The High-Efficiency Truck Users Forum (HTUF) brought more than 50 industry stakeholders together in Pasadena last month for the kick-off meeting of the Commercial Truck Action Group (CTAG).

HTUF 2013 marks a turning point in the focus of the

program. It is now focused on high-efficiency technologies and top cross-cutting issues vs. our original singular focus on hybrids. Our aim in working with the fleets, vehicle OEMs, suppliers, military, policy makers and other stakeholders who participated in the meeting was three-fold: 1) To facilitate collaborative, action-

oriented, enduring partnerships; 2) To forge a long-term relationship to

evaluate and improve trucks and

other commercial vehicles to speed commercialization of high-efficiency technologies; and

For the second year CALSTART’s Leadership Circle (LC) continues to provide a gathering point for member companies that provide CALSTART $7,500 or more during a calendar year. More than 100 members joined us as we held meetings at Sandia National Laboratory in Livermore, California in June and at Southern California Gas Company in December. “These meetings serve as a way for CALSTART senior staff and industry experts to receive briefings and timely information on trends, policy and technology,” says CALSTART’s Director of Member Services, Kimberly Taylor, “while leaving plenty of time for valuable networking among the industry leaders.”

The Sandia meeting featured Mission Motor Company, Motiv Power Systems, Atieva, Seeo, and

Peloton Technology showcasing their new technology innovations. Dr. Paul Miles spoke about and then led tours of Sandia’s Combustion Research Facility.

The second LC kicked off with CEC Commissioner Carla Peterman, joined by Jonathan Burke of Westport Innovations and Sven Strohband with Khosla Ventures offering their perspectives on the state of the industry. Sempra Utilities Director of Emerging Technologies, Jeffrey Reed later joined the conversation, adding the utility perspective. Rounding out the discussion on emerging technologies were panelists from Via Motors, Quantum Technologies and General Motors discussing the outlook for Plug-in Hybrid Electric Vehicles.

accelerating a conversation on the use of cleaner transportation technologies to achieve our energy needs. Additionally, CALSTART will play a key role in helping not only the transportation industry, but also the public, better understand the sense of urgency with which we need to move to cleaner energy sources.” Ms. Warner adds that, “The Board of CALSTART is a highly dedicated group of individuals who bring a wealth of expertise to the table and will help CALSTART grow into one of the most important and relevant nonprofits addressing clean transportation and technologies in the United States. Jane Warner, the current Vice Chair of CALSTART’s Board of Directors, joins the other Directors in bringing a wealth of valuable experience to the Board Room. Ms. Warner joined the American Lung Association in California as President and CEO in July 2009, having 30 years of experience in nonprofit management, fundraising and consulting. Former work experience resulted in big benefits to the American Diabetes Association of Los Angeles, the Leukemia and Lymphoma Society, the Arthritis Foundation and others through her innovative and

effective strategies. Having served on CALSTART’s Board a few years and now serving as Vice Chair, she consented to responding to a couple questions from the Current staff. What has been the highlight of your service on the Board? “The highlight of my experience as a Board Member has been getting

to know CALSTART on a deeper level and understanding the breadth and depth of the impact CALSTART makes in California and now, other states. What is the Roadmap? The Roadmap charts the development of a technology and commercialization strategy for trucks, providing the course needed to achieve or exceed California’s rule AB32 and AB2076.

Attendees received overviews about CALSTART from Vice President Bill Van Amburg and about the new HTUF direction from Vice President and HTUF Director Kevin Beaty. Stakeholders provided valuable feedback, resulting in their top three technologies with the most potential for efficiencies. The three include combined alternative fuel and hybrid system (CNG/LNG/Biofuel/LPG), hybrid electric, and range-extended EV/PHEV. The top cross-cutting issues voted on by the group include specialty engine certification, lowering battery life-cycle costs and expanding state voucher incentive programs. CALSTART is looking for industry engagement to mobilize this expanded focus on high-efficiency vehicles. CALSTART Announces Nationwide Program to Support DOE Challenge and Expand Workplace Charging

ranked. Costs are the foremost barrier, followed by developing an internal policy regarding charging vehicles. Others barriers have been added to the list. The next web-meeting is scheduled for March 26 at 11 a.m. PST.

The end result of this collaborative effort will be the development of a Best Practices for Workplace Charging document that will contain: 1. Case studies of EV strategies and internal policies

currently being implemented by businesses today.

2. Identification and recommendation of EV infrastructure options based on size of business.

CALSTART recently announced a nationwide campaign to expand the number of work places that are electric vehicle friendly, enabling more employers to take part in the Department of Energy’s EV Everywhere Workplace Charging Challenge. The Employer Electric Vehicle Initiative (EEVI), to be managed by CALSTART, will be a national campaign to encourage employers to install EV charging stations and take other steps to support the use of electric vehicles by their employees. The EEVI will act as a central point of information on best practices. “We applaud the DOE’s challenge to employers and hope it will encourage them to take action,” said CALSTART President and CEO John Boesel. “Many employers are interested in the concept and want to support employees who buy EVs, but they want to do it right and at the lowest cost. The EEVI campaign and our website will be an effective means for employers to learn from each other and develop a set of best practices.” Through an initial web-based meeting with interested employers, initial barriers to installing workplace charging have been identified and

National Policy Federal budget issues continue to dominate the debate in DC, as the short term extension of appropriations for the current fiscal year expires at the end of March, risking a government shutdown. Gridlock continues. Last-minute efforts to avoid “sequestration” on March 1st failed. There will be across-the-board budget cuts for federal programs, including cuts to the Department of Energy’s Clean Cities and 21st Century Truck programs, as well as DOE laboratories. Agencies are attempting to minimize the impact of the cuts, but the longer we go without some resolution, the more obvious the impacts will become. Efforts to find a solution will continue, and there is another looming debt ceiling debate on the horizon.

Industry stakeholders are keeping an eye on the Senate Energy Committee led by Senators Ron Wyden and Lisa Murkowski as there is some hope of bipartisan work there. However, until the Keystone pipeline decision is made, CALSTART does not anticipate anything significant happening. Meanwhile, top officials have been announced for the Environmental Protection Agency (EPA veteran Gina McCarthy) and the Department of Energy (MIT scientist Ernest Moniz). Both are seen as pragmatic picks and there is a sense that the nomination of Moniz may signal continued support for natural gas. Both still require Senate confirmation. Finally, discussions are expected over the next year regarding taxes, a transportation bill, and possibly even climate change, and we expect air quality standards to

ratchet up pressure for clean transportation. However, there is little prospect of any real movement in the immediate future.

California Policy

This is a very active time for California transportation industry policy. Efforts to extend incentive programs for clean transportation (AB 118, Carl Moyer and AB 923) continue. CALSTART continues to work with a very broad coalition of stakeholders to support legislation (SB 11 and AB 8) that would extend them through 2023. Discussions continue regarding the use of revenues from California’s AB 32 greenhouse gas cap and trade program. Early indications from the Governor’s office and the Air Resources Board suggest that transportation investments are a high priority, but competition for these funds will be fierce. The fight around transportation fuels and climate policy in California continues, with some stakeholders pushing for major changes to and/or delays in the Low Carbon Fuel Standard. At least one bill has been introduced on this topic and CALSTART expects the debate to grow louder. Disagreements center on the cost and availability of clean fuels and the policy mechanisms needed to move to a low carbon transportation future. Dozens of other relevant bills have been introduced in recent weeks, among which are bills that could affect carpool lane access for clean vehicles, zero emission vehicle infrastructure and clean vehicle sales taxes and registration fees.
