COVID-19 RISK ASSESSMENT – PHASED RETURN TO SCHOOL

Introduction The COVID-19 outbreak is dynamic, changing daily, if not hourly. This COVID-19 risk assessment provides identification, assessment and methods of controlling risks faced by the Langley community in line with the Governments COVID-19 Recovery Strategy, DfE Guidance for the Wider Opening of Education and Childcare settings and Health and Safety at Work Act 1974. It will remain dynamic and be updated whenever advice, circumstances, or any of the assessed risk factors are seen to have changed. Rationale The logic behind these actions, is the ongoing ‘duty of care’ the school has for their whole community: governors, staff, parents, pupils and visitors. 'Duty of care' refers to our a moral and legal obligation to ensure the safety and well-being of others. Some duties are established, such as “the teacher and pupil relationship”, and “the employer and employee relationship”. With COVID-19 schools are having to make difficult and timely decisions in order to fulfil this duty to their community balancing the individual needs of the commuity with government advice. The test when considering whether a duty has been properly discharged is “what would the reasonable person have done, or not done, in the circumstances of this particular incident”. Conclusion The phrase “a lot of moving parts” has never been so correctly applied to a situation where the risk posed by the virus is dynamic and will remain so. So many different stakeholders of varying ages and health will bring multiple shifting risks which must be considered on a daily basis for the safety of pupils, staff, parents and visitors.

The Langley Leadership Team (LLT) will analyse and co-ordinate the way ahead. To do this, up-to-date, credible sources of guidance and information will be used alongside the teams knowledge of the school, collaborating with all stakeholders, to allow informed decisions and changes that continue to reflect a safe and secure school environment as far as is reasonably practicable.
