1. Project Overview
1.1 Project address: 1121 NE 45th St, Seattle WA 98105
1.2 Site Development:
The Washington State Employees Credit Union (WSECU) – 45th St. project is a 7-story, 66,695 sf
mixed use office building with three floors of below grade parking. WSECU will be building out
the 1st floor as their new branch location, along with a café and community room the second
floor will be built out to house the WSECU administrative team. Floors 3 through 7 will be
leasable shell and core spaces. The building is a structural steel building with a Brick and curtain
wall façade.

2.3 Communication methods:
Howard S. Wright will provide an email notification monthly, at a minimum, summarizing the
upcoming activities and associated impacts. In the event of any unplanned, unusual or
disruptive activities required for the project, the Construction Point of Contact will make their
best effort to provide SDOT and the members of the Neighborhood Notification List with a
Construction Notification indicating nature of activity, location, and duration at least 10
business days prior to the start of activity. Activities that may require notification include
street/sidewalk closure, associated detours, oversize deliveries, excessive hauling, noise and
work hour variations, and utility interruptions.
2.4 Notification timing & tracking:
Contacts on the Construction Notification List will be notified of upcoming activities weekly via
email, in addition to the updates concerning unforeseen disruptive activities. Notice will also be
given to SDOT, when required, regarding street use and right of way impacts (a minimum of 10
business days prior to the start of these activities).
2.5 Construction Project and Known Special Events in the Vicinity
Construction Projects:
• Sound Transit – Completing 2020
Special Events:
• University District Street Fair – Occurs May 21st – 22nd, 2017
o This event occurs on the weekend and is several blocks away. Special care will be
taken so as not to schedule impactful work during this weekend.
3. Construction Noise and Sensitive Receivers
3.1 Construction Hours
The majority of construction activities will be limited to standard construction hours between 7
a.m. and 6 p.m. on non-holiday weekdays. Construction workers may arrive at the site prior to
standard start times; however, they will be instructed during their site orientation that loud
talking and noisy set-up activity will be prohibited prior to 7 a.m. on weekdays and 9 a.m. on
Saturdays, unless a noise variance has been coordinated with the City of Seattle. Work is not to
be performed on Sundays or construction observed holidays. Any equipment warm-up prior to
standard times or times coordinated through a noise variance with the City of Seattle will be
such as to limit disturbance to neighbors.

HSW anticipates that some evening and Saturday work will be required using smaller crews
between the hours of 6 p.m. and 10 p.m. on non-holiday weekdays and between 9 a.m. and 6
p.m. on Saturdays. Work performed at this time will generate smaller amounts of noise and will
fall within the limits of the City of Seattle noise ordinance. In addition:
I. Work that is scheduled to take place during evenings and Saturdays will help
significantly reduce the overall length of the schedule.
II. Work is not expected to occur on construction holidays, which are defined as: New
Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, day after
Thanksgiving Day, and Christmas Day.
A Howard S. Wright (HSW) representative will be onsite at all times during construction
activities and will respond to any issues that may arise.
3.2 High noise-generating activities
Activities that will potentially generate unusual amounts of noise will be as follows:
• Demolition of existing structure
• Chipping, sawing and removal of site concrete and asphalt
• Drilling for installation of shoring system
• Shotcrete activities
• Crane setup & dismantle
• Structural steel erection
• Setup for concrete pouring operations
• Metal Stud Framing Operations
3.3 Noise-sensitive receivers

3.4 Construction noise management
HSW will use the following techniques to minimize construction noise and vibration:
Timing Restrictions:
i. Most activities will be limited to standard construction hours, which are 7 a.m. to 6
p.m. on non-holiday weekdays.
ii. Impact types of equipment such as, pavement breakers, jackhammers, powder-
actuated tools and other impulse noise sources will only be used between 8 a.m.
and 5 p.m. weekdays and 9 a.m. and 5 p.m. on Saturday.
Noise Reduction Construction Technologies:
i. “Ambient Sensitive Broadband Alarms” for all equipment requiring alarms will be
used. These devices use a motion sensor to activate the back-up alarm; otherwise
the alarms operate at a much-reduced level.
ii. Back-up alarms will not be allowed to operate from 10 p.m. to 7 a.m. on weekdays
and 10 p.m. to 9 a.m. on Saturdays.
Process Modifications:
i. Reduce truck noise and audible backup alarms by using 12th Ave NE for trucking
activities. 12th Ave NE is the least busy of the streets bordering the jobsite.
ii. Loud talking or other miscellaneous noisy activities are prohibited before 7 a.m. and
after 10 p.m. on weekdays and before 9 a.m. and after 6 p.m. on Saturdays
iii. Concrete truck staging will be done off-site to minimize the impact of street-level
truck traffic. The location of a staging area will depend on awarded Subcontractor’s
coordinated staging plan with the Seattle Department of Transportation.
iv. Pre-fabrication of construction assemblies at off-site locations will minimize on-site
manpower and noisy activity. For staging locations and trucking routes, comment
(iii) above applies.
v. The concrete pumping station and concrete deliveries will be located on 12th Ave NE.
The material and personnel lift will also be located on 12th Ave NE.
vi. A compliance statement for this Construction Management Plan (CMP) will be
included in all subcontracts for this project. HSW is responsible for all subcontractor
adherence to this CMP.
vii. During demolition, excavation and construction, debris and exposed areas will be
sprinkled with water as necessary to control dust.

viii. To aid in maintaining air quality, electrically operated small tools will be used in
place of gas powered small tools wherever feasible. HSW will make every effort to
manage the work to avoid noise variances, and any street closures beyond those
described in other sections of this plan. However, as is typical for urban construction
projects, there will be times when such variances and additional street closures will
be required. Neighbors will be notified by email as describes previously in advance
of any work requiring noise variances, and street closures beyond those described
elsewhere in this plan.
4. Construction Milestones
4.1 Schedule

5. Off-site Construction Worker Parking
5.1 Location
a. Construction workers will be encouraged to park outside of downtown and use transit
service to the project. The site is near most major King County Metro bus routes as well as
routes operated by Sound Transit and Community Transit Bus information will be made
available to construction workers.
b. Employees, subcontractors, and vendors that do drive to the site will be obligated by
contract to park their cars at parking garages and lots surrounding the site. Carpooling and
other high-occupancy-vehicle modes of transportation will be encouraged. Parking on the
streets surrounding the site will be discouraged.
c. The peak number of construction workers anticipated on site will be between 80 and 100.
d. HSW will not be constructing any temporary parking areas during the project.

Attached is a map of parking lots in the area and the amount of parking in each area.
6. Right of Way Use
6.1 SDOT Coordination
All necessary coordination with SDOT will be accomplished prior to beginning work on
04/03/2017. HSW will coordinate with SDOT to develop appropriate plans for the various
phases of work.
6.2 Material management
• All material deliveries, soil export, and concrete pumping and delivery will be done from
12th Ave NE. This is the only street that will be reserved for these activities.
• The proposed haul route is attached to this document.
• Mobile cranes will be located on 12th Ave NE through foundation work. The tower crane
will be within the building footprint once it is erected.
• Man hoist/material hoist will be located on 12th Ave NE.
6.3 Pedestrian mobility
Sidewalk Closures:
• The West side 12th Ave NE sidewalk will be closed for the duration of the project both
day and Night.
• However, during evenings 5:00pm – 6:00am Howard S. Wright will open up the parking
lane for pedestrian mobility with the water-filled traffic barricades until the start of the
construction in the morning at 7:00am.
• The NE 45th Street sidewalk will remain open for the duration of the project both day
and night with a covered pedestrian walkway installed for public protection and crew
shacks above.
• The alley will be partially closed for West wall shoring and vertical element activities and
SCL duct bank protection. Howard S. Wright will have onsite flagging available for any
emergency traffic needs down this alley.
• The Alley will also be partially closed during structural steel erection, masonry and
glazing work on the West elevation.

• Access to existing curb ramps, landing area, and pedestrian access shall be maintained
for the duration of the project. Approved exceptions will be granted only for short term
utility or street improvement work.
6.4 Street closures
Street Closures:
• 12th Ave NE parking lane will be closed for the duration of the project.
• 12th Ave NE Southbound and Northbound traffic will be shifted East into the East
parking lane. This shift in traffic will be properly delineated with traffic cones, barricades
and signage. This street modification will occur during working days for activities such
as, Excavation, during concrete pouring operations, and major equipment and material
deliveries. (see attached site logistics plan for schematic)
• Construction flaggers and Police Officers as needed, will be utilized at the intersection of
12th Ave NE and NE 45th St. during Mass Excavation and concrete pour days.
• The alley to the west of the project site will be closed intermittently through the
duration of the project for utility installation, exterior envelope construction and
material/personnel staging.

Project Description:

From Northbound/Southbound I-5 to Jobsite:
• From Northbound/Southbound I-5 take Exit to NE 50th St.
• Turn East off NE 50th St. to 12th Ave NE.
• Turn South 12th Ave NE through NE 45th St. to project loading zone
Exiting Jobsite to I-5 Northbound/Southbound:
• Exit loading zone to NE 43rd St.
• Turn west on NE 43rd St. to 11th Ave NE
• Turn North on 11th Ave NE to NE 45th St.
• Turn West on NE 45th St. to I-5 Northbound/Southbound on ramps.
Haul Route Narrative:
Truck and Trailer combinations will be used for disposing of demolition debris and site clearing
Demolition of the existing foundations is scheduled to begin approximately 04/03/2107 and
end 04/28/2017. There will be about 3 trucks per day hauling the demolition debris.
Shoring & Mass excavation will follow, scheduled to begin approximately 05/02/2017 and end
07/10/2017. During this time, Approximately 17,500 CY of soil will be exported. 40 loads will be
exported daily at a frequency of 1 truck per 6-8 minutes. Trucks will be loaded on site from an
excavator, entering the site off of 12th Ave NE Southbound and exiting the site down 12th Ave

NE southbound. Flaggers will be utilized to facilitate trucks crossing 45th Ave NE into the loading
zone on 12th Ave NE. Construction loading/unloading will occur on hardscape to minimize risk
of tracking debris onto adjoining streets as well utilization of street sweepers throughout the
day as needed. The trucking operation will take place between the hours of 7:00 am and 6:00
pm.
Structural steel erection will occur on a continuous basis beginning approximately 08/01/2017
and ending 11/03/2017. It is anticipated that between 2 and 3 40’ flatbed semi delivery trucks
will be used a day during the peak of structural steel erection.
Concrete pumping activities will occur approximately once a week beginning roughly
09/01/2017 and ending 12/08/2017. It is anticipated that between 10 and 12 concrete mixer
trucks will be used to pour the concrete fill on metal deck at the peak of construction.
All deliveries will be received on 12th Ave NE Southbound lane. Street use permits will be in
place to adjust the 12th Ave. NE traffic lanes during working hours (7am to 6pm). Including
closing the west sidewalk and parking lane on 12th Ave. NE.
Onsite supervision will be in constant communication with all truck drivers to ensure proper
spacing is occurring during demolition, mass excavation, concrete pours, structural steel
erection and any misc. deliveries throughout the project life cycle.
The contractor acknowledges the following:
o Any changes to routing will need prior approval
o All oversize loads shall have separate approval for each movement
o No truck queuing or staging allowed at or in the vicinity of the job site, including I-5
o All necessary SDOT and DPD permits shall be in place prior to any trucking activity
o No compression brakes (“Jake Brakes”) shall be allowed
o All applicable traffic laws shall be adhered to as defined in Seattle Municipal Code
