• PURPOSE:

• Clarifies the requirements for implementing a Construction Quality Assurance (CQA) plan for construction activities ant MSW landfills and other types of solid waste landfills.

Permitted Disposal Area vs. CQA’d AreaPlease understand this concept!!

• Permitted Disposal Area is area (in acres stated on the facility’s solid waste PERMIT).

• CQA’d Area is Disposal Area that has been permitted for solid waste disposal by following the CQA process.

• For example, if a facility’s Permitted Disposal Area for Cells A-Z is 100 acres, and only a fraction of that area, say Cell A (5 acres) and Cell B (7 acres) have been constructed and approved by KDHE, only 12 acres has been approved for solid waste disposal via the CQA process.

• In other words, the CQA’d area would be 12 acres.

CQA Plan• Project Type: Excavation or installation of final cover?

– Scope of Work• Construction drawings and the CQA Plan must be

reviewed and approved by KDHE-BWM prior to construction

• Cost estimate (recommended for the owner only)– Project schedule

Construction Drawings and CQA Plan

• Construction Drawings– Contain established horizontal and vertical control from

the Plat of Survey– Include a title sheet, plan and cross sections– Are focused on a particular disposal area in which

construction will take place– Are drawn using a larger scale than the permit drawings

• CQA Plan– Contact the KDHE-BWM Permit Manager for guidance

on how to prepare

Types of Landfill Construction

• New Disposal Area– Unlined (27 SALs)– Lined (5 SALs)

• Testing of the 24-inch thick low-permeability liner is required (K<=1x10E-6 cm/sec)

• Final Cover-Testing of the 18-inch thick low-permeability layer is required (K<=1x10E-5 cm/sec)-Frost protection (see the recommended frost depth Table)

– For lined SALs only, test pad, analysis, computation of permeability, and submittal of the results to KDHE

CQA Report

• Executive Summary and Certification by the CQA Engineer• Project log• Results of tests, analysis, computation of permeability,

conclusions, and recommendations• Photographs• RECORD DRAWINGS (sealed, signed, and dated by the

CQA Engineer

• The CQA Report is submitted to the KDHE-BWM Permit Manager for review and approval prior to waste disposal or final closure of a waste disposal area.
