EDITORIALAT THE request of Superintendent George M. Ford, acting throughthe Teacher-Training Department of the State Board of Education,

representatives from all of the teacher-training agencies ofthe State=-private, denominational and public-met inFairmont on Monday and Tuesday, November 14 and 15.The object of the meeting was to consider certain problemsdirectly concerned with either the preparation, employment

or certification of elementary school teachers. These problems resolvedthemselves into four general classes: first, the instruction of teachersalready in service; second, the reorganization of the curriculum of thenormal high school and the standard normal schools; third, the articula-tion of these schools with the colleges and the State University; andfourth, the standardization of the entrance requirements of the normalschools and of the courses given in these schools.

The conference has put itself on record as being in favor of the prin-ciple of taking the schools to the teachers as a step toward the solutionof the problem of attendance. Hence, they propose the esta?lishm~ntof extension and correspondence courses, whereby teachers m servicemay be able, during the period of their school term, to pursue workunder the direct guidance of some teacher-training institution. As anincentive in this general direction they also favor the giving of oneyear's credit toward the standard normal course, for eight years ofapproved teaching. .

The conference declares further that the traditional curriculum Wlt?,its emphasis on "levels" in education and with its distinctions of "higherand "lower" courses must be radically reorganized in response to thedemands of modern educational theory. Some means must be devisedwhereby intelligence can have an opportunity ~o b~ d~veloped. unha]11~pered by arbitrary standards and technical hairsplitting requiremeuland prerequisites. To this end, the conference proposes that insteadof subordinating the courses of the normal schools to those of the

lleges, the normal schools themselves should be allowed to conferrees.No recommendations were made with reference to the standard-

University, Victor R. Daly, Business Manager of the Journal of NegroHistory, Professor John R. Hawkins, Financial Secretary of the A. M. E.Church, Washington, D. C., Dr.W. H. Stokes, Pastor of the EbenezerBaptist Church of Richmond, President Trigg of Bennett College, Pro-fessor E. Crooks of Randolph-Macon College, Dr. R. T. Kerlin, formerprofessor of Virginia Military Institute and Professor I. E. Doug-al ofthe Sweetbriar College.

The meeting was in the main to emphasize the importance of thedevelopment of the race from within. The aim was to show what theNegro can. do and should do to help himself in solving his own problems.Every person attending the meeting was impressed with this fact Theconference was in every sense a success, having a large attendance,arousing more enthusiasm, and securing more material support thanany meeting hitherto held.

The Teachers' Associations. ?~November third and fourth, the second joint session of the West

~lr!pnIa State ,Teachers' Association and the Northern West Vir-gima Teachers Association was held in the city of Huntington.More .than three hundred teachers, from every section of the State,'Yere

III attendance. McDowell and Mercer Counties sent large delega-ons, and the schools of Keystone were represented by probably thergest group from anyone city in the State. At the close of the session

It had been hoped that a union of the two associations would beected at this joint session, but such was not accomplished, and thext session of the Northern association will be held in Clarksburghile the West Virginia association will meet at a place to be designat-. A resolution was adopted, however, to the effect that each associ-ion, at its next meeting, should consider the question of union.

In the afternoon of the first day, addresses were delivered by theHonorable Mr. George M. Ford, State Superintendent of Free Schook,and by Dr. Corbly, formerly president of Marshall Colleg~. Superinten,dent Ford congratulated the teachers upon their splendid record, espe-cially with regard to attendance at summer schools. He stated thatseventy per cent of the Negro teachers of the State attended summerschool last year-a percentage that is far above the average. Dr.Corbly's subject was The New Spirit in Education- Why Use Text-Books? He emphasized the fact that the visual faculties of the studentmight be so utilized in the class-room that even text-books mightbecome unnecessary.

At seven o'clock, Carnegie Auditorium was filled with an enthusi-astic audience, gathered for the purpose of hearing an address by MissNannie H. Burroughs, principal of the National Training School forWomen and Girls, Lincoln Heights, D. C. Miss Burroughs took as her"text" Put on the Whole Armor, and in her usual eloquent and stirr-, .ing manner she appealed to the assembled teachers to prepare them-selves and their students for the peculiar problems which the Negrofaces ann for the ultimate day of their full citizenship.

Friday's program was featured by the presence of the Governor ofthe State, who spoke with interest and helpfulness, assuring theteachers of his sympathy and cooperation, and by addresses by Presi-dent John W. Davis of the West Virginia Collegiate Institute, PresidentJohn W. Gregg of Wilberforce University, President R. P. Simms ofthe Bluefield Colored Institute, Mr. W. W. Sanders, Supervisor ofNegro Schools, and Prof. J. S. Price of the West Virginia CollegiateInstitute. Mr. T. Edward Hill, although not scheduled to speak, wasgiven an opportunity pf explaining the purposes and operations of thenewly-created Negro Bureau of Welfare Statistics, of which he is thedirector.

President Davis's address was a resume of the history of NegroEducation in West Virginia. President Simms spoke of the work ofthe Pan-African Congress in Paris, which he had recently attended.Dr. Gregg, in a stirring address, called upon the teachers to live up tothe unusual opportunities which are being presented to them at this time.

Music for the sessions was furnished by Miss Catherine Gamble ofBluefield; Miss CornelIa Lampton of the West Virginia Collegiate Insti-tute, Miss Truxie J. Warren of the Bluefield Colored Institute, and bypupils of the Douglass and Barnett schools. A number of folk-dancesand physical culture exhibitions were presented also by pupils of theHarnett School.

Colored citizens of Huntington furnished about thirty automobiles,

in which a sight-seeing tour was made, on the second day of the sessionfor the benefit of the visiting teachers. On the last night of the ses-·on, a banquet was served at Douglass High School.

The officers of the past year were re-elected.

INSTITUT'E FAIRVERY winter for several years we have staged what isknown as The Farmers' and Home-Makers' Institute. Itmay be of interest to some to know when and how this

. Institute, or Fair, started. Teachers, too, may gain, frome history of the Fair, an incentive to start community fairs in theirIds of labor.

.This Fair, like many great and noble things, had a small beginning.nng the summer of 1912 some very large onions were grown on the

stitute Farm. They attracted much attention on account of the factt they were grown from seed. The Summer School was in session at

at time, and many teachers who had lived on farms expressed them-lves as never having known that onions produced seed. It was then

ided that these onions, with a few other choice vegetables, shouldplaced on exhibition in some conspicuous place, the campus, under

e elm tree near the walk. A sign with these words, "Onions Grownom Seed," was placed on the exhibit. This small exhibit blazed they to new trails; people began to ask questions, their interest was

oused, and they wanted to know not only about onions but aboutny other gardening operations. From that little exhibit on the

mpus, then, the project of the Institute Fair had its origin.The following December, at the end of the winter term, we staged

r first Fair, known as The Corn Show and Local Fair. The exhibitas composed of about one d~zen ten-ear samples of corn, some sewing,d a few jars of canned fruit and vegetables. It occupied the north-

end of West Hall, now quarters for teachers.The Fair has grown each year until space is now at a premium.

peculiar inspiration that can be experienced only by a person ~ho takespart. The Fair is a place to "standardize" products. If sewing, cook-ing, canning, preserving, farm products or live stock ~re not up to thestandard, an opportunity is offered to study the specI~ens that. havewon the blue ribbons and thereby learn a lesson. To WIn a blue ~b~onis an exhilarating and satisfying experience, but more than the WIl}-mngof ribbons is the opportunity to compare products, learn how to Judgeproducts, and profit thereby.

The Fair is open to everybody from the youngest to the oldest, andfrom every walk of life. We welcome the student, teacher, preach~r,farmer house-wife and business man, and especially the boy the girlWe ur~e that everyone "boost" the Fair, for the Fair advertises t~eschool, the community and the State. Everyone who plays a part IIImaking the Fair successful is benefited himself, and helps some one elsein turn like the bee, that enters the blossom in search of nectar, andnot only receives nectar but aids the plant in perfot;m.ing its most im-portant function in life.

This year we shall have a class for those who wish to exhibit, notfor a prize, but simply to show their community .spirit. . Let eve~onesend something to be exhibited. Come, exchange Ideas WIth your neigh-bors and go back home with inspired thoughts.

tained with difficulty, and a pro-gram for a yearly celebration islikely to become a thing of monot-onous sameness. It is therefore tothe credit of the Armistice Daycommittee, which consisted of Pro-fessors Ferguson and Lane andMessrs. Marshall, Harden, Colleyand Moseley, that they were ableto offer, this year, an ArmisticeDay program which was trulyunique.

At eleven o'clock on the morningof November eleventh, the studentbody and friends from the villagefilled Hazelwood Hall, where therostrum had been decorated withplants, flags and bunting. Afterthe singing of The Battle Hymn ofthe Republic by the audience, thescripture lesson (John 15: 1-13)was read by Mr. Alonzo Harden,College '24, and prayer was offeredby Mr. Richard Colley, Ist-yr, Pro-fessor Lane, who presided, then re-

minded the audience of the three-fold significance attached to theday which marked, first, the sign-ing of the armistice in 1918, second,the burial of the "unknown sol-dier" in the Arlington Cemetery,and third, the opening of the world-wide Conference on the Limitationof Armaments in Washington. Hethen introduced, in turn, four menwho participated, respectively, inthe Civil War, the Spanish-Amer-ican War, the Mexican Expeditionand the European War, and eachof these men recounted some oftheir experiences while in the serv-ice. Mr. Taylor Brown, a gray-aired Confederate veteran living

Institute, described some of hisxperiences during the Shenandoahalley campaign, from 1862 untile end of the war. The immedi,

te causes of the Spanish-Americanar were explained in an eloquentdress by Mr. J. H. Hill, Ex-P.I:eS;

of the West Virginia Coloredstitute and a member of the Ninthmune Regiment which saw

rvice during that war. Mr. Da-id A. Cross, a student, formelyaember of the Tenth U. S. Cavalry,counted the history of that fam-sfighting regiment and described

manoeuvres along the Mex-n border in pursuit of Villa.

The most impressivepart of the service was a two-min-ute period of silent prayer which,in obedience to President Harding'sproclamation, began at noon andcontinued until two minutes pastthat hour, in memory of those whogave their lives in the great Euro-pean conflict. At the conclusionof this reverential period, tapswere sounded by the school bugler,Mr. Earl Dickerson, College '24.Immediately thereafter, the entireaudience, led by Mr. Frank FairfaxCollege' 24, joined in the singingof Study War No More, a Negrospiritual.

Another musical number wasthe singing of the Marseillaise bya mixed student octette. The ex-ercises were concluded with theStar Spangled Banner by the au-dience.

Grades of College Students

The recent advisory grades arevery encouraging, as far as collegestudents are concerned. Out of apossible 581 grades involving thesestudents, in all work taken by themto date, only 51 grades are "notpassing". This gives the CollegeDepartment a grade passing aver-age of about 91 per cent. Theabove figures refer to all studentsin the Institute who are recordedas taking work above the Second-ary Department, with the excep-

These grades are helpful both toteacher and student. From theteacher's point of view,an advisoryrecord enables him to ascertainwhether or not his course is toodifficult; it gives him a workingknowledge upon which to base fu-ture examinations, quizzes and thelike, and it serves as a check forthe classification committee. Whilethe classification committee exertsevery possible influence in givingto the individual student thosecourses which he in good con-science ought to have it is some-times unable to do this at the out-

DECEMBER 1 TO 4A ringing word of injunction

and inspiration to students of allraces and lands was uttered by thenewly-elected president of YaleUniversity, Dr. James Rowland An-gell, when in an address in Octoberof this year he said:

Modern society is calling as never beforein our lifetime for leadership, for men withvision and character, with trained intelli-gence, with hope and confidence in the finerhumanity that is to come. And where shallsuch men be sought, where shall they bebred, if not in our colleges and universities,where are gathered all that history and civi-lization and science and art have to teachus of God and man and nature?Surely, never has the call for rightthinking, for the practice of Chris-tian principles and for unselfishservice been so insistent.

This places particular emphasisupon the timeliness of the call is-sued by the Colored Men's DlI>art-ment of the Y. M. C. A. of N'orthAmerica for its twentieth nationalconference which is to be held inCincinnati, De c em b e r first tofourth. In this country there are120 colored student Y. M. C. A.associations with a membership of10,000 students. They, with thefaculties of the institutions con-cerned, constitute a basis for a rep-resentation at Cincinnati that, bothin number and in quality, shouldbe

a conspicuous feature and influ-ence in the work of the conference.

Many educational leaders willtake part. Dr. John R. Mott, Gen-eral Secretary of the InternationalY. M. C. A. Committee, will makethe opening address.
