(Since the UCEA convention was held Alexandria, Virginia in 2007, leaders from the field and from UCEA decided it was a good time to visit congressional offices and relevant offices of the US Department of Education. I helped to plan the event. I also helped to train the forty-five UCEA delegates before the Capital Hill visits. Along with my colleagues, I made visits to congress (in my case meeting with Vermont’s Senator Sanders’ chief aid) as well to the US Department of Education. These visits promoted the cause of high quality programs to educate future leaders in primary, secondary, and tertiary levels. As a member of this panel, it was my job to help review the experience and design ways to continue the contact between UCEA and the federal government.) (This course is part of our new Masters Degree in Educational Leadership created in cooperation with Church Teachers College and is designed to support the professional education of the cohort of 25 aspiring Jamaican school leaders.). My work included facilitating the arrival of our new Dean, assuring the passage of amended College By-Laws and guiding them through the ratification process with our Board of Trustees, establishing priorities for the College growing from our strategic planning process, and chairing the College Personnel Committee during numerous tenure and promotion decisions. The CSC agenda for the 2003-2004 academic year included these goals and objectives. I was responsible for guiding our work. Overarching Vision: Creating a Healthy Community. We have met with the Dean throughout the semester at the Steering Committee and in Strategic Planning.

Throughout my time as Chair of the CSC, I tried to engender a strong sense of community in the College. Small things like the Vermont Pancake Breakfast, and more important things like more frequent Collegial Assemblies were part of that effort. I see these as challenging years and ones of transition for the College and the University. I hope that my leadership helped us to remember who we are, what our mission has been and how we might translate that into the future. My proudest achievement was to make our bylaws a living document and that helps to spread a truly democratic atmosphere. 1999-2001 Merit committee 2000- Strategic Planning committee. In the case of strategic planning, I took responsibility to help design a process whereby faculty from departments and standing committees could air their views for the College’s future. I also facilitated several meetings as a part of that process. 1999- Zahn Library committee work resulted in a report at first designed to meet NCATE needs but went far beyond to help develop that resource so that it would be more functional for the entire College community. Work is still on-going.

1999-2000 I wrote the Superintendent’s report for the NCATE visit. 1999-2000 Professors preparing for NCATE Department Level: 2010-2011: Interim Chair of the ELPS Department 2009: New Course design for the PIL (Principles of Inspired Leadership) program that focused on change leadership. This was part of a our innovative in principal leadership preparation. 2009: Taught SC 5601 (Assessment of Curriculum and Assessment) for the third time at our Harrisburg Campus, thereby helping to bring Main Campus faculty to students in that area. 2008: Taught SC 5601 (Assessment of Curriculum and Instruction) for the second time at our Harrisburg Campus, thereby helping to bring Main campus faculty to students of that area. 2008: Planned and organized two alumnae events that honored the work of Don Walters and Barbara Nelson Pavan (respectively). These events were integrated into the New DEEL conference and brought numerous alumnae back to the College. 2007: Alumni Development Committee 2007: New Course Design I designed a new course Profiles in Democratic-Ethical Leadership which has been approved by the College. This course was offered for the first time in the fall 2007 semester. It is the first course in the nation to take the concepts in the New DEEL and put them into practice for graduate students and now is part of a over-all curriculum project to re-design our field. 2007: Redesign of the Principal Education: Our department responded to a request for proposals from the Pennsylvania Department of Education for a thorough redesign of principal education. Along with one other colleague, I was responsible for program mission and strategic direction. 2001-2003: Coordinator of Educational Administration: My work included facilitating recruitment and admissions for masters and doctoral students, initiating our Program’s strategic planning process, leading curriculum mapping in all courses to help assure success for our students who must take state standardized tests for principal certification, and meeting with numerous students to help solve problems and successfully complete their degree programs.

1999- Qualitative research collaborative and Accountability/High Stakes Testing Research. I organized four colleagues and one graduate student to pursue research into qualitative software in the field of accountability and high stakes testing. National presentations, papers submitted to journals and a pilot grant have been the result of this effort. 1999-: Regional Leadership Workshops. I have helped Dr. Donald Walters to plan and conduct twice yearly meetings for area principals and superintendents of schools on topics such as testing for new administrators and the accountability movement. 1999-2000 Thousand Voices from the Firing Line.” This project, originated by the University Council for Educational Administration, involved a focus group session of area principals and superintendents. I helped to plan the meeting, facilitated the session with superintendents and reviewed session transcripts. This has led, through continued work, to the creation of an on-going group of area administrators that meets regularly. Results from Camp New DEEL included planning for a book on democratic ethical educational leadership for Routledge Press, planning for improving the infrastructure of the New DEEL, work on our code of ethics, and long range goal setting for our organization as we move into a period of international cooperation with the other Center for the Study of Leadership and Ethics (CSLE) partners.) University Council of Educational Administration (UCEA). UCEA is the learned society for the field of educational administration and educational leadership and includes 78 doctoral granting universities in the US and abroad. 2004- Plenary Representative for Temple University to the UCEA Plenary. The role of the University Plenary Representative is critical since the this individual is the primary connection between UCEA and the University. As such, the representative works all year on matters of interest to both parties and represents his/her institution at the annual convention where organizational policy matters are debated and voted upon which help to set the course of the field of educational leadership. Gross, S.J. (2009) Organized and executed a successful campaign to give Joan Shapiro the UCEA Master Professor Award. (The Master Professor Award is one of the highest honors that UCEA can bestow on any scholar and reflects a life time of dedication to scholarship, teaching, and service at the highest level. It was my pleasure to organize this process for Dr. Shapiro since she was so deserving. This task involved inviting scholars, students, and administrators from around the world to write letters of support, to draft my own letter, and to organize all of the incoming material in a timely way so that the UCEA committee received it on time and in good fashion. It was also my happy duty to be there to present the award to Joan at the annual UCEA convention.) Gross, S.J. (2008-) Ethics committee UCEA (service) Meeting: UCEA Ethics Committee (For the past three years, I have participated in the development of a code of ethics for UCEA. Since UCEA is our learned society the code of ethics applies to all who teach in the field of educational leadership. As such, developing a living code that will inform our professional lives is highly significant.) University Council of Educational Administration (UCEA) Annual Convention, Orlando, Florida. Gross, S.J. (2008) Chair UCEA Executive Committee Nominations Committee. (It was my responsibility to lead our group in identifying candidates to run for UCEA’s Executive Committee. This was an intensive charge since the UCEA Executive Committee is that organization’s decision making body.) 2007: UCEA Day on the Hill. Since the UCEA convention was held Alexandria, Virginia in 2007, leaders from the field and from UCEA decided it was a good time to visit congressional offices and

relevant offices of the US Department of Education. I helped to plan the event. I also helped to train the forty-five UCEA delegates before the Capital Hill visits. Along with my colleagues, I made visits to congress (in my case meeting with Vermont’s Senator Sanders’ chief aid) as well to the US Department of Education. These visits promoted the cause of high quality programs to educate future leaders in primary, secondary, and tertiary levels. 2004- The New DEEL (Democratic-Ethical Educational Leadership) Project: With colleagues from the US, Canada and Australia, I am leading an effort to change the course of educational leadership. Our goal is to guide the next generation of educational leaders to be true to the principles of democracy and a robust understanding of ethics in their work. 1999- Global Dialogue Institute: I have worked with colleagues from Temple University (Professor Leonard Swidler) and Haverford (Professor Ashok Gangadean) to develop more dialogic educational approaches. Much of our work has centered in Indonesia. I have made two trips to Indonesia and have taught a course called “Whole Child Education” which was sponsored by UNICEF. I have also planned and helped to train Indonesian Ministry of Education officials and high ranking UNICEF staff in democratic classroom development. Tour Leader: China Study Tour: A visit to four Chinese cities for regional educators 1989 & 1992 National: Peace Corps: World Wise Schools. I advocated for Vermont to become a World Wise State (please see attached description of the process) and I presented the proposal to the state board of education that made it official. Founding Member The Vermont Social Studies Alliance: A partnership of eight professional groups dedicated to promote the social studies in Vermont. 1993 Organized State wide Conference for Teachers on Somalia and America’s Response to Africa The University of Vermont 1993 China Project: University of Vermont, Middlebury College, St. Michael’s College, The Vermont State Department of Education, The Vermont Superintendents’ Association 1988-1993 Designed and organized the China Project Consortium to unite higher education, local schools, state government and the Vermont Superintendent’s Association in efforts to promote international education. Higher education partners included: Middlebury College, Saint Michael’s College and the University of Vermont. Organized and led trips to China bringing Vermont educators to that nation for the first time. Directed intercultural learning programs for over one third of Vermont’s school districts. Organized Annual Conferences. Initiated the Chinese language Grant which brought Mandarin instruction to Vermont schools for the first time. Designed and implemented the Summer Residence Program for high school students.

Organized all project areas including broadening our financial base. Established participation of Chinese scholars as guides to understanding Chinese culture. Workshop Leader and Conference Coordinator for Teachers and Administrators on the War in the Persian Gulf.1991 Designed and led the Vermont Common Core Curriculum project; a state-wide effort to set learning priorities at all levels. This program involved thousands of Vermonters from all backgrounds in over fifty public forums and large conferences.1990-1993 Workshop Leader: Change at the Middle Grades. and supervised recruitment for all professional staff throughout the district. Designed restructuring projects emphasizing state government, local schools, business and higher education cooperation. Initiated mentoring system for new teachers (Project ISIS). Developed and conducted district wide professional activities for 150 teachers. Administered and supervised budgeting and accounting for federally funded programs (Chapter II and Title II). Coordinated district conferences on the Future of Education, Health and Exemplary Practices. Successfully pursued funding including Jobs for Vermont Grads, an innovative youth employment program.

Community Service: Gross, S.J. (2012) Future Planning, Addison Central Schools I joined a community wide effort to consider new approaches to education delivery in the Addison Central Supervisory Union. These meetings were designed in accordance with Vermont law requiring school districts to analyze district size, resources, and possible re-alignments.
