COISTE CHONTAE AN DÚIN

FO-DHLÍTHE: BYE-LAWS

1. County Committee: An Coiste Chontae:

1.1 Membership

The County shall be governed by a County Committee consisting of the following members.

i) Officers - Chairperson, Vice-Chairperson, Secretary, Assistant-Secretary, Treasurer, Assistant-Treasurer, Development Officer, Coaching Officer, Officer for the Irish Language and Culture, Youth Officer and Public Relations Officer.

ii) Central Council Representative.

iii) Provincial Council Representatives (2).

iv) Chairperson and Secretary of the Divisional Committees.

v) Chairperson, Vice-Chairperson and Secretary of An Comhairle Iomána.

vi) Representatives of the Clubs (one Representative per club).

vii) A Representative of each of the following Committees: County Handball, County Primary Schools, County Post-Primary schools.

viii) County Referees' Administrator.

The persons holding the positions listed at 1.1 (iv), (v), (vi) and (vii) shall be formally elected to the County Committee at the County Convention. The Referees' Administrator shall be appointed by the County Committee. The Ulster Hurling Delegate shall be appointed by the County Committee. The County Safety Officer shall be appointed by the County Committee.

1.2 All members of the County Committee shall have voting rights except the

County Secretary.

1.3 The quorum for meetings of the County Committee shall be eighteen (18) of whom three (3) shall be Officers.

1.4 At its first meeting after the date of the County Convention, the County

Committee shall decide on a Schedule of Meetings for the ensuing year.

1.5 The Chairperson of the County Committee shall not hold office for more than

five (5) consecutive years.

1.6 A member of the County Committee shall not hold more than one (1) of the officerships listed at 1.1 (i) above simultaneously.

In accordance with Rule. 3.22, T.O. 2009 the County Committee shall appoint the following Subcommittees whose powers and functions shall be as outlined in Rule. 3.22 and in these Bye-Laws.

County Management Committee:

An Coiste Bainistí:

2.1 Membership

The County Management Committee shall consist of the following members:

i) Officers-Chairperson, Vice-Chairperson, Secretary, Assistant-Secretary, Treasurer, Assistant Treasurer, Development Officer, Coaching Officer, Officer for the Irish Language and Culture, Youth Officer and Public Relations Officer.

ii) Central Council Representative.

iii) Provincial Council Representatives (2).

iv) Chairpersons of the Divisional Committees.

v) Chairperson of An Comhairle Iomána.

2.2 All members of the County Management Committee shall have voting rights

except the County Secretary.

2.3 The quorum for meetings of the County Management Committee shall be five (5) members.

Function

2.4 The County Management Committee shall be responsible, subject to the

overall jurisdiction of the County Committee, for the management of the affairs of the Association, including finance, between meetings of the County Committee.

2.5 The County Management Committee shall act as the Standing Orders

Committee for County Convention and shall examine motions submitted and decide whether these are in order.

The Committee may put a motion in order where there is a failure to quote the numbers of the Rules affected or where there are minor clerical errors.

In the case of motions from Clubs being not in order, Clubs shall be advised in writing of the reason for a motion being out of order and subject to a time-limit determined by the County Committee shall be afforded an opportunity to re-submit an appropriately corrected motion for the consideration of the County Management Committee.

The County Chairperson shall have the authority at County Convention to rule a motion out of order.

(Time limit of seven 7 days approved by the County Committee).

3. County Competitions Control Committee:

Coiste Cheannais Na gComórtaisí:

3.1 Membership The membership of the County Competitions Control Committee shall consist of 10 persons who shall be decided upon and appointed by the County Committee and shall include the County Assistant Secretary, the County Assistant Treasurer and the County Referees’ Administrator (who shall be entitled to vote only on the appointment of referees).

3.2 All members of the County Competitions Control Committee shall have voting rights. The County Referees' Administrator shall be entitled to vote only on the appointment of Referees.

3.3 The quorum for meetings of the Competitions Control Committee shall be three (3) members.

3.4 Except in matters appertaining to transfers and the grading of Clubs and

Players within the county the County Competitions Control Committee shall have plenary powers delegated to it by the County Committee.

3.5 Appeals against decisions of the County Competitions Control Committee in respect of Objections or Counter- Objections shall be made only to the Provincial Hearings Committee.

3.6 The County Committee shall delegate to the County Competitions Control Committee the authority to deal with applications for transfer and the grading of Clubs and Players within the county but the County Committee shall retain the right to make the final adjudication on an application. [See County Regulation, Page 21]

3.7 The period of time during which Senior Inter-County Players shall not be expected to fulfil Inter-Club fixtures prior to Inter-County Championship games, in the same code, shall be as follows: 1. All-Ireland Finals- maximum 14 days; 2. All other games, with the exception of the preliminary/first round of the

Ulster Senior Football Championship – maximum 7 days.

Function 3.8 The County Competitions Control Committee shall be responsible for all

arrangements for, control of and any matters arising from games under the jurisdiction of the County Committee, including Disciplinary Matters other than those functions reserved to the County Hearings Committee. It shall investigate and process matters relating to the Enforcement of Rules, including hearing Objections and Counter-Objections.

4.

County Hearings Committee:

An Coste Éisteachta:

4.1 Membership The membership of County Hearing Committee shall consist of ten persons who shall be decided upon and appointed by the County Committee. No member of the County Management Committee or County Competitions Control Committee or any other Competitions Control Committee shall serve as a member of the County Hearings Committee.

4.2 The quorum for meetings of the County Hearings Committee shall be three (3) members.

4.3 The County Hearings Committee shall have plenary powers delegated to it by

the County Committee.

4.4 Appeals against decisions of the County Hearings Committee shall be made only to the Provincial Hearings Committee.

Function 4.5 The County Hearings Committee shall adjudicate on all Disciplinary Matters

where a Hearing is requested, relating to the Enforcement of Rules arising from matters under the jurisdiction of the County Committee, County Management Committee, County Competitions Control Committee, Divisional Committees, An Comhairle Iomána and County Youth Committee.

Exception

The Hearing of an Objection/Counter-Objection arising from games under the jurisdiction of the County Committee is a function of the County Competitions Control Committee.

The Hearing of an Objection/Counter-Objection arising from games under the jurisdiction of the Divisional Committees, An Comhairle Iomána and the County Youth Committee is a function of the relevant Competitions Control Committee.

4.6 Appeals against decisions of the Competitions Control Committee of the

Divisional Committees, An Comhairle Iomána and the County Youth Committee in respect of Objections or Counter-Objections shall be made only to the County Hearings Committee.

County Planning and Physical Development Committee:

An Coiste Pleanála agus Forbartha Fisiciúla:

Function The County Planning and Physical Development Committee shall be responsible for Grounds and Physical Development, Club Development, Grounds Safety and Planning.

Membership The membership of the County Planning and Physical Development Committee shall consist of ten persons and shall include the County Development Officer, the County Safety Officer, the County Event Controller and other members who shall be decided upon and appointed by the County Committee.

6. County Coaching and Games Development Committee:

Coiste Oiliúna agus Forbairt na gCluichí:

Function The County Coaching and Games Development Committee shall be responsible for the implementation of Coaching Programmes, Training and Monitoring of coaching personnel and the implementation of Games Development activities at club and schools levels.

Membership The membership of the County Coaching and Games Development Committee shall consist of eight persons and shall include the County Coaching Officer and other members who shall be decided upon and appointed by the County Committee.

Note: If a County Games Development Administrator is appointed he must be Secretary of this Committee.

County Cultural Committee: An Coiste Cultúir:

Function The County Cultural Committee shall be responsible for

(a) the Irish Language [Fo-Choiste Na Gaeilge]

(b) Scór and [Fo-Choiste Scór]

(c) other Cultural Activities.

Membership

The membership of the County Cultural Committee shall consist of 10 persons including the County Officer for the Irish Language and Culture and other members appointed by the County Committee.

8. County Public Relations and Marketing Committee:

An Coiste Eolais agus Cumarsáide:

Function

The County Public Relations and Marketing Committee shall be responsible for Publicity, Marketing and Publications.

Membership The membership of the County Public Relations and Marketing Committee shall consist of twelve persons and shall include the County Public Relations Officer and other members who shall be decided upon and appointed by the County Committee.

9. County Youth Committee:

Coiste Na nÓg:

Membership

The County Youth Committee shall consist of twelve persons and shall include the County Youth Officer and other members decided upon and appointed by the County Committee.

The quorum for meetings of the County Youth Committee shall be three (3) members.

Function

The County Youth Committee shall be responsible for the initiation and co-ordination of all Youth Activities within the county.

The Competitions Control Committee of the County Youth Committee, which shall consist of the membership of the County Youth Committee, shall be responsible for all arrangements for and control of any matters arising from games under the jurisdiction of the County Youth Committee, including Disciplinary Matters other than those functions reserved to the County Hearings Committee.

It shall investigate and process matters relating to the Enforcement of Rules, including hearing Objections and Counter- Objections.

Appeals against the decisions of the Competitions Control Committee of the County Youth Committee in respect of Objections or Counter- Objections shall be made only to the County Hearings Committee.

10. County Referees' Administration Committee:

Function

The County Referees' Administration Committee shall be responsible for the administration and development of refereeing in the county including the recruitment, training, assessment and classification of referees.

Membership The membership of the County Referees' Administration Committee shall consist six persons and shall include the County Referees' Administrator, the County Referee Tutors and other members who shall be decided upon and appointed by the County Committee.

11. County Finance Committee:

Coiste Airgeadais:

Function The County Finance Committee shall advise the County Committee on financial matters and assist the County Treasurer.

It shall have responsibility for all financial matters referred to it by the County Committee and/or the County Management Committee.

Membership The Membership of the County Finance Committee shall consist of nine persons and shall include the County Treasurer, the County Assistant Treasurer and other members who shall be decided upon and appointed by the County Committee.

12.

County Information Technology Committee: Coiste Theicneolaíocht an Eolais:

Function

The County Information Technology Committee shall advise the County Committee on all matters relating to Information Technology.

It shall implement procedures for the training and development of Information Technology requirements at county and club level as directed by the National I.T. Committee.

Membership

The membership of the County Information Technology Committee shall consist of members appointed by the County Committee.

13. County Teams Management and Panels Sub-Committee:

Function

It shall, subject to the overall control of the County Committee, manage the relationships between

(a) the County Committee (as representative of the Clubs), (b) the County Senior Team Managers and all other personnel appointed

by the County Committee to assist in the management of Senior Inter-County team panels and

(c) the Senior Inter-County Team Panels. This Sub-Committee must meet at least twice each year and otherwise as required. The Sub-Committee shall discharge this function in the context of the Charter for County Committee/Player Relationships approved by Ard Chomhairle from time to time.

Membership

Membership of this Sub-Committee shall be as detailed in the said Charter.

In accordance with Rule. 3.21 (a), T.O. 2009 the County Committee shall appoint the following Sub-Committees whose powers and functions shall be as outlined in these Bye-Laws.

Sponsorship Committee:

Coiste Urraíochta:

Function The Sponsorship Committee shall advise the County Committee on all aspects relating to Sponsorship.

Membership

The Sponsorship Committee shall consist of six persons and shall include the County Chairman, the County Secretary, the County Treasurer and other members who shall be decided upon and appointed by the County Committee.

15. Audit Committee:

Coiste Iniúchadh Cuntas:

Function The Audit Committee shall receive annually and examine Club Audited/Certified Accounts which shall be submitted to An Rúnai Chontae within one week following the Club Annual General Meeting.

Membership

The membership of the Audit Committee shall consist of six persons and shall include the County Chairman, the County Secretary, the County Treasurer and other members who shall be decided upon and appointed by the County Committee.

(The Auditor to the County Committee shall be asked to advise on procedures/systems to be employed by the Audit Committee).

16. History and Archival Committee: Coiste Staire agus Ceartláinne:

Function The History and Archival Committee shall advise the County Committee and Clubs on all matters relating to the compilation of the history of the Association in the County.

Membership

The Membership (5 persons) of the History and Archival Committee shall be appointed by the County Committee

17. Divisional Committees: Coiste Na Rannóga An Comhairie Iomána

Membership

The Divisional Areas as defined by the Annual County Convention shall each be governed by a Divisional Committee consisting of the officers elected at the annual general meeting and appointed by the County Committee i.e. Chairperson, Vice-Chairperson, Secretary, Assistant-Secretary, Registrar, Treasurer, Public Relations Officer and Additional Members elected to the number (6) decided by the County Committee.* The Divisional Committee shall be elected at the Annual General Meeting by the outgoing Committee plus two delegates ( each delegate one vote) from each affiliated Junior, Intermediate and Senior Football club in the Divisional Area taking part in the county championship of that year.

The quorum for meetings of a Divisional Committee shall be six (6), three of whom shall be officers.

18. An Comhairle Iomána agus Cosite Bainistí na hlomána:

Membership An Comhairle Iomána shall consist of the following members: Chairperson, Vice-Chairperson, Secretary, Assistant-Secretary, Treasurer, Public Relations Officer, Coaching Officer, Ulster Hurling Delegate, Primary Schools' Representative, Post-Primary Schools' Representative, Referees' Appointments Notification Secretary and one Representative from each affiliated Hurling Club.

The Chairperson shall be appointed by the County Committee. The Vice-Chairperson, Secretary, Assistant-Secretary, Treasurer and

Referees' Appointments Notification Secretary shall be nominated (through election) at the Annual Hurling General Meeting and appointed by the County Committee.

The Coaching Officer shall be the person elected to that position at the Annual County Convention.

The Public Relations Officer shall be appointed by the County Committee. The Ulster Hurling delegate shall be appointed by the County Committee The Primary Schools' Representative, Post-Primary Schools Representative

and Club Representatives shall be nominated by their respective Committees.

The quorum for meetings of Comhairle Iomána shall be eight (8).

Coiste Bainisití na hlomána shall consist of the following members:

Chairperson, Vice-Chairperson, Secretary, Assistant-Secretary, Treasurer, Public Relations Officer, Coaching Officer, Ulster Hurling Delegate and Referees' Appointments Notification Secretary.

The quorum for meetings of An Coiste Bainistí na hIomána shall be five (5).

Divisional Committees and An Comhairle Iomána

Functions and Powers 19. Subject to the overall control of the County Committee each Divisional

Committee and An Comhairle Iomána shall have control of all G.A.A. affairs which, in the absence of a Divisional Committee or An Comhairle Iomána, would be controlled by the County Committee and shall have the power to conduct such competitions as may be considered proper.

20. The Divisional Committees and An Comhairle Iomána, through their

respective Competitions Control Committees, shall be responsible for all arrangements for, control of and any matters arising from games under their jurisdiction, including Disciplinary Matters other than those functions reserved to the County Hearings Committee.

Each Competitions Control Committee shall investigate and process matters relating to the Enforcement of Rules in their respective Divisions including hearing Objections and Counter Objections.

The Competitions Control Committee of An Comhairle Iomána shall consist of the membership of the Management Committee (An Coiste Bainistí) of An Comhairle Iomána.

The Competitions Control Committee of the East Down Divisional Committee shall consist of eight (8) members, appointed by the County Committee.

The Competitions Control Committee of the South Down Divisional Committee shall consist of seven (7) members, appointed by the County Committee.

21. Requests for a Hearing and Appeals against the decisions of the Competitions Control Committees of the Divisional Committees and An Comhairle Iomána shall be heard by the County Hearings Committee.

22. The Divisional Committees, through their Competitions Control Committee,

shall supervise and have control of football tournaments, including seven-a-side, in their respective areas except in the case of a tournament which requires the sanction of the County Committee, Provincial Council or Central Council.

An Comhairle Iomána, through its Competitions Control Committee, shall exercise the same control over all hurling tournaments.

23. No competition within a Divisional Area shall be commenced without the permission of the Competitions Control Committee of the Divisional Committee.

24. The Annual General Meeting of the Divisional Committees and An Comhairle

Iomána shall be held between October 31st and November 30th each year.

25. The Officers of the County Committee shall at all times have power to attend any meeting of a Divisional Committee or An Comhairle Iomána but shall not have power to vote.

26. Transfers:Aistriú: Any Club declining to assent to the transfer of one of its players or referees must state a reason for this refusal within seven (7) days after the application for transfer has been notified by the Secretary-in-charge.

All applications for transfer must be made on the official form.

Applications for transfer shall NOT be considered except in the following cases:

a) A player or referee whose permanent residence is changed to the area of the Club to which he wishes to be transferred.

b) A player or referee whose permanent residence is changed to an area common to two or more Clubs and who is presently a member of a Club other than those in the area of his residence, shall be entitled to transfer to the Club of his choice in the area of his residence.

c) A change of address is not required in the case of a player or referee whose permanent residence is already in the area of the Club to which he wishes to be transferred and who is presently a member of a Club which is outside the Club area of his residence.

d) A player or referee who has not taken part in official or trophy competition with the Club during the previous year. In this case the player shall be entitled to transfer to the Club of his choice within his parish area only.

e) If the Club of the area in which a player's or referee’s new permanent address is situated states that it has no objection to the player or referee being transferred to a Club outside the area of the Club of his new residence: in this case the player or referee may be transferred to a Club outside the area of the Club of his new residence.

f) If the Club of the area in which a player or referee seeking a transfer resides states that it has no objection to the player or referee being transferred to a Club outside the area of his residence: in this case the player or referee may be transferred to a Club outside the area of his residence.

g) If there is more than one Club in a single Parish Area and one of these Clubs assents to the transfer of one of its players or referees, the player or referee shall be entitled to transfer to the Club of his choice in his Parish area only.

Nothing in this Bye-Law may be construed to detract from the right of the County Committee to grant or refuse a transfer. (Rule 6.8 (d) and (e), An Treoraí Oifigiúil, 2009)

27. A Club desirous of leaving one Division to join another Division must obtain the sanction of the County Committee. The County Committee, before granting such a transfer, shall make enquiries of the Divisional Committees and An Comhairle Iomána as to how the transfer would affect the competitions under their charge.

Control Of Matches: Smacht Ar Chluichí:

28. Where a report from two or more members of the County Committee or

Divisional Committee or An Comhairle Iomána (should the game be under the control of either of these Committees), who are present at any particular game is to the effect that owing to the nature of the play, the conduct of spectators or otherwise, the G.A.A. may have been brought into disrepute, the County Committee, through the County Competitions Control Committee, may investigate the matter even though the Referee's Report may not have given these facts.

29. When a Club has been twice reported on a Referee's Report or the Report of Committee members present, as provided for in County Bye-Law 28, for conduct likely to bring the G.A.A. into disrepute, the County Competitions Control Committee shall have power to propose that no fixtures be played on the Club's grounds for such time as the Committee may determine.

30. All penalties and suspensions confirmed by the Competitions Control Committees of the Divisional Committees or An Comhairle Iomána shall be notified to the County Competitions Control Committee, the Secretary of which shall keep a record of same.

CUID 2

COUNTY COMPETITION RULES RIALACHA NA gCOMÓRTAS

1. The County Committee shall present a trophy to the winning team immediately after each Championship final.

2. The County Committee shall have power to order County Championship games to be played on enclosed pitches. All games in the Senior, Intermediate and Junior Football Championships and Senior and Intermediate Hurling Championships must be played on enclosed grounds.

3. Teams from outside the county wishing to compete in tournaments, including seven a side tournaments, must have their lists of players certified as correct by the County Secretary of the county to which they belong. All clubs competing in tournaments shall be furnished with a guarantee that the tournament is sanctioned and teams are covered by the G.A.A. Injury Scheme before the tournament begins.

a) All applications for tournament games shall be made in the first instance to the County Committee of the place at which it is proposed to hold the tournament. All such applications must come through the secretary of an affiliated club and shall in the case of inter-county games reach the County Secretary not less than one month before the date proposed for the first match.

b) Referees for all tournament games shall be appointed by the Divisional Committee or County Committee as the case may be and such referees shall furnish their reports to the appropriate body.

c) In the event of the sanctioning committee not being satisfied with the manner in which a tournament is being conducted, such committee shall have the right to withdraw its sanction, to suspend the tournament and to decide what is to be done with the trophies and to take other measures which it deems appropriate.

d) The Committee sanctioning a tournament shall have full power to lay down any special conditions it may deem appropriate to govern such a tournament.

e) The rules for tournaments shall also apply to friendly and challenge games, though only seven days prior notification is required to be given to the sanctioning body in such instances.

4. Senior Football County team panellists, whose names are certified and officially lodged with the County Secretary by team management, shall not be permitted to participate in games sanctioned ***** by the Coiste Chontae and which are listed as such in the County Handbook. Neither shall they be able to participate in games sanctioned ***** which subsequently are made ***** by the County Competitions Control Committee.

All games which are sanctioned as ***** shall remain so even if the games do not take place on the original date on which they were fixed.

The above requirement in relation to County Senior Football team panellists shall also apply, if deemed appropriate by the County Competitions Control Committee, to County U-21 and Minor Football panellists and County Senior, Senior Non-Ards, U-21 and Minor Hurling panellists.

Breach of the foregoing regulation shall result in forfeiture of game(s) to the opposing team(s).

5. Where clubs run a second or 'B' team in All-County or Divisional competitions, they must supply a list of thirteen players to the Divisional Committee of their affiliation, for approval by that body. Listed players may not play for the 'B' team in that year. This list must not be changed after the 30th June. If a club has two or more players of the same name, the full name, address and registration number of the 'excluded' player must also be furnished. Where a club fields a third adult team a further list of 10 players must be supplied and these players are not eligible to play for the 'Third' team in that year.

6. Where only one team fields and the official referee does not appear 15 minutes after the time fixed for the commencement of the game, the Secretary of the fielding team must inform the Secretary of the appropriate organising committee within two days.

7. All County Football Leagues

(a) Year 1: 2009 - The team that finishes in 1st place after the ordinary

round stages in all 4 Divisions will play in their respective league finals. The teams that finish in 2nd and 3rd place after the ordinary round stages in all 4 Divisions will play each other with the winner of this game progressing to their respective league finals. The league winner only in Divisions 2, 3 and 4 will be promoted in this year (2009). The team that finishes bottom of Divisions 1,2 and 3 after the ordinary round stages will be automatically relegated.

The teams that finish 2nd, 3rd and 4th from the bottom of Divisions 1, 2 and 3 after the ordinary round stages will play off with 2 of these 3 teams also being relegated in this year (2009). (A draw will be made for the 1st play-off game and the loser of this game will play the 3rd team).

(b) Year 2: 2010 - The team that finishes in 1st place after the ordinary round stages in all 4 Divisions will play in their respective league finals. The teams that finish in 2nd and 3rd place after the ordinary round stages in all 4 Divisions will play each other with the winner of this game progressing to their respective league finals. Both finalists in Division 2 will be promoted in this year (2010). The league winner only in Divisions 3 and 4 will be promoted in this year (2010). The team that finishes bottom of Divisions 1, 2 and 3 after the ordinary round stages will be automatically relegated. The teams that finish 2nd & 3rd from the bottom of Division 1 after the ordinary round stages will play each other with the loser also being relegated. The teams that finish 2nd, 3rd and 4th from the bottom of Divisions 2 and 3 after the ordinary round stages will playoff and 2 of these 3 teams will also be relegated in this year (2010). (A draw will be made for the 1st play-off game and the loser of this game will play the 3rd team).

(c) Year 3: 2011 - After 2 years Divisions 1 & 2 would have 10 teams

each, Division 3 would have 12 teams and Division 4 would have 11 teams. At this stage the team that finishes in 1st place after the ordinary round stages in all 4 Divisions will play in their respective league finals. The teams that finish in 2nd and 3rd place after the ordinary round stages in all 4 Divisions will play each other with the winner of this game progressing to their respective league finals. Both finalists in Divisions 2, 3 & 4 will be promoted thereafter. The team that finishes bottom of Divisions 1, 2 and 3 after the ordinary round stages will be automatically relegated. The teams that finish 2nd & 3rd from the bottom of Divisions 1, 2 and 3 after the ordinary round stages will play each other with the loser also being relegated.

(d) Where teams finish on equal points, finishing positions shall be decided by the following means and in the order specified: (i) Where two Teams only are involved - the outcome of the

meetings of the two teams in the previous games in the Competition i.e. the combined scores of the two games;

(ii) Scoring Difference (Subtracting the total Scores Against from the total Scores For);

(iii) Highest Total Score For; (iv) A Play-Off. In the event of any of the Play-off games for promotion or relegation ending in a draw, extra time of ten minutes each way will be played.

(e) A team failing to fulfil a fixture shall forfeit two league points to the

opposing team and shall have five scoring points deducted from their aggregate score in games played. Five scoring points shall be added to the opposing team's aggregate in games played.

(f) The County Competitions Control Committee may designate a "cut-off" date, which will be notified to clubs before the start of the league. The league positions of teams after the "cut-off" date shall be regarded as the final position in the ordinary league rounds.

8. For each unfulfilled fixture in competitions under the control of the County Competitions Control Committee a club shall be fined £100.

9. Games in competitions under the County Competitions Control Committee shall not be played during the 'July Fortnight.'

10. (a) The Intermediate and Junior Club Hurling Championships will be

contested by the non-Ards clubs only. (b) The Division 1 Hurling League Cup will be contested by all

teams in Division 1 of the Hurling League. (c) The Division 2 Hurling League Cup will be contested by all

teams in Division 2 of the Hurling League. (d) The 1st 15 players from the Ards clubs named on an "excluded

list" which has been approved by CCC will not be permitted to play in either the League or League Cup competitions.

(e) The 2nd 15 players from the Ards clubs named on an "excluded list" which has been approved by CCC will not be permitted to play in either Division 2 of the Hurling League or in the Division 2 Hurling League Cup.

(f) Where a non-Ards club is fielding two teams in the League or League Cup, the first 15 players from these clubs named on an "excluded list" which has been approved by CCC will not be permitted to play in either Division 2 of the Hurling League or in the Division 2 Hurling League Cup.

(g) The top non-Ards team in Division 2 of the Hurling League will be promoted for the following year. The bottom non-Ards team

in Division 1 of the Hurling League will be relegated for the following year.

(h) All excluded lists must be approved by CCC at least 2 weeks prior to the commencement of the league in each year.

11. Premier Reserve Football Championship

All players are eligible to participate in the Premier Reserve Football Championship except those who have played on a club Senior, Intermediate or Junior team in the current year's Football Championship or, unless regraded, in the previous year's Football Championship at any of these levels.

12. Reserve Football Championship All players are eligible to participate in the Reserve Football Championship except those who have played on a club Senior, Intermediate, Junior or Premier Reserve team in the current year's Football Championship or, unless regraded, in the previous year's Football Championship at any of these levels.

13. County Competitions Control Committee (or Championship. Appointments Committee) may fix Championship games or League play-offs to be played under floodlights at suitable venues. Ordinary round league games may also be fixed under floodlights if deemed appropriate.

14. Number of Players allowed Entry

The number of players allowed external entry to a venue and Pitch Enclosure shall be up to a maximum of 28 in inter-club championship games.

County Regulation

(Relating to County Bye-Law 3.6) Where a club or player wishes to challenge the decision of the County Competitions Control Committee on an application for Transfer or the grading of Clubs and Players, such challenge shall be notified to the County Leas Runai within three days of receipt of notice of the decision by the Runai of the club. The County Committee shall consider the issue at its next meeting and make a final adjudication on the application. In all other cases, the decision of the County Competitions Control Committee is final.

COUNTY RULES GOVERNING POSTPONEMENTS:

RIALACHA I DTAOBH CEALUITHE (Approved by County Committee)

Games under the control of the County Committee may be postponed for the following reasons:

1. Death in the immediate family circle (father, mother, wife, husband, brother, sister or child) of a player or registered officer. A game due to have been played up to and including the day of the funeral may be postponed under this Rule. Any other case in which a club feels it necessary to postpone a game, due to a death, will be considered by the Committee and judged on its merits. The Officers to whom the Rule governing postponements applies shall be: Chairperson, Vice-Chairperson, Treasurer, Secretary and Registrar as elected at the previous Annual General Meeting.

2. Any of the religious services listed below, provided such services are being held in the Parish at the time at which the game is due to be played: a) The opening or closing of a Forty Hours. b) A Corpus Christi Procession. c) A Cemetery Service. d) A Mission. The C.C.C. Secretary must be notified, IN WRITING, at least SEVEN DAYS in advance, of all postponements under this rule.

3. If a club considers their pitch to be unplayable e.g. water-logged, snow-covered or frozen, they may have a game postponed provided they notify the C.C.C. Secretary before 11 a.m. to give him an opportunity to have the pitch inspected by a County Committee Official who shall be independent of either club. The C.C.C. Secretary, acting on this report, will make the final decision as to whether the game will stand. (Refer to Rules of Control, Rule 1.1 (ii), T.O. Part 2, 2009)

4. Postponements for any other reason may be granted at the discretion of the Committee provided the request for such a postponement has been made IN WRITING to the Secretary.

N.B. (1) The Secretary of the Club postponing the game will be responsible for

notifying the referee and the opposing team and giving them the reason for the postponement.

(2) For a game to be re-fixed, a club postponing a game shall notify the Competitions Control Committee IN WRITING of the reason for postponing the game and this notification must reach the Secretary WITHIN FOUR DAYS from the date on which the game was due to be played.

5. The C.C.C. shall have authority to refix a postpone game for a date within seven days of the date of the original fixture.
