Greetings Fellow Warrants,
I hope everyone had a great holiday season. I will be brief in my comments as in
this edition of the CWO News we are presenting the candidates for this year’s
association elections as well as several ballot measures that were developed at the
2015 Annual Meeting by the Executive Committee.
First I would like to welcome back the Greater Mobile Chapter. The Executive
Committee approved issuing a charter to the Greater Mobile Chapter on 23 Oct
2015. The Greater Mobile Chapter is located in Mobile, AL; Chapter President is
CWO Mathew Dederick. Association members interested in joining or finding out
more information about the Greater Mobile Chapter can contact the Executive
Director.
I would like to thank our candidates for volunteering to serve on the Board of
Directors. Unfortunately, this year’s BOD officer elections is short 2 nominations
for President. Additional information on the BOD’s course of action will be
provided to the Executive Committee for distribution to their members, at a later
date.
Detailed information for the 2016 ballot. The Executive Committee approved
submission of the following proposed association bylaws changes to the
membership for their vote:
1. Remove references to “District” or “Area” Chapter throughout the Bylaws. The
following Articles and Sections of the Bylaws should be rewritten to state:
Article I, Section 2: “The Executive Committee shall consist of the President of
each Chapter, or the President’s designated representative, and all association
officers.”
Article I, Section 3: “CHAPTERS.”
Article I, Section 3.a: “Eligibility for membership in chapters is set forth
below.”
Article I, Section 3.a.(1): “Only members of the Association may be REGULAR
MEMBERS of chapters.”
Article I, Section 3.a.(2): “Any commissioned or warrant officer of the United States Armed
Forces, except active duty Coast Guard chief warrant officers may be a SOCIAL MEMBER of
chapters.”
Article I, Section 3.b: “Chapters are established primarily for social purposes and group
representation to the Executive Committee.”
Article I, Section 3.b: “Chapters are established primarily for social purposes and group

First sentence to Article I, Section 3.e: “A chapter may propose a resolution or motion to the
Association in writing.” (remaining sentences unchanged)
Article I, Section 3.f: “The Association recognizes the right of any chapter to form an Auxiliary
which will be governed by the individual chapter’s bylaws.
Last sentence of Article II, Section 2.b.(2): “The Membership Committee shall assure that the
nominee is in good standing and shall return the letter of nomination to the President of the
Association with a statement of offices held and committees in which the nominee participated in
either the Association or chapters.”
First sentence of Article II, Section 2.b.(4): “During the Annual Meeting, the President of the
Association shall chair a special committee, consisting of the Association officers, presidents of
the chapters (or their designated representative), and distinguished members present.” (remaining
sentences unchanged)
2. Remove references to “National” throughout the Bylaws. The following Articles and Sections of
the Bylaws should be rewritten to state:
First sentence of Article XI, Section 1: “The Association has established this certificate to
provide the Association President and the presidents of chapters a means of recognizing
meritorious service to the Association by members who have made significant contributions to
the Association or local chapters.” (remaining sentences unchanged)
[NOTE: For Bylaws changes 3-6. Material to be added is “underscored” and material to be
deleted is “lined out”]
3. Article IV ASSOCIATION OFFICERS.
Section 2.d QUALIFICATION FOR OFFICE. Change to allow BOD to solicit additional
member for office of Secretary and Treasurer in the event no one in the NCR is interested in
running for these offices.
2. d. Any Regular Member stationed or residing in the Washington-Baltimore areas, in good
standing, shall be eligible for nomination to or hold the offices of Secretary or Treasurer. In the
absence of two candidates for secretary or treasurer from the Washington-Baltimore area, the
office vacancy may be opened to any regular member with the continental United States.
4. Article IV ASSOCIATION OFFICERS.
Section 3.b NOMINATION AND ELECTION OF OFFICERS. Current version can be
interpreted to only allow 2 candidates for each office on the ballot. Changing the wording will
allow BOD to provide more than 2 candidates for each officer position.
3. b. Ballots containing the names of the nominees shall be mailed to the membership for vote
prior to 1 January or made available for electronic voting by 1 February. The ballot shall consist
of at least two candidates for each office.
5. Article VI MEETINGS.
Section 2.a. ANNUAL MEETING. Change Bylaws to allow the Annual Meeting to be held
between April and May to allow more flexibility to insure a cost effective Annual Meeting.
2. a. The Annual meeting of the Association shall be held during the month of April or May for
the primary purpose of installing the Association officers, considering new Distinguished
Members, announcing scholarship recipients and addressing major Association issues.
6. Article VII VOTING.
Section 2.d. VOTING PROCEDURE ON CHANGES TO THE CONSTITUTION AND
BYLAWS. Ballots sent out to general membership without an effective date. Allow the effective
date of changes to the Bylaws to be when the ballots have been tallied and a written report has
been received and accepted by the Executive Committee.
2. d. Each proposed change to the bylaws will specify the date the change will be effective, if
approved by the membership. If no effective date is specified on the ballot and the membership
approves the change to the Bylaws, then it will become effective on the date the ballots have
been tallied and a written report has been received by the Executive Committee.
7. Standing Rule 4: Regular members shall pay dues at the rate of $5.00 per month. Effective 1
September 1996. Recommend increasing regular member dues to subsidize the Death Gratuity
Fund.
Increase the dues by $2 per month [$7 per month] dedicating $1 a month going to the Death
Gratuity Fund and the remaining $6 going to the general fund.

Candidates for CWOA National Board of Directors

CWO Catherine Nauta, USCG
In June 2010, CWO Nauta was assigned to COMDT CG-09451 as an Organizational Performance
Consultant (OPC) and in December 2012 CWO Nauta received orders to CG PSC OPM-1 where she
is currently the post board appt/promotions officer for all CG officers. In summer 2016, CWO
Nauta will be assigned to COMDT CG-LPD. Prior to being selected as a Chief Warrant Officer she
served as an enlisted Yeoman. Her enlisted assignments included Group Upper Mississippi River,
Marine Safety Office New Orleans, CG Pay and Personnel Center (PPC), CG Training Center
Petaluma, HSC (now Base NCR), and DCMS-81. CWO Nauta is a huge advocate of paying it
forward and spends many hours volunteering; she is a Guardian for Honor Flight Chicago, provides
tutoring assistance through the CG PIE program, and has fostered and adopted over 60 puppies in
her home through Homeward Trails in Arlington, VA.
Vice President for Retire Affairs
CWO James Pulse, (Ret) USCG
CWO James Pulse retired from the US Coast Guard December 2005, after 23 years of service. He has
been a member of the CWOA and the CWOA New Orleans Chapter since July 2004. He served as
the Vice President of the CWOA New Orleans Chapter from July 2004 to February 2006 and has been
the Chapter President from 12 February 2006 to present. CWO Pulse has served on many Association
committees such as, the 2006 Membership At Large committee, the 2007 Financial Audit Committee,
2012 Long Range Planning Committee, the 2012 Advertising Committee, 2012 By-laws Committee,
the 2014 Death Gratuity Committee, and the 2015 Permanent Finance Committee. He has remained
active in CWOA New Orleans activities and volunteered for the 2009 Chapter Bylaws Committee and
several times on Chapter hosting committees. CWO Pulse is a Life Member of the Association and a
Distinguished Member in the CWOA.

CWO J.T. Green, (Ret) USCG
CWO J.T. Green retired from the Coast Guard in 2013 after just over 30 years of service. He has
been a member of the CWOA since 2005 and is a Past Association President (2006-2008), past
Association Vice President (2005 & 2009-2010) and past chapter president of the Long Island Sound
Chapter (2012). He was a member of various committees including the Permanent Finance
Committee (2005-2010), the A/V committee (2009-2010), the bylaws committee (2012-2013) and is
a member of the membership committee (2015-2016).

CWO Jonathan R. (Ryan) Donnell, USCG
CWO Ryan Donnell has served as the President, Steven Shields Alexandria CWOA Chapter since
June 2015. Prior to serving as President, he served as the Secretary for the Steven Shields Alexandria
CWOA Chapter June 2014 – May 2015. CWO Donnell promoted to ISM2 in June of 2012 and is
selected to promote to ISM3 in PY16. He is currently on his first assignment as a CWO and has served
in the capacities of Network Operations Center (NOC) manager for the Coast Guard Information
Technology Operations Center, Network Management Team Support Manager for the Enterprise
Services and Operations Department, and most currently as Lead System Support Agent for the
Enterprise Networks Product Line Support and Logistics Branch, CG TISCOM Alexandria, VA. Prior
to being selected as a Chief Warrant Officer he served as an enlisted Information Systems Technician
and Telecommunications Specialist. His enlisted assignments included Electronics Support
Detachment (ESD) Miami Beach, FL; Electronics Support Detachment (ESD) Galveston, TX; CG
Group Galveston, TX; and USCGC VIGOROUS in Cape May, NJ. He is a graduate of DeVry
University and holds a Bachelor’s of Science Degree in Technical Management with a concentration
in Network and Communications Management. CWO Donnell proudly hails from Ennis, TX. He and
his wife Angela live in Stafford, VA with their two Children Garrick (15) and Hayden (9) and two
foster children Emma (4) and Ava (4).

CWO Clinton Morgan, USCG
CWO Clinton Morgan accepted appointment to Chief Warrant Officer (W2) on 1 Sep 2015 and
reported to the Office of Leadership at Coast Guard Headquarters in Oct, 2015. He currently serves
as the Program Manager for various CG Officer Leadership Courses, most notably the CWO
Professional Development (CWOPD) Course. Prior to being selected as a Chief Warrant Officer he
served as a Chief Yeoman at CG Sector Upper Mississippi River in Saint Louis, MO as the
Servicing Personnel Office/Administration Division Head. His diverse enlisted assignments include
CG Sector Key West; USCGC FORWARD (WMEC 911), Portsmouth, VA; CG Air Station
Sacramento, CG Sector/MSO New Orleans and USCGC PENDANT (WYTL 65608), Boston, MA.
He is currently a Senior Classman at Saint Leo University earning his Bachelor of Arts (BA) in
Psychology. He looks forward to the opportunity to serve as Secretary of your Coast Guard Chief
Warrant Officer Association.

CWO Christopher Jones, USCG
CWO Christopher Jones has served as Headquarters Command Security Officer since March 2012.
CWO Jones promoted to OSS2 in 2011. His first assignment as a CWO was Physical Security
Officer for CG-532 – Office of Defense Operations, CG Headquarters from June 2011 to March
2012 where did a later transfer to his current assignment as HQ CSO. He recently received orders to
the Interdiction Committee within HQ and will be promoted to CWO3 in June 2016. Prior to being
selected as a Chief Warrant Officer, he served as the Operations Specialist Rating Knowledge
Manager, TRACEN Petaluma. CWO Jones enlisted in the Coast Guard in January 1995. His enlisted
assignments as an OS/TC included CG TRACEN Petaluma - OS “A” School Instructor, CG
TRACEN Cape May – Recruit Company Commander; CGC FORWARD; CG Group Hampton
Roads, VA, TRACEN Petaluma – TC “A” School, and CGC VIGILANT. He is a graduate of
Excelsior College and Coastline Community College and holds a Bachelor’s of Science Degree in
Liberal Studies and Associates Degree in Computer Science, and DOD professional security
certifications: SAPPC, SFPC, and PSC. He has been married to Jane-Frances for 12 years. They
have three boys, and reside in Manassas Park, VA.

SCHOLARSHIP GRANT
STANDING RULES AND REGULATIONS
SECTION I - Purpose. The CWO John A. Keller, Chief Warrant and Warrant Officers Association
Scholarship Grant (hereinafter "Grant") is established to financially assist dependent children of
members in good standing or who were members in good standing of the CWOA, United States
Coast Guard at the time of their death. The assistance shall be a monetary grant for an accredited
institution of higher learning.
SECTION II - Funds.
1. All funds expended for grants must be either contributions to the Grant or income from grant
funds.
2. Grants in the amount of $750 (the number of awards at the discretion of the Committee) not to
exceed 1/3 of the available funds) will be presented in April of each year to the most deserving eligible
candidates. Funds are to be used toward educational expenses at an accredited institution of higher
learning beyond high school.
3. All expenditures [other than Grants], shall be authorized by a majority vote of the members of the
CWOA present at an Association meeting. No expenditure shall be made other than in furtherance of
the purposes stated in the Standing Rules and Regulations and the administration thereof.
SECTION III - Governing Board. The governing committee shall be appointed and shall operate in
accordance with the bylaws of the Chief Warrant and Warrant Officers Association.
SECTION IV - Amendment to the Standing Rules and Regulations.
Amendments to the Standing Rules and Regulations shall only be made by two-thirds vote of the
CWOA members present at the Annual meeting or at an Association Convention.
SECTION V - Eligibility and Application Requirements.
1. An applicant must meet the following eligibility requirements:
a. Be the dependent child of a member in good standing of the Chief Warrant and Warrant
Officers Association or who was a member in good standing at the time of their death.
b. Be a senior in high school with an average of "C" or be currently enrolled in an accredited
institution of higher learning with an average of "C".
c. Be enrolled in a full time course of instruction.
d. The financial status of the applicant’s parents shall not be a factor in determining the
applicants to be awarded grants.
e. The receipt of a grant does not exclude an applicant from receiving additional grants in
subsequent years.
2. Application Requirements:
a. Applications shall be submitted to the Association office, postmarked not later than 1
March and must be received by the Association not later than 15 March each year.

b. Applicants shall submit with their application their reason(s) for attending or desiring to
attend an accredited institution of higher learning above high school. Submissions shall be limited to
two hand-written pages or one typed page and must specifically include immediate and long-range
goals.
c. Applicants who have not completed one or more years at an institution of higher learning
shall furnish an official copy of his/her high school transcript for the previous two semesters.
Applicants who have completed one or more years at an institution of higher learning shall furnish an
official copy of his/her current transcript while attending institutions of higher learning.
d. High School applicants shall furnish a copy of a letter indicating college, university,
vocational school, etc., acceptance. Persons attending a college, university, vocational school, etc.,
providing a transcript from said institution is sufficient.
e. Applicants shall submit documentation in support of any personal accomplishments,
extracurricular activities, or community service performed during the past two years.
f. Applicants are invited and encouraged to submit a head and shoulders photograph to be
published in the CWO News if a scholarship grant should be awarded. The photograph will not be
used by the Scholarship Committee in consideration of awarding the grant.
SECTION VI - Presentation of Grants
Whenever possible, grants will be presented by an area or district chapter of the CWOA located in the
vicinity of the student involved. Appropriate ceremonies should be scheduled by the chapter and
presentation should be made by the chapter president, or at the chapter president's discretion, any
Association member in the area.

Art and Eleanor Colona Scholarship Grant Eligibility Requirements

a. Be the dependent son/daughter of an enlisted member of the United States Coast Guard (active, retired or reserve).
b. Be a senior in high school with an average of "C" or better during the most recent two semesters or be currently enrolled in
an accredited institution of higher learning with an average of "C" or better for the year immediately prior to application.
c. If enrolled in an institution of higher learning be enrolled in a full time course of instruction based on school or program
criteria.
d. The financial status of the applicant’s parents shall not be a factor in determining the applicants to be awarded grants.

a. Applications shall be submitted to the Chief Warrant and Warrant Officers Association postmarked not later than 1 June

an Application for identification card enrollment (DD form 1172).
c. Applicants shall submit with their application an essay outlining their reason(s) for attending or desiring to attend an
accredited institution of higher learning above high school. Submissions shall be limited to two hand-written pages or one
typed page and must specifically include immediate and long-range goals.
d. Applicants who have not completed one or more years at an institution of higher learning shall furnish a certified copy of
his/her scholastic record beginning with the tenth grade. Applicants who have completed one or more years at an institution
of higher learning shall furnish a certified copy of his/her scholastic record while attending institutions of higher learning.
e. Applicants shall furnish a copy of a letter of acceptance from their chosen college, university, vocational school, etc.
f. Applicants are encouraged to submit supplemental documentation in support of any personal accomplishments,
extracurricular activities, or community service performed during the past two years.

CWO (ELC) William A. Liming, USCG (Retired) cross the bar on Aug. 24, 2015. CWO Liming was
born on Nov. 30, 1923 and retired on Sep. 1, 1969. He was a member of the CWOA for 57 years.
CWO (BOSN) Charles J. Cannon, USCG (Retired) crossed the bar on Aug. 29, 2015. CWO Cannon
was born on Nov. 3, 1937 and retired on Jun. 1, 1978. He was a member of the CWOA for 23 years.
CWO (MAT) David Brooks, USCG (Retired) crossed the bar on Sep. 2, 2015. He is survived by his
widow Mrs. Margaret Brooks. CWO Brooks was born on May 14, 1941 and retired on Jul. 1, 1982.
He was a member of the Association for 35 years.
CWO (BOSN) Dana Hale, USCG (Retired) crossed the bar on Sep. 6, 2015. He is survived by his
widow, Mrs. Carolyn Hale, of Eliot, Maine. CWO Hale was born on Aug. 8, 1933 and retired on Aug
1, 1978. He was a member of the Association for 44 years.
CWO (PERS) Stephen Tepner, USCG (Retired) crossed the bar on Sep. 7, 2015. He is survived by his
widow Mrs. Marilyn Tepner of 25 Moser Place, Clayton, NC 27520-5994. CWO Tepner was born on
Apr. 25, 1940 and retired on Jun. 1, 1988. He was a member of the Association for 37 years.
CWO (BOSN) Richard Rohweder, USCG (Retired) crossed the bar on Sep. 14, 2015. He is survived
by his widow, Mrs. Claire Rohweder of 4733 Cummings Road, Eureka, CA 95501. CWO Rohweder
was born on Jun. 30, 1947 and retired on Aug. 1, 1988. He was a member of the Association for 37
years.
CWO (MED) James Bailey, USCG (Retired) crossed the bar on Sep. 16, 2015. He is survived by his
widow, Mrs. Laqueta Bailey of 1107 Oakwood Circle, Henryetta, OK 74437. CWO Bailey was born
on Nov. 20, 1937 and retired on Aug. 1, 1979. He was a member of the Association for 38 years.
CWO (COMM) Stephen Pitro, USCG (Retired) crossed the bar on Sep. 19, 2015. CWO Pitro was born
on Dec. 15, 1930 and retired on May 1, 1978. He was a member of the Association for 45 years.
CWO (ELC) Robert Cason, USCG (Retired) crossed the bar on Oct. 7, 2015. He is survived by his
widow, Mrs. Ann Cason of 9620 Old Chestnut Drive, Midlothian, VA 23112. CWO Cason was born
on May 11, 1933 and retired on Feb. 1, 1985. He was a member of the Association for 47 years.
CWO (MED) Robert Poole, USCG (Retired) crossed the bar on Oct. 7, 2015. He is survived by his
widow, Mrs. Judy Poole of 512 Amster Lane, Chesapeake, VA 23323. CWO Cason was born on Jul.
21, 1941 and retired on Sep. 1, 1987. He was a member of the Association for 19 years.
CWO (BOSN) Carl Murry, USCG (Retired) crossed the bar on Oct. 16. 2015. He is survived by his
widow, Mrs. Lillian Murry of 21396 Holly Court, Warrenton, MO 63383. CWO Murry was born on
Apr. 22, 1926 and retired on Nov. 1, 1981. He was a member of the Association for 34 years.

CWO (MED) Kerney Patrick, USCG (Retired) crossed the bar on Nov. 13, 2015. He is survived by his
widow Mrs. Glenys Patrick of 300 Driftwood Circle, Slidell, LA 70456. CWO Patrick was born on
Jan. 14, 1926 and retired on Jul. 1, 1981. He was a member of the Association for 38 years.
CWO4 Richard Pultz donated 100.00 to the CWO Keller Scholarship Fund in memory of Mrs
Darlene Marie Keller.
On December 15, 2015 the
St. Louis chapter
presented CWO Joe
Croghan his certificate for
50 years of service to the
CWOA.

Professional Development Class 02-16 on the Coast
Guard Academy campus in New London, CT.
Golden Gate Chapter
Golden Gate Chapter of the Chief Warrant Officer Association in Alameda, Calif., hosted professional
development sessions for the enlisted work
force laying the ground work of how to
submit a Chief Warrant Officer Package. On
the morning of Oct. 27, 2015, chapter
members again volunteered their time aboard
Coast Guard Base Alameda to more than 85
enlisted members from various Bay Area
units. The information sharing session offered
an opportunity for all of the attendees to learn
the ins and outs of how to submit their chief
warrant officer package as well as talk with
the chief warrant officers in attendance about
how to make their specific package stand out
from the rest.

members of the CWOA Mid-Pacific
Chapter placed US and CG flags on
graves of CG veterans interned at the
National Memorial Cemetery of the
Pacific in Honolulu, HI. The group
consisted of active duty, retirees,
