In this case we understand that Ultrasonic meter shall be of 16"/600# supplied for similar application & the same should have been hooked up with any make/model of flow computer certified for Natural Gas custody metering. Further to this we would also like to mention that GE Sensing Ireland may not have supplied theFlow computer along with the qualified model of flow meter as applicable to this tender, however our UFM has been integrated with the customer's flow computer and we have the letterfrom the customer that GE Sensing UFM is working with flow computer with satisfactory performance. The transmitters (PT and TT) has to be calibrated with Flow computers in the same combination of installation, this leads to better system accuracy.

As per our standard engineering practice, we propose to use the pressure and temperature transmitters with digital communication (HART protocol). This means that communication between the flow computers and the pressure and temperature transmitters is fully digital. The flow computer is merely a digital calculator that does not require calibration.Please refer to the attached application note for more details on the benefits of digital HART communication.We propose to supply the pressure and temperature transmitters with OEM / factory calibration certificates. The flow computer need not be calibrated. Kindly confirm acceptance of the PT & TT with factory calibration report.

We optionally suggest the use of marine grade Aluminum housing (low copper content) for the transmitter, which we use as a standard. Aluminum is light weight, Corrosion resistant and easier to transport. Moreover it has a extensive PTR worldwide.

Manual Entry of gas composition is required.

The meters we offer cannot take manual entry of Gas Composition. Ideally Gas composition should be manually entered only in the Flow computer. Since it is custody transfer application, the flow computation is done in the flow computer and hence gas composition should be entered in the flow computer and not flow meter. Flow meter gives only the raw reading.

Bid Evaluation Criteria. 5.1.1 GE Sensing - India being the Indian subsidiary of GE Sensing, Ireland(Original Manufacturer of Ultrasonic custody flow meter), whether GE Sensing- India can submit the bid in its letter head on account of our corporate policy. In this case GE Sensing India will only submit the bid documents to GAIL through e- tender, however all BEC back up documentation pertaining to Original Manufacturer, Order placements & execution of the project will be by GE Sensing, Ireland (the original manufacturer). Tender will be submitted /uploaded through E- tender using GE Sensing -India vendor code with its digital signature. Requesting GAIL/Tractebel to accept this. We wish to mention herewith that GE sensing India works in this fashion with all PSU's including EIL/IOCL and even GAIL plants.

Bidder should meet Bid Evaluation Criteria in TOTO.

The bidder or his proposer of ultrasonic flow meter and flow computer shall have designed , manufactured , tested and supplied the ultrasonic flow meter and Flow computer of similar type/model as being offered, within the last seven(7) years reckoned from bid due date. We understand that bidder or proposer of ultrasonic flow meter shall have supplied Ultrasonic meter & flow computer ( any make/model) for similar gas metering application.Also " similar type /model" as mentioned in the tender shall be applicable to Ultrasonic Flow meter only and not for the flow computer, because all Ultrasonic flow meter manufactures are not manufacturing flow computers. In this case we understand that Ultrasonic meter shall be of 16"/600# supplied for similar application & the same should have been hooked up with any make/model of flow computer certified for Natural Gas custody metering. Kindly confirm.

Further to this we would also like to mention that GE Sensing Ireland may not have supplied theFlow computer along with the qualified model of flow meter as applicable to this tender, however our UFM has been integrated with the customer's flow computer and we have the letterfrom the customer that GE Sensing UFM is working with flow computer with satisfactory performance. Please confirm formally if this is acceptable to BEC criteria.It shall also not be out of context to mention herewith that the intend behind this is to establish the capability of the supplier both technically and commercially and not to bind him to be a manufacturer and supplier of all items under the requirement.
