Conti has proven success as a solar EPC contractor in the United States, with over 100MW’s under construction this year. Nationally, Conti has built over 213MW’s of solar projects, and we are particularly strong in the northeast, having installed over 80MW in Massachusetts. We are also active in the Rhode Island solar market as we are currently working on a solar project in South Kingstown. 1. Technical Proposal

1.1 Company Experience

Conti is an industry leading solar developer, EPC contractor. We have extensive experience designing, and installing utility and large commercial scale solar systems, with over 213MW in our solar portfolio as show in Figure 1-1. We are active in all of the major solar markets throughout the United States as well as certain international markets. We are particularly strong in the northeast, our home region, with projects underway in New York, New Jersey, Massachusetts, Rhode Island, and Connecticut. Specific to Rhode Island, Conti is currently working with the University of Rhode Island on an 8MW solar project.

We are a customer-focused company, and we take pride in delivering optimized solar projects – balancing system size, energy production, and capex to generate the highest returns for our customers. Instead of simply looking at the lowest capex option, we regularly compute LCOE during our design and estimating phase to determine the highest value solution for our customer. We have developed countless mutually successful long-term customer relationships through this business approach.

Our solar resume includes 213MW of solar PV projects to date, and we continue to grow our presence in the industry. Conti was named #38 of the Top Solar Contractors in 2015 by Solar Power World and two of our solar projects won the Best Project Award by Engineering News Record in 2015.

Our solar team is a division of The Conti Group, a global developer and builder of capital projects. Founded in 1906, Conti develops, engineers, and constructs complex projects in the Energy, Industrial, Environmental and Infrastructure verticals. The firm is privately held, generates annual turnover of $390 million and has a substantial bonding capacity of $1.2 billion. Conti’s resource base consists of over 500 project management, engineering, and construction staff and a $100 million equipment fleet.

We have deep rooted solar experience with in-house PV designers and project execution teams who are all well versed in executing solar projects. On the construction side, we self-perform over 50% of the solar PV work we put in place, reducing schedule and cost risks for our owners. Many of our competitors do not have the in-house capabilities we have, which limits their ability to correct underperforming subcontractors and vendors.

In addition, Conti has extremely strong relationships with major equipment manufacturers of PV modules, inverters, racking, medium voltage equipment, and other balance-of-system manufacturers. Given the long-lead nature of many of these items, our vendor-relationships are critical to our success as an EPC. Over the years we have developed a trusting relationship with our suppliers. They rely on us for our business and we rely on them to deliver a quality and cost competitive product within our schedule requirements. While we do have a “supplier shortlist” for each major equipment category, we are more-or-less, supplier agnostic among qualified suppliers.

Conti continues to expand geographically—executing projects in New Jersey, New York, Massachusetts, Rhode Island, California, Maryland, and Ohio – and actively engaging opportunities across North

We are fully integrated with the broader Conti Group which gives us access to the financial and human resources required to quickly mobilize and execute projects across the globe. Conti’s portfolio comprises over 213MW of solar power generation capacity since 2008. We are particularly active in the Northeast, having built over 100MW of projects in our home state of New Jersey.

1.2 Subcontractors

Traditionally throughout our 110 years Conti self-performs between 50-60% of the scope of work on a particular project. We have self-performed the entire scope of work on our solar projects from designing in-house utilizing our PV Designers to using our own work forces and owned equipment to complete the installation and commissioning of the PV systems. We have also partnered with subcontractors to accomplish our project goals on a project by project basis.

We have evaluated both self-performing and subcontracting portions of the scopes of work on the Powers, DOT and Cannon Buildings, and we will make final decisions on subcontracted versus self-perform scopes of work after we have been awarded the project.

1.3 Project Team

Stellar project management and supervision is critical to Conti’s project success. Every project is fully staffed with a project management team including engineers, project managers, quality control, safety, and superintendents. Figure 1-3 shows Conti’s organizational structure along with the responsibilities and authorities that go along with each position. Resumes for these individuals have been provided on the following pages.

Sean Harrington

Project Manager

Mr. Harrington has 10 years of construction management experience in large scale solar PV installations for public and private-sector clients. He performs and executes multiple tasks under demanding schedule constraints and has successfully completed projects through developing detailed work plans, scheduling and coordinating field activities, and tracking costs for maintaining proper funding and budgeting. He also has exceptional troubleshooting and problem solving abilities. Mr. Harrington motivates and manages the project staff and serves as the primary liaison with the client and client representatives. He has worked with senior project managers and superintendents to coordinate construction activities. He participates in project meetings with contracting officers, client representatives, subcontractors, and major material suppliers.

Timothy Moore

General Superintendent

Mr. Moore brings over 15 years of experience in the construction industry, including supervision and coordination of all construction crew activities for federal-, state- and private-sector clients in the northeastern U.S. His specialties include solar installation (since 2009), vertical construction, and site work. He has a proven ability to manage diverse and complex projects involving extensive subcontractor coordination and demanding schedules; has a history of effective subcontractor management, managing between 9 and 25 subcontractors at a time; has been responsible for assuring that all project-related construction operations are performed in accordance with applicable drawings, specifications, codes, standards, and with all quality control objectives in mind; and monitors all site operations for QA/QC compliance, working closely with the onsite quality control manager, and implements corrective action to eliminate noncompliance events.

Steven Lawrence

Engineering Manager

Mr. Lawrence is an NABCEP Certified Solar PV InstallerTM with over 9 years of experience in the solar industry. He has successfully designed over 170 projects totaling 40MW that are fully operational located in NJ, NY, CT, PA, and CA. He also has designed 3.3MW of solar PV that is currently under construction in CA and MA and continues to provide field support to those installations. He is responsible for training new hires and mentoring their development as they learn how to design solar PV. He’s developed templates and tools for code compliant and efficient designs. He is fluent in site surveys, submitting permits to the Authority Having Jurisdiction, interconnection, full system design and commissioning. Previously he worked at The Solar Center where he was the Engineering Manager in charge of handling all designs, all permits, all interconnections, and all surveys while overseeing a team of five. He was also responsible for the design and permitting of solar hot water systems.

1.4 Questions from the RFP:

a. What experience does the respondent have with the permitting, installation and commissioning of solar photovoltaic projects?

For all of our 200+ MW’s of projects installed to date Conti has performed full detailed designs, prepared the building and electrical permit drawing packages, applied for the permits, procured all equipment, installed the PV system, and commissioned all of the 200+ MWs of solar projects we’ve performed to date.

b. What experience does the respondent have with the installation of ballasted PV arrays on low-slope roofs?

Conti has installed approximately 10 MW’s of roof-top solar as part of our portfolio. This month, we completed the Engineering, Procurement and Construction (EPC) services for a 3.1 MW roof top in Leominster MA (pictured below) and are mobilizing this week to start construction on a 1.3 MW roof top solar project in Brockton MA.

Conti has significant experience securing public incentives solar projects – both for projects that we own and projects for which we performed EPC services. Conti owns approximately 10 MW’s of solar projects. For these projects we have researched, applied for and received grants and renewable energy credits in their respective states. On the remaining projects we have assisted our PV System Owners with completing the paperwork, inspections and testing requirements to certify the projects to allow for the rebates to be received.

d. Does the Respondent have experience working on public-sector construction projects of a similar size and scope?

Conti has provided EPC services on approximately 22 MW of solar projects (approximately $40 million of project value) on municipal properties across six projects. We have significant experience working with local municipalities through the permitting and construction processes and ensuring the correct stakeholders are involved throughout. For our rooftop solar projects we are keenly aware that we are constructing at an active place of business, and we take extra care to coordinate with the local facility and workforce to not hinder their daily operations.

2. Project Plan

Our Project Management team executes large-scale multi-million dollar, multi-phased projects and we strive to meet our customers’ needs of low cost and accelerated schedules. We have significant proven success managing the entire project, including subcontractors and vendors, monitoring site safety, coordinating delivery schedules, self-perform labor, and overseeing site operations and logistics.

Conti’s careful approach to the delivery of a solar project from preconstruction through close-out focuses on the project’s critical components, continuity of operations and meeting the project’s major milestones in an efficient, safe and qualitative manner. We will implement Best Management Practices (BMPs) to streamline the execution process and identify opportunities to accelerate our schedule, as shown in Figure 1-4 below.

Conti will use its in-house engineering group to support our Project Management team to ensure the correct and most efficient system gets constructed. Our Engineering Group and Project Management team will collaborate with the owner representatives and designers to research and analyze potential cost and schedule savings, not just at the beginning of the project but as the entire project is constructed. Finally, our team remains actively engaged throughout the commissioning process to ensure the system starts up seamlessly.

We will use our proven standard processes to manage and execute this project, including our standard project planning, project costing and procurement systems. This methodology helps to make sure the project is executed on-time and on-budget. No matter whose responsibility each step is, owner or contractor, Conti will support and see through all items until completion to keep the project on schedule.

As construction begins, a construction trailer is mobilized at the project site. Deliveries are arranged and necessary equipment is scheduled.

After the site is cleared and graded, roof is replaced and ready for the solar array, the layout of the arrays are prepared, measured, and marked. Then the mounting system is installed and assembled. Typically, at the same time, the electrical work can begin. The inverter locations are prepared and weather station and data monitoring equipment can also start being assembled and installed.

After the mounting system is in position, the solar panels can be fastened to it. At this point the panels are appropriately wired to aggregate the generated solar energy into the combiner boxes (combiner boxes are only applicable if we are using central inverters) and wire those boxes to inverters where the DC current can be converted into an AC current for compatibility with the electricity supplied to the facility by the grid. The wires from the solar panels are outdoor-rated, and after they are connected into combiner boxes the wires will be routed through conduits from the combiner boxes to the inverters and transformers. Figure 1-5 details the typical solar PV system connection process.

Next, the AC cable is wired from the transformer into the interconnection point in the facility (utilizing additional transformers and switchgear, as required), and the system is ready to be started-up and commissioned. The final step of the installation, other than removing the construction supplies and equipment, is to have the inspection from the local jurisdiction and approval from the utility company to activate the system.

Conti will coordinate electrical work including all hooks ups and interconnections. We will closely monitor work affecting existing utility power with facilities personnel so any necessary shut-off during installation is properly planned well in advance and are done in coordination with the facility to avoid any impacts to the operation of the building.

Data Monitoring System

The PV system will be monitored 24/7 through Internet connectivity to observe overall system performance. In the event of a system or sub-system issue, an electronic alert is sent via e-mail to the operator. Once the alert is received, we will determine the extent of the problem and resolve the issue from a remote location. If the problem cannot be addressed in this manner, our maintenance staff will be contacted and dispatched to the site within 24 hours, where a solar technician will troubleshoot the system, isolate the problem area, and implement a solution. Figure 1-6 below is a screen shot of our centralized data monitoring system, which we use to monitor all of our projects:

1. Part II - Cost Proposal

1.1 Understanding of RI Incentives

Conti has reviewed the Rhode Island Commerce Corporation’s Renewable Energy Fund (REF) Program Grant in detail, and have had significant interaction with the Renewable Energy Program Manager to ensure we fully understand the grant incentive and how it will apply to this project. Based on this due diligence, we believe that the project will qualify for a REF incentive, subject to the following:

a. As of October 3rd 2016 the maximum incentive cap for the REF Program Grant is $300,000.

b. Since the project sizes are below 500kW a pre-application does not need to be submitted to National Grid.

c. Because these projects will be net metered, the project cannot qualify for the Renewable Energy Growth Program.

d. The application for the REF Program Grant will be the commercial scale block #13 and the applications have to be submitted by December 31st

e. The incentives are listed below:

1.2 Clarifications & Assumptions

In preparation of this proposal we have based our pricing on the following assumptions, conditions, and value engineering concepts to provide the most competitive pricing possible for this project.

General

The scope of this proposal is full turn-key engineering, procurement, and construction of the base solar system with an option for the two add alternates.

Five (5) year workmanship warranty. This is a workmanship as well as administrating equipment warranty. This does not include removal and replacement of modules in the event of warranty claim.

It is assumed that the site conditions will allow all work to be performed in a continuous manner, during a normal 8-hour day, Monday through Friday; and, that access to the work areas will not require the use of extraordinary means and methods to accomplish the contract work.

Sales tax in the States of Rhode Island is excluded.

Quotes provided for DOT Building (Alternate #1) and Cannon Building (Alternate #2) are adders to the Powers Building (Base Bid). Pricing for these Alternates assumes that if added to the Base Bid’s Scope of Work, purchase order issuance and construction is to take place simultaneously on all three buildings.

The 2014 National Electrical Code (NEC) requirements have been included.

Roof Work

We have assumed that the existing roofs and buildings are in good condition to accommodate solar panels. No building or roof modifications or structural analyses have been included in the price.

Roof penetrations or any kind of roof modifications required in order to complete EPC work are excluded from our price.

We have figured plywood and Styrofoam for roof protection at loading areas and walkways.

It is assumed that existing roof ballasts, if present, will be removed by others before Conti mobilizes on site.

No existing equipment removals are included in our price.

Racking Structure

Fabrication and Installation of slip sheets is excluded from our price as it is deemed unnecessary.

Inverters

Inverters to be mounted on racks on the roof for all buildings.

Wiring/ Conduits

Conduits have been assumed to run down from roof at service location from the outside of the DOT building.

Painted conduits are not included in our price.

Data Monitoring

Locus data monitoring or approved equivalent is included. However a full SCADA system is not included.

Utility Interconnection

Interconnection upgrades and interconnection fees payable to National Grid are excluded and are to be provided by others.

Battery backup systems are excluded from our pricing.

Interconnection point for Powers Building and Cannon Building are to be located in the penthouse/ lower roof areas as shown on RFP drawings.

Interconnection point for the DOT Building will be located in the basement. It is assumed that the switchgear is easily accessible to interconnect from a conduit(s) running down the outside of the building directly into an electrical panel located on the perimeter wall. Interior electrical work to reach the point of interconnection is not included in this proposal as information on this scope was not available at time of bid. Price does not include any building modifications or other unknown expenses to reach the existing switchgear/electrical panel.

Price does not include any electrical modifications or other unknown expenses to modify existing switchgear or panelboards. It is assumed that the existing building electrical systems can accommodate the solar installation.

Permitting

Conti will obtain Building and Electrical permits from local municipalities, however we have excluded any fees payable to the Authority Having Jurisdiction to obtain such permits.

We have not included any costs for obtaining planning board or zoning board approvals as we are assuming these are unnecessary.

General

Conti has not finalized our MBE plan to achieve the minimum ten percent participation goal for all State procurement, however we are diligently pursuing this and understand the importance of working with MBE subcontractors. We have contacted Dorinda Keene, the State MBE’s Administrator, and have received a list of MBE electrical subcontractors that we have reached out to. Conti is making all good faith efforts to identify qualified MBE subcontractors to achieve the goal.

Conti’s application for the Renewable Energy Professional Certificate was submitted on 09/30/16. We spoke to Mr. Nassir at RI and he indicated our application is received, reviewed and scanned into the system. He is currently working on it and will forward to the Office of Energy for approval.

Pricing includes union electrical installation.
