    PASSAGE–1

    This strategy of intensi ed acquisition of equityoil has also met with considerable scepticism frominternational oil market analysts. They argue thatoverseas investments are unlikely to shelter countriesfrom oil market volatility. They argue that equityinvestments by China (or India) in distant producingelds in Africa, Latin America, or West Asia are notlikely to improve the physical security of energy

    supply. Whether purchased in the open market, or produced by its national oil companies, they will haveto effectively pay the world market price either directlyor in foregone revenues if China were to ship every

    barrel of equity oil back home. In fact, according toindustry press reports, most of the oil currently

    produced by Chinese oil companies abroad is notshipped back to China, but instead it is sold in marketscloser to production.

    Crude oil is fungible and the market for this

    commodity is globally integrated. Due to the laws ofsupply and demand, any oil that is pumped from theearth and added to the world market will increasesupply relative to demand and tend to have a downwardeffect on price. Any increase in demand relative tosupply would tend to push prices upward. Even ifnational oil companies continue their acquisitionstrategy, it is very unlikely that they would besuccessful in satisfying demand or insulate its economythrough their acquisitions and will continue to be

    affected by the world market like other countries.They also argue that in their rush to stake claims

    around the world, Chinese and Indian companies acceptterms that would often not be considered commerciallyviable for the oil majors, who base their investmentcriteria assuming a long-term average price of oil at

    between $20-30 per barrel. If oil continues selling for$50-60 per barrel, these assets may be an advantage,

    but if prices drop considerably, the results could bequite painful.

    PASSAGE–2More recent approaches to structural change view

    economic growth as a process of transformation and notconvergence to a steady state growth path. Technological

    changes are seen to lie at the heart of economic growthas they provide the incentives for capital accumulationto drive ef ciency and yield the bene ts of increasingreturns to scale. The evolution of the industrial structureshould involve technological sophistication and upgradation, which generates a premium for aggregate

    productivity growth in the manufacturing sector. Thismeans that economic growth is characterized by thecreation of high tech industries and the replacement ofold industries. The former drives growth processes byaccelerating the pace at which output, employment and

    productivity in the economy grow.Increasingly, development practitioners and policymakers recognize that economic developmentrequires continuous diversifying and upgrading fromexisting sectors/industries to new high productivityones. Convergence in labor productivity at the sectorand industry level is seen as an important aspect ofgrowth. The catching up process in manufacturingresults from technology transfer and is a key driver ofrapid productivity growth. Within manufacturing,convergence is more rapid in technology- and

    knowledge-intensive modern sectors rather than in primary and traditional sectors; it appears to be leastrapid in low technology intensive textiles and clothingsectors and most rapid in sectors that are technologyintensive. Technology and knowledge intensive sectors/industries produce tradable goods and can be rapidlyintegrated into global production networks, facilitatingtechnology transfer and absorption. Even when they

    produce just for the home market, they operate undercompetitive threat from ef cient suppliers from abroad,requiring that they upgrade their operations and remainef cient. If, instead poor economies get their resourcesstuck in traditional agriculture, selected non-tradableservices, and especially informal economic activities,the forces of convergence may be blunted or failedentirely. The lack of productivity growth and the lack ofstructural change can thus reinforce each other trappingthe economy in a low growth trajectory.

    Structural change should therefore remove constraintsfrom productivity growth. When labor and other resourcesmove from less productive to more productive activities,economy grows even if there is no productivity growth

The main contributor to the enhanced(manmade) greenhouse effect is carbon dioxide (CO 2).Globally, it accounts for over 60% of the enhancedgreenhouse gas effect. In industrialised countries, CO 2

    makes up more than 80% of greenhouse gas emissions.There is a nite amount of carbon on earth, which, likewater, is part of a cycle – the carbon cycle. This is avery complex system in which carbon moves throughthe atmosphere, the terrestrial biosphere and oceans.Plants absorb CO 2 from the atmosphere during
