He is survivedbymany familymembersandfriends,aswellashisbeloveddog,Lady. Wewillmiss themanystoriesandmemoriesofourGrandfather. ErnestwillbelaidtorestbesidehiswifeLucille. Roy’sgreatloveoftheoutdoorsledhimtoseekanoccu-pationthatwouldfulfillthatlove.HegraduatedfromtheUniversityofCaliforniaatBerkeley,withadegreeinforestry,andbeganhiscareerwiththeUSForestServiceinSouthDa-kota.However,hiscareerasaforesterwasinterruptedwhenhereceivedadraftnoticefromtheUSArmy.HereturnedtoCaliforniawherehecompletedbasictrainingatFortOrd.RoyservedhiscountryincombatdutyinVietnam,earningseveralmedals. AfterbeingdischargedfromtheArmyheresumedhiscareerwiththeForestServiceinJuneof1970.HeandGerriweremarriedshortlyafterthatonJuly3,1970.Roy’snewjobwasinMountainHome,Idaho.HeandGerridividedtheirtimebetweenMountainHomeandLesterCreekGuardStation.Theyenjoyedmanyoutdooractivitiesinthemountains,includingfishingintheTrinityLakesandAndersonReservoir. In1972RoywastransferredtosouthernUtahwheretheirfirstchild,Boyd,wasborn.Roy’snexttransferwastoTwinFalls,Idaho,wheretheirtwodaughters,AnnieandDebbiewereborn.In1981RoyacceptedtheforesterpositioninFairfield,Idaho.Heretiredinthemid-ninetiesandbeganspendingmoretimewithphotography,oneofhisfavoritehobbies.HelovedtakingpicturesofthemountainsandoftheplentifulwildlifeontheCamasPrairie. Roywasgood-hearted,alwayswillingtolendahelpinghand,self-sacrificing,andextremelyknowledgeable.HesufferedamajorstrokeonSeptember8,2015,andpassedontoHeavenNovember19,2015. Heissurvivedbyhiswifeof45years,GerriLondon,andhisthreechildren,Boyd,AnnieandDebbieLondon,plusseveralniecesandnephews. IrmawasbornontheFlatheadIndianReservation,Polson,Mon-tanaonSeptember2,1918.TheMcCarter’s moved back to theCamasPrairie,Idahointhespringof1924.IrmarodehorsebacktotheCorralCreekGradeSchoolandgraduatedfromCamasCountyHighSchoolinFairfield.Sheenjoyedhighschoolandhelpingherparentsontheranch. AftergraduatingfromhighschoolIrmaandhersister,WilmawenttoaschoolinBoisethatwasestablishedforyoungpeopletotrainforskilledjobsintheclothingindus-try.Shewasanexcellentseamstressandsewedallherownclothes.AfterthatshemovedtotheSanFranciscoBayareatostudycommercialartattheCollegeofArtsandCraftsinOakland.ShelivedformanyyearsinBurlingame,nearSanFrancisco,withherlittledog,Bobble. WhenIrmawenttoher30thhighschoolreunionshegotreacquaintedwithHermanPetrickandtheyweremarriedSeptember23,1968inWinnemucca,Nevada.ShewasworkingfortheNavyatthetimeoftheirweddingandshewantedtofinishher30yearsofcivilserviceworkbeforemovinghometoIdaho.So,theydecidedthatHermiewouldjoinherinCaliforniaforafewmonthsandthenreturnhometogetherinthespring.SoaftersheretiredfromtheNavytheyreturnedtotheCamasPrairieandthecattleranchthatwasHermie’schildhoodhome. Irmalovedhergardenandherflowers.Shelovedtheanimals,thebirdsandtheserenitytheybringtous.Shewasanartistandhadsomeofherartdisplayedatthefair.Shewasinhereightieswhenshewroteabookforherfamilyanditwaspublishedin2004. ToquotefromIrma’sbook,“Cousins:McCarterandThorpeFamilies1802–2004”: “Whenspringcame,themeltingsnowandCamasCreekcoveredtheswampandbirdsreturned.Thecamasbloomedandthehillsbegantoturngreen.Everywheretherewasanairofexcitementandanticipation.Thebirdswerebusywithnewnestsandtheairfulloftheirsongsandcalls.TheCanadageesewiththeirlittleonesmadedailyvisitstothePetrick’sbackyardforthegraintheyfoundthere.ThePet-rick’sgardenedandfixedfences.Thecattleweremovedto

Another consideration is theelectionsnextfall.ARepublicanpresidentand congress could dramatically changehealthcareandhowfederalprogramsaffectIdaho.Thereisdiscussiontofundclinics$5milliontoaugmenttheireffortsinprovidingcarefortheGappopulation.WhileitdoessomeofthesamethingsproposedbyPCAPitalsohelpsidentifythepopulationwhichwillhelpinplanningofthenextstep.Ithinkitisanacceptablefirststepwhileworkingtowardarealsolution.PCAPandwaiveredexpansion(plansconsideredtothispointatleast)arebandaids,notsolutions.Weneedtosomehowdevelopaplanthatgivespeopleahandupandnotahandout.Therearealotoffamilieswho,withjustalittlehelp,couldgetbackontheirfeetandgetgoingagain.Manycurrentprogramspunishindividualsorfamiliesbyabruptlycuttingoffbenefitswhentheymakealittlemoremoney.Thesekindsofprogramsupportshouldreducebenefitsinrelationtoincreasedincomesothereisalwaysanincentiveandrewardtodobetter.

JFACfinishedmotionsThursdaysotherearealotofappropriationbillsworkingtheirway through the Senate and the House.Therewillbesomeadditionalbillsthatre-quirefundingandwillbedealtwithastrail-erbillsbyJFAC.TheK-12Schoolbudgetsareonthewaythroughthechambers.The

Joint Finance & Appropriations JFAC finished motions on Thursday.Thereare106motionsforthevariousbud-getsbeforethecommittee.Forexample,K-12ismadeupofAdministrators,Teachers,Operations,Children’sPrograms,FacilitiesandEducationalServicesfortheDeaf&Blind.TogethertheK-12budgetaccountsforabout48%oftheGeneralFund(primar-ilysalesandincometax)budget.Therewillalsobesometrailerbills. TheMagicValleycrisiscareclinicwasfundedandhopefullywillbeopenthisfall.ThenumberofWWAMIseatswere in-creasedto40andUofUtahincreaseto12.Bothwerefunded. The February Budget Monitor reportshows February revenue picking up theslacktobeveryclosetotheprojectedrev-enuenumbers.
