DIRECTED TO: All users of the Road and Bridge Specifications.

PURPOSE: To authorize representatives of the Chief Engineer to fulfill the requirements of the Road and Bridge Specifications.

BACKGROUND: The Road and Bridge Specifications defines Engineer as:

“The Chief Engineer, as designated by the Commonwealth Transportation Commissioner, who acts directly or through his duly authorized representative(s) [emphasis added] and who is responsible for highway design, construction, and maintenance. The Engineer, or his representative(s), [emphasis added] acts within the scope of the particular duties assigned to him or the authority given to him by the Code of Virginia, the Commonwealth Transportation Commissioner, these Specifications, supplemental specifications, and the Contract Documents.”

RESPONSIBILITIES OF REGISTERED PROFFESSIONAL ENGINEERS:

"Direct control and personal supervision," shall be that degree of supervision by a person overseeing the work of another whereby the supervisor has both control over and detailed professional knowledge of the work prepared under his supervision and words and phrases of similar import mean that the professional shall have control over the decisions on technical matters of policy and design, and exercises his professional judgment in all professional matters that are embodied in the work and the drawings, specifications [emphasis added], or other documents involved in the work;…” 18VAC10-20-10.
