CUNA’s mission starts here, as we deploy targeted strategies and provide 360-degree advocacy to strengthen credit union operating environments across the nation.
Removing Barriers
CUNA is advocating for credit unions and working on numerous issues as we improve the operating environment for credit unions. The information below summarizes our recent advocacy impact.
Field of Membership
Action CUNA asked the NCUA to do everything that they can under the law on field of membership as well as provided the NCUA with recommendations.
Impact NCUA reduced by two months the process for expanding community credit union charters and has sent signals it intends to propose comprehensive FOM reform within a few months.
We expect additional action by early 2016.
Credit Union Tax Status
Action CUNA ran a 360-degree advocacy push to protect the credit union tax status, including lobbying on Capitol Hill, a huge grassroots push to contact Congress and media pushes.
Impact We successfully protected the credit union tax status.
Business Lending
Action CUNA asked NCUA to remove from its rules all requirements that are not required by law to make it easier for credit unions to lend to small businesses.
Impact Based on CUNA recommendations, the NCUA has proposed a rule that would remove from regulation all requirements and restrictions that are not required by the Federal Credit Union Act.
Regulatory Relief
Action CUNA called on Congress to enact meaningful regulatory relief for credit unions.
Impact There are already 15 pro-credit union provisions – including three credit union only provisions – in the Shelby regulatory relief bill.
The Shelby bill that has not only passed the Banking Committee but is also in the Senate Financial Services and General Government Appropriations Bill, which bodes well for credit unions.
17 CUNA supported bills have passed the House Financial Services Committee with three more slated for action in the coming weeks.
Supplemental Capital
Action CUNA advocated to include supplemental capital as part of the NCUA’s risk-based capital proposal.
Impact We expect that NCUA will propose a supplemental capital rule in the next few months.
Trade Bill Tax Reporting
Action CUNA opposed efforts in Congress to assess fees or additional regulatory burden on credit unions to pay for legislation.
Impact The problematic tax reporting provision in the trade bill was successfully removed.
Transportation Network Company Legislation
Action CUNA and the Leagues advocated to improve transportation network company legislation in state capitals and Washington, D.C., which impacted credit unions with TNC drivers.
Impact The improved legislation better protects credit unions whose members use their vehicles to drive for TNCs.
CFPB Credit Union Advisory Council
Action CUNA strategically recommended eight credit unions to be named to the CFPB’s Credit Union Advisory Council.
Impact Six CUNA member credit unions were named to the CFPB’s Credit Union Advisory Council.
Overdraft Protection
Action CUNA developed a comprehensive strategy regarding overdraft protection.
// Worked with the Government Affairs Subcommittee and Leagues to craft a message to the CFPB regarding overdraft protection.
// Coalition building with other trade associations on related advocacy efforts.
// Collecting data to show that credit unions offer this service responsibly to their members.
// CUNA is conducting an Overdraft Protection Summit in mid-October, which will bring the Consumer Protection and Examination & Supervision Subcommittees together to meet with the CFPB to advocate for preserving this service for credit union members.
Impact Expect a rule on overdraft protection out early next year.
