Welcome to the inaugural London Rally for Heroes 2013. We hope you have an enjoyable event.

Please take the time to read this bulletin carefully.

THE CEREMONIAL START Due Times for the Ceremonial Start are as shown below. They are also displayed on the Results Webpage and will be posted on the Official Notice Board at Documentation/Rally HQ.

Competitors are reminded that attendance at the Ceremonial Start is compulsory for all competitors. Please enjoy the unique atmosphere, sign autographs, chat to spectators, pose for photos and give interviews if requested. You should wear your racing overalls but helmets are not required.

The Timetable for the Ceremonial Start is:

18.45 All competitors to assemble on foot immediately below the Brooklands Clubhouse Balcony.

18.50 Welcome Address by the Event Director

18.55 Compulsory Safety Briefing by the Clerk of the Course.

19.00 Interviews of Guests & VIP’s by commentators for spectators, TV and Radio

19.08 Arrival of Guests of Honour at Start Arch

19.10 Interviews with Defence Minister Rt Honourable Phillip Hammond MP, Armed Forces Rally Team and First Competitors

19.15 First Competitor flagged away, followed by rest of the field at approximately 30 second intervals

The Ceremonial Start provides us with a unique opportunity to showcase the sport of rallying in front of a number of high profile members of Parliament and the Ministry of Defence. Given the current nature of negotiations being undertaken by the MSA with various Ministers and Government Agencies on the future of rallying, we have an ideal platform to provide vital stakeholders with an insight into what rallying actually involves; something that numerous meetings with them behind closed doors cannot hope to equal.

Any competitor who is the subject of an adverse report received from members of the public, the police or indeed fellow competitors could be considered to be guilty of “bringing the sport into disrepute”. The penalties for this are SEVERE.

The Clerk of the Course has the ability to exercise much more discretion when it comes to penalties incurred due to “unavoidable road section delays” than to reports of speeding or inconsiderate driving. Furthermore, incurring the displeasure of the MSA for alleged misdemeanours in their own backyard would not be a “smart move”.

ARTICLE 15 TIMING AND CONTROLS

15.1.4 Due Start Times Due Times for the Start of the rally from MTC1 are as shown below. They are also displayed on the Results Webpage and will be posted on the Official Notice Board at Documentation/Rally HQ.

AMENDMENT: 15.2.4.1 Main Time Control OUT (MTC OUT)

MTC1, MTC2, MTC3 and MTC 4 are all designated as MTC OUT. The Penalty for early or late arrival is 10 seconds per minute early or late. Main Time Control IN (MTC IN) MTC5 is designated as MTC IN. The Penalty for booking in early is 1 minute per minute early. However, given the short distance between the final stage and MTC5, to avoid congestion or compromising safety access, competitors may be requested to enter the control area before their due time without penalty. There is no penalty for lateness other than exceeding the maximum permitted lateness of 15 minutes.

ARTICLE 16 SERVICING

AMENDMENT:

TRAILER UNLOADING/PARKING AT PEGASUS VILLAGE SERVICE AREA

Service Passes: must be displayed on the relevant vehicles to gain access to the Service Area. Support Passes: must be displayed on the relevant vehicles to gain access to the Support Car Park within

the Service Area (see revised plan below).

Upon arrival, competitors’ vehicles are to be unloaded in the Trailer Parking Area to the South of the Stadium and trailers parked here as directed. Then, please proceed into the main Service Area and report to the Service Area Manager to be directed to your allocated service bay.

During the rally itself (typically from 08.30am to 15.00) the Trailer Parking Area may be locked for security purposes. Should a competitor’s service crew need to gain access to this area during these times (e.g. to collect their trailer to recover a retired vehicle) please call at the Marshal’s Office alongside the Regroup Area so the compound can be unlocked.
