Second Six Monthly Report (Nov-2013 to Apr-2014) CONDITIONS COMPLIANCE A) SPECIFIC CONDITIONS: i) Compliance to all the specific and general conditions stipulated for the existing plant by the Central and State Govt. shall be ensured and regular reports submitted to the Ministry and its Regional office at Chandigarh. Specific and general conditions stipulated by Central and State Governments are complied with. (ii) The project authority shall install multi cyclones, wet scrubbers with the boilers to achieve the particulate emission below 150 mg/Nm3. The emissions from chemical recovery section shall be controlled through primary and Secondary Venturi scrubbers. ESPs are provided with 45 and 20 TPH rice husk fired boilers. 10 TPH rice husk fired boiler is provided with multicyclone and wet scrubbers. Both 20 and 10TPH boilers are stand-by. Chemical Recovery-FBR is provided with Grit Cyclone, Venturi Scrubber and Secondary Scrubber.Particulate emission is below 150mg/Nm3. (iii) Data on ambient air, stack and fugitive emissions shall be regularly submitted online to Ministry’s regional office at Chandigarh, SPCB and CPCB as well as hard copy once in six months and display data of PM 10 , SO2 and NOx outside the premises at the appropriate place for the general public. SPM data of stacks of rice husk fired boilers and chemical Recovery FBR are regularly sent to PPCB.(Annex.EC -1) Six monthly reports are under preparation. Data of PM10, SO2, NOx are displayed for general public (iv) In case of treatment process disturbances/failure of pollution control equipment adopted by the unit, the respective unit shall be shut down and shall not be restarted until the control measures are rectified to achieve the desired efficiency. CONDITIONS

COMPLIANCE

A) SPECIFIC CONDITIONS: i) Compliance to all the specific and general conditions stipulated for the existing plant by the Central and State Govt. shall be ensured and regular reports submitted to the Ministry and its Regional office at Chandigarh.

Specific and general conditions stipulated by Central and State Governments are complied with.

(ii) The project authority shall install multi cyclones, wet scrubbers with the boilers to achieve the particulate emission below 150 mg/Nm3. The emissions from chemical recovery section shall be controlled through primary and Secondary Venturi scrubbers.

ESPs are provided with 45 and 20 TPH rice husk fired boilers. 10 TPH rice husk fired boiler is provided with multicyclone and wet scrubbers. Both 20 and 10TPH boilers are stand-by. Chemical Recovery-FBR is provided with Grit Cyclone, Venturi Scrubber and Secondary Scrubber.Particulate emission is below 150mg/Nm3.

v) The total water requirement (including existing) shall not exceed 11,750m3/day .The industry shall ensure the compliance of the standard for discharge of the treated effluent from the unit as stipulated under the EPA rules or SPCB whichever is more stringent. The company shall make efforts to limit the water consumption up to 75 m3/tones of product. Adequate steps including use of modern RO/UF based Technology should be used to increase recycling and reduced water consumption.

Total water requirement is well within 11750 M3/day. Statement from Nov 2013 to Apr 2014 is attached. (Annex. EC-2) Standards for discharge of treated effluent are complied with .Attached (Annex. EC-3) Efforts are being made to reduce water consumption further by 500 M3/day by recycling treated effluent in the Plant.

(vi) Adequate number of influent and effluent quality monitoring stations shall be setup in the consultation with the SPCB (State Pollution control Board) and regular monitoring shall be carried out for all relevant parameters to maintain the effluent treatment efficiency.Online flow meter, pH meter, conductivity meter etc. shall be installed. The report shall be submitted to the Ministry’s regional office at Chandigarh,SPCB and CPCB.

Quality monitoring stations are set up in consultation with PPCB. Regular monitoring is being done. On-line flow meter, pH meter, temperature and DO meter have been installed. Reports sent every month to PPCB.Six monthly reports are under preparation and shall be sent to MoEF,R.O. Chandigarh and PPCB,RO,Sangrur. (Annex. EC-4)

vii) Ground water quality study in and around the project area shall be conducted and report submitted to Ministry’s Regional Office at Chandigarh, SPCB and CPCB.

(viii) The company shall install Oxygen Delignification Plant (ODL) and shall maintain AOX below 1 kg/tonne of paper production.

O.D.L.commissioned. However, AOX is below 1kg/tonne of paper through our existing system of bleaching. AOX test result is attached. (Annex. EC-6).

(ix) The company shall submit the comprehensive water management plan along with monitoring plan for the ground quality and the level, within three months from the date of issues of this letter to the Ministry’s Regional office at Chandigarh.

(x) The project authority shall dispose of hazardous Waste as per the provision of hazardous wastes (Management, handling and Transboundary movement) Rules, 2008.

Complied with The company has got authorisation Under Rule 5 of the hazardous waste (Management ,handling and Transboundary Movement)Rules,

2008. There are three categories of waste which are being disposed off as given below Hazardous waste :category: Quantity 1. ETP sludge - 32.3 : 8030 TPA as such 2.Hypo sludge - 32.2 : 4.015 TPA ( O.D) 3. Used Oil - 5.1 : 0.5 KL per annum

xi. The company shall develop green belt in 33% of the total land as per the CPCB guidelines to mitigate the effect of fugitive emissions.

Green belt is developed in 21.889 acre out of total factory area of 61 acre. (Drawing no.-1 attached)

xii. Occupational health surveillance of the workers shall be done on a regular basis and records maintained as per the Factories Act.

xiii. The company shall make the arrangement for protection of possible fire hazards during manufacturing process in material handling.

Required fire hazards protection equipments are maintained.

xiv. All the recommendations made in the charter on Corporate responsibility for Environment Protection (CREP) for the pulp and paper sector shall be strictly Implemented.

Complied with. Report attached. (Annex.EC-7).

xv. All the commitments made to the public during the public hearing/public consultation meeting held on 26th March,2012 shall be satisfactorily implemented and a separate budget for implementing the same should be allocated and information submitted to the Ministry’s Regional office at Chandigarh.

Commitments made to public during Public hearing meeting held on 26.03.12 is being done as per the need of Local community. List of activities detail submitted to MoEF,R.O Chandigarh. Points raised and replies made during public hearing held on 26.03.12 are : Qs (a) Pollution control devices shall be maintained properly to achieve standards laid down by the board. Reply: Pollution Control devices are properly maintained. The air and water standards are being

maintained and hazardous waste is disposed off as per board norms. Qs (b) The services of the fire fighting facility of the industry should be given to the residents of the area as and when the same are needed. Reply: It is being given as per the need to near by places. Qs (c) The industry shall provide financial assistance to the hospitals

Reply: Rs. Fifty thousand per month is paid to the local eye hospital at Ahmedgarh. Report attached under ESC.During 2013-2014 expenditure on Social Corporate Responsibility is Rs. 1962379. (Annex.EC-8) Qs (d) The industry is providing services of its special type of pumps for cleaning of sewer

xvi. At least 5% of the total cost of the project shall be earmarked towards the Enterprise Social Commitment based on Public Hearing issues and item wise details along with time bound action plan shall be prepared and submitted to the Ministry’s Regional Office at Chandigarh. Implementation of such program shall be ensured accordingly in a time bound manner.

Various steps are in progress towards Enterprise Social Commitment such as education, health care, donation to various societies e.g. religious, sports and other charitable institutions.

xvii. Provision shall be made for the housing of construction labour with in the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, Safe drinking water, medical Health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

Construction work is over. During construction period steps were taken as suggested.

B.) GENERAL CONDITIONS:-

i) The project authorities must strictly adhere to

stipulations made by the Punjab Pollution Control Board and the State Government.

ii) No further expansion or modifications in the

plant shall be carried out without prior approval of the Ministry of Environment and Forests.

(iii) At least four ambient air quality monitoring stations should be established in the downward direction as well as where maximum ground level concentration of PM10, So2 and NOx are anticipated in consultation with the SPCB. data on ambient air quality and stack emission shall be regularly submitted to this Ministry including its regional office, at Chandigarh and the SPCB/CPCB once in six months.

Four nos. of ambient air monitoring station has been established in consultation with PPCB, RO, Sangrur. Ambient air monitoring and reporting to concern authority shall be done.

iv) Industrial wastewater shall be properly collected ,treated so as to conform to the standards prescribed under GSR 422(E) dated 19th May,1993 and 31st Dec,1993 or as amended form time to time . The treated wastewater shall be utilized for plantation purpose.

Complied with. Industrial waste water is treated to conform the prescribed standards and used for plantation. Test report is attached herewith. (Annex.EC-3).

v) The overall noise levels in and around the plant area shall be kept well within the standards(85dBA)by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all source of noise generation. The ambient noise level s should conform to the standards prescribed under EPA Rules, 1989 viz.75dBA (daytime) and 70dBA (night time).

D.G. Sets are provided with acoustic enclosure. Noise level is measured in house and report attached. (Annex.EC-9)

vi. Occupational health surveillance of the workers shall be done on a regular basis and records maintained as per the Factories Act.

(vii) The company shall develop rain water harvesting structures to harvest the rain water for utilization in the lean season besides recharging the ground water table.

Four nos. of rain water harvesting stations were constructed and are in operation. (Drawing no.-2 attached)

(viii) The project proponent shall also comply with all the environment protection measures and safeguard recommended in the EIA/EMP report. Further the company must undertake socio-Economic development activities in the surrounding villages like community development programmes, education programmes, drinking water supply and health care etc.

Complied with. Time to time company takes Socio –Economic Development programmes and Environmental awareness programs such as plantation by school children in school premises in nearby village , Eye camps etc.

(ix) Requisite funds shall be Earmarked towards capital cost and recurring cost/annum for the Environment pollution control Measures to implement the conditions stipulated by the Ministry of Environment and Forest as well as the state Government. An implementation schedule for Implementing all the conditions stipulated herein shall be submitted to the regional office of the Ministry at Chandigarh. The Funds so provided shall not be diverted for any purpose.

Required equipments were provided. Recurring cost /annum for running the environment pollution control equipments are maintained.

x. A copy of clearance letter shall be sent by the proponent to concerned Panchayat, Zila Parishad/ Municipal corporation, Urban local body and the local NGO if any, from whom suggestions/representations If any were received while processing, the proposal. The clearance letter shall also be put on the web site of the company by the proponent.

xi) The project proponent shall upload the status of compliance of the stipulated environment clearance conditions, including results of monitored data on their website and shall update the same periodical. It shall simultaneously be sent to the regional office of the MOEF at Chandigarh. The respective Zonal office of CPCB and SPCB.The criteria pollutant levels namely: PM10, SO2 and NOx (ambient levels as well as stack emissions) or critical sectoral parameters, indicated for the projects shall be monitored and displayed at a convenient locations near the main gate of the company in the public domain.

Status of compliance of Environmental Clearance is given on website. SPM, PM10, SO2 & NOx data are displayed near the main gate for public information.

xii) The project proponent shall also submit six monthly reports on the status of the compliance of the stipulated environmental conditions including results of monitored data (both in hard copies as well as by E-mail) to the Regional Office of the MOEF, the Respective Zonal Office of CPCB and the SPCB. The Regional Office of this ministry at Chandigarh /CPCB /SPCB shall monitor the stipulated Conditions.

Second six monthly reports (Nov 13 to Apr 14) is being sent to concern authority herewith.

xiii) The Environmental statement for each financial year ending 31th March in Form-V as is mandated to be submitted by the project proponent to the concerned state Pollution Control Board as prescribed under the Environmental (protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of environmental conditions and shall also be sent to the respective Regional Office of the MOEF at Chandigarh by e-mail.

Form – V for year ended on 31.03.2014 shall be sent to concern authority soon. Also, It will be uploaded on the company’s web site soon.

xiv) The project proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the SPCB and may also be seen at website of the Ministry of Environment and Forest at http:/envfor.nic.in. This shall be advertised within seven days from the date of issue of the clearance latter, at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same should be forwarded to the Regional Office at Chandigarh.

xv) Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land Development work.

COMPLIANCE TO THE CHARTER ON CORPORATE RESPONSIBILIT Y FOR ENVIRONMENTAL PROTECTION (CREP) FOR LARGE PULP AND PAPER INDUSTRY

The mill is complying with the Charter on Corporate Responsibility for Environment Protection (CREP) as per the direction of CPCB. The status is as under –

Installation of Lime Kiln

There is no Caustisizing section in Shreyans Industries; hence lime kiln is not required.

The Waste water discharged volume is maintained below 100 M3/T of paper.

Odour control by burning the reduced sulfur emissions in the Boiler/Lime Kiln.

There is no use of Sulphur containing material in our plant, hence Odour control is not required.

Utilization of treated effluent for irrigation

Major portion of effluent is being utilized for plantation.

Color Removal from the effluent

Treated effluent has very little color. Moreover, there is no standard of color.
