Onam is an ancient Hindu festival which stillsurvives in modern times in the state of Kerala. It is thebiggest festival celebrated in the state. It is also themajor festival of Kerala with State holidays on 4 daysstarting from Onam Eve (Uthradom) to the 3rd OnamDay. The festival falls during the Malayalam month ofChingam (August - September) and marks thecommemoration of home-coming of the mythical KingMahabali.

In Kerala, it is the festival celebrated with mostnumber of cultural elements such as Vallam Kali,Pulikali, Pookkalam, Onathappan, Tug of War,ThumbioThullal,Kummati kali ,Onathallu, Onavillu, Kazhchakkula, Onapottan, Atthachamayam etc. Onamis reminiscent of Kerala’s agrarian past, as it is considered to be a harvest festival. It is a communityfestival and celebrations are essentially connected with temples.

Kerala’s rice harvest festival and the Festival of Rain Flowers, which fall on the month ofChingam, celebrates the appearance of Vamana avatar of Vishnu and the subsequent annual visitof the legendary Emperor Mahabali’s from Patala Loka(the underworld). Onam is unique sinceMahabali has been revered by the people of Kerala. The King is so much attached to his kingdomthat it is believed that he comes annually from the nether world to see his people living happily.

It is in honour of King Mahabali that Onam is celebrated. The deity Vamana, also calledThrikkakarappan is also revered during this time by installing a clay figure next to the floral carpet(Pookalam) .The birthday of Sri Padmanabhan, the presiding Deity of Thiruvananthapuram, is onthe Thiruvonam day in the month of Chingam. Thiruonam day is the most important day of Onam.In Onam 2016, Thiruvonam date is 14 September. Mahabali’s rule is considered the golden era ofKerala, ancient Bharata.

The beauty of the festival lies in its inclusive fabric. People of all religions, castes and communitiescelebrate the festival with equal joy and verve. Onam also helps to create an atmosphere of peaceand brotherhood by way of various team sports organised on the day.

The celebrations of Onam start on Atham day, 10 days before Thiruvonam. The 10 days are partof the traditional Onam celebrations and each day has its own importance in various rituals andtraditions.

must be isolated and sanctioned

Prime Minister Narendra Modi has again raised the issue of terrorism,black money and corruption in the G-20 summit held recently in China.He rightly said those who sponsor and support terrorism must be isolated

and sanctioned, not rewarded. While appreciating the G-20 initiative on combatingthe financing of terrorism, he raised the issue on the multilateral forum drawing theattention of the entire world. Narendra Modi has been raising the issue of terrorismon almost all global forums emphasizing the threat posed by terrorism to humanityand the need to intensify efforts to counter it. In his address to US Congress and lastG-20 Summit also he dwelt upon the issue of terrorism and called for strengtheningcounter terror measures at global level in view of the global terror network whichhas spread its tentacles to every corner of the world.

In the informal meeting of the BRICS leaders held one day before G-20 meetingNarendra Modi called for not to politicize terror. In the last session of the G-20Summit he sent out a bold message calling for urgent actions against those promoting,supporting and harbouring terrorism. He clearly pointed towards Pakistan whenhe said that there are some nations that use terrorism as an instrument of state policyand that one country was responsible for terror activities in South Asia. “Terroristis a terrorist, one single nation in South Asia is spreading agents of terror in ourregion,” PM said. While highlighting the fact that India has a policy of zero-tolerance towards terrorism he said that global financing of terror network isinextricably linked to global stability and governance.

It is significant to note that Prime Minister raised the issue of terrorism in China.It is to be noted that China blocked India’s bid at the UN to ban chiefs of terroristoutfits Jaish-e-Mohammad (JeM) and Jama’at-ud-Da’wa. India has also been stressingto China bilaterally as it urges Beijing to rethink its stance of shielding Pakistaniterrorists at the UN Security Council. Prime Minister’s stand on terrorism in Chinais considered timely intervention seeking to convince China to reconsider its stand.While positive response is awaited from China on terrorism, India could find acommon ground with China on the issue of black money. Speaking on the blackmoney Narendra Modi laid emphasis on the need “to eliminate safe havens foreconomic offenders, track down and unconditionally extradite money launderersand break down the web of complex international regulations and excessive bankingsecrecy that hide the corrupt and their deeds”. He also called for “full commitment”to act against the corrupt. The proposal to establish a research centre on fugitiverepatriation and asset recovery in China will go a long way in curbing corruptionand black money globally.

Pakistan has become a hub of terrorism as its establishment continues to promote,support and harbor terror groups. It is not only India but other neighbouringcountries are also targeted by these terror groups who are allowed to carry out theiractivities openly. In fact Pakistan has gained expertise only in producing andexporting terrorism and if terrorism has to be defeated this global exporter of terrorneeds to be stopped. Pakistan has not only become an exporter of terror but it’s alsoengaged in serious human rights violations in Balochistan, PoK and Gilgit. PrimeMinister Narendra Modi has taken a bold stand to expose Pakistan on global forumsand to intensify global fight against terrorism. It’s time to expose, isolate and punishPakistan.

In a sharp attack on Pakistanat the G20 summit on 5September at Hangzhou

in China, Prime MinisterNarendra Modi said “onesingle nation” in South Asiais spreading “agents of

terror” as he asserted thatthose who sponsor themenace must be sanctionedand i so la ted , notrewarded.

“Indeed one single nationin South Asia is spreadingthese agents of terror incountries of our region,”Prime Minister Modi said inan apparent reference toPakistan.

“We expect theinternational community tospeak and act in unity, and torespond with urgency to fightthis menace. Those whosponsor and support

terrorism must be isolatedand sanctioned, notrewarded,” Shri Modi said inhis intervention during theconcluding session of themeeting of the world’s 20strong economies.

The Prime Minister saidIndia appreciates the G20’sinitiative on combating thefinancing of terrorism andasserted that all countriesshould meet the FinancialAction Task Force (FATF)standards.

“Growing forces ofviolence and terror pose afundamental challenge. Thereare some nations that use itas an instrument of statepolicy. India has a policy ofzero tolerance to terrorism.Because anything less thanthat is not enough,” Modisaid.

“For us a terrorist is aterrorist,” he asserted.Modi’s remarks came a dayafter India called on otherBRICS members to intensifyjoint efforts to combatterrorism.

Modi, in an apparentreference to Pakistan, hadyesterday demanded“coordinated actions” by thegrouping to “isolatesupporters and sponsors ofterror”.

The Prime Minister, in hisaddress to the Brazil, Russia,India, China and South Africa(BRICS) Leaders Meetinghere, had said “Terrorists inSouth Asia, or anywhere forthat matter, do not own banksor weapons factories”.“Clearly, someone funds andarms them and BRICS mustintensify joint efforts not just

to fight terror but tocoordinate actions to isolatethose who are supporters andsponsors of terror,” he hadsaid, without namingPakistan.

Prime Minister NarendraModi also raised the issue ofblack money and tax evasionat the G20 summit inHangzhou, urging themember countries to takeaction against the financialcorruption.

On the second day of the

Summit, Shri Modi said“Fighting corruption, blackmoney and tax evasion werecentral to effective financialgovernance.”

The Prime Minister alsosaid there should be “zerotolerance” for corruption andblack money and treatyloopholes.

He urged the membersnations to show “fullcommitment” to actionagainst the financialcorruption.

On the sideline of G20Prime Minister Shri NarendraModi held bilateral meetingswith the countries of G-20.

Before visit to China forattending G20 summit, PrimeMinister Shri Narendra Modivisited Vietnam. In Hanoi ShriNarendra Modi signed 12agreements with Vietnam onSeptember 3 after meeting hisVietnamese counterpartNguyen Xuan Phuc. Theleaders of the two countriesheld delegation level talks. PM

Modi announced a new line ofcredit of $500 million forVietnam to facilitate deeperdefence cooperation.Alongwith setting a bilateral tradetarget of $15 billion by 2020,the Prime Minister also soughtfacilitation of ongoing Indianprojects and investments inVietnam. India has also granted$5 million to set up a softwarepark in the country. TheMinistry of External Affairsspokesperson, Vikas Swarup,said, “12 MoUs andagreements were signed todayranging from health todefence to space. I look at thisvisit as setting a new

benchmark for India-Vietnamties which will take ourrelationship to a whole newlevel. “

Being the fourth IndianPrime Minister to visitVietnam in over five decades,PM Modi was greeted with aceremonial welcome in frontof the Presidential palace inVietnam’s capital Hanoi onSaturday morning. He waswelcomed by Vietnamesepresident Tran Dai Quant.

The welcome ceremonybegan with the nationalanthems of India and Vietnambeing played by the armedforces band. Dressed in sharpwhite with gold tassels andblack gum boots, the primeminister later inspected a guardof honour by the three armedforces of the host country.

PM Modi paid homage tonational heroes and martyrsat their monuments alongwith laying wreath at the warmemorial located across theBa Dinh Square.Accompanied by PresidentQuant, PM Shri Modi alsovisited Vietnam’s reveredleader Ho Chi Minh’straditional stilt house near thepalace. Shri Modi had earlierdescribed him as one of 20thcentury’s tallest leaders in aFacebook post.

In the same post, PM ShriModi had said: “We wish toforge a strong economicrelationship with Vietnamthat can mutually benefit ourcitizens. Strengthening thepeople-to-people ties will alsobe an my endeavour duringthe Vietnam visit.”

In line with the vision ofShri Narendra Modi,Hon’ble Prime Minister of

India to eradicate Leprosyfrom India, Shri J P Nadda,Union Minister of Health andFamily Welfare reviewed theNational Leprosy EradicationProgramme and pursuantto that, Ministry ofHealth and FamilyWelfare has launched thebiggest Leprosy CaseDetection Campaign(LCDC) in the country on5th September 2016 across149 districts of 19 states/UTs. This fortnight-longcampaign will cover 1656blocks/urban areas ofthese districts and screen atotal of 32 crore people forleprosy. For this purpose,297604 teams comprising ofone lady ASHA worker andone male volunteer eachwould visit every house intheir allotted area and screenall the family members forleprosy.

The states and UTscovered in this campaign areAndhra Pradesh, Assam,Bihar, Chhattisgarh, Gujarat,Haryana, Jharkhand,Karnataka, Maharashtra,Nagaland, Odisha, TamilNadu, Uttar Pradesh,Uttarakhand, West Bengal,Chandigarh, Dadra & NagarHaveli, Delhi and

Lakshadweep. The districtshaving a prevalence rate ofmore than one case per 10,000population in any of the lastthree years have beenincluded in this campaign.

The Union Government on August 31 raised minimumwage of non-agricultural workers by 42 per cent andannounced revised bonus for Central employees for twoyears. Finance Minister Shri Arun Jaitley, who chairs theinter-ministerial committee on labour, said the decisionsare based on the proposals of the panel set up last year tolook into the 12-point charter of demands of the tradeunions.

Cabinet approves creation ofa Project Development Fundto catalyse Indian economicpresence in Cambodia, Laos,

Myanmar and VietnamThe Union Cabinet chaired by the

Prime Minister Shri NarendraModi has given its approval to createa Project Development Fund (PDF)with a corpus of Rs 500 Crore forcatalysing Indian economic presencein the Cambodia, Laos Myanmar andVietnam.

The PDF shall be housed inDepartment of Commerce andoperated through the EXIM Bank. ThePDF shall be governed by an Inter-Ministerial Committee under thechairpersonship of the CommerceSecretary.

CLMV countries namelyCambodia, Laos, Myanmar andVietnam have a unique position in theregional value chains and offer agateway for market access to China/EU and other markets due to varioustrade agreements.

The key advantage of positioningIndia on the regional value chains issecuring on a long term basis, adedicated market for Indian rawmaterials and intermediate goodsbesides a dedicated source for inputsand raw materials for Indian industry.While opportunities are a plenty inCLMV region, Indian entrepreneurs’endeavors in these countries have, thusfar, been limited due to limitedinformation, infrastructure and othercontingent risks.

The PDF shall benefit India’sindustrial community for businessexpansion, and to maintain costcompetitive supply chains, besidesintegrating with global productionnetworks.

Ministry ofPetroleum and

Natural Gas has decidedto extend the benefitsunder Pradhan MantriUjjwala Yojana to thepeople of all Hilly Statesincluding North-EastStates by treating themas ‘Priority States’ andrelease LPG connectionsto the eligiblebeneficiaries.

This step of theMinistry will effectivelyaddress the difficultyfaced by poor peopleresiding in the States ofJammu and Kashmir,Himachal Pradesh,Uttarakhand, Sikkim,Assam, Nagaland,Manipur, Mizoram,Arunachal Pradesh,Meghalaya and Tripurain accessing LPG forcooking purposes.

Pradhan MantriUjjwala Yojana is beingimplemented with anobjective to providedeposit free LPGconnections to BPLhouseholds as a clean fuelsolution.

So far, more than 50lakh connections havebeen released to thebeneficiaries.

Addressing the gathering BJP President Shri Amit Shah askedBJP Chief Ministers, to choose some of the 80 pro-welfareprogrammes, which could be implemented hundred per cent.

Delivering the inaugural address in the meet attended by ChiefMinisters, Deputy Chief Ministers and State presidents, Shri Shahsaid the Modi Government is thefirst dispensation in the countrywhich has ended the confusion thatprevailed during precedingGovernments whether to have anurban or a rural tilt, go for reformor stay a welfare state or promoteagriculture or industry. “We havestruck a balance and continued withboth aspects”, he said.

“BJP has started in the country an era of politics of performance.The State Governments of the BJP have been re-elected time andagain on the basis of performance... It is the joint responsibility of theCentral and State Governments that we together build a pro-poorwelfare state and change the life of the common man,” said the BJPPresident. Shri Shah said the Modi Government has started a newperiod whether in terms of the country’s defence or people’s welfareor enhancing the nation’s prestige. “The country and the world canfeel a new India,” he said while adding that States will have to playan important role in transforming the country. If we can bring out achange in States ruled by us, then a big part of the country canexperience good governance,” he said.

Our party is in power covering the country’s geographical areaof more than 51%, inhabited by around 37% of the population.Therefore, states could play a vital role in success of the Modigovernment’s pro-poor policies, said Shri Shah. States are responsiblefor execution of 75% of the welfare schemes launched by Modigovernment, he said.

The AsceticPoliticianKushabhauThakreDeendayalji had a

style of functioning which wasthesame as that of the RSS. Beforejoining, the Jana Sangh hewas aSah-prant Prachark in easternUP. I got the opportunityto meetDeendayalji at a Sanghashivir inAgra and the yearwas 1939-41. Iwas a student then, studying inVictoriaCollege in Gwalior. In1951, Kanpur was the venue oftheNational Convention of theJana Sangh. Shri Mahavir wastheAll India Party GeneralSecretary and Deendayalji, theinchargeof the Jana Sangh inUttar Pradesh. The RSS haddeputedpracharaks to work forthe BJS. I was the incharge ofMadhyaPradesh. Therefore at theKanpur meeting I gotanotheropportunity to meet Pt.Deendayalji. It was the samemeetingin which Deendayalji'sname was announced for theoffice ofthe new GeneralSecretary of the BJS. It was ahistoricsession presided over byDr. Syama PrasadMookerji.Those were the dayswhen the party was in itsinfancy.There were meagrefacilities available with us.Deendayaljicame to visit MadhyaPradesh after he became theNationalGeneral Secretary. Inthose days we did not have anyvehicleand we could not dare toask others to provide one.

Deendayalji, accompaniedby me, decided to travel bybusand we reached a place calledBaghli in MadhyaPradesh.While we were

returning to Indore by a bus wemet someCongressmen. They didnot recognize Deendayalji buttheywere familiar to me. Theywished me by a polite namaste.Ireplied but did not introduceDeendayalji to them.Later,Deendayalji asked me whyI did not introduce him to them.Itold Deendayalji that as he wasthe All India GeneralSecretaryand still traveling by abus, the Congressmen couldmake funof it. Deendayalji toldme that it did not matter and itwas nota question of feelingembarrassed.Wanted workers towin people’sconfidenceDeendayalji was asimple man with high thinking.He hadfirm faith in reaching outto the grassroot level. He wasveryaffectionate and caring forthe party workers. Herepeatedlyurged the partyworkers to win people'sconfidence and trust.He was of

the view that one should fight forthe welfare of thecommonman.Tribal people in MadhyaPradesh popularlycalledDeendayalji as 'BaraSahib'. But this 'Bara Sahib'alwaysworked for organisingagitations while fighting for thetribalcommunities. He himselfparticipated in severalsuchagitations. Deendayalji'sactive participation soundedwarningbells to the Congressmenand they launched a campaigntotarnish the good image of theBJS. They levelled falsechargesagainst the BJS workersthat they were involved in fellingoftrees in the forests. Weprotested against this campaign.Inthe meantime Deendayaljivisited Indore and came toknowabout the Congresspropaganda. He immediatelycalled aPress conference andsaid: "The government has noright toformulate any policy bymarginalising the tribals."Hedemanded immediateannouncement of a policy forthetribals. His efforts helped theBJS to penetrate into tribalareasand his words forced theCongress to do somethingfortribals.Pandhari Rao Kriduttawas an MLA in MadhyaPradeshAssembly. He had someheated arguments with theSpeaker.There was a big furorein the Assembly. Amidst allthisuproar, a shoe was thrownat the chair. Kriduttajiwasblamed for it and suspended.We immediatelycalledDeendayalji and told himthe whole story. A meeting

Addressing the press later he saidthatone should not ignore the cirumstances which precipitatedsuchan extreme action.Never demoralised committed partymenAfterthis incident another meeting was held at Ambala.Deendayaljihad to present a detailed report as he was thegeneral secretary.He did not mention the incident relating toKriduttaji. The thenJana Sangh President Balraj Madhokwas not pleased at this'omission'. Deendayalji defended hisdecision and said that theparty president should not expecthim to behave like a policeman.He added, he could notdiscredit or demoralise any committedparty worker. Healways sympathised with the partycadre.Deendayalji was a man of impeccable good conductandalways used to say that any good work could succeed onlyifit had a firm foundation. He was unimpressed by the pomp andshow in politics. In 1967, the Opposition partiesoutnumbered theCongress in Madhya Pradesh Assembly,as the Congress couldonly win 142 seats whereas theOpposition won 146 seats. ButDeendayalji decided not tomake any effort to form a coalitiongovernment because hewas aware of the temperament of theSocialists. He neverapproved of horse trading in politics. Healways felt that"politics is not an easy way and it follows aslippery path.Only those survive who take to this path keepinglargerinterests of the people."Deendayalji had a separateparameter for judgingdevelopment. How far the poorest of thepoor are benefittedwas his yard stick.

He loved to travel and always enjoyedstaying with partyworkers.Avoided instant reactionHis caring attitude towardsparty workers was reflectedin his actions. He was never in ahurry to do anything andvery wisely did not to make instantcomments. I can recallan incident when the Opposition inMadhya Pradesh had alead of only 2 seats over the Congress.While addressing apress conference I said that we would notform governmentas we enjoyed only an insignificant lead.Deendayalji readthis statement in some newspaper and lateradvised me thatI should refrain from reactinginstantly.Deendayalji was very impartial in his style offunctioning.He never uttered a harsh word. His energy wasboundlessand he was a man of philosophy. He propounded anew wayof life called 'Integral Humanism' which was inspiredby the'Bharatiyata' in him.There was another incident which Iwould like to recall.We were at Ahmedabad to participate in a BJSconvention.He was displeased with some activities there andannouncedthat he was going to leave politics. His aunt livedinAhmedabad. We took Deendayalji to her place. There wehada discussion and tried to convince him not to leavepolitics. Wemade him withdraw his own statement, "We arein politics not forselfish reasons but to serve the nation," hesaid and gave a broadsmile saying "I did not mean what Isaid earlier."

Former Union minister ArifBeg passed away on September5. He was 81. He was associatedwith BJP since Janasagh‘s days.Beg was well-known for hisoratory and was famous for hispunch line “Mere Mulk KeMalikon” (Owners of mycountry), with which he beganhis speeches. In 1977, in the LokSabha elections held immediatelyafter the Emergency was lifted,he had defeated Shankar DayalSharma from Bhopal constituencyand was made cabinet minister inMorarji Desai Government. In1989, he won Lok Sabha electionfrom Betul. He had contestedAssembly elections from Bhopal(North) seat in 2013 on BJP ticketand lost to Arif Aqueel of theCongress. His last rites wereattended by several distinguishedpersons. Madhya Pradesh Chiefminister shri Shivraj SinghChouhan also reached Beg’shouse to pay tributes to thedeparted leader.Shri Chouhansaid death of Beg is not only aloss of BJP but also of the nation.

development becomes a massmovement, a bigtransformation takes place.Peoples’ power is, in a way,considered to be a divineincarnation. Government ofIndia has made a successfuleffort to clean the Ganga andinvolve the people for thisproject with the cooperationof five State governments.Pradhans of villages situatedon the banks of the riverGanga were invited toAllahabad on the 20th of thismonth. They included men aswell as women. They came toAllahabad and took an oathbefore Mother Ganga thatthey will make all out effortsto immediately stop the

practice of open defecation intheir villages situated on thebanks of Ganga, start acampaign of building toiletsand also that these villageswill make their fullcontribution in cleaning upGanga and will ensure thatGanga is not polluted now. Icongratulate all the Pradhanswho had assembled inAllahabad with this resolvefrom different States; theyhad come from Uttrakhand,from Uttar Pradesh, fromBihar, from Jharkhand andfrom West Bengal. congratulate all thoseMinistries of the Governmentof India and also thoseministers who turned thisvision into reality.

Narrating a story ofKabirdham district ofChhatisgarh, he said “InKabirdham district ofChhatisgarh more than 1.25lakh students from about 1700schools collectively wroteletters to their parents. Somestudents wrote in English,some wrote in Hindi and somein Chhatisgarhi to theirparents telling them that thereshould be toilets in theirhouses. They demandedbuilding toilets. Somestudents even wrote that they

would rather go withoutcelebrating birthday but thetoilet must be constructed.

Students of age betweenseven to seventeen took upthis task. And this had suchan impact, such an emotionalimpact that while the studentswere going to school the nextday, their parents handedover reply letters to themaddressed to the teacher inwhich they promised to buildtoilets by a certain datepositively. My compliments tothose who visualized thisidea, compliments to thesestudents and specialcompliments to those parentswho took their childrens’letters so seriously and alsotook a decision to construct atoilet. This is what inspiresus.

Telling the anotherincident about swachataabhiyanhe added “ In Koppaldistrict of Karnataka, a sixteenyear old girl Mallammastarted a Satyagrah againsther own family. She launchedthe Satyagrah and stoppedeating and she did that not toask something for herself, notto demand good clothes orhave sweets. This daughterMallamma was adamant tohave a toilet built in her house.But, the family was not in agood position economically.The daughter stuck to herdemand and was notprepared to end herSatyagrah. The people in theregion also face wrath ofPakistani establishment.According to Human RightsWatch‘s world report 2015“The human rights situationin Baluchistan remainsabysmal. Despite the May

2013 election of a civiliangovernment, the militaryretains all key decision-making functions in thesouthwestern province andhas blocked efforts by civilsociety organizations andmedia to cover ongoingviolence there.”

The report 2015 furtherstates “Enforceddisappearances of Baloch whoare opposing Pakistan`satrocities linked to thesecurity forces continued withimpunity. On March 18,plainclothes gunmen lateridentified as belonging toPakistan’s paramilitaryFrontier Corps allegedlyabducted Zahid Baloch,

chairperson of the BalochStudent Organization-Azad inthe provincial capital, Quetta.Baloch’s whereabouts andsafety remained unknown attime of writing.”

Farzana Majeed, a Balochactivist, has painted a similarpicture of cruelty and humanrights‘ violation againstBaloch people by Pak rulers.Delivering lecture on “BalochMissing persons and the Roleof State and Society” inKarachi, he says, “History of

disappearances is as old as thehistory of colonization of mymotherland. It goes back toillegal occupation ofBalochistan by British Empirein 1839. But the worst tragicepisode of state enforceddisappearances in Balochistanbegan from 1948 onwards. Itwas when the newly formedstate of Pakistan invadedindependent Balochistan andforcefully annexed it to itsterritory.

He adds “The truth isincreasing number ofdisappeared Baloch politicaland human rights activists isa reflection of Balochresistance against colonialismand occupation. Only and only

for this reason, Pakistan hascarried out five major militaryoperations in Balochistan since1948. In each of thesecatastrophic operationsthousands of Baloch peopleincluding women andchildren have been killed andhundreds of thousands morewere forced to flee theirnative towns and villages.Among these victims are thosemany thousands whodisappeared without anytrace. The inhumane act ofdisappearances, target killingand kill and dump of Balochactivists by state functionariescontinues.”

The Pakistaniestablishment‘s atrocities arenot only being committedagainst Baloch people, but arealso rampant in Balochistanagainst the Hindus, theChristians, the Hazaras andthe Pashtuns. Balochistan wasruled by Hindu king beforethe invasion by Arab in712AD. ColumnistMuhammad Akbar Notezai ofthe Daily Times writes in hiscolumn “The BalochistanHindus‘ dilemma” that underthe Yar Muhammad Khan(the chief ruler of Kalat State)Hindus were getting theirdue respect and economic &religious freedom. That is whyHindu did not leaveBalochistan during partition.The columnist expressed shockon dangerously livingcondition of Hindus inBalochistan. Even they can‘tperform their religiouspractices. The objective of this portand corridor is to exploit richnatural resources and withthe help of China, to crushbrutally the aspiration ofBaloch people. For China,apart from exploitation of

natural resources, gas, it isalso strategic location tocounter the Indian influencein Indian Ocean, Arabian Seaand Central Asia.

In initial period of itstenure Modi governmentunder the ‘Neighbor firstpolicy’ tried its best to bringsolution in friendly mannerand gave the message to theworld that India wanted toresolve its issue with hostileneighbor Pakistan amicably.But Pakistan is unable torenounce its old habit. Sagarmala Development Companyincorporated under the Companies Act, 2013

to boost up port-led developmentAs part of the efforts to promote port-led development in the

country, the Sagarmala Development Company (SDC) has beenincorporated under the Companies Act, 2013. The company will havean initial Authorized Share Capital of Rs. 1,000 Crore and a subscribedshare capital of Rs. 90 Crore, the Ministry of Shipping announcedtoday. The main objective of the company is to identify port-leddevelopment projects under the Sagarmala Programme and provideequity support for the project Special Purpose Vehicles (SPVs) set upby the Ports / State / Central Ministries and funding window and /or implement only those residual projects which cannot be fundedby any other means / mode. The Cabinet in July had approved theformation of the SDC under the administrative control of the Ministryof Shipping. The company would help in structuring activities, biddingout projects for private sector participation, identifying suitable riskmanagement measures for strategic projects across multiple states/ regions and obtaining requisite approvals and clearances.

The implementation of the identified projects would be taken upby the relevant ports, state governments/Maritime Boards, centralministries, through private or PPP mode. The Company would act asthe nodal agency for coordination and monitoring of all the currentlyidentified projects under Sagarmala as well as other projects emergingfrom the master plans or other sources.

Nowa days, You must have observedthe scope of our work in Railways.While we are talking about havingBio-toilets in train, we also cherishthe dream of Bullet train. While Wetalk about “Soil Health Card” forfarmers, we also want to marchahead in the direction of satelliteand space technology. While

talking about “Stand-Up India”, weare also taking steps towards “Start-Up India”. We are laying emphasison Substance than on Symbolism.

This is why, with all humility,we have given similar importanceto the schemes of the previousgovernments. This is the hallmarkof our work culture as our nation isa continuous and a ceaselesssystem and we wish to retain thatsystem. This is why, I have aproject called PRAGATI. Underthis project, every month, I myselfsit and review all the on goingprojects. You would be amazed toknow that almost 119 projectsworth Rs. seven and a half lakhcrores started by various previousGovts. were lying pending. I got allof them going.

I said, so much of money havebeen spent on them, so, all theseprojects should be completed. Nowthey are all on the way tocompletion. We created a projectmonitoring group. I asked them tolook into all such projects and findout as to when were they started. Icame to know that some of themwere started 20 years ago, the otherwere started somewhere betweentwenty five to thirty to fifteen yearsearlier. The people living in the areasof these projects know all. Weidentified such two hundred andseventy projects worth Rs. 10Lakhs crores which wereinaugurated by some earlier govts.

and some crores of rupees were spent on all of them;but all that money was going down the drain. Westarted all such stuck up projects once again. Brothersand Sisters, such helding up and delaying of theschemes after having spent crores of rupees on themis a criminal negligence and we have tried to tide oversuch things.

Brothers and Sisters, earlier railway projects tookat least two years in getting sanctions. A train is passingfrom somewhere, road have also been made on theboth side; a rail over bridge is to be constructed. Butthe approval took two years. We have speeded up theapproval process and have been able to shorten theapproval time to three or four months, or maximum tosix months.

Brothers and Sisters, however fast we may work,whatsoever may be the number of the schemes startedby us; the touchstone of good administration of anyGovernment lies in the last man delivery or the benefitsaccrued to that person. So, this has to be taken careoff. Brothers and Sisters, when policies are clear,intentions are clear; then the sentiments behind thedecisions are also a class apart and the decisions canbe taken unhesitantly. So, due to the correct policiesand the correct intentions our Government is takingunhesitant decisions and giving emphasis on the lastman delivery.

We have seen and if you also go through thenewspapers of Uttar Pradesh, every year there werestories about the outstanding balance of Sugar Canefarmers. Every year, there was news that this is notbeing done by the sugar mill owners, that was notbeing done by the state Govt, that sugar cane farmersare in distress.

Thousands of crores of the rupees wasoutstanding. So, we made schemes in this regard andtired to ensure the last man delivery and also ensuredthat the amount should reach to the farmers. Brothersand Sisters, out of the total old outstanding balance ofthe thousands of crores of rupees, I would like toinform you with a lot of satisfaction that almost 99.5%has been settled. It has happened for the first time aftermany years.

I can point out in solace that all the sugarcanewhich was procured and which came for marketing thistime for that almost 95 per cent of farmers have got theprice of sugarcane produced and I am sure and I believethat the remaining 5 percent of farmers will also be paidin the coming days.

Brothers & Sisters, We have initiated a mission to

provide LPG Connections to the poor families. Wehave launched a dynamic mission under “Ujawala”scheme to get rid of smokes emanating from chulha formy poor mothers. A target has been laid down toprovide gas connections to 5 crores poor families within3 years. Efforts are in progress and we have alreadyprovided gas connections to around 50 lakhs and thatalso have been done merely within the last hundreddays - you can imagine - that it may be possible toachieve the said target even before three years. Weintend to emphasis upon Last Mile Delivery in thismission.

Post has steadily become irrelevant due to onliningof our Post Offices, Information Technology,Whatsapp, messages, e-mail. Our country is known asthe chains of Post Offices and we have revamped thesepost offices. Post Offices are linked with poor andmarginalised people. Postman is the only representativeof the Government who is linked with the feelings andaffections of the common man. We have neversafeguarded the interests of the Post Man who hasalways got the affections of everyone and the postmanalways cares for common people. We have takenmeasures to convert our post office into a PaymentBank. By setting of these Payment Banks, a network ofBanks will be set up across the villages in the country.People will get the benefits of Jan-Dhan account. Thefunds of MGNREGA for the common man is now beingtransferred into their respective accounts through‘AADHAAR’, the cases of corruption are decreasing.Everyone will be benefitted through the mission ofconverting the Post Office into a Payment Bank.

Brothers & Sisters, PSUs in our country are merelyset up for loss-making units or for turning into sickunits slowly and steadily or for disinvestment. Thishas been the common practice in the past. We havestrived to launch a new work-culture. Today, I canpoint out in satisfaction that we have succeeded toturn the operation of so called notorious Air India intoan operational profit-making undertaking during thelast year. It is a fact that which all the Telcom companiesof the world are profit-making units, the BSNL wasturning into a heavy loss-making undertaking. We havesucceeded in bringing BSNL to operational profit forthe first time. Nobody believed that the ShippingCorporation of India could also rake in profit, now it isbringing profit. There was a time when it wasapprehended that how would a power factory last fora week. Whether we would be able to get coal for themor not. It also used to be reported that power factories

have been shut down for want of coal. Now, we havesufficient stock of coal at the threshold of the powerfactories. It could be used for months by them. DearBrothers & Sisters, we have achieved it.

Often, you must have seen that there is huge talkof corruption in our country. I have observed it myselfthat how corruption has looked the poor people fromthe lowest strata of the society and how huge amountof money is being wasted. We have linked AADHAARCard and AADHAAR Number with the GovernmentPolicies. Dear Brothers & Sisters, earlier there was asystem under which funds used to be released frompublic exchequer for widow pension, scholarship,persons with disabilities and minorities and also weused to receive list of beneficiaries. We looked into itdeeply and found that even unborn children are alsolisted in it and getting benefit out of such schemes.These middlemen used to siphon off billions of rupeesfrom it and nobody even took notice of it. But underthe AADHAAR System, we have removed all thesemiddlemen from the list of beneficiaries and directlytransferred the amount to the beneficiaries and foundthat these are millions of such ghost beneficiaries whodo not exist at all and used to receive billions of rupeesfrom it. Now that has been checked. We saved lot ofamount. We decided to find out the needy personswho were excluded from that list so that the amount ofmoney saved from it should invariably be depositedinto the accounts of those persons who want to fightfor their rights. We have worked in that direction todeliver it to the last man delivery and we have made itto reach it to them.

All of us are aware of the Coal Scam. Today thereis no accusation on the coal auction. No stigma isattached to it. The states which excavate coal in India,will continuously earn millions of rupees in the nearfuture. There was a time when the auction of spectrumwas surrounded by allegations. We auctioned it onlineand that has filled the coffers of the country, bringingabout healthy competition and also fetching benefitsfor the nation.

Dear Brothers and Sisters, today the world ispassing through an era of global economy. Everycountry today is inter-connected and inter-dependent.Economically, the whole world is somehow inter-connected in one way or other. However much we mayprogress in our country, we’ll have to keep the globaleconomy, global arena in view; come up to the globalstandards, match it also to stay relevant, and contribute,and also lead the global economy when the time comes.

Therefore, we’ll have to be alert all the time. We’ll haveto comply with the global standards to make ourselvesup to date. Recently, you must have seen how theWorld Bank, I.M.F., World Economic Forum, creditrating agencies and such other agencies in the worldhave all appreciated the progress of India. The worldis constantly watching these things due to thedecisions taken one after another by India in respectof legal reforms, improvement in system and changesin approach. We have very speedily improved ourranking in ‘ease of doing business’ ratings. In terms offoreign investment, with regard to foreign directinvestment our country happens to be the mostfavourite destination in the world today. We have leftbehind even the big economies of the world in mattersof growth rate and GDP.

Dear brothers and Sisters, do you know what anU.N. institute has estimated about India for the nexttwo years ? They have estimated that in two yearsIndia will come up to the third spot in the economicsphere in place of its present level at number ten.Brothers and Sisters, logistic support, infrastructure,all these things are taken into account in globalstandards, comparisons are made with rich countriesof the world. Brothers and Sisters, while making analysisregarding this logistic support and infrastructure ofIndia, the World Economic Forum has said that Indiahas reached above 19 ranks as compared to earlierpositions and India is moving up and marching aheadrapidly. Brothers and Sisters, the way we are marchingahead with a dynamic and predictable economy in ourcountry and also in global reference- the recently passedGST law, is also an empowering step towards it and allthose parties deserve appreciations for this.

Brothers and Sisters, I had talked about a campaignfrom the same place- “Beti Bachao-Beti Padhao”. Wedo not do any work in piecemeal. We have an integratedapproach and I still need the cooperation of the societyin the initiatives which we have taken in “Beti Bachao-Beti Padhao”.

Every single parent need to be aware. We shouldhonour the daughters, protect them and give them thebenefit of government’s schemes. We have coveredmillions of families under “Sukanya Samridhi Yojna”which guarantees benefits for the daughters when shegrows up. We have given greatest importance to theinsurance schemes in which women are benefitted.They are going to reap its benefits. We have“Indradhanush Tikakaran Yojna”- because if we ensuretwo things for our mothers and sisters i.e. economic

empowerment and empowerment against healthproblems and we educate them, you can take it as anassurance that if even a single woman is educated inthe family, if she is strong physically and independenteconomically, she has power to pull the poorest of thepoor family out of poverty and therefore we are workingwith emphasis on empowerment of women, health ofwomen, economic prosperity of women, physicalempowerment of women in our fight against poverty.

Therefore, my brothers and sisters, “Mudra Yojna”-I am happy that more than three and half crore familiesreaped the benefits of MudraYojna. In it, most of thepeople who reached to the door of banks were firsttimers. Even out of these almost 80 percent peoplewere from SC/ST/OBC. Out of these too, 80 percent arewomen who took loans from banks, Mudra bank. Thisis to be considered that how will these womenfolk willcontribute in economic development. Brothers andSisters! last week we decided that our mothers andSisters who have become the participants in the growthstory, need leave after child birth. Earlier that leave wasshorter but now we have increased this to 26 weeks,enabling the new mother to take care of her infant. Ourweavers and the people working in textile, who makeyarn and yarn rolls, used to get Rs.100.We haveincreased that to Rs.190 so as to strengthen the handsof my yarn producing mothers and Sisters. Our mothers,Sisters and weavers who are engaged in silk productionwill now receive Rs.50 more per meter of production.This has also been decided that this Rs.50 per meterwill not go either to the trader or to the middleman orto the dealer. Instead this Rs.50 per meter will go viaAadhaar directly to the account of the weaver who hasproduced it. This will empower the weavers. We havestarted schemes with this intention and effect is nowvisible.

My dear countrymen! When we visualize railwayand post office then we are able to see the unity ofIndia. More we increase the institutions connectingIndia, our setup will change and that will enforce theunity of the country. So in the same tune we havestarted a new market scheme for farmers with the name‘E-NAM”. Today farmers can sell their produce onlinein any of the markets of the country. Now he is notconstrained to compulsively sell his produce in themarket which is 10 Kilometers from his field .Neither tosell at low prices which is not remunerative for his hardwork. Now a uniform sort of market network isestablishing throughout the country with ‘E-NAM’.GST is soon to result in uniform taxation system and

a unitary arrangement thus achieved will unite India aswell. You will be amazed to know that earlier a zone wasto have surplus energy and there were no takers.Another zone used to be in dire need of electricity, hadto remain in dark and factories used to be shut. Toeffect a change in this scenario, we earned a greatsuccess with the ‘One nation, One grid, One price’.Earlier it used to be Rs.10 per unit in summers but Iwent to Telangana few days back to find it to be onerupee ten paise per unit instead of that age old Rs. 10.This is the result of one-price system, which canconnect the whole country.

A worker of our county has to change his placeof work after every one or two years. But, his amount,deducted under EPF, is not transferred. You will besurprised to know that when I took the charge of theGovernment, Rs. 27,000 crore were lying under EPF,which belonged to the workers. Workers were not ableto claim their amount, as they were ignorant of therelevant process. To solve this problem, we have issueda universal account number to each worker, whichwould enable easy transfer of fund to his new place ofwork. Now, the worker would get his amount afterretirement and it would no more be lying dormant in agovernment treasury.

We have strengthened various initiatives such asBharat-Mala, Setu-Bharatam, and Bharat-Net etc. Weare working towards connecting the whole countryand towards economic development of the countrythrough all these initiatives.

Brothers and Sisters, this year is important due tovarious reasons. The country is celebrating 1000thbirth anniversary of Saint Sri Ramanuja Acharyaji. Thecountry is celebrating 150th birth anniversary ofShrimad Rajchandra Ji, the Guru of Mahatma Gandhi.The country is celebrating 350th birth anniversary ofGuru Gobind Singh ji. The country is also celebratingcentenary birth celebrations of Pandit Deen DayalUpadhyaya ji. While remembering Sri RamanujaAcharya ji today, I wish to underline his message tothe country. He used to say that we should serve allthe devotees of the Lord, irrespective of their casteand class. He had said that we should never humiliateanyone and should give respect to all, without anydiscrimination on the basis of age and caste. The issuethat was given importance by Gandhi, Ambedkar,Ramanujacharya, Lord Buddha, our scriptures and byour all spiritual gurus too is the issue of ‘our socialunity’.

those who misuse thefreedom of speech topropound their anti-nationalideology. Without referringto any particular organizationor incident, Shri Amit Shahlambasted NGOsand called uponyoung generation to“take inspirationfrom freedomfighters, not fromsuch NGOs, whichpromote anti-national ideology”.

Shri Shah wasspeaking at the‘Tiranga Yatra’ and‘Balidana Smarane’,a programme toremember freedomfighters, held inMangalore as partof the 70thIndependence Daycelebrations on August 21,2016.

“Now people talk aboutfreedom of speech. It isBhagat Singh who fought andsacrificed his life for freedomof speech. The main objectiveof his fight was bringing anew constitution for thenation. Now we havefreedom of speech. You havethe freedom to express youropinion against an individual,political party or anyideology. However, one cannever compare expressing

anti-national ideology withthe freedom of speech. I callupon the people to isolatethose who try to representtheir anti-national ideology asfreedom of speech,” Shri Shahsaid.

Further launching indirectattack on a section of NGOs,

Shri Amit Shah said they havebeen planting theories againstnationalism. “In certain partsof the nation, few people havestarted questioningnationalism. At many places,theories are being plantedagainst nationalism. They arequestioning nationalism withthe help of freedom of speech.A section of them havelaunched online campaignquestioning nationalismthrough social media. I wouldlike to tell those people thatIndependence and

Constitution are the outcomeof nationalism. It wasnationalism that inspired ournational leaders like JhansiRani to fight for the nation,”Shri Shah said.

He told youths that theycannot find inspiration fornationalism in those NGOs.

Rajnath Singh visited Srinagar& Jammu on September 4 &5. Before leaving for Srinagar,Shri Rajnath Singh said thatwe intend to talk toindividuals and groups whowant peace and normalcy inthe Kashmir valley.

During the first day of itsvisit, the delegation met about200 members in about 30delegations from varioussections of society andlistened to their point of viewto reach at a common solutionto the current scenario inJammu and Kashmir.

The Home Ministerchaired the meeting of AllParty delegation which wasattended by Jammu andKashmir Chief Minister MsMehbooba Mufti. During themeeting, a detailed

presentation was given by theState Governmenthighlighting various issuesrelated to the current scenarioin Jammu and Kashmir. It wasemphsasised that a clearroadmap needs to be drawnwith a focus on the wayforward. It was also stressedupon that therecommendations of Working

Groups and Parliamentarydelegations need to beconsidered.

While interacting with thedelegation, Ms MehboobaMufti said that Kashmir is acommon issue of nationalinterest and should not beviewed as a political issue. Allthe parties agreed to this factand emphasised that stepsneed to be taken to restorenormalcy and peace inKashmir at the earliest. CMof J&K also thanked all theparties for visitng the state to

The state BJPleaders also addressed the first session and discussedthe strategy and fixed the target for taking the socialmedia campaign to the village level. In the secondsession, Smt. Nirmala Sitharaman made a presentationof the Modi government’s work and achievementsbefore the them.

She said the new volunteers will connect six crorepeople with the BJP through applications like WhatsAppas well. They will share text, videos, audios regardingworks and policies of the NDA government, as well asthe BJP’s ideologies.

Earlier in the day the BJP National Presidentaddressed a workshop for the media department officebearers of the state BJP office. The workshop wasattended by the state, regional and districts units ofthe media department.

Later Shri Shah also went to the residence of lateLucknow Mayor Dr. S C Rai to pay his condolence. DrRai died here last week.
