The Speech and Debating Awardsare a team event for students who are interested in developing their oral communication skills.

The Awards are a TEAM event and are considered 'one event' for the allocation of points towards both the winning Speech & Debating School and Champion School.

Schools may enter TWO speech team of up to 4 students in each team. Each school may therefore enter 2 debating teams (with each debating team having 4 members who can be rotated), but may choose to enter only one.

PLEASE NOTE: where a school is NOT ENTERING A DEBATE TEAM they may only enter up to three students in the Speech section of the awards .

In the Speech section of the awards students compete as individuals in each category for medallions for 1st - 3rd places and for the trophy in each division. They also compete as a team member to score points towards Champion School.

Schools which have students in the three categories of the event (Own Composition, a Performance Piece and Debating) will score higher points towards champion school.

Three divisions are offered:• A Division for the more confident student and / or for students who have had previous public speaking and / or

acting experience;• B Division for less confident speakers who have had some previous public speaking and / or acting experience;• C Division for students who are new to public speaking and acting.

Students should nominate in the appropriate division for their expertise knowing that competing in a lower division scores less points for Champion School.

Individual Competition & ScoringIn each division of the Own Composition and the Performance Piece every student will be ranked using the total of the two adjudicator scores they receive. The student with the highest combined score will be ranked 1.

IF TIME PERMITS IN THE PROGRAM, the top ranked competitors in each division of Own Composition and Performance Piece will compete in finals, giving them the chance to improve their ranking.

Finalists• In any division that has no more than 8 entrants, there will be 3 finalists.• In any division that has 8 - 12 entrants, there will be 4 finalists.• Where there are more than 12 entrants in a division, the number of finalists will be decided by the

adjudicators, taking in to account the number of competitors in each division. It is likely that there will be a different number of finalists in each division.

The perpetual Speech trophy in each of A, B and C divisions will be won by the student who has demonstrated consistency. Students will need to rank highly in the same division for Own Composition and for Performance Piece to qualify for the perpetual trophy.

Medallions for first, second and third place getters will be awarded in each division in each of Debating, Own Composition and Performance Piece.

Team Competition & ScoringAfter the finals (if they fit in the program), or after the initial presentations (if there is no time for finals), points will be allocated to each student’s combined 2 adjudicator scores according to their rank and division in each category, as per the table below.

Division Points

Own Composition Example

For each school team the top three combined adjudicator points scores across all divisions in each category will be totalled and averaged by 3. As this is a team competition, all teams will be averaged by three, regardless of whether or not they have three competitors. Teams will then be ranked in each category.

Example 1All three competitors are in A division. Two are ranked 1st and snd and the third is ranked 10th. The points are: 80+ 78 + 62 = 220 / 3 = 73.33

Example 2There are only two competitors who are ranked 4th and 10th in A division.The points are: 74 + 62 + 0 = 136 / 3 = 45.33

Example 2There is one competitor who are ranked 1st in A division and two ranked 2nd and 4th in C division.The points are: 80 + 38 + 34 = 152 / 3 = 50.66

Debating Competition & ScoringAt the end of the debating competition teams will be ranked in each division. The rank for second teams will be removed. All teams left will then be ranked with A division teams ranking higher than B Division teams which rank higher than C Division teams. The example below is with 3 teams in each of A, B and C divisions.

Champions School ScoringThe ranks for each school in each category of the competition will be totalled to decide the winning Speech and Debating school and to allocate Champion School Points.

Teams which do not participate in all three categories of the awards will be awarded a rank equal to the number of schools in the competition in the category in which they do not participate. For example, 15 schools are competing overall, school D does not take part in debating and school B does not take part in Own Composition. Their ranks will be 15 for debating and Own Composition respectively.

Champion School Points (as per below) will be allocated as per Final Place ranks

The DEBATING CompetitionEach team may have 4 members, who may be rotated. The names of the students to debate each debate MUST be clearly written down and handed to the adjudicator 5 minutes prior to the start of each debate so that they can be entered on the adjudication sheet.

If, for any reason, a team of 4 loses two team members once the competition has begun and one of them cannot be replaced, the team will be permitted to continue to debate with the first and third speaker being the same person. The team may win their debates, but will be placed last at the end of the competition, regardless of how many debates they have won.

If, for any reason, a team of 3 loses a team member once the competition has begun and one of them cannot be replaced, the team will be permitted to continue to debate with the first and third speaker being the same person. The team may win their debates, but will be placed last at the end of the competition, regardless of how many debates they have won.

The Debating competition will be run using the Rules and Guidelines of the West Australian Debating League Inc. WADL will send information to schools on adjudication, how to construct and argue a case and videos to support the information provided.

Competition Format & ScoringIdeally, each division will participate in round robins and places will be decided by wins over losses. Teams will be ranked based on the number of points they have after the preliminary rounds (2 points awarded for a win, 1 point for a loss and 1 point for a forfeit). This is the accepted scoring used by the WA Debating League.

1) If there are two teams with the same number of points, the team that was the winner of the debate between the two equally ranked teams will be ranked higher.

2) If there are three teams with the same number of points, or if two equally ranked teams did not debate against each other, then the order of teams will be determined by their Average Winning Margin (the team with the highest AWM will be ranked first).

The average winning margin is calculated using points scored for a team and against a team. 224 points for and 223 points against is a AWM of +1. 224 points for and 225 points against is a AWM of-1.

3) If two equally ranked teams have the same AWM, then the order of teams will be determined by their average speaker score (the team with the highest speaker score will be ranked first).

The speaker score will be calculated as a total. For example, if a team received 225 in debate 1, 228 in debate 2, 227 in debate 3 and 229 in debate 4 their Speaker Score is 909.

Teams should nominate in the appropriate division for their experience and expertise.A division is for experienced debatersB division is for debaters with limited experience and C division is (for novice debaters).

The organisers reserve the right to cancel any of the divisions if there are not enough Entries. Medallions for first to third place getters will be awarded in each division.

Speaking Times All three speakers in each debate will speak for the same length of time for both prepared & impromptu Debates

Debate Topics & PreparationA and B division teams will take part in impromptu debates for the duration of the competition.

C division will have prepared debates for the first 2 or 3 days and for the rest of the week will participate in impromptu debates, with support from WADL personnel.

THE WADL will provide two adjudicators during the one hour C Division Prep Time before each debate to help teams prepare / finesse their arguments. This will remove the need for teams to prepare overnight and give the teams some excellent coaching.

All prepared debate topics will be included in the Program posted on the website as soon as possible after 1 June.

Once nominations have been received schools will be sent a glossary of words taken from the debate topics, such as ‘boycott’ used in 2017, in order to help them to prepare.

Impromptu Debate Topics will be given to schools 60 minutes before the start of the debate. For each impromptu debate, both schools must be present for the topics to be given out i.e. one school cannot begin to prepare before the other. If, after 5 minutes, only one team has all members present both teams will be given the topic to start prepping the debate. The team with less than three members present will, of course, be at a disadvantage.

Topics will be given to teams in the Hall of Champions and no students will be permitted to leave the Hall once they have received the debate topic. Preparation will take place in the Hall of Champions. All team members will be permitted to take part in the preparation.

Use of the internet is not permitted during the preparation time. Mobile phones, smart watches and other electronic devices must be left with the teacher in charge of the team.

Any team found with an electronic device will automatically be disqualified from winning but will still participate in the competition. TEAMS MAY USE A HARD COPY DICTIONARY AND A HARD COPY THESAURUS ONLY as well as any clean notes provided by the WADL.

Debate teams must be seated in the room allocated to their debate 5 minutes before the start of the debate. For every half minute a school team is late there may be a penalty of half a point.

Note: Palm cards may be used

Preparing the Wrong TopicIf a team prepares the wrong debate topic or wrong side of the argument, they will be given 20 minutes ONLY to prepare the correct argument / topic.

Country Week Speech and Debating 2018 Page 8

The SPEECH CompetitionThe Speech Competition is divided in to two categories. Students may compete in category one and / or category two.

Category 1 - Own Composition

• for A, B and C divisions

Category 2 - Performance Piece

• A and B divisions will present a Performance Monologue • C division will present a Poetry Performance

PLEASE NOTE THAT IN 2019: Medalists in B and C divisions in 2018, if competing in 2019, must move up to A and B divisions. Similarly, the bottom 3 contestants in A and B divisions in 2018, if competing in 2019, must move down to B and C divisions.

OWN COMPOSITIONEach competitor should deliver a MEMORISED piece they have written on a subject they have chosen. The piece may contain ideas from various sources but must be spoken in the student’s own words. No props may be used.

Length of Speech:• A Division - no more than 5 minutes in duration • B Division - no more than 4 minutes in duration • C Division - no more than 3.5 minutes in duration

Students will be introduced by an announcer and are therefore NOT required to introduce themselves before they begin their speech, but must outline their topic and their reason for talking about it within the first 30 seconds of their speech.

Please note:• students MUST LEARN their speech – in previous years there has been too much reliance on palm cards

and those used were too large• palm cards may be used for reference ONLY• each speech MUST be entertaining and engage the audience• factual speeches need to have ‘relief’ within them• students should be very careful with their choice of topic – they should make sure that it engrosses

them• students should be confident• movement and gesture should be minimal and there should not be any costuming• students MUST wear school uniform • students are advised to deliver a simple, entertaining speech• speeches should NOT lean toward acting• it is highly recommended that students practise in front of a mirror

Country Week Speech and Debating 2018 Page 9

Adjudication Points for Own CompositionMarks will be awarded according to how well each student addresses the following points:

Introduction & Conclusion (5 points)Students:

• will be introduced by an announcer and are therefore NOT required to introduce themselves but must outline their topic and their reason for talking about it in the first 30 seconds of their speech• should finish with a concluding statement so that the audience is aware the presentation has finished• should stand confidently and quietly for several seconds at the end of presentation before leaving the stage

Originality (5 points) NOT ADJUDICATED FOR FINALS • the topic is used to inform, persuade or share a viewpoint• a topic that is likely to provide new insights for the audience will be more appealing than one with

which adolescents are already familiar, provided it is not too obscure• there should at least be at least one original point of view presented if the topic is familiar to the

audience

Structure & Clarity (10 points) NOT ADJUDICATED FOR FINALS • points need to be clearly stated• points are best supported by appropriate and interesting use of examples• avoid long-winded explanations• there needs to be a clear conclusion

Language (20 points)• used should be appropriate to the topic, the audience and the situation• the use of colloquialisms may be appropriate to the topic but should only be used to illustrate or

enliven the talk, rather than dominating the presentation• jargon particular to the topic should be well contextualized or simply explained• should be used with confidence• should be appropriate to the setting and the age group of most the audience• swearing, if used, needs to be important to the context, but if it can be replaced, it should be replaced

Expressions and Gesture (20 points)• the presence of a speaker in front of a live audience depends as much on the body as on the voice: the

ways in which the speaker stands, moves, gestures and makes eye contact are all important for the communication of the message

• a calm and relaxed, but not sloppy, stance suggests confidence and authority• natural use of gesture can enliven the presentation and underline a point very effectively• eye contact with the audience involves the audience in the topic and shows that the speaker is

communicating with them• unnecessary or unrelated movements and gestures, fidgeting and pacing are unnecessarily distracting

Voice (20 points)• the speaker needs to make sure they can be heard clearly in a space at least the size of a large

classroom• vary pace, pitch and tone to avoid a monotonous delivery• variations in pitch and tone should flow naturally from the speaker's involvement with the topic• the speed of delivery and the use of pause, when used well, will be highly significant in communicating

the speaker's message• use of light and shade with the voice is essential - it is possible to deliver a quiet part of a monologue

without lowering the volume of the voice

Effectiveness (20 points)• the student needs to be genuinely interested in, and fully familiar with, the chosen topic• the presentation will be successful to the extent that the audience becomes involved with the message

Country Week Speech and Debating 2018 Page 10

• it is important to have a sense of the audience and to speak directly to them• a confident manner, which comes from sound preparation as well as enthusiasm for the topic, will help

to ensure that the audience enjoys the presentation• the level of energy is most important, and time to relax before the presentation can make a big

difference• a prop can be helpful to illustrate a topic but the speaker should be proficient in its use and it should be

incidental to the speech.

PENALTIES:• 0.5 point for not wearing school uniform or being in costume • 1 point per minute for speaking for more than 1 minute to a maximum of 2 minutes over time. Entrants who speak for more than 3 minutes will be disqualified.• 1 point for not speaking for half of the maximum allocated time• 1 point for reading from palm cards• 1 point for using palm cards that are larger than the palm• 1 point for using a prop

PLEASE NOTE THAT:

• All students in each session will be required to sit in the front two to three side rows of the theatre.

• All finals sessions will be ‘closed’ - once the door has been closed to begin the session it will remain closed until after the last speaker has finished.

PERFORMANCE PIECE: A & B DIVISIONSA & B division students will deliver a MEMORISED performance . POETRY IS NOT PERMITTED.

The piece should stand alone as well as be entertaining and appropriate to the age and experience of the student and audience.

Length of Performance: • A Division – no shorter than 2.5 and no longer than 3.5 minutes• B Division – no shorter than 2 and no longer than 3minutes

Entrants should choose a performance piece which will enable them to build their performance, drawing on an understanding of character. Stand-alone Performance Pieces (for example, those written as one-off acting exercises) can limit candidates.

Selection for a Performance Piece should be from a published text or script, and in the case of a play, by a recognised playwright whose works have been produced by one or more professional theatre companies. A film script can be counted as a published play script but the sense of theatrical convention expected in a Performance Piece should be apparent in the excerpt chosen.

The Performance Piece can be edited from the original published version. In this case the copies provided to the adjudicators should consist of a copy of the original piece, together with the edited version that will be performed by the candidate.

Publication details of the Performance Piece to be presented must be included on the cover page. Students MUST NOT USE self-published, amateur and / or unknown playwrights / poets / writers.

Students will be introduced and are therefore NOT required to introduce themselves before they begin, but must include a BRIEF introduction to set the scene for their performance.

A table and a chair will be provided for use as a prop. If required, they must be set up by a member of their team as soon as the previous speaker has left the stage and MUST be removed at the end of the performance.

PLEASE NOTE:

• Costume or stage black MUST be worn but do not attract points.• Palm cards are NOT permitted, nor any written material which could be used for prompting.

Country Week Speech and Debating 2018 Page 14

Adjudication Points for Performance Piece: A & B DivisionsMarks will be awarded according to how well each student addresses the following points:

Introduction & Conclusion (5 points) NOT ADJUDICATED FOR FINALS • the purpose of the introduction is to set the scene for the piece to enable the audience to understand

the performance and should focus on the context of the passage rather than trying to explain it• the source of the passage should be included as part of the introduction• a sense of why the passage was chosen should be included• the introduction must be brief, even though it will not be included as part of the time limit, and students

should treat the introduction as part of their monologue and present confident and strong introduction

• stand confidently and quietly for several seconds at the end before you leave the stage

Costuming (5 points)• a costume or stage black must be worn• a simple prop, which can be carried by the performer, may be used to enhance the performance• there should be no use of effects or staging, except that there will be a chair and a table available

which can, if used appropriately, be used to enhance movement. This must be set up by a team member before you begin and removed before you leave the stage

Language (5 points)• the whole piece must be memorised - prompting interrupts the character which will affect delivery and

will cause marks to be lost• correct pronunciation and syllable stress are essential if the writer's words are to be properly understood• it is important to distinguish vocally between narrative passages and passages of dialogue• the speed of delivery needs to be well rehearsed, as a significant amount of the meaning can be lost if

the performer delivers the lines too quickly – something which can easily happen just through nervousness

Use of performance space and positioning - how the actor fills the space (10 points)• movements should be appropriate to the script and should be planned and rehearsed, preferably in

front of someone who can advise what works well, because unnecessary movement can distract the audience

• the presentation should not be too static or cover too much ground• effective and creative use of the depth of the space can help build a mood (e.g. withdrawing back from

the audience, coming front to be confrontational, giving a sensation of stillness…)• changing levels can be an effective tool

Body, facial expression and gesture (15 points)• movement and gesture should be limited and should not distract from the vocal presentation• gesture and movement can be used to underline the theme of the passage, increase the emotional

impact and involve the audience more fully• unnecessary, unrelated and repetitive gestures and hand movements can distract the audience, so these

should be decided before your presentation

Confident, sustained and convincing characters (20 points)• this is a performance rather than a speech (compare with notes for Own Composition), so it is

important to act out the piece using the body as well as the voice• it is important to create a vivid character• a consistent style of presentation is important• it is possible to have comic interludes in a serious piece or serious moments in a comic piece, but these

elements should be well under the control of the performer – it can be disappointing for performer and audience alike if these moments are misinterpreted

• the intensity of the performance needs to match the intensity of the piece – for example, a tense, exciting piece will receive a different treatment from a gentle amusing piece

Country Week Speech and Debating 2018 Page 15

Voice (20 points) • should be audible, clear and appropriate to character and dramatic action• it important to vary pace, pitch and tone so that the sense and emotion of the piece are clearly

communicated.• use of light and shade with the voice is essential - it is possible to deliver a quiet part of a monologue

without lowering the volume of the voice• phrasing is important for communicating the meaning – it is a good idea to mark the copy of the script

while it is being learnt, so that inflection and pause are incorporated in the right places• correct pronunciation and syllable stress are essential if the writer's words are to be properly understood

Effectiveness (20 points)• the purpose of any performance is to communicate with an audience and the presentation will be

successful to the extent that this is done, therefore characterisation for audience impact and engagement is of the utmost importance

• it is important to show the audience that you want to involve them – be theatrical, rather than personal, in presentation

• confidence, which comes from thorough preparation, and a whole-hearted interpretation of the piece, are both important for engaging the audience

• the level of energy is very important, and time to relax before the presentation can make a big difference

NOTE re arrangement of material:• the passage should be true to the original, a copy of which should be provided for the adjudicators• it may include minimum editing to maintain a logical flow, but such editing should be included as

annotations on one of the copies provided to the adjudicators

Palm cards are NOT permitted

Penalties:• 5 points for presenting a piece that is not within the guidelines for A and B divisions• 2 points for not wearing a costume or stage black• 1 point per minute for speaking over time by more than 0.5 of a minute to a maximum of 1 minute. Entrants who speak over time by more than 1.5 minutes will be disqualified• 1 point for not speaking for half of the maximum allocated time• 1 point for using palm cards or written material which could be used for prompting• 0.5 points for not removing staging used

PLEASE NOTE THAT:

• All students in each session will be required to sit in the front two to three side rows of the theatre.

• All finals sessions will be ‘closed’ - once the door has been closed to begin the session it will remain closed until after the last speaker has finished.

publication details on the cover page. • Students MUST NOT use self-published, amateur and / or unknown poets and the internet may not be the

sole publishing agent.

Students will be introduced and are therefore NOT required to introduce themselves, but must include a BRIEF introduction to set the scene for their performance.

A table and a chair will be provided for use as a prop. If required, they must be set up by a member of their team as soon as the previous speaker has left the stage and MUST be removed at the end of the performance.

Adjudication Points for Performance Piece: C DivisionMarks will be awarded according to how well each student addresses the following points:

Introduction & Conclusion (5 points)• give the title of the poem and the poet’s name• a sense of why the passage was chosen should be included• at the end of the delivery, pause to let the poem settle over the audience, then leave the stage

Accuracy (5 points)• A fundamental aspect of recitation is knowing every word of your poem• Be sure to memorise your poem exactly as it appears in the version given the judges

Physical Presence (10 points)• Establish a strong stage presence using good posture and comfortable, steady eye contact with the

audience• display confident body language and avoid- slouching- timid eye contact- nervous body language (fidgeting, shifting)

Evidence of Understanding (20 points)• Be sure you’re clear about the meaning of your poem• If you’re unclear on the meaning of a poem, you can’t recite it effectively• Once you understand your poem, you can craft your recitation accordingly

Voice and Articulation (20 points)• Use your voice to make the poem come alive for the audience.• Make careful decisions about your volume and pacing:- ensure your voice reaches the whole audience- proceed at a natural pace and accelerate or decelerate as needed- let your voice rise and fall with the poem- decide how long a pause to use for each punctuation mark- play with the line breaks of the poem (N.B.: Not all line breaks call for a pause)

• Be sure to check your pronunciation with your teacher before you finalise your performance and avoid:- mispronouncing words- being too loud or too quiet- reciting too quickly or too slowly for the poem- reciting monotonously- reciting in a sing-song manner (particularly if you’re reciting a rhymed poem)

• the speed of delivery needs to be well rehearsed, as a significant amount of the meaning can be lost if the performer delivers the lines too quickly – something which can easily happen just through nervousness

• phrasing is also important for communicating the meaning – it is a good idea to mark the copy of the script while it is being learnt, so that inflection and pause are incorporated in the right places

You will not be penalised for your natural accent; however, affected character accents are strongly discouraged.

Interpretation (20 points)• When you recite, you’re more like a narrator than an actor. You need to convey the meaning and enhance

the audience’s experience of the poem without acting it out.• Let the words of the poem do the emotional work during your recitation.• Depending on the poem, occasional gestures can be appropriate. If you’re uncertain about whether to

include them, leave them out and avoid- an overly emotional delivery style- distracting, excessive gestures or facial expressions

Overall Performance (20 points)• the overall success of your recitation will be judged, considering the above criteria, your poem choice,

the poem’s complexity, and how you’ve made the poem your own.
