    Warning for parents

(This was part of a patrol report by COP member Daniel Steyn and parents need to read it)

    Hi Everyone.

On 03/12/2011- We were on patrol from 02:00 to 05:45 assisted by Jody Bezuidenhout fromTactical Security services

We moved to Maxwell/Sormany Rds (around 03:30) where we encountered some teenagerswho were walking in the road and only moved out the way at the very last minute. We weretravelling very slowly and when we passed them one individual swore at us. We stoppedthem all. We let the girls go as one was diabetic and needed to get home. After a lot of

haggling and tantrums from the individual who was very drunk, we got his name, (Nameand arress know to us). And he is well known as a trouble maker. We eventually let themgo. Its not wise to swear at people who you would happily call at a time of need. And expecthelp!

We have noticed a trend amongst teenagers lately in that they challenge all/any forms oflaw. Be it SAPF, Metro, COP or security companies. Almost like its cool for them to bearrested. We have found a lot of them on the streets in the very early hours, either drunk, under the influence of one or drug/s and just generally disrespectful! The language theyuse astounds us. Its hard to believe they are in or have just left school. Brave is NOT aword to describe them.

December is here and the schools will be closing soon. We can only hope parents havesome plans to keep their teenagers busy and not just chase them out the door on a Friday

without a care in the world where their children are! All forms of security will have theirhands full this December if what we have experienced in the last few weeks is anything togo by. We are not babysitters for lazy uncaring parents! Anyone breaking the law, frombeing drunk and disorderly, under the influence or in possession of drugs and urinating inpublic will be arrested! We have enough crime to deal with already.

Buses parking at beaches are causing havoc.

More and more buses are ignoring the No bus signs at the entrance of the beaches andare going down and taking up about 8 parkings which is not acceptable as there is such ashortage of parking on busy daysI had a meeting with the Chief Commander of Metro police at Ansteys on Thursday andexplained all the problems (Drinking in public, speeding, noise, buses etc.) and he hasvowed to help us.

SAPF have also been informed and will fine buses heavily if they go down Foreshore drive_________________

New Toll road for Durban South (Another tax???)

SPECIAL APPEAL TO DCCI MEMBERS IN THE SOUTH AREA : N2 TOLL

The Minister of Environmental Affairs has approved the EIA submission which will allowthe construction of the N2 upgrade and extension to proceed with the location of a tollgate

    within the eThekwini municipal area.

Several companies in the South Area of the city made submissions to the Minister in anattempt to block the approval of the EIA. They did this because they recognised that the

project rested on the expectation that daily commuters in Durban would pay tolls and makethe project viable, even though the main work on the N2 would take place in the EasternCape. IN KZN, we already have access to a highway of good quality which is tolled. It isbelieved that in reaching her decision, the Minister failed to take adequate account of thesocio-economic arguments against the plan that were presented by the businesscommunity, including the Chamber. Legal opinion is that her failure to do this representsa serious flaw in the process and provides solid grounds for appeal to the court. The lastdate by which such appeal can be lodged is 31 January 2012.

The Chamber supports this appeal. While we do not have the funds to contribute to thelitigation, our Board is likely to agree to the Chamber being named as a litigant, if that is thewish of those companies that contribute towards the cost of any action. We consider itabsolutely unacceptable that commuters in Durban should bear the cost of highwayimprovements, either within our own, or in another province. If there are insufficient usersof the highway (for city-to-city travel), the project should be regarded as unviable unlessthe money required comes from another source.

Manna Hoogenboezem, who together with attorney Aldine Armstrong, represents

companies in the Southgate Industrial Park, as well as others such as Toyota and theUmbogintwini Industrial Association, has estimated the costs to employers of this projectshould it go ahead as planned. In the case of the Southgate Park alone, something like5 500 vehicles move in and out of the Park each day. If 80% of them use the N2, the totalcost in tolls (at R4/vehicle) would amount to R17 600/day and R369 000/working month. This is equivalent to R4,4 million each year. While this is not all a direct cost to employers,it is an amount that would be shared by employees, who come to and go from work eachday, as well as companies that use the N2 to convey their products/services to otherplaces. Many other companies in the area would be similarly affected.

The legal costs to mount the appeal, which is thought to have a very good chance of

succeeding, are estimated to be about R500 000. Some companies have alreadycommitted to supporting a fund for this purpose. THE CHAMBER URGES OTHERCOMPANIES WHO WILL BE SIMILARLY AFFECTED TO CONSIDER MAKING ACONTRIBUTION SO THAT THE APPEAL CAN GO AHEAD. Lots of companies offeringsmaller amounts will be ideal.

Any company interested in contributing is requested to make contact directly with MannaHoogenboezem at [email protected]. He, or I, will be willing to answerany questions about this campaign.

    Developing the army base??

The Sunday tribune ran an article about a company called the Bluff development companythat has already been given the go ahead to develop 60 hectares of the land in the armybase for mixed use?

They state on their 1 page web site with virtually no information, that the community wasconsulted on the issue this year and they are going ahead with the developmentThe only consultation was many years ago where I attended a meeting with the aim ofobjecting however we were told that all they were going to put there was a small

convention centre, nothing else and the rest of this prime land would be fenced and all thewildlife that uses to thrive in their would be re-introduced.I.e. it would be a game park for small animals and would become a must see attraction.

Quite simply they lied to us but it was so long ago and we never heard another thing.

Many questions have to be asked about this development.

Has the council approved this development? If so, Why were never consulted? Why was the community not informed?

What does mixed use mean? Why was their no objection period?Who are the directors of the company thats got the go ahead?Have any politicians or councillors got their fingers in the pie?Was it ever put out to tender? How will it impact on the environment and wildlife?

Another serious thing to think about is the amount of trucks that are going to be pouringup Lighthouse road to deliver the millions of tons of building material. It will take years to build something this large and thousands of trucks will have to be usedto transport everything and the only way to the army base is via Bluff and lighthouse roads.

As usual we have been left in the dark.
