Advocacy Achievements1. MACRA Implementation
ASNC continues to work with policymakers as the new Merit-Based Incentive Payment System, or MIPS, is implemented. Dr. William Van Decker is serving on the MACRA Clinical Committee which develops episode-based resource use measures. The new program will consolidate the Physician Quality Reporting System, the Value-Based Modifier, and meaningful use quality programs already underway at CMS.
2. ASNC convenes 16 National Societies and is successful in request to delay AUC mandate ASNC led efforts to delay implementation of the AUC mandate given the tight statutory timelines set out in §218 of PAMA. ASNC is currently deploying a legislative strategy to roll the AUC Mandate into the Quality Payment Program.
3. March 2017 ASNC Fly-In On March 16, 2017 ASNC held a legislative fly-in where leadership attended over 55 meetings to discuss the challenges associated with implementation of the AUC Mandate. Further meetings are planned for fall 2019.
4. Revision of Restrictive PET LCD ASNC led a reconsideration request to First Coast Service Options regarding a restrictive LCD for PET. The reconsideration request was successful and the LCD was revised. SNMMI and ACC also joined the letter.
5. Category III Blood Flow for PET ASNC led a successful application for 0482T- Absolute Quantitation of Myocardial Blood Flow in PET. ASNC conducted a webinar in early 2019 on use of the code. It is archived on our website for those who wish to view it.
6. Consensus building/ Stakeholder Engagement on the AUC Mandate ASNC has engaged with ACP, AAFP, MGMA, AOA and others to develop consensus on challenges posed by the AUC mandate.
7. APC Restructure ASNC submitted comments to CMS regarding the restructure of the nuclear medicine APCs. CMS finalizes comments supported by ASNC, SNMMI, and others to give Positron Emission Tomography its own APC.
8. Successful comment on Proposed Inpatient Rule requiring Accreditation Orgs to Post Plans of Correction ASNC submitted robust comments on a CMS proposal to require imaging accreditation organizations to publically post plans of corrections for labs who did not pass accreditation requirements. As a result, the proposed rule was not finalized.
9. ASNC submits comments to VA on Scope of Practice for APRNs In comments submitted to the Veterans Health Administration (VHA) last month, ASNC stressed the importance of comprehensive, specialized training pursuant to both COCATS and NRC requirements that all clinicians should receive before interpreting images for patient care. Responding to a proposal that would give VHA-employed Advanced Practice Registered Nurses full practice authority, ASNC acknowledged the challenges the VHA faces in providing high-quality, timely care to veterans and removing barriers to access but emphasized that care must be provided by highly skilled professionals who have specialized training
ImageGuide® Registry Achievements• The ImageGuide® Registry is the nation’s only registry for
non-invasive cardiac imaging aimed at tracking and improving quality for the benefit of patient care.
• The registry has collected over 10,000 patient records from 50 imaging facilities across the nation.
• The Centers for Medicare and Medicaid Services has recognized the ImageGuide® Registry as a Qualified Clinical Data Registry (QCDR) every year since launching in 2015. The registry has allowed several providers nationwide to meet reporting requirements under the Merit-based Incentive Payment System (MIPS).
• The ImageGuide® Registry has 16-approved quality measures, including several outcomes measures and appropriate use.
• ASNC plans to release its first “early look” of ImageGuide® Registry data in the coming Fall/Winter.
• The ImageGuide® Registry’s Echo Module, ImageGuideEcho, launched early 2019 and now allows ImageGuideEcho — launched early 2019 — now allows the collection of both nuclear and echo studies in one robust tool, thereby capturing a greater scope of cardiac imaging.
