For the complete texts of this municipal news summary, please visit the city’s website (longueuil.ca) or call your borough office at 463-7040.
Ville de Longueuil has undertaken the development of a waste management planfor its entire territory in accordance withthe Québec government's waste managementpolicy and the Montreal Metropolitan Com-munity's master plan which provide for a60% municipal waste recovery rate by 2008.
This management plan will include all typesof waste: domestic, recyclable or green,from residential, commercial or industrialsources. The city has until the end of 2006to develop the management plan.
Reducing water consumption andwastewater pollution
On April 19, the Municipal Council adoptedtwo by-laws concerning the reduction of w a t e r c o n s u m p t i o n a n d w a s t e w a t e r pollutant loads. These by-laws, which are aimed at non-residential buildings, provide for:
• the ins ta l la t ion o f water meter ing equipment in all non-residential buildingsin order to accurately map out water consumption throughout the territory andto establish a pricing system to reduceconsumption by the territory’s majorusers;
• the implementation of a program to reduce, at the source, pollutants in ef f luents discharged into the city 'sstreams and sewers, which will improvethe quality of wastewater treatment. This program will be carried out in collaboration with industrial sector.
Protection of wooded areas of interest
On May 17, the Municipal Council adopted aninterim control by-law (ICB) to protectLongueuil's wooded areas of interest. The cityis thus preparing to apply certain provisions ofits development plan to avoid potential nui-sances. As for the borough councils, they willhave 6 months to 2 years to modify their by-laws in accordance with the development plan.The ICB will:
• regulate farming activities, including pigfarming, odour management, excavation andbackfilling, and tree felling within the permanent agricultural zone;
• regulate tree felling and excavation/backfill-ing operations within urban areas;
• subject all the territory's watercourses to theprovisions of the Politique de protection desrives, du littoral et de plaines inondables.
For sustainable development
The mayor of Longueuil, Jacques Olivier, and Longueuil's police chief, Richard Bélanger, officially unveil the city's new hybrid vehicles. Also in attendance were (left to right): Line Carette, Sergeant with the Community Action and Resources section; Claude Léger, Director General of Ville deLongueuil; Michel Desjardins, Chairman of the Public Security Commission and municipal councillor for Vieux-Longueuil; Michel Soulière, Captain incharge of Public Affairs and Community Relations; Michel Latendresse, Executive Committee member in charge of Public Security and president of
Saint-Hubert borough; and Simon Crépeau, Sergeant with the Community Action and Resources section.
As recently announced, Ville de Longueuil invested in 2005 more than $140 million in municipal infrastructures. Close to 75 develop-ment and infrastructure repair projects havethus been started in May and will continue until the end of the year. To those will be addedimprovement work in parks and green spaces,evaluated at almost $18 million.
It is the most important development and infrastructure repair program ever laid out.Since 2002, Ville de Longueuil has investedmore than $400 million in developing andmaintaining its infrastructures.
Over 50 projects will be carried out inLongueuil’s various parks: landscaping, treeplanting, installation of new playgrounds, renovation of soccer or tennis fields… Here isan overview of the major work:
• Development of a bicycle trail in GreenfieldPark to create a link with Longueuil's bicycle trail network.
• Development of six soccers f ields at Julien-Bouthillier park in Saint-Hubert.
• Extension of the central park in the Longueuil
sur le parc project and refurbishment of Promenade René-Lévesque in Vieux-Longueuil.
• Landscaping work at Domaine de la Rive II inBrossard.
• D e v e l o p m e n t o f D e s l i è r e s P a r k i n Saint-Bruno-de Montarville.
• Upgrading of two Préville park’s tennis courtsin Saint-Lambert - Le Moyne.
• Development of the blue and green line of thebicycle trail network in Boucherville’s du Boiséand Harmonie sectors.
The vehicles sport a visual identification which emphasizes the “green turn“ that Longueuil follows.
