on behalf of the NaCT Board of Directors, we welcome you to the 2013 National Treasurers Conference in New York City, from May 29-31, 2013.

“Treasurers Talking to Treasurers” has been our motto and value proposition from inception. This year’s program is no different in providing opportunities for experts and practitioners to network and exchange innovative ideas and best practices in candid and confidential settings. We focus on the resilient treasurer who keeps abreast of market dynamics and the changing regulatory landscape and is able to bounce back despite economic and political uncertainties by employing strategies for coping with the unexpected.

The NaCT Board is comprised of member treasurers who are committed to advancing the profession. We welcome feedback on all relevant topics. The Board has been very proactive in fostering dialogue among political, regulatory and industry players, and has approved advocacy positions urging restraint on proposed regulations for the money market fund industry and oTC Derivatives. Joe siu is a Director on Chatham’s Corporate advisory services Team. He regularly advises companies in the u.s., europe, and asia in the design and

implementation of best-in-class FX and commodities hedging programs. In addition, Mr. siu also regularly interacts with the CFTC, seC, the u.s. Congress and eu governing bodies to provide perspectives from the corporate derivatives end-user community. From 2007-2010, he established and managed Chatham’s central european office in Krakow, Poland. Prior to joining Chatham, Mr. siu worked at goldman sachs and accenture. He received his MBa from The Wharton school at the university of Pennsylvania.

geNeral PeTer PaCe, ChairmanWall street Warfighters Foundation

general Peter Pace is Chairman of the Wall street Warfighters Foundation, an organization designed to mentor and train wounded warriors interested in a career in the finance industry. He served as the sixteenth Chairman of the Joint Chiefs of

staff from 2005-2007, and retired in 2007 after more than 40 years of active service in the united states Marine Corps. Born in Brooklyn and raised in Teaneck, NJ, general Pace was commissioned in June 1967, following graduation from the united states Naval academy. He holds a Master’s Degree in Business administration from george Washington university, attended the Harvard university senior executives in National and International security program, and graduated from the National War College. During his distinguished career, general Pace held command at virtually every level, beginning as a rifle Platoon leader in Vietnam. He also served in europe, Japan, Thailand, south Korea, and somalia. In June, 2008, general Pace was awarded the Presidential Medal of Freedom, the highest civilian honor a President can bestow. He is currently serving on the Board of Directors of several corporate entities involved in management consulting, private equity, and IT security. He served on the President’s Intelligence advisory Board, and on the secretary of Defense’s Defense Policy Board. general Pace served as leader-in-residence and the Poling Chair of Business and government, for the Kelley school of Business, Indiana university. He is a Distinguished Visiting research scholar for Fordham university, and an adjunct Faculty member of georgetown university. general Pace is associated with a number of charities focused on supporting the troops and their families. He and his wife lynne are on the advisory board for our Military Kids, an organization that supports children of deployed guard and reserve personnel with tutoring and enrichment activities. The couple have a son, Peter; a daughter, Tiffany; a daughter-in-law, lynsey olczak Pace; and two granddaughters, linden elyse and Hadley rae.

as a Director of analytics at Thomson reuters lPC, Ioana Barza writes and presents frequently on the state of the global credit markets with a special focus on loan capital markets to the regulatory, corporate borrower, banking, and private

equity communities, including the International association of Credit Portfolio Managers (IaCPM), Federal reserve, oCC, Turnaround Management association, association of Financial Professionals (aFP), Business Banking Board, lsTa, the syndicated loans symposium, the Thomson reuters annual loan Conference, equity sponsor summits, and others.

Ms. Barza has been with Thomson reuters lPC since 1999. she provides insight and analysis related to the global credit markets and moderates roundtables – a gathering of senior buyside and sellside representatives focused on investment grade lending, middle market lending, and the overall loan market.

Prior to joining Thomson reuters lPC, Ms. Barza focused on environmental finance initiatives with the environmental Protection agency’s (ePa) office of International activities. she has also worked at the overseas Private Investment Corporation (oPIC) in Washington, DC, evaluating the economic and environmental impacts of proposed overseas investments. Ms. Barza has a Ba in environmental sciences and international relations from Northwestern university and a graduate degree in economics from the george Washington university.

roBerT e. MellMaNManaging Director and senior economistJ.P. Morgan

robert e. Mellman is a Managing Director and senior economist at J.P. Morgan. Mr. Mellman writes and edits Morgan’s weekly publication on the us economy, us Data Watch, and contributes regular commentary to Morgan’s weekly global Data Watch

and us Weekly Prospects publications. He serves as liaison from Morgan’s economic research group to other divisions of the bank. He also provides frequent briefings for external corporate and governmental clients. Before coming to J. P. Morgan more than 25 years ago, Mr. Mellman worked for an economic consulting group in Boston. He earned a Ph.D. in economics from MIT and is a graduate of swarthmore College.

DaVID oaTeN Managing Director, Ceo Pacific global advisors

as Managing Director, David oaten is responsible for all of Pacific global advisors’ operations.

Mr. oaten joined Pacific global advisors from J.P. Morgan where he was a Managing Director, founder, and head of J.P. Morgan’s Pension advisory group in North america.

He recognized the need for holistic risk management advice and expertise in the corporate defined benefit space and founded the Pension advisory group in 2005 with the vision of providing expertise across multiple disciplines to clients in a conflict-free manner. He also sought and successfully obtained in 2006 Department of labor advisory opinion 2006-08a which catalyzed the use of liability driven investing (“lDI”) approaches to managing defined benefit pension assets.

Prior to founding the Pension advisory group in 2005, Mr. oaten ran the North american Corporate structured Products and Derivatives Marketing group, and has over 16 years of experience with J.P. Morgan.

He received a Business Degree from Northern rivers College, australia (now southern Cross university) and is a member of the Institute of Chartered accountants in australia.
