CWO News is a quarterly publication of the Chief Warrant and Warrant Officers Association, U.S. Coast

Guard. The CWOA is a non-profit organization comprised of active duty,

reserve, and retired members.

From The President Transfer season is over and hopefully every-one has had an uneventful transition into their new jobs. Please take some time to welcome all of the newly promoted warrant officers to the ranks and help guide them into our Association so that our numbers reach new heights.

A year ago I asked for everyone to send me your contact information so that I could make a President’s contact list. We are still short by about 3000 members or so. Please send in your

information so that I can include you on my emails. Others have sent me an email address but your email hosting company thinks that I am spamming them so they block me. Please add my email address to your contacts so that they will not con-tinue to block me. My CWOA email address is: [email protected]. I want to hear from you and I want your voice to be heard!

I need all members in the National Capital Region to start thinking about volun-teering to be President for our Association. I am in my last year as your President and I need a motivated successor to take over. We are not limited to Active Duty members any longer so I would like to see some Reservists and Retiree’s on the ballot for President. It is a challenging job but also very rewarding. Please contact me for detailed information about this opening. Active Duty members; this is a very good bullet on your OER and your LinkedIn profile.

The annual meeting was a huge success:

We successfully put motions in place to reshape our association through the use of clear policy guidance to our current and future leadership. Throughout the years, many guiding principles of the association were passed down via word of mouth or loosely defined general guidance. We will now have clear guidance on items such as the use of credit cards, a building fund policy, a general investment policy, a life membership fee fund policy, and a permanent finance committee policy. We also set in place the makings for policy documents for both scholarships.

Distinguished Members – CWO Brent Light and CWO Phil Beddow were both nominated and voted in by special committee as Distinguished Members at the 2017 Annual Meeting. Please join me in congratulating them on this accomplishment.

Please expect a couple of by-laws changes for vote prior to next year’s annual meeting. Office vacancies next year will include: President, Vice President of Retired Affairs, and Secretary. If you are interested in any of these positions, then please reach out to me for further clarification.

2017 Annual Meeting

The 2017 CWOA Annual Meeting was held at the Crown Plaza Hotel in Herndon Va. from May 10 to 13, 2017. Thirty-two Warrant Officers representing 22 of the 26 chapters were present.

The meeting covered the regular yearly subjects including committee reports, annual budget, and changes to the by-laws. A number of new items were brought forward also:

- The Committee for the CWOA/CPOA Joint Meeting in 2019 reviewed the plan to celebrate the 90th anni-versary of the CWOA and the 50th anniversary of the CPOA together.

- An authorization of $15,000 was approved to hire someone to overhaul and update the membership database that is in severe need of maintenance.

- Memberships not updated to the required $7 monthly dues fee have resulted in a shortfall on the estimated budget of over $30,900. Members have had one year to increase their al-lotment or payments and those still paying the past dues of $5 will be considered “limited” members, meaning the only benefit they are eligible to receive is the CWO NEWS.

- The 2017-2018 operating budget has authorized an increase in the cost for the 2018 annual meeting from $29,000 to $36,000. The Execu-tive Director’s Salary was increased from $52,749 to $64,000. And a motion was made and passed authorizing an annual salary of $500 for each of the BOD members (i.e. President, Vice President, Vice Presi-dent Retired Affairs, Vice President Reserve Affairs, Secretary and Treasurer).

Summer is in full swing and hopefully everyone is able to get out and enjoy the fair weather. The annual meeting has come and gone and a lot of great things happened or were put in motion. All of the required committees have been designated and have started the ball rolling on making progress on their respective tasking. It was great seeing everyone and I hope to see you all again next year.

Congratulations to our newest Distinguished Members, CWO Phil Bed-dow and CWO Brent Light. Through great personal sacrifice, Phil and Brent have both made significant contributions to the Association and were recog-nized for their over-the-top efforts by not only being nominated as Distin-guished Members, but also receiving the favorable consensus to be awarded the title. Congratulations to them both and I look forward to continuing to work with each of them in the future.

Advancing equality in the weapons specialtyBy Petty Officer 3rd Class Joel Guzman

Standing in front of her peers and surrounded by her family, Chief Petty Officer Crystal Martens, a gunner’s mate, shows no signs of unease as she prepares to take another step forward for women in the Coast Guard. She waits patiently; smiling occasionally, showing hints of joy that only come from a loving mother holding her young daughter.

During a ceremony on June 30, 2017, Martens became the first female gunner’s mate to be promoted to chief warrant officer (WEPS) in the weapons specialty. While she is not the first female to hold that position – that distinction goes to Jo Wildman, who became the first female WEPS in 1999 after serving as a fire control technician – she is the first female to be promoted to that rank from within the gunner’s mate rating.

The gunner’s mate rating is one of the oldest in the Coast Guard; however it didn’t see its first female chief petty officer until 2011, and the first female senior chief wasn’t advanced until 2014. Martens’ recent accom-plishment highlights the strides women continue to make while serving in the armed forces.

Martens was only the 51st woman to complete gunner’s mate A-school when she graduated in 2000. The reality that there aren’t many women within the rating creates a tightknit community that pushes each female gunner’s mate to try to excel in order to support each other. It also contributes to an informal professional network of female gunner’s mates who constantly stay in touch.

“Women in the rating tend to work three times harder be-cause perception is everything and it only takes one person to ruin it,” Martens explained. “I feel like they work a little bit harder just to make sure that they’re: (1) doing the job the way they should be, and (2) giving a good name to all the women in the rating.”

Despite the challenges associated with being a female in a male-dominated rating, she does not feel there is rift. She feels blessed to have always had amazing people to work with no matter what armory she was at. “As a woman in the Coast

Guard, it’s a brotherhood,” Martens noted. “They were my kid brothers or I was their kid sister so it was like the extended family that you didn’t have.”

This family dynamic she embraces is what earned her the affectionate nickname “Mama Chief” while sta-tioned shore side at Patrol Forces Southwest Asia (PATFORSWA) in Bahrain from May 2013 to June 2014.

With so many advances in equality there may not be many more firsts for females in the Coast Guard to pur-sue. Martens urges other women to pay no mind to that and continue to forge their own paths.

“There’s still room for you,” she urges. “Set your standards high. Don’t let someone else set them for you.”

The Low Country CPOA and CWOA was made aware in June that there was an E3 that need the chapters’ support. SN Braxtyn Sinclair’s son, Maxx, has 1p36 Deletion Syndrome. To support his special needs they needed a service dog for him. The fam-ily found out the cost of the dog and training was $10,000, which is a huge financial undertaking for a E3. His wife created a gofundme page to raise the funds. The local chapters took this to the next level by reaching out nationally for assistance from the other chapters. On July 10 both the Low Country CPOA and CWOA with the sup-port the CPOA chapters from Key West, Chesapeake, Portsmouth, Cape Cod, and the CWOA chapters from Long Island Sound, North Carolina, the Operational Specialist Assignment Officers and countless private and personal donations, allowed the local chapters to present SN Sinclair’s family with $4,000.00 dollars. This along with the gofundme page and a Mutual Assistance grant, raised a total of $11,275. The funds above his required $10,000 were turned into $1,275.00 dollars worth of Pet Smart gift cards. The family has paid for Kaza, the family’s new St. Bernard, and the dog is cur-rently in Oregon working on her training. The Low Country CWOA will be tracking Kaza’s training and final arrival back in Charleston. The Sinclair family was over whelmed by the generosity and support. Thanks to everyone.
