Academy The DSFRS Academy is recognised as one of the leading fire and rescue training providers in the UK - supplying Firefighters from over 47 fire and rescue services nationwide, as well as international and commercial clients, with the highest standard of fire behaviour and specialist rescue instruction.

With a commitment to improving safety and raising standards, the DSFRS Academy offers a range of practical courses, across various disciplines, relevant to anyone requiring the specialist knowledge and skills needed to work safely in hazardous conditions.

Training Schools

All courses are divided into specific areas of specialism, or schools, allowing our staff to concentrate on providing the best possible training experience.

Each school offers accredited courses essential to individuals, commercial businesses and fire and rescue services, who work or operate in environments where fire, water, height or difficult access impact on their safety.

Access & Rescue School

The Access & Rescue School is able to offer you a solution to any problem related to all aspects of working at height, confined space, rescue, working on or near water and boat operations.

The training element can be either bespoke to your particular need or you can use one of our accredited courses at our excellent facilities or on your site, allowing you to understand your working environment and equipment.

We can provide rescue teams and consultancy from our subject matter advisers and qualified competent and current instructional team.

With a blended approach of computer simulation and practical scenarios the students are provided with a multitude of opportunities to develop and enhance their decision making process, with real time pressures.

This helps them explore their individual areas for development, improving contingency planning, improving their situational awareness, reducing the potential of escalation and increasing the speed of the resolution and recovery from the event.

The courses on offer incorporate the levels from supervisors to strategic management in both the fire and rescue service and commercial markets.

Fire Behaviour School

The Fire Behaviour School is an accredited live fire training centre that specialises in delivering Breathing Apparatus, Compartment Firefighting and Positive Pressure Ventilation training for staff within DSFRS.

In addition, training is provided to other Fire & Rescue Services and external customers, both locally and around the country.

The school is also equipped to deliver Breathing Apparatus training for non-fire service clients and is able to offer bespoke training solutions to meet individual needs.

The school has recently undergone an extensive building programme and is now equipped with ‘state of the art’ classroom and learning resources in addition to a well-equipped fire ground and Multi-compartment firefighting structure.

Firefighter School

The Firefighter School offers bespoke, accredited firefighter training courses to meet the needs of our internal staff and external fire & rescue services as well as industrial/ commercial fire teams.

Training can be undertaken either in-house at our training centres in Plymouth & Exeter or at our clients premises.

We also offer a modularised Firefighter trainee course that can be ran in its entirety or broken down into individual modules to suit our clients’ needs.

As well as a 1 day Class A (CAF) foam operators course that is designed to give candidates a thorough introduction into the use of CAF, coupled with practical hands-on experience of using foam on live fires at our licenced sites.

In addition, our 1 day Class B foam operators course gives candidates valuable practical and theoretical knowledge of Class B foam including Hi-Ex.

A new addition to our suite of courses is our 5 day accredited Breathing Apparatus Instructors course (BAI).

The course is designed to enable delegates to devise and deliver safe and effective breathing apparatus training within their own organisations and will cover both the technical aspects and operational use of breathing apparatus.

The unique geography of Devon & Somerset has also enabled us to develop our wildfire course which may be included as a module within our firefighter trainee course or offered as a stand-alone module.

It explores the challenges faced by Fire & Rescue Services in dealing with protracted wildfire incidents as well as emphasising safe systems of work at a practitioner level.

Whether you seek basic fire training for staff, more complex training for fire wardens, higher level training for managers and supervisors, or bespoke training to meet your specific needs, we can put the experience and know-how of our instructors at your disposal.

Maritime School

The Maritime School provides a complete suite of courses for dealing with incidents ranging from fires in vessels on small inland waterways to the incident command of large incidents on ocean going ships.

All courses are ISO 9001:2008 compliant and where appropriate courses are accredited. The school can also create bespoke courses that are accredited through its approved centre status with a number of awarding bodies.

The Maritime School has use of two ship structure facilities and a fixed installation demonstration unit. It has access to a wide range of waterborne vessels from small commercial craft to large naval and commercial vessels.

Furthermore, it has unique access to a large Port and Naval Docks which when required give greater realism to the courses provided.

The Maritime School’s primary aim is to equip students with the ability to safely and competently face emergency situations, fire or otherwise, and to control and resolve them without loss of life, without injury and whilst reducing costs from fire loss.

communications and emergency evacuation of a casualty.

The course is theoretical and practical, the emphasis being on realistic, scenario based training.

This pre requisite for attendance on this course is the students must have a valid C&G 6150-03 Working in High Risk Confined Space qualification and in receipt of the certification.

Safety at Height and Confined Space (levels 1,2 & 3 and Instructor)

These courses are designed for emergency service delegates and industrial fire teams. The training is designed as a staged approach to provide a capability that commences at initial responder to rope rescue technician standards. The courses cover the main components of rope work, including: work restraint, fall arrest, work positioning and rope access techniques.

The Level 3 rope rescue element includes rigging, litter packaging and transportation from above and below ground level.

The course is BS ISO 22846 compliant.

BS ISO 22846 Operator

Duration: 5 days

This five day course is for persons intending to use rope access techniques as a way of getting to a workplace. The course goes through the requirements of the new BS ISO 22846. Students will be able to build their own suspension system under the guidance of a Rope Access Supervisor.

Basic movements on rope include ascent, descent, rope transfer, deviations, backup system, simple rescue, rigging and rope management.

The role of a rope access supervisor is to ensure that all rope access work is carried out safely in accordance with the projects goals and with the aim of no accidents.

This five day advanced course is for suitable experienced and qualified rope access operators who have good communication and leadership skills, with the authority of implementing a safe system of work for the operators to adhere to.

Confined Space Awareness

No. of Delegates: 6-12

Duration: 1 Day

This one day course is designed for all persons that are engaged in confined space activities.

The course covers legislation, hazards and risks and the practical use of Escape Apparatus and safe access/ egress of a confined space.

There is an optional 2nd day which is for persons that require the use of a self-contained breathing apparatus.

City and Guilds 6150 Confined Space

The City & Guilds Training Scheme 6150 is the Water Industry Standard.

All Water Companies participated in the formulation of this scheme to ensure that training quality is consistent and accepted nationally.

Candidates who successfully complete higher level training, up to 6150-03, will automatically be accredited with lower risk schemes.

City and Guilds 6150-02 Medium Risk Confined Space.

This two day course, incorporating the use of escape breathing apparatus, is designed for persons working in NC level 3 Medium Risk Environments.

City and Guilds 6150-3 High Risk Confined Space.

This three day course incorporates the use of self-contained breathing apparatus for those persons who are required to work to NC level 4 high risk environments.

City and Guilds 6150-05 Emergency Rescue and Recovery of Casualties in Confined Space

Duration: 5 days or 2 days additional to an outstanding

This qualification is for those persons who are part of or are forming a dedicated rescue team.

These assessments are aligned to WM7 and ‘Level 3 Award in Initial Incident Command in Fire and Rescue Services’ for personnel to ensure that they remain competent in role, it also provides organisations with evidence of external verification.

These assessments are designed for existing Crew and Watch Managers and can be delivered at the customer’s location or at one of Academy Centres located throughout Devon and Somerset.

Level 2 Incident Command Course

No. of Delegates: up to 12

Location: Academy Exeter Airport or Academy Plympton

Duration: 5 days

This course is aligned with EFSM2 and the ‘Level 4 Award in Intermediate Incident Command in Fire and Rescue Services’.

This course is a week long course and provides individuals with the knowledge and skills to operate at ‘Tactical’ command level. The course requires pre and post coursework and maximises the individuals learning through simulation.

The course can be tailored to suit specific requirements and is aimed at existing Station Managers or Watch Managers making the step towards a ‘Tactical’ Commander. It can be delivered at the customer’s location or at one of Academy Centres located throughout Devon and Somerset.

Level 2 Incident Command Assessments

No. of Delegates: Up to 4 a day

Location: As required

Duration: 1 ½ hours per candidate

These assessments are against EFSM2 and ‘Level 4 Award in Intermediate Incident Command in Fire and Rescue Services’ for personnel to ensure that they remain competent in role, it also provides organisations with evidence of external verification.

Multi-agency Silver and Gold Command Events

Level 1 Operational Command Written Assessment

Assessment and Development Centres (ADCs)

Location: Severn Park, Avonmouth (flexible)

Duration: ½ - 1 day

ADCs provide organisations with the opportunity to assess their staff against a behavioural framework (personal qualities and attributes) and provide feedback for development or progression.

These events typically include a number of scenarios, such as role plays run with experienced actors and a written assessment.

We can run ADCs to a standard format, based on the management skills required at supervisory, middle or strategic levels, or tailor the assessment to your agreed need.

Compartment Fire Behaviour Training (CFBTI)

This two week BTEC Level 3 course allows the delegate to obtain the skills, knowledge and understanding to competently deliver CFBT within their own service.

At the end of the course the delegate will obtain a level 3 award that is a nationally recognised standard for fire fighter training.

Compartment Fire Behaviour Training Refresher (CFBTI)

No. of Delegates: 8

Location: Academy Exeter Airport

Duration: 5 days

This one week BTEC Level 3 course allows the delegates who have previously obtained a two week CFBTI qualification to refresh their skills and re-qualify.

The recommended requalification period for this course is 3 years.

Positive Pressure Ventilation Instructor (PPVI)

No. of Delegates: 8

Location: Academy Exeter Airport

Duration: 5 days

This one week BTEC Level 3 course allows the delegate to obtain the skills, knowledge and understanding to competently deliver PPV and Tactical Ventilation training within their own service.

At the end of the course the delegate will obtain a level 3 award that is a nationally recognised standard for fire fighter training.

Breathing Apparatus Instructor (BAI)

No. of Delegates: 6-12

Location: Academy Exeter Airport

Duration: 5 Days

This is a Level 3 course. It is made up of 60 Guided Learning Hours, including 10 hrs of e-learning and a presentation together with 10 hrs of syndicate portfolio completion.

The qualification comprises of 2 in depth units including:

Unit 1: Knowledge of breathing apparatus instruction.

Unit 2: Deliver instruction in the use of breathing apparatus.

On successful completion of the course individuals will be able to safely and effectively design, plan, deliver and evaluate breathing apparatus training.

BAI develops the individual’s knowledge and skills through practical demonstration, hands on delivery of their own scenario exercises developed on the course and professional discussions.

The course is not only appropriate for local authority fire and rescue services, but also for others who may need to use breathing apparatus as part of their safe system of work, for example a Local Ambulance Trust HART (Hazardous Area Response Team) or a works fire brigade.

Importantly for customers who operate in a different arena than the local authority fire services, the Academy is able to develop and deliver a special bespoke BAI course; tailor made to suit the customer’s needs.

Furthermore, the BAI dovetails into two other accredited courses offered by the Fire Behaviour School, namely the PPVI (Positive Pressure Ventilation Instructor) course and CFBTI (Compartment Fire Behaviour Training Instructor) course.

Initial Fire Fighter Training

This 30 day course allows the delegate to obtain the skills, knowledge and understanding to join an operational station and perform the full range of duties expected of an operational member of staff. The course content is aligned with the SFJ NOS for core fire service skills.

The course provides a good mix of theoretical and practical training in working at height, breathing apparatus, fire service pumps, casualty care (FPOS), extrication and water rescue. All training is delivered by our qualified and sector competent instructors.

This course can be provided in a modularised format to suit retained duty system delegates.

Other LCP modules can be added depending on the local need, please call for more information.

Wildfire level 2 (Wildfire Management) course

This two day course is designed for Supervisory Managers and Middle Managers that would attend wildfire incidents.

It provides delegates with the necessary skills to take charge of an incident and manage it using the recognised systems of work.

Wildfire level 3 (Wildfire Instructor)

This four day course is designed to give delegates the skills to deliver wildfire training.

RTC Crew Manager/Watch Manager update

This two day course is designed for Wholetime and RDS Crew Managers and Watch Managers to update their skills on RTC’s.

This provides delegates with the necessary skills for more effective incident management and provision of cascade training to station personnel.

Class A CAF Operators

A one day accredited course which is designed for operators.

It allows delegates to obtain both the theoretical and practical knowledge needed to safely use Class A (CAFF) foam operationally.

A practical session is included which utilizes a Prima Squirt CAF System on our own licenced site.

lass B Foam Operators

Duration: 1 day

A one day accredited course which is designed for operators.

It allows delegates to obtain both the theoretical and practical knowledge needed to safely deploy Class B foam operationally.

A practical session is included on our own licenced and will include the use of Hi-Ex Foam using live fires.

Foam Operators (Class A and B)

This course combines our Class A and Class B course and delivers them back to back.

Fire Awareness (Theory only) : IFE approved

This course is aimed at employees.

This non-assessable three hour lecture provides a slightly more advanced awareness of simple fire safety topics.

These include: a basic understanding of fire, fire emergency procedures and fire extinguisher types.

Fire Warden (theory and practical): IFE approved

Location: DSFRS Venue or your premises

Duration: 4 hours (approx.)

This course is aimed at employees who may have to undertake the role of a fire warden.

This is non-assessable four hour course covers similar topics to the Fire Awareness course, but supplements them with basic fire safety management and record keeping, fire evacuation, and the opportunity to experience practical use of fire extinguishers.

Fire Safety & Risk Assessment for the Manager (theory): IFE approved

No. of Delegates: Variable

Location: DSFRS Venue or your premises

Duration: 1 day.

Fire Safety & Risk Assessment for the Manager is aimed at people with a supervisory or management role.

This one day course covers topics such as: responsibilities and duties under fire safety legislation, identifying fire hazards and evaluating risk, fire risk assessment processes and procedures planning for an emergency.

Protection Foundation Course (Fire & Rescue) IFE Approved

No. of Delegates: Variable

Location: DSFRS Venue or your premises

Duration: 8 days

This comprehensive and assessable course consists of two phases, each four days long.

It is aimed at Fire and Rescue Service (FRS) operational personnel who are not fire safety specialists, but who are tasked with conducting simple fire safety checks in premises (in accordance with the Chief Fire Officers Association (CFOA) Circular 2010-024).

The course also contributes to operational effectiveness by raising awareness of the impact of fire safety on firefighting and firefighter safety.

In addition, a Fire & Rescue Service can purchase a license to deliver the course in-house, using their own training staff. Full details of the licensed course package are available on request.

Protection Foundation Course (Commercial)

Location: DSFRS Venue.

Duration: 5 Days

Similar in content to the preceding fire and rescue service course, this five day course is aimed at students from private sector businesses or industry, or other public sector agencies and authorities who have little or no prior fire safety specialist knowledge or skills.

It provides a basic knowledge and understanding of a wide range of fire safety topics and firm foundations to advance on to more complex training courses.

Farm Safety

A short presentation covering a basic introduction to the typical fire hazards and risks that may be encountered in agriculture and what can be done to address them.

Estuarial Waters

The qualification comprises of 3 basic units including:

Unit 1: Tides and boating basics.

Unit 2: Boatyards and Vessels.

Unit 3: Water Survival Techniques.

This course has been developed to facilitate individuals with the required knowledge and skills to deal with incidents in areas that are deemed to be within the local fire authority boundaries.

This obligation is defined within the requirements of the Fire & Rescue Services Act 2004.

There is a mix of theory and practical sessions together with a visit to a local marina.

On completion of the course students will be able to explain the operational tactics of firefighting and rescue in vessels and in estuarial waters or inland waterways.

They will also be able to demonstrate water survival techniques.

BTEC Level 3 Advanced Award in Maritime Firefighting

No. of Delegates: 6-12

Location: Academy, Plympton

Duration: 3 Days

This Level 3 course is made up of 40 Guided Learning Hours, including 10 hrs of e-learning and 6 hrs of portfolio completion.

The qualification comprises of 3 units including:

Unit 1: Legislation and guidance relating to maritime firefighting.

Unit 2: Principles and procedures for maritime firefighting.

Unit 3: Application of maritime firefighting techniques.

It is designed to ensure that the successful student is safe, competent and adequately experienced to deal with fires on-board vessels of all sizes when they complete the course.

The course also provides the ability for students to apply their skills and knowledge in vessels located alongside in Ports, in Estuarial Waters and on Inland Waterways.

It is designed for employees who may have a role in dealing with a fire on board a ship or vessel which may be alongside, at sea or on other waterways.

This could include individuals who form part of a specialist firefighting team from a Local Authority Fire & Rescue Service, employees engaged

as crew on a vessel with firefighting responsibilities or volunteers such as lifeboat crew or other rescue volunteers at marine events or locations.

BTEC Level 3 Advanced Award in Maritime Firefighting

(including Part Two which is an additional element covering ICS at Supervisory Manager Level)

Location: Academy, Plympton

Duration: 5 Days

This Level 3 course is made up of 40 Guided Learning Hours, including 10 hrs of e-learning and 6 hrs of portfolio completion.

It also consists of a further 2 days covering the application of Incident Command which in turn is cross mapped to the National Occupational Standard WM7.

The qualification comprises of 4 units including:

Unit 1: Legislation and guidance relating to maritime firefighting.

Unit 2: Principles and procedures for maritime firefighting.

Unit 3: Application of maritime firefighting techniques.

Unit 4: Application of maritime firefighting incident command procedures, National Occupational Standard WM7, Lead and support people to resolve operational incidents.

The course has been designed to enhance the three day Level 3 course for those who have a supervisory manager responsibility (Watch and Crew Managers). It enables practical demonstration of Incident Command.

The additional part two element guides the student through applying ICS in differing scenarios from large to small vessels alongside or in estuarial waters and inland waterways.

The successful completion of a scenario assessment deems the student competent in WM7.

BTEC Level 4 Professional Award in Maritime Firefighting

Duration: 5 days

This Level 4 course is made up of 60 Guided Learning Hours, including 10 hrs of e-learning and 10 hrs of portfolio completion.

The qualification comprises of 4 units including:

STCW 95 Basic First Aid

This course is aimed at those who are training to work in the marine industry or those seeking employment to work in any capacity on board a sea going vessel.

Boatmaster’s Licence Basic Firefighting & Prevention

This course is designed for those who require knowledge of fire prevention and firefighting on pleasure vessels; approved by the Maritime Coastguard Agency.

This course is designed for employees who may have a role being the Incident Commander of an incident on board a ship or vessel which may be alongside, at sea or on other waterways.

This could include individuals who are in charge of a specialist firefighting team from a Local Authority Fire & Rescue Service or employees engaged as crew on a vessel with firefighting responsibilities.

Furthermore, this course facilitates the National Occupational Standards EFSM2 - Lead, Monitor and Support people to resolve operational incidents at a strategic level.

The course also provides students with knowledge and understanding through classroom based learning, demonstration, practical exercises and simulation in essential aspects of Marine Firefighting Incident Command.

STCW95 Basic Training in Fire Prevention and Firefighting

Duration: 2 days

The STCW95 course is for those training to become seamen or women. The course contains ‘hot fire’ training and meets the requirements of STCW95 Regulation VUI/I and Section A-VI/I of the STC W95 Code.

Important information for seafarers We would like to remind you of the updated training requirements to the STCW Convention 1978 in accordance with the 2010 Manila Amendments. The Maritime & Coastguard Agency (MCA) states that “The STCW Convention 1978 has been amended by the 2010 Manila Amendments and contains new requirements for all seafarers. Seafarers are required, every five years, to provide evidence of having maintained the required standards of competence to undertake the tasks, duties and responsibilities regarding emergency, occupational safety and survival functions.”

Advanced Firefighting Updating/ Refresher Training

Under the new STCW 2010 requirements, every five years, seafarers in possession of an Advanced Firefighting certificate will require updated proficiency training in Fire Prevention and Firefighting as well as updated Advanced Firefighting.

To give all those seeking updating/ refresher training certification for advanced firefighting the essential education and training set out in Table A-VI/3, of the STCW Code.

Section A-VI/3 of the STCW Code (paragraph 5) states that ‘Seafarers qualified in accordance with paragraph 4 in advanced firefighting shall be required, every five years, to provide evidence of having maintained the required standard of competence, to undertake the tasks, duties and responsibilities listed in column 1 of table A VI/3.’
