going so far asto package it one year and addressit to myself. It was an attempt athumor then as it is now. Unlikeyears past, however – when I wasmore focused on “toys” than prac-ticality – I finally decided to buymyself a gift that I feel is wellworth the money.
Many years ago, I was nearly avictim of identity theft. Luckily,
the criminal was stupid, and hisattempts were intercepted – notafter I was put through the “test”to rule me out as a suspect, howev-er. Even though the perpetratorwas not completely successful, itwas enough to disrupt my life andcertainly give me cause for con-cern with regard to the future.This incident occurred nearly 20years ago, so imagine how muchmore sophisticated these crimi-nals have become.
Statistically speaking, thenumbers to me are staggering,but the problem with the figuresis consistency. According to MikePrusinski, LifeLock senior vicepresident of corporate communi-cations and a certified identitytheft risk management specialist,the mechanisms used to report
such crimes are not reliable dueto a great disparity from one tothe next.
Javelin Strategy & Researchreported 9.1 million incidents lastyear, while the Federal TradeCommission said around 250,000.And the Department of Justicereported 8.6 million households,so Prusinski has a great point. Insimpler terms, this means the lawis far behind the sophisticatednature of how most of thesecrimes are committed.
“We need a better reportingmechanism that is going to allowus to really look at this crime,”Prusinski said
I’m in total agreement, butreporting such crimes typicallyoccurs after the fact. I wouldmuch prefer to avoid the hassle inthe first place. That is whatLifeLock and other similar agen-cies are designed to do. Untilpolice, which Prusinski teacheson occasion, catch up and are bet-ter equipped to create a deterrentfor the criminals, we all are vul-nerable – some more than others
depending on spending habits.With Christmas just around
the corner, and of course thespending that comes with thetime of year, it would be in every-one’s best interest to use cash. Ifthis is too inconvenient, then allought to use credit cards insteadof debit cards, since debit cardsprovide direct access to your bankaccount. With credit cards, shouldany act of thievery occur, the bur-den is the credit card company’s,not yours.
Better yet, should you know inadvance one or more stores, andcan’t think of an idea, buy giftcards. Again, no direct access toyour bank account.
From phishing schemes —online methods of luring unsus-pecting victims to click on imagesor other links that allow crimi-nals to view your entire keystrokerecord — to high-tech tools thatallow thieves to retrieve yourdebit card data even after it hasbeen used at an ATM or gas pump,

I grew up on a farm in NorthDakota during the 1930s andearly 1940s as one of fifteenchildren. Work ethic and self-reliance were expected, andoften times rewarded. My sib-lings and I were early to rise,early to bed and our choreswere important. The first chorethat was given to me when I
was 7 years old: slopping of thepigs. The hogs would often begreedy with each other overfood, and it was necessary tokeep them in check by lettingthem have it across the snoutwith a two-by-four – not hard, ofcourse. Sure, they squealed andwhined, but they also learnedtheir lesson.
Later in life, I look back onthis experience and am remind-ed of greedy politicians. Wecannot continue to allow ourelected representation toignore us, and we must be per-sistent in keeping them in
check.My most fervent wish is that
the people of our state governthose elected and hold themaccountable. The political rep-resentatives whom we chose toelect are expected to adhere tothe standards we the peoplehave required of them.
This delinquent behaviorthat we have seen over and overagain from politicians is unac-ceptable, and there is no reasonfor allowing it to continue. Yes,citizens can sit down in discus-sion with elected officials inefforts to save money and com-
mon sense.Not long ago, there was a
proposal by the city of EdenPrairie to purchase costlyundeveloped land to build anew city hall; the estimatedcost was to be $28 million. Itoccurred to me that spendingthat amount of taxpayer-fund-ed resources was unnecessaryand alternative solutions wereavailable. Perhaps city officialswere unaware of all theiroptions. I requested a meetingwith the city manager, in which

the methods are very eye-opening. And ofcourse, I can’t leave out at least a mention ofhow criminals obtain Social Security num-bers.
This is particularly invasive and morelikely to greatly harm one’s financial stand-ing as well as reputation.
“Somebody could be using your SS andyou don’t even know it,” Prusinski said.
And he is exactly right. When this near-ly happened to me, I had no clue. The nextthing I knew, I was sitting at theMinneapolis Police Department watching asecurity tape of my perpetrator attemptingto get a valid Minnesota identification cardusing my name and Social Security num-ber, plus any other personal information hewas able to acquire.
According to Prusinski, people who useany public WiFi system are particularlysusceptible to their Social Security numberbeing stolen out of thin air, literally, asthese criminals nearly can cherry pick vic-tims on an unencrypted WiFi network. Butthis is all child’s play when it comes to thelengths to which criminals will go in theage of social networking.
“These criminals have gotten so good atsocial engineering, and that is them recre-ating your profile,” Prusinski said.
Through a series of false emails, ofcourse after hacking into your Facebook forexample, these criminals have been suc-cessful in stealing one’s social networkingidentity and soon begin fleecing theirfriends and acquaintances, using the net-working connection to their advantage.
Right now, all of us in the United Statesare 10 times more likely to be victims ofidentity theft than having our cars stolen.According to the Secret Service, identitytheft is the fastest growing crime inAmerica.

I could go on and on with more statisticsof this ever-growing crime, but suffice it tosay – it’s one that appears to be just in itsinfancy and the future appears bleak interms of combating the problem, which iswhy this year I bought myself some peaceof mind with LifeLock, as well as a box offine cigars to enjoy while I sit next to thefire and watch “A Christmas Story” for wellover the 100th time.

ing and going to school in Minnesota, Ihave learned one thing, and that’sMinnesotans are not nice. I have cometo the realization that the only peoplewho do think Minnesotans are niceare Minnesotans themselves. I havebeen to many different states andcountries and in all honesty, I havenever met people as rude as the peoplefrom Minnesota.
After reading Daniel Callahan’s col-umn on the differences of Minnesotaand Arizona (“Ten months later, it’stime to reassess,” Dec. 15), it made methink how there is such a thing as“Minnesota Nice,” but it is definitelyin a different category than genuinelykind people in other states. ThoughMinnesotans may not be the nice peo-ple they think they are, Minnesota is asafe and pretty place to grow up in.

Eden Prairie String AcademyDirector Michelle Persian said she’ll beable to purchase three instrumentswith the grant money, which will allowthe academy to educate three childrenin families that could not afford one.
The nonprofit provides string instru-ment education through orchestralexperience, lessons and ensembles.
Persian was a public school teacherthen decided to start the academy soshe could help children beyond theclassroom. The academy is celebratingits 15th anniversary this year, she said.She began helping second graders only,but now it’s grown to help through highschool ages.
Soon, some academy alumni are get-ting together to celebrate the anniver-sary, Persian said. Former participantsinclude a youth educator in Iowa and acouple former students attending col-lege for music education and musicalperformance.
“My little gal that started on theviola when she was in third gradeplayed the viola because I played ‘StarWars’ (theme song). She wanted to playthe viola because I played ‘Star Wars,’”Persain said, and now she is getting hermaster’s degree in performance andchamber music.
At the beginning of the school year,Persian said parents call saying theywant their child to play an instrument,but they don’t have the funds to do it.The academy has financial aid fortuition, but it doesn’t provide instru-ments.
“So this grant money is going to helpus buy three small instruments, sohopefully next fall I will be able to startthree little ones that will not necessari-ly be able to play if we didn’t have this,”Persian said.
Friendship Ventures – $1,000grant
Mary Beth Schleif, grants coordina-
tor for Friendship Ventures, said thenonprofit will use the grant money tobuy several health and communicationoriented materials for the camp thatprovides people with disabilities achance to experience the outdoors andactivities they otherwise would not.
The money will be used to purchasefive communication notebooks and 50communication bracelets that containimages to help campers who can’t speakcommunicate what they need or whatactivities they would like to participatein.
Friendship Ventures will also pur-chase 10 water coolers to help keepeveryone hydrated during the summer.Prepaid cellphones, which can come inhandy when workers take campers ontrips, are also on the list.
New American Academy - $4,000grant
The academy, located in the GoldenTriangle business district in EdenPrairie, has helped more than 200Somali students improve their gradesthrough programming outside theclassroom. It also helps the studentsand immigrant families get citizenshipand settle into the Eden Prairie andother Minnesota communities. Thestate retains a large percentage of thecountry’s Somali immigrant popula-tion.
Founder Asad Aliweyd, who recentlyleft his high school teaching position tofocus on the academy, said the much-needed grant money will be used to pur-chase computers, printers and educa-tion software.
The PROP Shop - $5,000 grantThe grant money will be used to
replace tarnished carpet, said PROPShop Director Cindy Eddy, which hasseen a lot of traffic lately.
“PROP Shop has grown ridiculously.It’s out of control. Seriously out of con-trol,” Eddy said.
In the past year it has helped 1,475families, which is about 5,000 people,she said.
Last month it had 238 families come
through for help, and 56 of them werenew, Eddy said.
All families can come back once amonth, she said, but people come backan average of three times looking forfurniture, clothes and other items thePROP Shop provides to help people getback on their feet.
Around 1,000 people have volun-teered at the organization, and it has350 active volunteers, including 90 stu-dents, she said. The oldest volunteer is92, and children usually start volun-teering around age 14.
The carpeting will be replaced with anew commercial tile floor at the build-ing’s entry. PROP Shop is located 15195Martin Drive, Eden Prairie.
The Eden Prairie Foundation hasoffered more than $1 million in grantsto Eden Prairie organizations since itwas founded 30 years ago. It offersgrants twice a year, financed throughdonations and organized by a volunteerboard of directors.
The Eden Prairie Foundation Ball,the group’s largest annual fundraiser,will be held in April 2012.

EP School Board finalizessearch firm selection

The Eden Prairie School Board hasformally hired Illinois-based SchoolExec Connect to help with the district’ssearch for a new superintendent.
The school board approved a contractwith the firm, not to exceed $21,700, dur-ing a meeting Dec. 13.
District Communications andCommunity Relations Director BobNoyed said the first meeting with thesearch firm took place Dec. 15, where itstarted collaborating on strategy for thesearch.
Three former Minnesota school offi-cials, according to the school district,will guide school Exec Connect’s assis-tance in the search.
Minnesota associates working withthe search firm include retired Edinasuperintendent Kenneth Dragseth andretired Brooklyn Center schools super-intendent Antoinette Johns, both part-ners with the firm.
The firm has helped other area schooldistricts find a superintendent, accord-ing to its website, including WayzataPublic Schools (Chace Anderson),Rochester Public Schools (MichaelMunoz), Robbinsdale Area Schools(Aldo Sicoli) Richfield Public Schools(Robert Slotterback) and Anoka-
Hennepin School District (DennyCarlson).
A subcommittee of the Eden Prairieschool board chose School Exec Connectout of five responses to a call for propos-als.
There were two firms with strongqualities, but School Exec Connect hadthe particulars pertinent to EdenPrairie, Boardmember Holly Parker saidduring a November meeting.
Those particular qualities the boardemphasized: an ability to engage withthe community and staff; an ability toconduct a national search for candi-dates; understanding the role of gover-nance policy in the process and willing-ness to make their search method flexi-ble, Parker said.
School Exec Connect is comprised offormer superintendents, and it conduct-ed a superintendent search for theRochester Public Schools system, whichhas a diverse community and issues,Parker said.
Jon McBroom, who retired June 30from Shakopee schools after 11 years asits chief, stepped in as interim superin-tendent Nov. 1 after Melissa Krull’sdeparture in September. McBroom’scontract runs through June 30, 2012.
The main thrust of the superintend-ent search is expected to begin nextyear, once the newly elected schoolboard members take their seats. Joiningthe board for the first time will be KarlaBratrud and Dave Espe, along with re-elected members John Estall andParker.

The Municipal LegislativeCommission named Rep. Jenifer Loon,R-Eden Prairie, Legislator of the Year.
It was the second year in a row thatshe been given the honor from the MLC,a legislative advocacygroup comprised ofmayors and the citymanagers from 16 westTwin CitiesMetropolitan cities.
“I was actually a lit-tle bit surprised aboutgetting it again thisyear,” Loon said.
Sen. JulianneOrtman, R-Chanhassen, alsoreceived the Legislatorof the Year designa-tion.
MLC Chair MikeMaguire, mayor ofEagan, said Loon washonored again becauseof her work to elimi-nate a market value homestead creditsystem and replace it with a marketvalue exclusion program.
The state used to reimburse cities fora property tax credit it gave to citizenson their property tax bill. When the statebecame strapped for cash, it wouldn’talways reimburse cities.
There was a period of about eight
years where the state didn’t reimbursethe city, Maguire said.
“Eden prairie hasn’t been getting anymoney from that credit program for anumber of years,” Loon said.
For years, Loon, other Legislatorsand the MLC have pushed to get rid ofthe credit system.
The shift finally occurred late in the2011 legislative session. Loon was one ofthe negotiators on a tax committee that
pushed the changethrough.
Now, the propertytax reduction will auto-matically take place.Instead of seeing a dol-lar deduction on theproperty tax statement,there will be a propertyvalue deduction whenthe property tax is cal-culated.
This deductionaffects houses under$413,800, so the taximpact has shifted fromhigh-value homes, com-mercial and industrialproperties.
“So it created a lot ofbudget challenges. So,
this past year Sen. Ortman and repre-sentative Loon were instrumental inadvocating for and eliminating that …credit,” Maguire said.
Maguire said Loon has been a goodrepresentative for what the MLC citieswork toward and advocate.
“She’s proven to be really informedabout MLC issues and how it impacts
her district,” Maguire said.The 16 communities in the MLC are
fiscally responsible and prudent, andthey don’t “take kindly” to the state leg-islature trying to manage municipalbudgets, Maguire said; his preferencewould be letting the state legislators payattention to the state budget and let thelocal officials look over their budgets.
Loon said the results of a fiscal dis-parities study is expected in early 2012.The fiscal disparities program that dis-
tributes portions property tax revenuefrom cities with more commercial realestate to cities that are mainly residen-tial.
It was enacted in the 1970s, and in2010 Loon had a hand in getting thatprogram reviewed, to make sure it’sequitable.
Her part in commissioning thatstudy was largely the reason the MLCnamed her Legislator of the Year in2010.

Smiles Change Lives is now servinglow-income kids in the Minneapolis areathanks to the dedication of local orthodon-tists.
Due to the generosity of the MinnesotaDental Foundation and a new SmilesChange Lives orthodontic provider, oneyoung lady will receive a full scholarshipto this program – just in time for the holi-days.
Dr. Doug Vayda from Eden PrairieOrthodontic Associates has recentlyjoined SCL to help local children smilewith confidence. In fact, Vayda would liketo donate care to 20 Smiles Change Lives-approved youth annually.
“I’m so pleased to be a part of this pro-gram and help the kids and families whoneed, but cannot afford orthodontic treat-ment,” says Vayda. “Giving back is a bigpart of our practice’s commitment to serv-ice and Smiles Change Lives makes it easyfor us to find the children who have thegreatest need,” he adds.
SCL requires that each approvedpatient’s family pay a $500 program fee inreturn for full orthodontic treatment.However, during this one-time opportuni-ty, Brianna Joy-Vidmer has been awardeda full scholarship to the Smiles ChangeLives program with support from theMinnesota Dental Foundation.
SCL is actively seeking program appli-cants who meet these criteria:

Staring LakeObservatory honored
The Staring Lake Observatory in EdenPrairie has won an engineering award.
The observatory won an “Excellence inStructural Engineering” award from theNational Council of Structural EngineersAssociations.
There were three awards presented ineight categories. The awards were present-ed during an October NCSEA conferencein Oklahoma City, Okla.

Snowmobiling in ThreeRivers parks
For the 2011-2012 winter season, ThreeRivers Park District is continuing its part-nership with area snowmobile clubs toprovide linking trails in eight ThreeRivers parks.
Under partnership agreements,snowmobile club members groom thetrails. Although the trails are main-tained by the snowmobile clubs, parkdistrict staff reserve the right to closesections of trail due to lack of snowcover.
It is critical snowmobilers stay ondesignated trails while on park districtproperty. Park hours are from 5 a.m. to10 p.m., and any snowmobiling outsideof these hours is prohibited. All snow-mobilers are expected to follow statestatutes and Park District Ordinance.
Snomobilers must register theirsnowmobiles and obtain a SnowmobileState Trail sticker in order to ride on anytrail within the park district.

Christmas is an exciting and busy timefor pastors, but the 2011 version of the cel-
ebration of the birth of Christ will bepoignant for The Rev. Leith Anderson.
He will climb to the pulpit at WooddaleChurch to give his final Christmas ser-mon as senior pastor. He will retire after35 years of service Dec. 31.
Anderson will continue to serve aspresident of the National Association ofEvangelicals, a post he has held twice –most recently having taken the positionafter the resignation of former presidentTed Haggard in 2006.
Anderson will also have a continuingrelationship with Wooddale, as pastoremeritus or a similar role.
“It’s the right time,” Anderson said ofhis decision to step down. “The church ishealthy, happy and strong … we’re in agood place. Building off strength is a goodthing.”
Anderson says he will miss the peoplewho are part of the church, butwill be happy to have a lighterschedule.
He has seen many changesin the church, which began asThe Wayside Chapel in 1943.Later in 1949, the congregationbecame Wooddale BaptistChurch of Richfield.
During Anderson’s tenure,the church moved into a 63,000-square-foot, 2,000-seat facilityon Eden Prairie’s northernedge. A second campus wasopened in 2008 in Edina, alongwith nine church plants across the TwinCities.
Wooddale also took on mega-churchstatus with attendance running into thethousands for five Sunday services inEden Prairie and two in Edina.
Anderson said it was never the congre-gation’s goal or his for the church tobecome one of the largest in the country.
“Wooddale has always been about min-istering to people in this region,” he said.
Anderson has pastored through a num-ber of changes in the local church,Christianity nationally and internation-ally.
His first challenge at Wooddale wasovercoming the congregation’s skepti-cism over hiring a pastor many thoughtwas “too young.” Looking back he says hespent the first three years in his positionmore as an interim pastor.
Anderson replaced Peter Unruh whohad served for 19 years.
The church dealt with changes in wor-ship styles as younger members of thecongregation shared their desire formusic and ministry approaches that wereless liturgical. Today Wooddale offersboth traditional and contemporary wor-ship services, along with a more edgyworship style during its Saturday nightservice.
The growth in the scope and impact ofEvangelicals has also helped shapeWooddale and other churches, Andersonsaid.
“Faith is a part of our national conver-sation today whereas it wasn’t as much 35years ago,” Anderson said.
The church is also changing because ofthe shift in growth an influence of thechurch away from North America in favor
of South American, Africa and Asia.In the United States, church atten-
dance and numerical growth ofChristians is flat compared to those areas,Anderson said.
Among the challenges for churchestoday is dealing with immigration issuesand the rise in the number and power ofthe Muslim community.
Anderson and the NAEhave been at the forefrontencouraging a more empathet-ic approach to immigrationthat says the current system isbroken and emphasizes that animmigrant, just like any otherperson, is made in the image ofGod and thus deserves to betreated with respect.
Anderson has also beenlauded by many for his role asmentor, including to many ofthe Wooddale pastoral staff.
Jill Fox, the church’s youngadults pastor, said she came on staff atage 26 with a strong desire to be an effec-tive leader.
“I had no idea that the best education Iwould get would come from sitting underLeith’s leadership,” she said. “Leith hastaught me more about church leadershipthan I could have possibly dreamed.”
She called Anderson a “strong leader”who believes in investing in young lead-ers.
“Leith has opened doors for me tospeak and lead that would not have other-wise been possible,” Fox said. “I will missmy mentor and friend, but I am gratefulfor all he has taught me.”
Tom Bell, Wooddale’s pastoral carepastor, has been an associate ofAnderson’s for 16 years.
“Through his leadership, I’ve learnedto look at ‘church’ through the eyes ofsomeone not yet connected,” Bell said.“Leith has given vision and leadership inways few pastors do.”
The church will begin implementingits pastoral succession plan shortly,including a search process that could takeup to two years.
Grace Church, Eden Prairie’s othermega-church, spent two years searchingfor its most recent senior pastor. Churchconsultants say that is not an uncommontime frame.
The church may appoint an interimpastor to serve during the search process,Anderson said, adding he is committed tothe success of his successor.
“I would hope for someone who is faith-ful in teaching the Bible and loving peo-ple, as well as respecting the history ofWooddale while carving a way into thefuture,” Anderson said.

A proposal to build a new HennepinCounty Sheriff ’s Office 911 EmergencyCommunications Facility in Plymouth hasreceived another 10-4.
Hennepin County Commissioners votedDec. 11 to approve the schematic design forthe facility.
Initial approval for the work was grant-ed by the county board last November.
The 59,200 square-foot facility will beconstructed on county owned land nearHennepin County Adult CorrectionsFacility, 1145 Shenandoah Lane, Plymouth.
Groundbreaking is planned in 2012 withcompletion scheduled for 2014.
“When you call 911, our dispatching sys-tem must send emergency service withoutdelay,” said Hennepin County Sheriff RichStanek. “This is a critical service and wemust have the needed infrastructure inorder to provide this service in a way that isalways reliable and uninterrupted.”
The current facility in Golden Valley,which has been in service 64 years, can nolonger handle the infrastructure and tech-nology requirements, the sheriff ’s officemaintains.
The 14,400 square-foot center is one ofthe largest consolidated public safetyanswering points in the Upper Midwest.Personnel dispatch for 19 fire departmentsand 23 police agencies in 36 communities –roughly 22 percent of the state’s population.
The dispatch center receives 670,000calls and anticipates an average annual callgrowth of almost 5 percent – an expectedmaximum of 750,000 calls going in to 2012.
Almost no opposition to the construc-tion proposal was heard when it camebefore the Plymouth City Council inJanuary. City officials were assured that thefacility would generate few additional“lights and sirens” calls.
In May the board approved a contractwith Wold Architects & Engineers forpreparing a schematic design for the facili-ty in an amount not to exceed $302,600.
The entire project is budgeted at $33.75million. In addition to the dispatch center,the building is expected to house theSheriff ’s Radio Systems Operations andTechnical Services. The unit maintainscommunications equipment in fire, police,emergency medical and public works vehi-cles for agencies across the county.
It will also house the Critical
Infrastructure Radio and Data NetworkCenter, one of six sites in the state, whichhosts the statewide Allied Radio Matrix forEmergency Response system. It was devel-oped to improve communication amongstemergency services during natural and man-made disasters.
In July, the county was granted $4.7 mil-lion from the state to be used toward fund-ing the Plymouth facility. It was part of abonding bill approved by the legislatureand signed by the governor. The county hadoriginally requested $30 million.
The county has also been seeking feder-al funding to help pay for a portion of thedispatch center’s cost.
A proposal to appropriate $500,000,offered by U.S. Sen. Amy Klobuchar (D-Minn.) was eventually defeated. Accordingto records, the county continues to seek$975,000, primarily for technology andequipment.
Before the Plymouth location with itscommunications towers already in placewas approved, the county had consideredspending $50 million to build at anotherlocation.
Hennepin County AdministratorRichard Johnson has gone on record saying
the project costs would range between $30million and $40 million. Part of the expenseis building a “hardened” structure that canwithstand blizzards, tornadoes and eventerror attacks, something the Golden Valleyfacility does not offer.
Several emergency services depart-ments have in previous years requested thecounty take over dispatch responsibilities,including Golden Valley.
Sheriff ’s Department spokeswomanLisa Kiava said that no requests for servicewere pending. Golden Valley eventuallysecured dispatch services throughEdina Police Department. Golden Valleyhad been paying $337,0000 annually tocontract with St. Louis Park PoliceDepartment previously.
Plymouth is the largest of the citiesserved by the county facility, which wasanswering a phone or radio call every 11seconds in February, 2010.

International Schoolpacks 150,000 meals
On Friday, Dec. 16, the entire studentbody of The International School ofMinnesota traveled to Impact Lives inSt. Louis Park to package 150,000 mealsfor people in the Dominican Republic.
It was the third year that the stu-dents have participated in “ISMAgainst Hunger” and raised money topackage these meals, and it will be thethird time that students will accompa-ny the food to deliver it directly to therecipients.
ISM will ship the meals to theDominican Republic, and students willtravel there next summer to distributethe food, help build houses, educateand establish relationships with theindividuals they serve.

The defending state Class AA champi-on Eagles played state tournament-cal-iber teams in the three-day event Dec. 15-17 at Braemar Arena. Eden Prairie cameaway from the elite prep hockey tourneywith a 1-1-1 record.

“We had a great comeback after beingdown 2-0 heading into the third period,”Smith said. “I feel good about this team.
“We are a young team, but the guyshave a lot of hockey experience.”
Down 2-0, the Eagles got goals fromLuc Snuggerud and Danny Halloran inthe third period. Assists went to NickBentz, Andrew Knudsen and ChadDahlquist.
Elk River went ahead 3-2 at 14:55 of theperiod before Eden Prairie’s Knudsensent the game into overtime with a goal at15:30.
Neither team was able to score in theovertime session. Eden Prairie goalieJake Gerdes stopped 26 shots. EdenPrairie had 34 shots.
Eden Prairie defeated Grand Rapids 3-1 in the second round. Snuggerud scoredon a power play in the first period, withMason Bergh and Knudsen assisting.

LaCombe was credited with 30 saves.“Edina was able to finish off its shots
better than we did,” said Smith. “Edinahas a very good team and we are lookingforward to playing them two more timesduring the regular season.”
