1.0 Proposal for grant of connectivity to the applications received from Renewable Energy Sources
2 nos. of Stage-II Connectivity have been received online during December, 2018 for Connectivity at Fatehgarh which are in
conformity with CERC Regulations/Detailed Procedure as below:

Jaisalmer Distt.

ii. LILO of Fatehgarh (TBCB) – Bhadla (PG)$ D/c (765kV line op.at 400kV) line at Fatehgarh-II so as to establish Fatehgarh
(TBCB) – Fatehgarh-II 400kV D/c line (765kV line op. at 400 kV) and Fatehgarh-II - Bhadla 400kV D/c line (765kV line op. at
765 kV)
$ Fatehgarh PS – Bhadla(PG) 765 kV D/c line(to be operated at 400 kV) alongwith Fatehgarh S/s is being implemented through
TBCB by Fatehgarh Bhadla Transmission Limited(FBTL)
Considering Right-of-Way constraints near substation for termination of number of 400kV/220 kV dedicated transmission lines, the
lines may be implemented through multi circuit tower near the substation entry for about 2-3 kms stretches. For this, applicants may
coordinate among themselves.
Stage-II Connectivity grantees are required to the sign the Transmission Agreement within 30 days from the date of intimation of
Grant of Stage-II Connectivity and shall furnish the applicable Connectivity Bank Guarantee (Conn-BG). Further, no extension shall
be granted on any ground and in case of failure to sign the Agreement and / or to furnish the Conn-BG, Grant of Stage-II
Connectivity shall be revoked without any prior notice.
The Stage-II Connectivity grantee shall furnish progress of the monitoring parameters on quarterly basis in the format given at
FORMAT-RCON-II-M by the last day of each quarter. Failure to update progress of the monitoring parameters shall be considered
as adverse progress and in such case CTU shall approach the Commission for appropriate directions. Further, the Stage-II
Connectivity grantees shall be required to complete the dedicated transmission line(s) and pooling sub-station(s) within 24 months
from the date of intimation of bay allocation at existing or new / under-construction ISTS sub-station. If the grantee fails to complete
the dedicated transmission line within the stipulated period, the Conn-BG of the grantee shall be encashed and Stage-II
connectivity shall be revoked.
2.0 Proposal for grant of LTA to the applications

PPA signed between Greenko Budhil and Uttarakhand Power Corporation Ltd. (UPCL) and NOC have been submitted along with application.
LTOA had been earlier granted to PTC India Ltd. for transfer of power from Greenko Budhil Hydro Electric Project to Haryana
(PPA signed with Haryana Power Generation Corporation Limited (HPGCL)). Further, as per the directions of Hon’ble CERC in
Petition No. 190/MP/2016 dated 31/05/2018 & based on the request from PTC, LTOA granted for transfer of power from Greenko
Budhil Hydro Electric Project was relinquished w.e.f. 19/06/2018 for 61.6 MW.
The LTA sought under the present proposal is for the same quantum from the same generation project. Accordingly, it is proposed
to grant LTA to M/s Greenko Budhil Hydro Power Pvt. Ltd. for 61.6 MW from Greenko Budhil Hydro Power Pvt. Ltd. to Uttarakhand
with existing ISTS transmission system from 01/02/19 to 31/03/26.
It is understood that PPA signed between PTC India Ltd. and HPGCL is under dispute and the matter is in Hon’ble Supreme Court.
It is proposed to grant LTA to Greenko Budhil Hydro Power Pvt. Ltd., however, the directions of Hon’ble Supreme Court in this
regard shall be applicable.

on 11/09/2018 & 26/11/2018 respectively with following details:

Subsequently, the matter was discussed in 2nd NCT meeting held on 04/12/2018 wherein it was decided that time frame of
Fatehgarh-II – Bhadla-II 765kV D/c line shall be decided based on Connectivity/LTA applications. Further, ECT during its 3rd
meeting held on 21/12/2018 concurred the decision of NCT. Accordingly, above transmission system except Fatehgarh-II – Bhadla-
II 765 kV D/c line shall be part of LTA system for above applicants.
