CRISIS MANAGEMENT TEAM
• Crisis Management Team (CMT)– A team comprised of STAR Center and tenant executives that convene in the event of a threat or crisis to make operating decisions for the safety and well being of employees, operations and property.
• Security Operations – Young - Rainey STAR Center Security
• Tenant – Any business or its employee's currently leasing space from the Young - Rainey STAR Center.
• Threat – any situation that poses a significant negative impact to personnel, property or operations

Key points of Severe Weather Plan
• Severe Thunderstorms should be given respect, do not go outside during the event. The Buildings have lightning protection.
• Tornado warning indicates that a tornado is on the ground in the area. No one should go outside during the warning.
• Hurricanes generally allow us time to plan. As in the past, a CMT meeting will be called and details of plans and closures will be discussed at that meeting. The Café stocks enough food in emergency powered chillers and freezers to handle all personnel present at the STAR Center for several days. Number of personnel for any tenant staying during the storm must be made known at the Pre-storm CMT meeting.
Key points of Severe Weather Plan
• Sand bags are available from the STAR Center during any adverse weather condition. To protect Raytheon, Sand bags will placed at the bottom of the doors on the North side of Building 100. Other tenants desiring sand bags for doors contact Facilities at 541-8128 or the hot line at 541-8020. The bags and access to the pile of sand will be made available.
• During High Wind events, the STAR Center will remove loose items throughout the facility. Tenants are asked to review their areas for items that could become missile hazards.
Key points of Severe Weather Plan
• STAR Center Facility Staff maintains a storm team at the Facility for Category 1 and 2 Storms. In the event that a defined Category 3 or above is bearing down on the Facility, the storm team will be sent home and be on call. The building is designed and controlled to protect itself, mostly by shutting down systems that are malfunctioning. Once the Storm has passed, the Storm team will return to assess the Facility and provide information to the tenants on estimates of damage and time to return to STAR Center to normal operation.
Key points of Severe Weather Plan
• Ready Alert™ will be used as the primary method of notifying tenants of the of event and facility status at the STAR Center. Check with Dale Ranie in the Admin office to get the correct information in to the Ready Alert™ database for automatic updates as they are published.
•Carl Smeigh’s voicemail will be the secondary method (727-541-8170).
Threat Action Planning
• Threats to the Facility or a specific tenant can come in many forms.
• Calls made to the STAR Center alerting a specific condition (e.g. Bomb threat)
• Non-tenant personnel entering the buildings and using threats or force.
• Disgruntled employees deciding to take action.
• Desk Procedures should be available to all tenant employees directing action based on the threat.
• Generally, a call to 9-1-1 is the first step once the threat has been reported.
Threat Action Planning
• Once 9-1-1 is called, if there is time and during the day a CMT meeting will be called. If not, an order to evacuate the facility could be made. If that happens employees should move outside rapidly, but not in a way that will create more injuries.
• Once the Threat Condition is cleared, access to the Facility will be restored as soon as possible.
• The General Operating Procedure details a flow diagram that will be used to make some decisions regarding the Facility.
