Coiste na nÓg an Mhí Regulations 2013

1. Coiste na nÓg an Mhí C.L.G. is a subsidiary body of Coiste Contae na Mí C.L.G. It

consists of Chairman, Vice-Chairman, Football Secretary/Registrar, Hurling Secretary,

P.R.O, and one member from each Club taking part in Meath Juvenile Football and Hurling

Competitions. It shall cater for all football and hurling competitions u-12, u-13 and u-14.

2. The Officers of Coiste na nÓg shall fix dates and venues for all matches in all

competitions under its control and shall appoint referees for all matches in the knock-out

stages of all

competitions under its control. The Rúnaí shall notify the relevant club secretaries of all

fixtures by way of the Coiste na nÓg official fixture booklet.

3. The home team shall supply neutral referee for all home games. If such a referee is not

appointed the travelling team shall supply the referee. Only Official Referees are eligible to

officiate for all Coiste na nÓg competitions.

4. Four days official notice in writing, email, or text message is sufficient for all matches

organised by Coiste na nÓg but two days notice shall be sufficient in the case of a re-fixture.

5. A team obtaining a postponement of any league fixture shall lose the points of the game to

their opponents if they fail to play the game within one week from last round date of division.

The team agreeing to the postponement must play the game within the time limit of this rule

or also lose points.

6. An Cathaoirleach and An Rúnaí will deal with all matters relating to competitions between

meetings of Coiste na nÓg.

7. A Grading Committee shall be established annually at a convened meeting of Coiste na

nÓg. It shall consist of the officers of Coiste na nÓg and one representative from each of the

4 areas. The functions of the Grading Committee shall include:

a) Grading of teams into appropriate leagues and other competitions;

b) Deciding on the number of teams to qualify for the knock out stages of competitions. In

coming to their decisions on grading the Grading Committee shall use the following

criteria:

i) the performance of the team being graded when that particular group of

players played in their relevant league, championship or other competition two

years previously;

ii) the performance of that particular team when playing U-13 competitions;

iii) submissions received by the Grading Committee, either in writing or at area grading

meetings;

iv) the number of players at the relevant age in the clubs;

v) any other relevant information.

Clubs shall have the right to make written submissions via letter or email to the Grading

Committee, which shall be submitted, to An Rúnaí, Coiste na nÓg. The decision of the

Grading Committee shall be final.

8. The age limit for all competitions organised by Coiste na nÓg shall be by

reference to the age of any player on the 1st January in the year in which the

relevant competition commences.

ı Under 14: Be over 10 and under 14 years.



9. Competitions shall be on a strict Parish basis. No team can play any boy/girl who lives

outside the parish. If a boy/girl is attending a school outside the Parish but returning home he

can assist his Parish team. If no team exists in a Parish boys/girls from the Parish cannot

assist any team even though they may be attending school in a Parish where a team exists.

Clubs that seeks exemption to this Rule must apply to the 1st meeting after the Annual

General Meeting.

Exemptions to be granted to neighbouring adjoining parishes only.

(a) A player who has not played with a club within his own parish who wishes to play with a

neighbouring adjoining parish must present an exemption signed by all adult and underage

secretaries in his parish.

(b) A player who has played for his Parish club and wishes to play with a neighbouring

adjoining parish must present a signed transfer and an exemption signed by all adult and

underage secretaries in his parish.

10. a) Where a Club enters 2 teams at u-13 or u-14 age level they shall supply a list of their

best 15 players to the Rúnaí 2 weeks before the competition starts. Lists of clubs best 15

players will then be circulated to all participating clubs in respective competition in which

second team competing one week prior to start competition. PENALTY: NON-INCLUSION

IN COMPETITION.

b) These 15 players shall not be eligible to play on the Club’s second team

in any competition at that age level.

PENALTY: REMOVAL FROM COMPETITION.

c) When a club enters 2 teams in U-14 Knock-Out, any player who plays with 1st team shall

not be eligible to play in Reserve team knock-out competitions.

11. Any team that contravenes Rules 8, 9 and 10 shall be struck out of all competitions and

responsible Officials suspended. All penalties imposed on adults in this respect bear sanction

of the County Committee.

12. Only one affiliation shall be accepted from each parish but a second team may be

accepted on agreement of the existing Club.

13. Coiste na nÓg shall organise and promote football competitions for players

at the following grades: U-12, U-13, and U-14.

14. Coiste na nÓg request that at all games under its auspice the manager or person in charge

wear a distinctive Bainisteoir bib and make themselves known as such to referee before

commencement of game.

15. Under 14 competitions shall be organised as follows:

a) A spring league graded in suitable divisions. The winners of Division 1 of the spring

league shall represent Meath in All Ireland Féile na nÓg competition from 2012 onwards.

Division 1 to be now called Division 1 (Féile)

b) Knock-out competitions graded in suitable divisions. The 1st team drawn shall have home

advantage up the Semi-Final stage of the knock out competitions [replay if necessary at

reverse venue]. Coiste na nÓg appoints referees from the Quarter-Final stage on.

c) A Fair Play Summer League graded in suitable divisions.

d) An annual seven a-side competition

16. For u- 12 competitions see separate regulations

17. Under 13 competition shall be organised in suitable divisions by the grading committee

and played each autumn.

18. Coiste na nÓg shall have the discretion to organise competitions of less than 15 a side

where appropriate.

19. Any club wishing to enter a second team in any u-13 or u-`14 competition must make

written application each year to the Annual Convention of Coiste na nÓg

20. A list of players granted exemptions to rule 10 shall be published in the official fixtures

booklet.

21. A team that fails to fulfil a fixture on the appointed date shall forfeit the points of that

match and incur a fine of €30.

22. A team wishing to withdraw from competitions shall notify the Secretary in writing four

days before their next fixture and incur a fine of €10 for each of the remaining matches.

Should a club’s first team withdraw from a competition it automatically follows that when a

second team exists it also be removed from its respective competition.

23. All cups/trophies shall be returned to Runaí, Coiste na nÓg at the 1st

meeting held after the 1st April annually. Failure to do so will entail a fine of €150. Clubs

will be liable for any damage caused to trophies or cups.

24. a) Under 14 competitions and the Division 1 under 13 competition shall be played on a

full sized adult pitch as per T.O. except that all kickouts and 45’s may be taken from the

hands.

b) All other competitions shall be played on a pitch with the following dimensions:

Minimum: 110 metres by 58 metres - Maximum: 120 metres by 65 metres.

Scoring Space: 5.5 metres wide by 2 metres high Large square will not be used, small square

will be used and penalties be awarded.

All kickouts and 45’s MAY be taken from the hands or off the ground.

.c) In all competitions played under the auspice of Coiste na nÓg, teams

deemed by Coiste na nÓg to have Finished in Top 2 Placings will have

home advantage in Semi Finals.

25. A size 4 football shall be used for all competitions.

26. All games shall be of 60 minutes duration.

27. All clubs should have goalposts, nets and flags suitable for all competitions.

PENALTY: FINE - €30

28. Nets and flags shall be used for all competitions. Failure to provide same shall incur a

fine of €30 on the host club.

29. Each club register annually as follows: Chairperson, secretary, captain and then its

additional players plus date and place of birth.

30. Teams must be registered on or before the night of the draw to be included in the draw.

31. Where a parish is situated partly in Meath and partly in another County and where the

Meath portion of that Parish has not a juvenile team, boys/girls residing in the Meath portion

of that parish shall be eligible to play with the juvenile team of a neighbouring parish to be

determined by Coiste na nÓg from year to year.

32. The players residing in Killallon Parish are permitted to play with Ballinlough. Players

residing in the County Meath part of Kingscourt Parish [Carrickleck] are allowed play with

Drumconrath/Meath Hill, Kilmainhamwood or Nobber. The parishes of Ballivor and

Kildalkey be classed as one parish at juvenile level.

33. a) Coiste na nÓg shall have responsibility for U14 football teams, which shall represent

Meath and may also organise teams from other age groups within the Committee’s

jurisdiction.

b) Clubs may nominate persons for the position of County U14 Coach. The officers of Coiste

na nÓg shall assess and, if necessary, interview the nominees and recommend one of those

nominated for ratification at a Committee meeting. The coach shall be deemed to be a

selector.

c) For the purpose of electing selectors, the County shall be divided into

four areas. One selector shall be elected from each area at a Committee meeting.

34. If the Home Team’s pitch is unplayable then the fixture venue is changed to that of the

Away Team. If a team refuses to change when pitch is unplayable then the points are

conceded to the Away Team.

35. All Semi Finals and Finals of U13 & U14 competitions will be played to the maximum

players allowed in that division. In a fifteen a side division all Semi Finals and Finals are

played at 15 a Side. In a thirteen a side division all Semi Finals and Finals are played at 13 a

Side.

36. All teams entering a second team in a Coiste na nÓg competition must enter the first 15

player’s names and Dates of Births. This information must be sent in to Rúnaí Coiste na nÓg.

This information must be sent in and circulated to all clubs before a team is allowed to play in

either competition.

REGULATIONS FOR U-12 LEAGUES 2013

1. Games to be played to a maximum of 11 a side.

2. Maximum size of pitch shall be 110m x 58m and a minimum of 90m x 50m.

3. Games of 11 a side shall be 25 minutes per half while games of 9 a side or less shall

be 20 minutes per half.

4. In groups where clubs have 2 teams, the combined score of both matches will determine

the winner.

5. The home club shall provide an Official Neutral referee.

6. Clubs with more than 2 teams shall forward a list of 22 players to Rúnaí Coiste na nÓg

one week before the commencement of league. Players named on this list shall not be

eligible to play with 3rd or subsequent teams.

7. Players shall not be permitted to play with 2 teams the same day.

8. All players must play at least half of each match.

9. Substitutions shall be unlimited.

10. Play shall be limited to 2 touches (i.e. one hop and one solo

or two solos).

11. There shall be no penalty kicks or Square Ball.

12. Divisions shall be run on a league format with top 4 teams qualifying for semi-finals.

Top 2 teams to have home venue in semi-finals.

13. All scores count as 1. Every score (points and goals) is counted as a singular point.

Coiste na nÓg shall review the U12 structure after the spring league.

U12 – Competition Rules

• Play commences with a throw –in between two players from each team in the middle of the

field

• The goal-keeper may advance 20m for a kick out

• The side-to-side (Shoulder) is permitted

• The ball may be caught in the hands and played away by kicking it or striking it with the fist

• The ball may be carried for a maximum four consecutive steps or held in the hand(s) for no

longer than the time needed to take four steps. Play shall be limited to 2 touches (i.e. one hop

and one solo or two solos).

• Free kicks may be taken from the hand or from the ground

• The player who is fouled takes the free

• When an opponent fouls the ball (i.e. overcarries it etc…) the players nearest the ball takes

the free

• When the free is awarded the ball must be given to the player who is fouled directly. If this

does not happen the referee can advance the free by 5m.

• The opponent nearest to where the ball crosses the sideline will take the sideline kick from

the hands

• When a defender/Goalkeeper plays the ball over his/her end line, the other team are

awarded a free kick from the centre of the field opposite to where the ball crossed the end line

• Opposing players must be at least 5m from the player taking a free kick, sideline kick or

kick out.

• Free kicks cannot be no closer than 13m from the opposing end line.

• There is no square ball

• There are no penalties

• Mentor(s) must wear the Bainisteoir bib so they can be clearly identified by the referee

• Only Team Officials are allowed to enter the field of play to a maximum of 5. Clubs must

ensure that this is implemented.

• NB All scores count as 1. Every score (points and goals) is counted as a singular point.
