3. SERVICE DELIVERY & SPECIAL PROJECTS

3.1 Mary Street Pedestrian Crossing

The new pedestrian crossing at Mary Street is in place and being used by local schools.

The majority of works are complete, however we are still awaiting the lighting which is

being provided by Ausgrid.

The new crossing will ensure safety for pedestrians, road users and nearby school

students. Many students are already using the crossing as a safer way home from

school.

3.2 Cowell Street & Ferry Street Footpath Restorations

Cowell Street and Ferry Street footpath restorations are progressing well and nearing

completion.

The improved footpaths will increase safety for the public and the aesthetics of Hunters

Hill.

3.3 Garibaldi Village Corner Restorations: Paving works

Paving works are progressing well at Garibaldi Village Corner and progressing to the

landscaping stage of beautifying the area.

The safer footpath has flattened the previously raised pavers, making travel around the

village corner much easier and less hazardous, whilst also retaining the look of the

original pavers.

3.4 Proposed Hazard Reduction Burns

Fire and Rescue NSW (FRNSW) inspected two hazard reduction proposals in April 2020

and provided written support for both proposals: one adjoining High Street in Boronia

Park and the other in Buffalo Creek Reserve which includes the lower part of 13 private

properties.

Both proposed burns have been entered into RFS BRIMS, a FRNSW works request form

has been submitted and a Review of Environmental Factors (REF) prepared for both

sites. In addition 12 private properties along Barons Crescent have provided written

consent for the proposed Buffalo Creek Reserve burn, the remaining property has

provided verbal consent only.

The proposed Boronia Park burn covers 0.78 Ha and is located in north Boronia

adjacent to the High Street extension – see attached map. A portion of this area was

previously burnt in April 2010. There is now significant build-up of fuel load including

fallen trees. The objective of the proposal is to protect adjoining property in particular

the Montefiore Nursing Home as well as maintain and enhance biodiversity in the

reserve.

The proposed Buffalo Creek Reserve burn potentially covers 0.8 Ha and is located on

both public and private land south of the Great North Walk (GNW) - see attached

map. This burn involves the lower part of 13 private properties and was previously done

via pile burns in 2006. A letter including consent form and map of burn was sent to these

residents in July and a follow-up letter in August to those residents who did not initially

respond. The objective of the proposal is to protect adjoining property in Barons

Crescent as well as maintain and enhance biodiversity in the reserve. In addition the

local Community Fire Unit (CFU) may be able to assist with the burn.

Both proposals are consistent with the draft Bush Fire Risk Management Plan 2019-2024.

What property owners need to do to prepare for the fire season is on the RFS, FRNSW

and Hunter’s Hill Councils website.

3.5 Parking Metres Removed at Buffalo Creek

Following the Council meeting on 14 September it was resolved that the parking meters

be removed at the Buffalo Creek Reserve.

This was in recognition of the impact on families and visitors to the Playspace and

associated recreation area.

The metres were covered on Tuesday 15 September with arrangements underway for

their removal.

3.6 Garibaldi Corner

Council recently commenced work to refurbish paving and landscaping works around

the Garibaldi Village.

Businesses were provided with communication regularly before the process, including

visits from council officers, emails and a facilitated online meeting.

The precast benches were to be installed under the tree, but due to the tree roots, the

benches relocated.

Since installation, Council has received feedback from the general community

regarding the suitability of the benches. Officers intend to prepare three options for the

community:

1. Retain the installed benches as they are;

2. Retain the installed benches, and include a planter over the

elevated discs, and timber slat seating;

3. Remove and replace benches with council’s signature

bench – see attached image.

The poll would be opened for 7 days and be promoted onsite and via Council

communication channels.

3.7 Reconcilliation Action Plan

A key Council commitment as outlined in the Community Strategic Plan is to

encourage a sense of belonging and connection to the local community.

Council has commenced working with interested members of the local community,

including the high schools, to develop a phase one Reconciliation Action Plan (RAP).

A RAP is a framework to support the national reconciliation movement. There are four

types of RAP’s, and Council is currently in the first phase – Reflect.

From Reconciliation Australia - Reflect RAP clearly sets out the steps you should take to

prepare your organisation for reconciliation initiatives in successive RAPs. Committing to

a Reflect RAP allows your organisation to spend time scoping and developing

relationships with Aboriginal and Torres Strait Islander stakeholders, deciding on your

vision for reconciliation and exploring your sphere of influence, before committing to

specific actions or initiatives. This process will help to produce future RAPs that are

meaningful, mutually beneficial and sustainable.

The informal working party has held an initial scoping meeting. It is an organic process

of engagement with no formal structure or program at this point however depending

on how discussions evolve our aim is to provide a RAP by May 2021, in Reconciliation

Week.

5. PLACE AND PROJECT

5.1 Community App

As part of the Intergenerational Remembering, Hunter’s Hill Council is working to

develop and deliver a pilot community connection application.

Council is supported by CheckedIn Care, and have collaborated with Sydney

Community Services, St George Community Housing and the Anglican Parish of Hunters

Hill, to identify and recruit suitable individuals to be part of this project, along with a

“support circle” for each individual, whether that be a family member or trained

volunteer.

Council, CheckedIn Care and the community organisations have formed a working

group and are currently working together to develop a model for the app.

5.3 Henley Precinct Consultation

We will be onsite at Gladesville Reserve and Henley Growers Market tomorrow to

promote the People and Places Survey to users and community.

From 7-9am, Council officers will be near the playspace encouraging people to

participate in the online survey.

From 9-12pm, Council officers and CGM, consultants engaged to prepare the plans of

management, will be at the Henley Growers Market to promote the survey, discuss the

precinct and run consultation activity.

5.4 Figtree Precinct Consultation

Council have invited key users to participate in a facilitated workshop on Tuesday 22

September at 11.30-1pm.

The purpose of the workshop is to seek input to assist with planning for how our people

use our places now, and into the future.

This information will help to inform the way we provide community infrastructure and

how we work with organisations and community groups into the future.

Due to COVID19 physical distancing requirements, we are carefully managing numbers

and require RSVP in advance for any councillors who would like to observe the

5.5 Local Council Transition Fund - Successful Grant

The Environmental Protection Agency (EPA) is the state’s primary environmental

regulator.

The EPA recently launched a non-contestable grant program for eligible councils to

provide sustainable, reliable and affordable kerbside services to their communities.

The Fund supports strategic planning, options assessment and the transitioning to

sustainable waste management services that maximise recovery from the red-lid bin

and allow safe recirculation back into the productive economy.

This grant provides targeted support for:

1. strategic planning and options assessment

2. increasing the recovery of organics:

a. transitioning to new organics collection services and minimising

recoverable products and hazardous materials in the red-lid bin, or

b. improving recovery of organics in existing services and minimising

recoverable products and hazardous materials in the red-lid bin.

We were part of a joint application through NSROC for a project: Northern Sydney Food

Organics Project.

The project will coordinate short-term trials resulting in demographic and waste stream

analysis of food organics collected from single unit dwellings, medium and high density

multi-unit properties and from businesses, using alternative approaches to

communication and collection methods, applying consistent measurement of project

outcomes in relation to:

cost-effectiveness,

resource recovery and

compliance (participation and segregation of waste).

Council also submitted a Strategic Textile Recovery Assessment project resulting in

assessment and analysis of textiles collected from residential premises, schools and

sporting clubs in the Hunter's Hill LGA using various community engagement strategies

and measures to determine the participation rates, overall engagement, resource

recovery rates, participation and overall diversion of textile waste from the red-lidded

bin into circular economy projects.

We have been successful in both submissions, receiving a total of $180,000 to deliver

these projects.
