MESSAGEOdisha occupies a very crucial and important position in the fisheries

development programmes of the country. With excellent scope for fisheriesdevelopment in fresh water fisheries, Brackish water fisheries and marinefisheries. It is blessed with 6.72 lakh ha of potential fresh wateraquaculture areas,4.18 lakh ha brackish water resources and 480 kmscoast line.

The fisheries sector in Odisha is a growing sector and has beenrecognized by the Government as one of the major sectors, apart fromagriculture, to contribute towards rural economy. We are planning fordoubling the present fish production and the export. State Governmenthas earlier implemented several programmes and recently introduced somenew initiatives as a part of enhancing production. Out of the importantsteps introduced, it is necessary to develop entrepreneurship in theprogramme. For Socio economic development of fishers in the state popularprogrammes like Matshyajibi Unnayana Yojana with 14 programmes arein operation.

Development of more water areas in the state is important. For thisthe poor farmers of the state are dependent on the bank finance. Thebanks in the state have crucial role to play. We are hopeful of positiveresponse from banks.

The present book “ A compendium of Guidelines for implementationof programmes in Fisheries Sector” will help Departmental officers, Bankersand other stake holders to be more involved in fisheries development. Iam thankful to the officers of Fisheries Department for this publicationand wish them success.

INTRODUCTION :ODISHA is one of the major

maritime states, offering vast scope fordevelopment of Inland fisheries,Brackish water fisheries and marinefisheries and has got excellent scopeand potentiality for developmenttogether with employment and incomegeneration for overall socio economicprosperity. The scope of developmentof the fisheries sector lies in the largeun-utilized fresh water and brackishwater resources in the State. Byjudiciously harnessing these resources,the fish production from the captureand capture-cum-culture fisheriescould be substantially augmented tomeet the domestic market demands,create employment and incomegenerating opportunities for the ruralpoor and enhance their food andlivelihood security, apart from exportof the fish.

The fisheries resources of the Stateare very extensive. The state has plentyof water resources in both inland andmarine fisheries and has got excellentscope and potentiality for developmentwhich will generate employment andincome generation and for overallsocioeconomic prosperity. Developmentof fresh water aquaculture is the maintarget area for enhancement ofproduction. The fresh water resourcecomprises of tanks and ponds of 1.22lakhs ha, reservoirs of 1.97 lakhs ha,Lake, Swamp and Bheels of 1.80 lakhha and river & canals of 1.71 lakhs ha.

The fresh water fish productionduring 2012-13 was 2.62 lakh MT. Thepresent fish requirement of the state is4.70 lakh MT where as the productionfrom all sources is 4.10 lakh MT. The

demand- supply gap can be bridgedthrough development of fresh wateraquaculture

Expansion of culture area shouldbe given importance. In the horizontalexpansion, additional culture areas areto be added through excavation of newtanks and renovation of the derelicttanks through different ongoingprogrammes and in vertical expansion,scientific technology, up gradation ofskill of the farmers, diversification ofspecies, genetic improvement of seedquality will be taken due care.Productivity of reservoirs will beenhanced by regular stocking andmanagement of reservoirs throughimparting training to PFCS members.Further young entrepreneurs shouldcome forward to take up fisheries as aprofession and get the benefit of allongoing schemes.

The state is having 480Km of coastline and4.18 lakh ha Brackish waterresources for development of marinefisheries and coastal aquaculture.

The Government have taken upa mission of doubling the inland fishproduction in the coming 3 years. Toachieve the ambitious goal, theDepartment proposes to take upmassive horizontal expansion of theculture areas and to enhance theproductivity to 5.00 tones/ha. About80% of the state population is fisheaters. The annual per capita fishconsumption is 9.31 Kg.

For the development of fisheriesin all sectors like Fresh water, Brackishwater and Marine a number of schemesand programmes have been introducedin the state. This books aims to givesome basic idea of the programmes inthe state.

The demand of fish and fisheriesproducts are increasing day by day.This will not only provide ampleincome generating avenue to the fishfarmers and fishermen but alsosupplement the protein requirement ofmalnourished population.

The state Government hasintroduced a number of programmesfor enhancement of production andproductivity as well as welfarepackages for the socio economic up-liftment of fishers in the state. Fishfarmers and fishermen are benefittedfrom Government programmes like:1. Fish Farmers Development

Agency (FFDA)2. National Fisheries Development

Board (NFDB)

3. National Mission for ProteinSuppliment (NMPS)

4. Mahatma Gandhi National RuralEmployment Guarantee Scheme(MGNREGS)

5. Matshyajibi Unnayana Yojana(MUY)In the recent Budget for 2013-14

some new programmes have beenintroduced with additional subsidy andinterest subvention for development ofadditional culture areas by encouraginginterested farmers and to invite newentrepreneurs. The glimpses of thoseprogrammes and schemes and theapproved guidelines are given herewhich will come in help of all stakeholders.

Odisha, the most captivatingregion of India is an eastern state.Spread over an area of 1,56,707 sq.kmslies in the tropical zone is an attractivetreasure house of cultures andtraditions with virgin beaches,serpentine rivers and excellent fisheriesresources and traditional fishermenliving along the coast of Bay of Bengal.

The State of Odisha is endowedwith vast and varied inland fisheryresources potential which if harnessedto the sustainable optimal level canbring about significant change in thefish production scenario. Odisha ispredominantly an agrarian economywhere fisheries play pivotal role in thesocio economic life of farm families.With increase in income, there has beenparadigm shift from cereal basedprotein to animal based protein in thefood basket. Thereby the demand offish and fisheries products is increasingday by day. This will not only provideample income generating avenue to thefish farmers and fishermen but alsosupplement the protein requirement ofmalnourished population.

The state Government hasintroduced a number of programmesfor enhancement of production andproductivity as well as welfarepackages for the socio economic up-liftment of fishers in the state. Fish

1. Interest subvention on creditsupport to fish farmers:Short term loan: Fish farmersundertaking scientific fishfarming in their existing fishponds and availing short termloan ,are eligible to avail shortterm loans up to 3.00 lakhs for oneyear at a subsidised rate of interestof 7%. Further an interestincentive of 3% will be allowed forrepayment of the loan in time.Thus a fish farmer will be charged@4% interest rate with interestsubvention by stateGovernment.Rs.800.00 lakhs hasbeen budgeted for benefitingabout 12000 fish farmers.

Long Term loan for fisheriesdevelopment: Fish farmersavailing loan from banks forFresh water, Brackish water, Net& Boat, Fish seed hatchery and

any other fisheries activity. Inorder to increase the off take offisheries term loan in the state upto 10.00 lakhs interest subsidysubvention of 3% will be allowedon interest rate charged on termloan availed by the farmers.Additional interest subvention of2% will be provided to the farmersfor regular / timely repayment ofloan instalment dues. Rs.450.00lakh has been budgeted forbenefiting about 7000 fish farmers.

2. Promotion of intensive aquacultureand fresh water fish seed hatchery :For promotion of Intensive

aquaculture and establishment of Fishseed hatcheries additional subsidy upto 30% will be provided by the stateGovernment over and above theexisting subsidy from FFDA, NFDB andNMPS programme of Government ofIndia with ceiling of maximum subsidyup to 50% to each beneficiary Theadditional assistance would beprovided to both bank finance and ownsource investment programme as backended subsidy. The subsidy for ponddevelopment will be providedmaximum up to 5 ha per beneficiary.Rs.1250.00 lakh has been earmarked for2013-14 for implementation of thescheme.

3. Empowering fishermen throughmobile advisory services andEstablishment of toll free callcentre for fisheries extensionservice:

Fisheries extension services willbe rendered to fishermen and fishfarmers through help line managedby team of fisheries experts. One lakhfishers will be provided with SIMCARDS to receive five voice messagesin odia language every day on areas ofimmediate importance to fishermen inOdisha related to fisheries, PotentialFishing Zone, market price, weather,Government schemes etc. For thepurpose provision of Rs. 460.00 lakh hasbeen made for the year 2013-14.

4. Assistance to fishermen fordwelling houses :

The programme intends toprovide dwelling houses to fishermenacross the state to ameliorate theirliving standard. Every year 500 houseswill be provided. The cost of each suchdwelling house would be Rs.90,000/-and out of which the grant would beRs.75,000/- and the beneficerycontribution would be Rs.15,000/-.There is a budget provision ofRs.2000.00 lakh in the state plan for theyear 2013-14.

Inclusion of Fisheries equipments/machinery and Commercial AgriEnterprise (CAE) Under State Agriculture Policy 2013

1. Inclusion of Farm Machineries ofAllied Sector.Under the list of Farm

Machineries Equipment/ Machineryrelated to Fisheries Aerater, Ice Box, IcePlant, Flack Ice Plant, Cold Storage,Insulate Van, Mini Fish Feed Meal,Fisheries equipments with admissablesubsidy provision of 50% is added.1. Inclusion of new Commercial

Agri Enterprises:Establishment of Aqua Shop,

Flake ice plant, Ice plant, Cold storage,fish feed mill and procurement ofInsulated van, Transportation vehicleused for fisheries and allied work forpromotion of Intensive aquaculture inthe stateOther new Initiatives in Fisheriessector.1. Biju Krushak Kalyan Yojana:

Under Biju Krushak KalyanYojana health insurance up to Rs.1.00lakh would be provided to thefishermen families covering fivemembers. State Government hasplanned to extend this facility to about10.00 lakh fisher families of the state.2. Dedicated electric feeder to

aquaculture cluster:Fisheries cluster requires taking

up intensive culture by utilising aeratorand other electric equipments.

1. Introduction:Beneficiaries, irrespective of their

economic status are being giventechnical and logistic support throughFFDA, NFDB and NMPS for promotionof pisciculture in inland areas andprovide subsidy assistance to fishfarmers with Bank Finance as well asown source development programme.With the above mentioned schemes ofGovernment of India about 20%subsidy is being provided for creationof new water body and renovation ofold tanks and establishment of fish seedhatchery, but due to high capitalinvestment with low subsidy assistancethese schemes are not well accepted bythe farming community. The presentscheme shall provide additional upto30% subsidy from State Plan in additionto the subsidy available under Golschemes with ceiling of maximumsubsidy of 50% to each beneficiary.2. Objective of the scheme:

1. To generate interest amongperspective farmers to adoptpisciculture as a lucrativeenterprise.

2. To create additional waterbody for pisciculture.

3. To fill the gap in fishproduction and make the stateself sufficient in fish production

Thescheme shall be discussed in thePanchayat Samiti/ GramPanchayat meeting to attract moreand more interested fish farmers.The interested fish farmer shallapply to the Assistant FisheriesOfficer of concerned block/District Fisheries Officer with allrelevant documents includingcopy of ROR in support of owningthe land/ lease agreement inwhich fish pond is placed.The concerned officials ofFisheries Department shallarrange field enquiries to judgethe eligibility of the beneficiaryand feasibility of the projectthrough field staff.After field enquiry, if thebeneficiary is found eligible andproject is feasible, the case shall besponsored to the willing bank forfinancing.It will be the responsibility of theFisheries Department to ensureadoption of scientific fish farmingin a proper way or any otheractivity/ scheme for which loanis sanctioned through periodicfield visits.The District Fisheries Officer shallbe responsible for implementingthe scheme, monitor theprogramme and will provide alltechnical and logistic support.

1. Objectives:A sustained focused approach is

necessary to bring the existing fishponds under scientific farmingpractices through use of inputs mainlyquality seeds and feeds. Therefore, ascheme on “Interest subvention on ShortTerm credit support to fish farmers” isintroduced by Government of Odisha.Under the scheme, a targeted approachis being adopted to bring the existing80/000 hectares of existing fish pondsunder vertical expansion in a gradualmanner over a period of 4 year period,commencing from the year 2013-14/through bank credit.2. Rationale:

Fish farmers undertakingscientific fish farming in their existingfish ponds and availing short term loan,would be eligible for loan at asubsidized. rate of interest of 7% by wayof interest subvention @ 5%. Further,an interest incentive @ 3% shall be givento those fish farmers who are promptin repayment over & above 7%.Therefore, a fish farmer availing shortterm loan for inland fish farming andregular in repayment would be chargedinterest @4% only.3. Scope:

The scope of the scheme is to assistthe fresh water” fish farmers toundertake intensive fish farming as acommercial enterprise. With introduction

of short term loan scheme with aprovision of interest subvention &interest incentive, the fish productionis expected to increase gradually witha production of additional 12000 MTper annum over the present production.By way of gradual up scaling of theshort term credit, the overall gap of 80/000 MT in the state’s fresh water fishproduction can be bridged over aperiod of 8-10 years. By end of 4th yeararound 20/000 ha of water area areexpected to be covered under theprogramme, which aims at yieldingadditional 40000 MT of fish. The valueof such additional fish to be producedshall be around ̀ 400.00 crore taking thepresent market value.4. Scale of finance:

The scales of finance for intensiveaquaculture would be Rs. 2.00 lakh perHa and the revision shall be made onthe basis of recommendation ofNABARD. The following procedureshall be adhered for smoothimplementation of the scheme.

The farmer shall apply for shortterm loan for inland fish farmingthrough a loan application, aformat of which is enclosed.Scheme shall be applicable for allCommercial Banks, RRBs, andCooperative Banks operating inthe state.Timely repaying farmer can availthe fishery crop loan for the

5. Eligibility Criteria ofBeneficiaries:The Scheme aims at providing

adequate and timely credit supportfrom the banking system under a singlewindow to the fish farmers forpisciculture and other needs. Therefore,the guideline shall be followed forselection of the beneficiaries under theinstant scheme. Steps shall be taken toimplement the scheme from the currentfinancial year 2013-14.

(a) Terms & Conditions foravailing Interest Subvention @5%:

Farmer undertaking fish farmingeither in own pond or lease pondFarmer should have a minimumwater area of 0.25 Acre.In case of brackish water” fish/shrimp farming, the farm shouldhave obtained valid license fromCAAI.There shall not be any upper limitof water area for an individual fishfarmer/ SHGs/ PFCS. However,the Interest Subvention shall beavailable on maximum of Rs. 3.00lakh of loan per farmer. Beyond`. 3.00 lakh of loan, the farmer willnot be entitled for interestsubvention for the balance loanabove `. 3.00 lakh.

Fish farmer should not be adefaulter from any bank for anytype of loanFish farmer should undertakescientific method of fish farmingusing best management practiceswith a production target of 5 MT/Hal Annum for fresh water fishfarming and 2.5 MT/ Ha/ Cropfor brackish water shrimpfarming.Beneficiary developing new pondshall also be eligible under thescheme for taking up intensivefish farming.The repayment period shall notexceed 12 months. Moreover, 5%interest subvention will becalculated from the date ofdisbursement of loan up to theactual repayment or up to the duedate of repayment of the loanfixed by the Bank whichever isearlier subject to a maximumperiod of one year.

(b) Terms & Conditions foravailing Interest Incentive @3%:

Farmer qualifying the abovementioned conditions with timelyrepayment of loan (Over 80 %)shall be eligible for availinginterest incentive.Recovery for the preceding shortterm loan should be 100%.

6. Selection of Beneficiaries:Adequate publicity about the

The interested fish farmer shallapply to the Assistant FisheriesOfficer of concerned block/District Fisheries Officer with allrelevant documents includingcopy of ROR in support of owningthe land in which fish pond isplaced.The fish farmer will apply forshort term loan in prescribedformat (enclosed) to theconcerned PACS/Commercialbanks/ RRBs.The concerned officials ofFisheries Department shallarrange field enquiries to judgethe eligibility of the beneficiaryand feasibility of the projectthrough field staff.While selecting the beneficiary, itshould be seen that the farmer isan agriculturist and undertakingor proposing fish farming as anallied activity. The existing KCCholders and new KCC holdersshall be covered in the scheme.After field enquiry, if thebeneficiary is found eligible andproject is feasible, the case will besponsored to the nearby bankbranch for financing under thescheme.After receiving the application forshort term loan, banks/PACs willscrutinize the application form

with reference to their landrecords and KYC (Know YourCostumer) norms. The Bank willsanction loan in favour of eligiblefish farmers within 15 days ofreceipt of application.The concerned banks/PACs willintimate the local AFO relating tosanction & disbursement of shortterm loan. The AFO will maintainbank-wise register relating todetails of short term loansanctioned by different banks/PACsThe concerned Bank will alsointimate the details of short termloan sanctioned & disbursed tothe fish farmers with amount of5% interest subvention claim fromGovt. of Odisha to their RegionalOffice/Zonal office/Controllingoffice at the end of each quarter.Additional 3% interest subventionfor prompt repayment will beclaimed at the end of the year.Regional Office/Zonal office/Controlling office of the bank willsubmit information for claim of5% interest subvention from GoOprescribed format in duplicatewith other relevant document tothe UCO Bank Circle office,Bhubaneswar for each quarter. Inrespect of additional 3% interestsubvention, the Commercialbank/RRBs will submit their onetime claim at the end of the year.The PACS will send their claim ofS% interest subvention quarterlyto DCCB and DCCB will forward

the same to OSCB. Similarlyadditional 3% interest subventionfor prompt repayment will beclaimed at the end of the year.The UCO bank will verify theclaim amount of each bank andreimburse 5% interest subventionamount to claiming banks within15 days from the date of receiptof claim through RTGS fromA/C opened for interestsubvention short term loanmaintained with them. Similarly,OSCB will release interestsubvention in favour of PACSthrough DCCB.DCCB and UCObank, Bhubaneswar will maintain“Register for Bank-wise Claimand Release of Reimbursement”for internal & external audit.Still photographs of the fish pondwith the beneficiary must be takenwhich will form the part of thecase record.It will be the responsibility of theFisheries Department to ensureend use of the credit throughadoption of scientific fish farmingin a proper way through periodicfield visits.The banks/PACS will pass oninterest subvention benefits to thefish farmers. In other wordsinterest chargeable will beapplicable rate reduced by 5% andlor 3% provided under thisscheme.The scheme will be implementedby Commercial Banks, RRBs, and

9. Administration of InterestSubvention:SLBC Convener- UCO Bank andOSCB shall administer interestsubvention to·· the banks forextending long term credit onvarious fisheries schemes.Fisheries & ARD Department willrelease funds to the Director ofFisheries. The Director ofFisheries will draw 25% of budgetprovision and transfer to the A/C maintained with UCO Bank andOSCB for interest subvention onshort term loan immediately afterpassing of the budget and transferof further amount as perrequirement.After release of reimbursementclaim to different banks, the UCOBank/ OSCB will forwardstatement of claim ofreimbursement along with thecopy of claim of different banks/PACS to the Director of Fisheriesfor further action.

The AFO will forward the bank-wise list of farmers availedinterest subvention under thisscheme to the Director ofFisheries, Odisha through DistrictFisheries Officers for successfulmonitoring of this scheme.

10. Monitoring, reporting andsupervision:

(i) Monitoring I reporting andsupervision shall be done by therespective Zonal Deputy Directorof Fisheriesl District FisheriesOfficers at District level andAssistant Fisheries Officer at theBlock level.

(ii) The District level fishery officershall submit monthly progressreport to the Director of Fisheries,Odisha, Cuttack, who in turnsubmits the consolidated report toGovernment.

(iii) For increasing the fish production,the Department of Fisheries willfacilitate the supply of requiredinputs like advance fingerling Iyearling and supplementary feedto the fish farmers.

The farmer shall apply for termloan for inland fish farming, Fishseed hatchery, Net & Boat, FRPboat or any other schemeimplemented in fisheriesdepartment through a loanapplication.Scheme shall be applicable for allCommercial Banks, RRBs, andCooperative Banks operating inthe state.Timely repaying farmer can availthe interest subventions for therepayment period as fixed.The interested fish farmer shallapply to the Assistant FisheriesOfficer of concerned block/District Fisheries Officer with allrelevant documents includingcopy of ROR in support of owningthe land/ lease agreement inwhich fish pond is placed.The concerned officials ofFisheries Department shallarrange field enquiries within 7days of receipt of application tojudge the eligibility of thebeneficiary and feasibility of theproject through field staff.The field inspection should be’completed within a fortnight andthe DFO will recommend all thefeasible cases to the bank within amonth from the date of receivingthe report from the inspectingofficer.

If number of applicant will bemore than the targeted number,then preference will be given tothe economically poor families.The reason of rejection ofapplication should be intimated tothe applicant by the inspectingofficer.It will be the responsibility of theFisheries Department to ensureend use of the credit throughadoption of scientific fish farmingin a proper way or any otheractivity/scheme for which loan issanctioned through periodic fieldvisits.Cost estimates have been given asper existing unit cost underNFDB, FFDA & NMPS guidelineof Government.The fish farmer will apply for longterm loan in prescribed format tothe concerned PACS/Commercialbanks/RRBsThe concerned officials ofFisheries Department shallarrange field enquiries to judgethe eligibility of the beneficiaryand feasibility of the projectthrough field staff.While selecting the beneficiary, itshould be seen that the farmer isan agriculturist and undertakingor proposing fish farming as anallied activity. The existing KCCholders and new KCC holdersshall be covered in the scheme.After field enquiry, if thebeneficiary is found eligible and

project is feasible, the case will besponsored to the nearby bankbranch for financing under thescheme.After receiving the application forlong term loan, banks/PACs willscrutinize the application formwith reference to their landrecords and KYC (Know YourCostumer) norms. The Bank willsanction loan in favour of eligiblefish farmers within 15 days ofreceipt of application.The concerned banks/PACs willintimate the local AFO relating tosanction & disbursement of longterm loan. The AFO will maintainbank-wise register relating todetails of long term loansanctioned by different banks/PACsThe concerned Bank will alsointimate the details of long termloan sanctioned & disbursed tothe fish farmers with amount of3% interest subvention claim fromGovt. of Odisha to their RegionalOffice/Zonal office/Controllingoffice at the end of each quarter.Additional 2% interest subventionfor prompt repayment will beclaimed at the end of the year.Regional Office/ Zonal office/Controlling office of the bank willsubmit information for claim of3% iQterest subvention fromGovernment of Odisha prescribedformat in duplicate with otherrelevant document to the UCOBank Circle office, Bhubaneswar

for each quarter. In respect ofadditional 2% interest subvention,the Commercial bank/RRBs willsubmit their one time claim at theend of the year. The PACS willsend their claim of 3% interestsubvention quarterly to DCCBand DCCB will forward the sameto OSCB. Similarly additional 2%interest subvention for promptrepayment will be claimed at theend of the year.The UCO bank will verify theclaim amount of each bank andreimburse 3% interest subventionamount to claiming banks within15 days from the date of receiptof claim through RTGS from A/C opened for interest subventionlong term loan maintained withthem. Similarly, OSCB will releaseinterest subvention in favour ofPACS through DCCB. OSCB andUCO bank, Bhubaneswar willmaintain “Register for Bank-wiseClaim and Release ofReimbursement” for internal &external audit.

7. Eligibility Criteria ofBeneficiaries:The Scheme aims at providing

adequate and timely credit supportfrom the banking system under a singlewindow to the fish farmers forpisciculture and other ancillaryactivities. Steps shall be taken toimplement the scheme from the currentfinancial year 2013-14. Adequatepublicity about the scheme shall bemade by Fisheries Department,

Government of Odisha. The schemeshall be discussed in the PanchayatSamiti/ Gram Panchayat meeting as ameasure of self disclosure to attrpctmore and more interested fish farmersfor availing term loan in fisheries sector.The beneficiaries availing term loan fordifferent activities under differentongoing schemes are to be covered.(a) Terms & Conditions for availing

Interest Subvention @ 3%:Farmer undertaking fish farmingeither in own pond or lease pondwith a minimum water area of0.25 AcreThere shall not be any upper limitof water area for an individual fishfarmer/ SHGs/ PFCSThe farmer shall apply for termloan for fresh water/ brackishwater fish/ shrimp farming, Fishseed hatchery, Ornamental fishhatchery, Net & Boat, FRP boat,motorization of country craft,fisheries equipments/ machineries,Commercial Agri-enterprisecovered under State AgriculturePolicy 2013 or any other schemeimplemented in fisheriesdepartment.There is no upper limit forfinancing the unit. However, theInterest Subvention shall beavailable on maximum 5 Ha waterarea and on Rs. 10.00 lakh of loanper farmer. Fish farmer should not be adefaulter from any bank for anytype of loan.The repayment shall not exceedscheduled period. Moreover,interest subvention shall bepayable from the date ofdisbursement of loan up to theactual repayment or up to the duedate of repayment of the loanfixed by the Bank after completionof the project and submission ofUC by District Fisheries Officer orany officials authorized by DFO.The loan repayment period fordifferent activities as specified byNABARD shall be 7 years, beyondthat period, no subvention will beallowed and the beneficiary willhave to pay the regular rate ofinterest to the bank for thedefaulting loan amount.Moreover, 3% interest subventionshall be calculated from the dateof disbursement of loan up to theactual repayment or up to the duedate of repayment of the loanfixed by the Bank whichever isearlier subject to a maximumperiod of one year.The interest subvention will becalculated on net loan in case anysubsidy admissible under anyscheme of Govt. of India andGovt. of Odisha.The banksjPACS shall pass oninterest subvention benefits to thefish farmers. In other wordsinterest chargeable shall beapplicable rate reduced by 3% and

jor 2% provided under thisscheme.Fish farmer should undertakescientific method of intensive fishfarming using best managementpra·ctices.

(b) Terms & Conditions for availingadditional Interest incentive@2% :Farmer qualifying the abovementioned condit~ons withtimely repayment of loan as perthe loan agreement of theconcerned financing institutionshall be eligible for availinginterest incentive @2%.The due date of payment of loaninstallment for the term loan shallbe varied from activities toactivities. In case of new tankexcavation there is a gestationperiod of 1 year and the due dateof repayment is after one yearfrom the date of finance. Thesubsequent date of repaymentvaries as per the loan agreementwith bank and beneficiary, it maybe quarterly, half yearly ofannually.

8. Administration of InterestSubvention:SLBC Convener - UCO Bank andOSCB shall administer interestsubvention to the banks forextending long term credit onvarious fisheries schemes.Fisheries & ARD Department willrelease funds to the Director ofFisheries. The Director of

Fisheries will draw 25% of budgetprovision and transfer to the A/Cmaintained with UCO Bank andOSCB for interest subvention onlong term loan immediately afterpassing of the budget and transferof further amount as perrequirement.After release of reimbursementclaim to different banks, the UCOBankl OSCB will forwardstatement of claim ofreimbursement along with thecopy of claim of different bankslPACS to the Director of Fisheries,Odisha, Cuttack for further action.The AFO will forward the bank-wise list of farmers availedinterest subvention under thisscheme to the Director ofFisheries, Odisha through DistrictFisheries Officers for successfulmonitoring of this scheme.

9. Monitoring, reporting andsupervision :

(i) The selected FinancialInstitution shall monitor therequIrements of funds forinterest subvention and

interest incentive from therespective head office offinancing banks, release fundsand maintain accounts thereof.

(ii) The Joint Director Fisheries(Inland), Directorate ofFisheries shall be the nodalofficer for implementation ofthe Scheme for inland sectorand the Joint Director ofFisheries (Coastal) for thebrackish water and marineschemes.

(iii) Monitoring I reporting andsupervision shall be done bythe respective Zonal DeputyDirector of Fisheriesl DistrictFisheries Officers at Districtlevel and Assistant FisheriesOfficer at the Block level.

(iv) The District level fisheryofficer shall submit monthlyprogress report to the Directorof Fisheries, Odisha, Cuttack,who in turn submits theconsolidated report toGovernment.

1. Introduction :Odisha is one of the major

maritime States, offering vast scope fore elopment of inland, brackish waterand marine fisheries. The State’s 480km. long coastline with 24,000 sq. km.area within the contineOntal shelf hashuge potential for marine fisheriesdevelopment. The freshwater resourcesof the State include 1.21 lakh ha. waterarea under tanks and ponds, 1.97 lakhha. reservoirs, 1.80 lakh ha. area underswamps & bhee1s and 1.71 lakh ha. ofrivers and canals. Besides, 32,587 ha. ofcultivable brackish area, 3 lakh ha. ofestuaries, brackish water andbackwater area and 93,000 ha. ofChilika lake.

The manne capture fishery is oftenthe sole source of livelihood for a largenumber of people in the coastal areasof the State. The Exclusive EconomicZone (EEZ) available to the State is 0.17million sq. kms. (8.4% of the country’sEEZ). The inshore sea area fallingwithin the territorial limit of the State(12 nautical miles; 22 km.) is about10560 sq. kms. The total fishermenpopulation of the State is estimated at12lakhs out of which the marine fisherpopulation is about 4,50,391 distributedin 641 marine fishing villages. Out ofthe total active fisher population, 62

percent are full time, 28 percent arepart-time fishers and the remaining 10percent are occasional. Nearly 34percent of the fishers earn theirlivelihood from allied activities likemarketing, repairing / making of nets,curing, peeling, labour and otherfishery related activities.

The scheme envisages providinginformation and other extensionservices to the fisher through setting upof one call center at state level in Odishaand empowering through MobileAdvisory Services to 1.00 lakhfishermen by providing SIM Card.2. Objective :

Empowerment of fishermenthrough latest information onweather, potential fishing zones(PFZ), fish conservation andcultivation etc. for understandingand adopting best fisheries /agricultural practices, improvingtheir income, reducing costs andenhancing the quality of outputby way of voice messages throughmobile phone.Illiterate / semi-literate fishermencan get benefit from advisoriesfrom experts in the form of voicemessages. They will get anautomated mobile telephone call

3. Executive Agency :The project will be implemented

by the Department Of Fisheries & ARD,Odisha. The selection of partnering

agency for implementation of thescheme will be done on EOI / Tenderpublished in local and EnglishNewspapers and Website of theDepartment. The selected agencyhaving expertise in call centre servicewill be entrusted to manage the mobileservices on out sourcing basis.4. Mode of Funding :

The project cost submitted is` .18.40 crores for four years.Approximately, 7% of the total projectshall be utilised towards unforeseenexpenses, contingencies, supervision,administrative cost and othermiscellaneous expenses for smoothimplementation of the project.

The partnering agency shallonly distribute the SIM Cards andaware the selected beneficiaries aboutthe use of the programme.6. Benefits of Enrolled Fishermen :

The fishermen are not required topay any additional cost towardsservices offered as part of theproject like voice messages.Fishermen have no obligation ofany sort.However, fishermen need to payfor their normal communicationneeds exceeding the proposedamount of talk-time for theirpersonal use as per the prevailinglocal tariffs. Similarly, when theycall Helpline XXXXXX normallocal tariffs may apply.

7. Implementation Process :Formation of a Special Communityof Fishermen in the State ofOdisha.1,00,000 Fishermen would beenrolled in the State to beprovided with SIM Card for aperiod of maximum 12 months.However, actual enrolment willbe based on voluntary adoptionand interest from the fishermen.Provision of value added services-Upto 5 free voice messages every

day, helpline, Phone-InProgrammes, Quizzes, MessageMix to cover various areas ofinterest in Odia language.Dissemination of special contentshared by Directorate of Fisheriesand other GovernmentDepartments.Taking feedback from a sample offishermen on a regular basis.Monitor usage statistics.Listening patterns with category,listening duration, pick up andchurn data will be shared in aregular manner. At least once inevery month-end or as per therequirement of the SteeringCommittee.A Steering Committee Memberfrom the Partnering Agency,Directorate of Fisheries under theChairmanship of Commissioner-cum-5ecretary, F&ARD would beformed to meet at least once inevery three months.Impact study report on a sampleof fishermen after 6 months oflaunch of the programme by thePartnering Agency.

Phone-in Programs

Special Programs will beconducted by the invited specialistkeeping in view the subject matter.These programs are announced inadvance and any fishermen requiringspecialized service can call to discussthe problem directly. Normal local tariffapplies for calling the phone-inprogram. Call-back facility will also beensured for longer durationdiscussions.

Payments Conditions :I. 1st Installment - Mobilization

Advance - 10% of the contractvalue shall be released asMobilization Advance payment tothe selected Partnering Agencyafter execution of agreement.

II. 2nd & Subsequent Installment-The Partnering Agency shallproduce bill on monthly basis tothe Director of Fisheries. Paymentwill be made in every month, onsatisfactory delivery of servicesand on verification by AuthorisedOfficer / Committee of Directorof Fisheries.

III. Security Deposit @ 0.5% of eachinstallment of payment will beretained with Director of Fisheries

till completion of the projectwhich will be refunded subject tosuccessful implementation of theprogramme.

11. Monitoring & Supervision :Project Steering Committee

headed by Director of Fisheries will beformed for monitoring and successfulimplementation of the programme andthe Committee will meet once in every3 months for mid-course review. ThisCommittee will recommend allexpenditure to be incurred after whichthe competent authority wouldsanction funds for the purpose. Thecomposition of Project SteeringCommittee & Members will besubmitted by Director of Fisheries forapproval of Government.12. Impact Study :

A study of sample fishermen whohave actively availed the services willbe conducted after 6 months of initiallaunch. The learning will be submittedto Government of Odisha as a reportby the Directorate. However, feedbacksrelating to immediate changes will beaccepted from competent and properauthorities.

provides different pattern of assistancefor different type of Machinery andImplements which is in Annecxure-1.This subsidy is the maximum for anyindividual machinery /Implementsgrouped under different category. Thesubsidy for farm Mechanization is metfrom the different Centrally sponsoredschemes, RKVY etc. and state plan. Asper latest pattern of assistance, ifrequired subsidy from State planscheme is being provided over andabove the Govt.of India subsidy.

When the subsidy for sanctionedprogramme from GOI on differentmachinery implements / equipments isinsufficient or some items which isrequired but not enlisted by anyscheme, as per the demand of farmersof state, then the full subsidy as perlatest pattern of assistance for thesemachinery / implements / equipmentsare met solely from the state planscheme.

and procurement of above mentionedmachinery / implements concerningthe different schemes (Where subsidyis to be released by Approved bank)will be made as per the stipulations.

As a preliminary step, dealers ofdifferent machineries of SLTCmanufacture for the 30 districts / 10Zonal DDF are required to registerthemselves at http://asl.orLnic.in/agrisnetodisha. Besides filling thescheduled registration form availableon the dealer registration link of thefarm mechanization Home page, theyhave to furnish documents like up todate VAT clearance and theauthorization certificate of theManufacturer / suppliers. The abovetwo documents would be verified bythe DFOs of the 30 districts and afterconfirmation their mobile numberswould be registered and they can login to the system with their user ID andpassword. In case of a particularManufacturer having same dealer forall the 30 districts of Odisha, therequired papers are to be checked andconfirmed by the designated cell of theDirectorate of Fisheries.E. I. GENERATION OF PERMITAND ROLE OF DFOs

Prior to issue of permit, allapplications will be collected by theAFO at the block level and scrutinizedat DFO office. After scrutiny all theeligible applicants for differentmachinery / implements will be shortlisted and will be ready for issue ofpermit from the available target (fromdifferent category) of particularmachinery / implement as per 1st come1st serve principle.

AFO/Addl. FO including theDFO will log in through their User IDand Password and flll up the blankfields in the application form on line (asample form is given below) as per theserial number.

The system in turn will generatethe permit order as per availability oftarget. The permit order would begenerated on 1 st week of every month.Normally, the quarterly permitcalendar is communicated to the fieldby the respective scheme officer. Thevalidity of the supply order for selffinance case is 30 days and for Bankflnance case is 60 days. There wouldbe no revalidation of any permit. Thefarmer with a lapsed permit will haveto apply again for a permit. Aftergeneration of the permit order, theAddl. FO/DFO of the district will signon the hard copy and hand over it tothe beneficiary. The permit order wouldbe similar as issued by the DAO forAgricultural implements / machineries.

J. PROCUREMENT OF THEMACHINERY I IMPLEMENTAfter generation of permit, the

computer will send SMS and E-Mail tothe concerned registered vendor jsupplier for that particular machine inthe respective Addl. FOj DFO as thecase may be. The vendor would contactthe prospective beneficiary as per theSMS and sell the machine / implementkeeping the non subsidy amount in caseof all above mentioned implements. Inall other cases, the vendor must sell themachinery after deducting the subsidycost from its price. After the deliveryof the machine, the registered vendorwill log in through their User ID andPassword and flll up the machinedetails in the below mentioned sampleformat. The vendor must put his sealin favour of supply in the permit order.The machinery must be deliveredwithin the stipulated permit period.K. QUALITY INSPECTION IROLE

OF THE INSPECTORAfter filling up the machine

details by the vendor, the system willsend the SMS and E-Mail to theconcerned DFO for veriflcation. At flrst,DFO will check the machinery jimplement with respect to SL TCapproval If the veriflcation is inconformity with reference to the detailsin the SMS and E-Mail, then the DFOwill click the “OK” button. For “notOK” cases, the reasons must bespecifled. Mter veriflcation DFO will upload the photo of the machine, himselfalong with the beneficiary. Theverification should be conducted

within 15 days after receipt of the SMSand E-Mail by the DFO. The Zonal DDFwill verify 5-10 % of the implementssupplied under State AgriculturePolicy.

Even after sale, the concernedAFO has a big role for optimumutilization as well as performance of themachine. He will interact with thefarmer on adjustment, repair andmaintenance of the machine. Forpopularization of upcoming machine,AFO will brief the farmer regarding theuse cost benefit etc.

GUIDELINES FOR ASSISTANCE TO THE FISHERMEN FORLIVELIHOOD DEVELOPMENT UNDER RKVY

1. BACKGROUNDOdisha is a maritime state having

6 nos of coastal districts with a coast lineof 480 Kms. About 6.05 lakh of marinefishers and 1.10 lakh of Chilika fisherssolely depend on fishing for theirlivelihood. Most of the fishers areeducationally and economicallybackward. In order to strengthen theirlivelihood activities with increasedincome a new scheme namely“ASSISTANCE TO FISHERMAN FORLIVELIHOOD DEVELOPMENT”UNDER RKVY has been approved. Theset of guidelines to implement thescheme will be as follows:-2. SCHEME COMPONENTSi) Construction of new FRP/

wooden boats & sheathing ofexisting boats. Replacement of oldtraditional wooden /FRP Boats.

ii) Purchase of nets.3. AREA OF OPERATION

The scheme shall be implementedin 6 no of coastal districts formarine fishermen and fishermenof Chilika area.

4. SELECTION OF BENEFICIARIESi. The beneficiary must be an active

fishermanii. Cyclone affected fishermen

having registered (manual andonline) boats and valid fishinglicense whose boats and nets havebeen damaged in the recentcyclone/flood, 2013 shall be givenfirst preference irrespective oftheir category.

iii. BPL category of fishers shall alsobe given next priority. SC and ST(APL) category of fishers shall begiven due weight age

iv. New entrants shall also beconsidered under the scheme afterbeing evaluated and recommendedby a committee consisting ofADF(M) or DFO, Chilka (BT) andlocal DFO and DDF(M).

5. I M P L E M E N T A T I O NPROCEDURE

i. The scheme will be implementedby the Director of Fisheries,Odisha represented through theDistrict Fisheries Officers (B&T),Balugaon in case of Chlika fishersand respective AdditionalFisheries Officers, Marine of theconcerned coastal Districts.

ii. The interested fishermen shallapply in the prescribed formatdevised by the Department / loanapplication form of respectivebank to the respective AdditionalFisheries Officers, Marine/ DFO,B&T, Balugaon through AssistantFisheries Officers (AFO) to availbank finance.

iii. The beneficiary shall indicateappropriate model of fishing boatand net required by him in theapplication form and alsomention the name of theapproved firm from where heintends to build his boat and/orprocure net.

iv. The applicant shall produce thephotocopy of the documents asper the check list along with theapplication.

v. The AFOs of ME units shallscrutinise the application andsubmit it to the DFO (B&T),Balugaon/ Additional FisheriesOfficers, Marine along with thefeasibility report within a week ofreceipt of application.

vi. The DFO (B&T), Balugaon /Additional Fisheries Officers,Marine soon after receipt ofapplication form shall enter in tothe register maintained by themserially and date wise andacknowledge the receipt of theapplication.

vii. The scheme along with theapplication and the feasibilityreport submitted by the AFO (MEUnit) shall be sponsored to thebranches of service area bank/other than service area bank onproduction of willingness letterfrom the concerned branch by theapplicant.

viii. The concerned bank branch onfinance of the proposal shall placeorder with the approved firm asmentioned by the beneficiary inthe application form.

ix. After procurement of the boat /net or boat and net, the beneficiaryshall produce the copy of the billsto the financing bank along witha copy of it to the concernedimplementing office.

x. After production of the bills theunit is to be jointly verified by therespective Branch Manager,DFO/Additional Fisheries Officerand concerned AFOs and

utilisation certificate submitted tothe bank under their signature.

xi. Back ended Subsidy of 75 %limited to maximum Rs 75,000/-for boat and Rs 25,000/- for netshall be placed with the bank byconcerned implementing fisheryofficie and be adjusted in the loanaccount of the beneficiaryimmediately. One fisherman willbe eligible to get subsidy for oneunit only.

xii. The interest subsidy subvention of3% will be allowed on interest ratecharged on this term loan availedby the fisherman and additionalinterest subvention of 2% will beprovided to the fisherman forregular/timely repayment of loaninstalment dues. The requiredfund for this purpose shall be metout of the existing budgetprovision made under state planscheme of the current financialyear.

xiv. Coop society can also collect theapplications and submit it to therespective ADF, (Marine) orDFO(B&T), Balugaon who in turnwill forward to local banks forfinancing.

6. MONITORING & SUPERVISIONThe Deputy Director of Fisheries,

Marine, Joint Director (Coastal) andAdditional Director, (Technical) shallcross check the completed units.

Fish Farmers DevelopmentAgency (FFDA) has been establishedin all the 30 districts and are playingyeomen service for the development ofproduction and productivity in inlandsector. The Centrally Sponsored Planscheme “Development of InlandFisheries & Aquaculture “has beenimplemented through the Agency. It isa centrally sponsored Plan scheme ofthe Ministry of Agriculture, dairyingand Fisheries, Government of India fordevelopment of inland aquaculture andenhancing the inland fish production.The funding support in the schemeis75:25 between GOI & StateGovernment. The FFDAs are helpingthe farmers in availing institutionalfinance for development of fisheriesresources , release subsidy for the loanssanctioned by the banks, organizetraining programme to disseminateimproved technique of fish culture ,supply of quality fish seed & feed,introduction of new species forenhancing the productivity etc.

1. The beneficiary must submit hisproposal to FFDA.

2. The FFDA shall prepare thetechnical feasibility report anddetail plan and estimate for theproject should be available withthe FFDA.

3. Project completion certificatefurnished by Engineering cell ofFFDA indicating the extent ofinvestment and project developmentin conformity with the designshould be available with FFDA.

2. Culture by availing bank loan.The beneficiary having own land

and interested to take up piscicultureshall apply in the prescribed format tothe Fishery Extension Officer of therespective block. After detail surveyand willingness of the bank theproposal shall reach the concernedFFDA for plan and estimate. The Planand Estimate with necessary technicalprogramme is sponsored to the willingbank for finance. After completion ofthe project final utilization certificate isgiven by the Engineering cell of thedistrict for release of Subsidy.

(i)Unit cost of Rs.30 lakh for a large freshwater prawn hatchery with a minimum capacity of 25 million PL/year. This would be one time grant in the States for establishment of hatchery at State level.

Setting up of integrated units, Including hatcheries for Ornamental fishes

Unit cost is Rs.15 lakh, which include hatchery of 5-10 m (fry)capacity Subsidy @10% with a maximum ceiling of Rs.1.50 lakh to all categories of fish farmers.

Government has been pleased toapprove the long term lease of G.Ptanks for pisciculture purpose to boostthe fish production in the state.(circular no:LS-iii-6/2003-12680 (30)dated 15.7.2003 of PR (GP) department.1. Lease any term exceeding three

years and less than five years canbe made with the aproval ofCollectors. Lease of termexceeding five years can be madeapproval of Government. Thelease consideration of the tankshall not be less than Rs.750/- peracre per annum or auction valuewhich ever is higher which mayincrease by 10% on everypreceeding year.

2. Lease can be granted to anindividual or registered society.Preference shall be given to SHGs(Women) promoted under SGSY/Mission Shakti desirous of takingpisciculture.

National Fisheries DevelopmentBoard (NFDB) was set up inSeptember,2006 with its head quarterat Hyderabad for the development offisheries in the country. The activitiesof the board are focused towardsincreasing the fish production of thecountry.

Tremendous potential exists inIndia to augment fish production fromfresh water aquaculture resources,which are spread across the length andbreadth of the country. With concertedefforts to mobilize farmers to adopt fishfarming, application of appropriatetechnologies for sustainable fishfarming and fish seed production andavailability of institutional finance, itwould be possible to bring insubstantial hikes in the annual fishproduction from the aquaculture sector.Since the mid –seventies, whencomposite fish farming wasdemonstrated through the Fish FarmersDevelopment Agencies (FFDAs) andfish seed production practices werestandardized, the fish production levelshave increased from about 500 kg/ha/year to about 2200 kg/ha/yr. Presently,production from inland aquaculture isestimated at about 5.4 million tones.During the last two decades, flexibilityin operation of area and scale ofintensity as also compatibility of freshwater aquaculture practices with otherfarming systems have made freshwateraquaculture a fast growing farmingactivity in the country.

In Orissa the tanks constructed inwestern region may not retain water forthe whole year for which thebeneficiary may take up culture offingerling and the whole activity maytake 100 days. The tanks are excavatedfor multipurpose use. The beneficiarymay take up culture of fingerling in thetank after its completion. Integration ofHorticulture activity will giveadditional income to the beneficiary.Further pisciculture can be taken up inthe same pond after sale of fingerling ifthe tank retains water for the wholeyear.

Bank loans can be arranged for theinput cost and subsidy can be provided

Matshya Credit Card: It isintroduced for finance of loan to theMGNREGS beneficiaries amounting toRs.30,000/- through the Co-operativeBanks of the state. (i) Intensive Aquaculture in ponds& Tanks:Intensive Aquaculture in ponds

and tanks is the major contributor andaccounting to more than 70% of theinland fish production. Apart fromtechnology intervention to enhancingthe area under intensive aquaculture byanother 50.000 ha besides creatingcritical infrastructure in terms of fishseed production and rearing facilitiesand feed mills. As this is a farmer drivenactivity it is proposed to extent financialfor construction of fish ponds involvingfish farmers who are trained inundertaking scientific aquaculturethrough capacity building utilizingresources of CSS of DAHDF andNFDB schemes. Since it is aparticipatory activity a subsidy of 40%cost of pond construction and input costwith a unit cost of Rs. 4 lakhs per hacould be considered for promoting thisactivity .A minimum of one Ha and amaximum of 5 ha can be allowed foreach farmer to undertake intensiveaquaculture. Cluster farmingcomprising two or more farmers shouldbe encouraged to enable creation ofcommon facilities.

Supplements (NMPS) is a sub-component of Rashtriya Krishi VikasYojana (RKVY) and thus it would beimplemented as per the procedure/guideline of RKVY. All the identifiedStates are requested to submit the selfcontained proposals as per theguideline to the RKVY cell of therespective State consideration by theState Level Sanction Committee (SLSC)headed by the Chief Secretary of theState.

Aquaculture Development through IntegratedApproach under NMPS programme

viz Integrated approach of aquaculturesystem, which seeks to incorporate thesupport and forward linkages such as(i) Hatchery (ii) Nursery (iii) Rearing(iv) Ponds (v) inputs (vi) Feed mill (vii)Infrastructure and Marketing.

The unit cost of one such systemhas been earmarked at Rs.250.00 lakhto expand the coverage of the schemeto all states wherever feasible. For bettergrowth rate and development offisheries sector, there is a need forintegration of various productionoriented activities such as productionof quality fish seeds feed, availabilityof technology, post harvest and

processing and marketing facilities inclose vicinity where commercialaquaculture is undertaken. The conceptof integration of various essentialactivities encourages people interestedin fisheries development besidesmaking it easy for accessing variousinputs for aquaculture, post harvestprocessing, value addition andmarketing. Cluster approach byforming groups among entrepreneursand farmers be encouraged to adoptgood and advanced aquaculturepractice in hatchery and farming byprivate entrepreneurs. State fisheriesdepartments would be the nodalagencies for implementation.

PREAMBLE :

Water is a gifted resource ofnature which is not only a prime needfor life but also an invaluable potentialfor development of fisheries. Orissastate with its immense water resourceshas tremendous scope for augmentingfish production for the growing fisheating population and also generatingrural employment. During the last fivedecades, the state has utilized its closedwater bodies viz.- ponds and tanksthrough scientific aquaculture both infresh water and brackish water sectors.But open water bodies like reservoirs,rivers, estuaries, lakes, lagoons, canals,swamps etc. which are vast in terms ofarea and productive capacities aremostly untapped or under tapped. Thepresent level of production andproductivity of the reservoir resourcesof the state have been estimated at 1830metric tonnes and 9.3 kg. per ha.respectively. But if the same reservoirresources are developed on scientificlines with appropriate operational andconservation measures as outlined inthe draft policy, the projectedproduction and productivity wouldincrease to 19,748 metric tonnes and 100kg/ha. respectively. Thus the majorobjectives of “STATE RESERVOIRFISHERY POLICY” for scientificmanagement of vast and valuablereservoir resources are as follows: -

VII. To develop skill among fishermen/fisherwomen in reservoiroperation and organizationalstrengthening.

VIII. To generate substantial revenuefor the state.

1. OWNERSHIP :1.1. Fishing rights of all reservoirsabove 40 hectares (100 acres) MeanWater Spread Area (i.e. Average ofWater Spread Area at Full Reservoir

Level – FRL and Dead Storage Level –DSL) shall be vested with Fisheries &ARD Department. The fishing rights ofall reservoirs up to 40 hectares MeanWater Spread Area (MWSA) shall betransferred to respective GramPanchayats for leasing them out toPrimary Fishermen Co-operativeSocieties (P.F.C.S.) registered underOdisha Co-operative Societies Act, 1962or Societies registered under OdishaSelf-help Co-operative Societies Act,2001 (SHG) etc. Transfer of fishingrights to the Fisheries & ARDDepartment and the Gram Panchayatsof the reservoirs to be created, shall bean automatic process afterimpoundment. All such transfer shallbe effected unless and otherwise anywater body is specifically earmarkedfor any specific purpose by theGovernment.1.2. The fishing rights for all these waterbodies shall be transferred withimmediate effect to the Fisheries andARD Department of Government ofOdisha. Fisheries and ARD Departmentshall in turn take active steps forensuring stocking of these water bodiesand multiply the production level offish and prawn in the reservoirs. Thetransfer of fishing rights shall be subjectto the following conditions.1.2. (i). The safety of Irrigation Projectreservoir should in no way bejeopardized as a result of fishingactivity. The field level Fishery Officersand the lessee shall cooperate with theircounterparts in the Water ResourcesDepartment to maintain highest safetystandard in the Project.

1.2 (ii). Stumps shall be cleared by theWater Resources Department tofacilitate the netting operation in thereservoir by the fishermen except thearea specified in Para 3.4. A certificatemay be submitted jointly by theconcerned District level FisheryOfficers and the Executive Engineer,Water Resources Department in theproforma given in the Annexure-I to theeffect that, stumps have been fully orpartly cleared from the reservoir. Incase of new reservoirs are created, theWater Resources Department willensure clearance of stumps at the timeof impoundment.1.2 (iii). Steps should be taken toprovide basic infrastructure in theexisting irrigation project to facilitatefishing activities in the Reservoir like –Fish Landing Shed, Captive Hatchery,Captive Nursery, Fry Rearing Centre asper fingerling requirement, amultipurpose building of 2000 sq. ft.plinth area (for community hall, repairand maintenance of gears, store roomfor fish and ice) and a patrol boatwherever necessary. In case of all freshproposals for Irrigation Projects forrenovation and new projects, provisionshould be made by Water ResourcesDepartment for making available theaforesaid infrastructural facilities (fishladder wherever necessary) inconsultation with the District LevelFishery Officer.1.2 (iv). The Fisheries Department shalltake steps for rearing of fish seed of over100 mm size in the Captive Nursery /pen / cage and fry rearing area for

stocking. To ensure additional fishproduction, cage culture shall be takenup in potential reservoirs of the State.1.2 (v). A Co-ordination Committee atthe District level may be set up underthe Chairmanship of the Collector of therespective District with the followingmembers: a) Superintendent Engineer in-

charge of the concerned IrrigationProject,

b) Executive Engineer of theconcerned Irrigation Project,

c) Zonal Deputy Director Fishery ofthe concerned zone,

d) Assistant General Manager,NABARD,

e) Tahasildar of the concernedTahasil,

f) District Level Fisheries Officer(Member Convener).During the year, this Committee

should meet at least once in everyquarter and take necessary decisions forimprovement of Reservoir fishery in acoordinated manner.2. CLASSIFICATION:

Basing on the Mean Water SpreadArea of the reservoirs, the followingclassification is made:i) 10 hectares to 1000

hectares– Minor Reservoir(Category – A – 10 to 40 ha)(Category – B – 41 to 1000 ha)

ii) 1001 hectares to 5000hectares– Medium Reservoir

iii) Over 5000 hectares– Large reservoir

3. OPERATIONAL STRATEGY:Taking into consideration the

productivity pattern and managementaspects of reservoirs in relation to waterspread area the following operationalstrategy shall be adopted.3.1. (i) The reservoirs of the large,medium and minor irrigation projects,the fishing rights of which has beentransferred to Fisheries & ARDDepartment shall lease out in order ofpreference to the nearest PrimaryFishermen Cooperative Society(P.F.C.S.) / Societies formed under theOdisha Co-operative Societies Act, 1962or Society / Societies registered underthe Odisha Self-Help Co-operativeSocieties Act, 2001 or SHG recognizedby District Administration. Preferenceshall be given to displaced persons /project affected persons (who are poorand interested in becoming activefishermen) to be the members of theexisting or proposed PFCS / SHG. Incase, a particular reservoir is leased outto more than one P.F.C.S. / SHG, thearea allotted to each P.F.C.S. / SHGshould be identified properly to avoidany dispute in future.

A lease value of 60/- per hectareper year shall be charged to the PFCSs/ SHGs for fishing in Minor reservoirs.This amount shall be deposited by theconcerned P.F.C.S / SHG. in oneinstallment with the Fisheries and ARDDepartment, which in turn shall depositthe amount of 60/- per hectare per yearin Government Treasury in appropriatehead of account. The P.F.C.S. / SHGshall deposite another 240/- per hectare

as seed cost in the concerned Fishfarmers Development Agency (FFDA).However, if District Level FisheriesOfficer certifies that, the PFCSs shallrear and stock required number offingerlings on their own, seed cost shallnot be collected. Wherever necessary orwhere no rearing space is available,required number of fingerlings can beensured from Government / OdishaPisciculture Development CorporationLtd. (OPDC) Farm or from recognizedseed producers.

In case of medium reservoirs, thelease value shall be 20/- per hectare peryear which shall be deposited in theGovernment Treasury in theappropriate head of account. TheDepartment shall give technicalassistance to the PFCSs / SHGs forrearing / raising of the fingerlings incaptive nursery and ensure stocking ofrequired number of fingerlings fromGovernment farms / OPDC farms /recognized private seed suppliers.Collection of lease amount shall bedone in one installment. In case of anyparticular reservoir, where there is noexisting P.F.C.S. / SHG., the DistrictLevel Fisheries Officers concerned shalltake immediate steps to form P.F.C.S.s/ SHGs.

In case of large reservoir, the leasevalue shall be 10/- per hectare per year,which shall be deposited in theGovernment Treasury in theappropriate head of account. TheDepartment shall give technicalassistance to the PFCSs / SHGs forrearing / raising the fingerlings in

captive nursery and ensure stocking ofrequired number of fingerlings fromGovernment farms / OPDC farms /private seed suppliers. Collection oflease amount shall be done in oneinstallment. In case of any particularreservoir, where there is no existingP.F.C.S. / SHG, the District LevelFisheries Officer concerned shall takeimmediate step to form P.F.C.S. / SHG.(ii) In medium & large reservoirs,fishing regulation during the breedingseason promotes auto-breeding ofmajor and minor carps. This results infresh recruitment of fingerlings into thereservoir system. Therefore, stocking offingerlings is not be required.(iii) In case of medium & largereservoirs, lease value shall be basedupon Effective Fishing Area (E.F.A.)available for the PFCS. If necessary, thefishing area shall be split and suitabledemarcation shall be done to finalizeeffective fishing area as per therecommendations of the CoordinationCommittee.3.2. (i). Where no P.F.C.S. / SHG canbe formed or the existing P.F.C.S do notshow interest in taking reservoir onlease, the said reservoir shall be leasedout to private individuals /entrepreneurs / public undertakings /registered companies, through openauction or sealed tenders and in thatcase, the entire lease value would bedeposited in the Fisheries & ARDDepartment receipt head, as stated inthe Para – 3.11 after deducting theroyalty, which in turn shall bedeposited in the receipt head of the

Water Resources Department as perPara – 3.10. When the lease is settledwith persons / agencies other than theP.F.C.S. / SHG, the entire stockingresponsibility should be with theprivate individual / agencies. In caseof open auction, the auction shall beconducted by the District FisheriesOfficer (DFO) in charge of the district.In case of sealed tenders, the tendersshall be called and opened by theconcerned Zonal Deputy Director ofFisheries. However the open auction /tender should be finalized with theconfirmation of the Director ofFisheries, Odisha, in case of Mediumand Minor reservoirs and Governmentin Fisheries & ARD Department in caseof Large reservoirs. The lessee /successful tenderer shall have to engagegenuine fishermen of the locality(where no such P.F.C.S. / SHG exists)for exploitation by paying fishingwages equivalent to one-third of themarket value of the fish caught by thefishermen. The market value of the fishshall be fixed up by the DistrictFisheries Officer of the concerneddistrict. Where the members of localPFCS does not cooperate or agree forexploitation of fish from the reservoir,the lessee can take up exploitation at hisown arrangement after getting writtenpermission from the Director ofFisheries, Odisha on therecommendation of the Zonal DeputyDirector of Fisheries. Whenever thehighest auction call or the highest valueoffered for the source is less than theoffset price of the resource, the mattershall be referred to the Fisheries & ARD

Department by the Director ofFisheries, Odisha for lowering the offsetprice.(ii) Failure in the above mentionedprocess of leasing to PFCS or tenderer,licensing system may be adopted foroperation of fishing activities in thereservoirs. Fisheries & ARDDepartment shall publish detailnotification on the modalities oflicensing system.(iii) Fisheries and ARD Departmentshall have the right to reserve any waterbody for research, training, extensionand collection of brood stock.3.3. Operation of any mechanized/motorized fishing boat in the reservoirsshall require prior permission of theFisheries and ARD Department.Permission granted, if any by theFisheries and ARD Department shall beforthwith communicated to the WaterResources Department.3.4. No Fishing shall be allowed withinfive hundred meters from the dam,from the upstream as well asdownstream in case of large reservoirs,200 meters upstream/ downstream incase of Medium and 100 metersupstream / downstream in case ofMinor reservoirs.3.5. There shall be no restriction on theactivities of the Water ResourcesDepartment for operating reservoirs forirrigation purposes and no priorpermission from the Fisheries and ARDDepartment shall be needed for thesame.3.6. No permanent or temporarystructure of any type shall be erectedin the reservoir or in its periphery by

the Fisheries & A.R.D. Department fortaking up pisciculture without the priorapproval of the Water ResourcesDepartment.3.7. The fishing operation in thereservoirs shall be done in such amanner as not to endanger the structureof the reservoir in any way.3.8. Regular monthly returns onquantity of fish caught in each of thereservoirs transferred/ to betransferred to Fisheries & ARD Deptt.shall be submitted to the WaterResource Department.3.9. Royalty shall be collected alongwith the lease value by Fisheries andAnimal Resources DevelopmentDepartment @ Rs. 10, Rs. 20 and Rs. 40/- per hectare of Mean Water SpreadArea (MWSA) per annum for Large,Medium and Minor reservoirsrespectively. This rate may be revised,from time to time, through jointdiscussion between the authorities ofWater Resources Department andFisheries and ARD Department.Royalty so fixed shall be credited infavour of the Department of WaterResources before closure of eachfinancial year.3.10. The royalty to be paid to WaterResources Department would bedeposited in the following head ofaccount.3.10 (i). Royalty from Large Irrigation

Reservoirs :“0701- Major and Medium Irrigation –01 large Irrigation Commercial –800other receipts – royalty from MajorIrrigation Reservoir given for fishery”.

3.10 (ii). Royalty from MediumIrrigation Reservoirs:

“0701- Major & Medium Irrigation - 03Medium Irrigation Commercial - 800other receipts - royalty from MediumIrrigation Reservoir given for Fishery”.3.10 (iii). Royalty from Minor

Irrigation Reservoirs:“0702 - Minor Irrigation - 800 otherreceipts-royalty from Minor IrrigationReservoir given for Fishery”3.11. The lease value to be collected byFisheries & ARD Department fromPrimary Fishermen Co-operativeSocieties /SHGs or private Individualwould be deposited in the followingReceipt Head.“0405 Fisheries – 011 Rents –depositof lease value received from PrimaryFishermen Co-operative Societies andothers for lease of the FisheryReservoirs.”4. LEASE/ AUCTION PERIOD :

In all the above cases, the initiallease / auction period shall be for fiveyears. The lease period may beextended up to another five years,subject to satisfactory performance ofthe lessee / auction holder. The leaseagreement should be executed by theconcerned District Fisheries Officer.

In case of unsatisfactoryperformance and violation of stipulatedterms and conditions, the lease/auction shall be cancelled at any timewith due notice. Settlement of all lease/auctions shall be done throughexecution of approved agreement. The

In case of existing reservoirs,where there is no such captive hatchery,fish seed rearing centre, Fish LandingShed, the Water Resources Departmentmay hand over the required piece ofland, if available, to the Fisheries andARD Department for the same purpose.6. POST IMPOUNDMENT

DEVELOPMENT STRATEGY:6.1. Under no circumstances, drainageof water below the dead storage level(DSL) of a reservoir shall be allowedexcept under emergency situation.Priority would be given to the supplyof Irrigation water for agriculture overfishery.6.2. The Fisheries and ARD Departmentcan avail tax-free water from anyreservoir, at the time of need, forpisciculture practices after obtainingapproval of Water ResourcesDepartment.6.3. Although setting of gill nets in thereservoir shall be allowed during nighthours, harvesting of fish andthoroughfare within the reservoir areashall be disallowed due to securityreasons from 06.00 P.M. to 06.00 A.M.6.4. The Water Resources Departmentand Fisheries & ARD Department shalljointly prepare “Reservoir Management

Plan” keeping in view the Mean WaterSpread Area (MWSA) in respect of eachreservoir for fisheries development. Inthis matter, the services of NationalLevel Research Institutes and otherallied Institutions may be taken.7. CONSERVATION MEASURES :7.1. There shall be ban on fishing inselected area in i.e. from 15th June to31st August to allow every fish to breedat least once during its lifetime inMedium and large Reservoir. However,Director of Fisheries, Odisha may grantpermission for fishing during the banperiod for undertaking research /training / experimental fishing underspecial circumstances.7.2. Capture and sale of Indian MajorCarps below 250 mm total length shallbe banned in order to preventindiscriminate killing of young fishpopulation.7.3. Gill net below 100 mm stretchedmesh size shall not be used for fishingoperation throughout the year. Thereshall be a complete ban on use of zeronet (8 to 10 mm mesh size) throughoutthe year.7.4. Dynamiting and use of otherexplosives shall be prohibited forcatching/ killing of fish.7.5. Use of poisons and toxins in thewater body shall be banned.7.6. Erection of fixed gears i.e. set nets,Gill nets, traps, bamboo screens etc.across the stream watercourse draininginto the reservoir shall be banned.7.7. Fisheries & ARD Department shallhave the right to declare any part of the

reservoir as protected area for aparticular period.7.8 Unauthorized fishing in thereservoir is illegal.7.9. Industrial effluents / seweragedischarge into the reservoir withoutproper treatment shall not bepermitted.7.10. No exotic fish shall be introducedin the reservoir without priorpermission of the Fisheries & ARDDepartment, with a view to preservegenetic purity and germplasm ofindigenous strain.8. ENFORCEMENT MEASURES :

Fisheries & ARD Departmentshall declare Officers in the rank ofAssistant Fisheries Officer (AFO) /Senior Fisheries Technical Assistants(SFTA) and above or any otherdesignation as decided by Government,from time to time, as “AuthorizedOfficers” for enforcement of the aboveconservation measures and they shallbe delegated with the followingpowers:8.1. Powers to inspect any fish, fisheryproduct, Fishing crafts, gears, plants,machinery, hatcheries, fish landingplatforms / sheds, Jetties etc.

8.2. During the course of inspection, ifan Authorized Officer detectsunauthorized fishing from a Reservoir,the Authorized Officer may take chargeof the stock so caught and dispose ofthe stock in the open market at theprevailing price. The AuthorizedOfficer shall thereafter lodge an F.I.R.,in the nearest Police Station.9. MONITORING & EVALUATION :

Regular monitoring andevaluation shall be made to assessvarious aspects connected withReservoir Fishery, so as to initiatetimely action to address importantissues with the help of independentAgencies of National repute on theeffect of this Policy on ReservoirDevelopment.

The principles for lease ofbrackish water areas in the State,particularly in the coastal districts werelaid down in erstwhile Revenue &Excise Department G.O.No.33847/R.dated 28.7.1993.

However, formulation of arevised principle for lease of brackishwater areas was under activeconsideration of Government forsometime past. Government, aftercareful consideration of the matter andin supersession of the instructionscontained in the G.O. cited above, havebeen pleased to decide as follows.

The 50%of the suitable brackish water area soidentified will be earmarked for the Istcategory of beneficiaries mentionedabove and the remaining 50% ofbrackish water area will be leased outto the 2nd category of beneficiaries.5. For any individual beneficiaries ofSub Group ‘A’ of Ist category, theallotment of land should not be lessthan 0.5 ha but should not exceed 1.00ha. Where as under Sub Group –‘B’, thearea would be up to 5.00 ha., which maybe leased out in their own village. If novillagers come forward to take lease ofland in the same village, the prospectof giving lease to the eligible personsof the neighboring village will beconsidered Outsiders generally shouldnot be encouraged as this may havedetrimental cascading effect as far asthe proper utilization of land isconcerned.6. The entrepreneurs, firms,corporations etc. coming under the 2nd

category may be allotted land withminimum of 5.00 ha. But not exceeding10.00 ha. which can be determined onthe basis of the technical feasibilityreport as to,be prepared by theconcerned District Fisheries Officerkeeping the capacity for investment ofthe farm in view, which shall beapproved by the District Levelcommittee.7. Lease term will be for a period of15(fifteen) years. The land leased out forthe purpose shall be summarily

resumed if the lessee fails to developthe land for shrimp culture dulyregistered under the CoastalAquaculture Authority (CAA). withinone year of execution of leaseagreement .The lessee should apply forCAA registration within one month ofexecution of lease Deed. Only insuitable genuine cases, if the DistrictLevel Committee (DLC) feels that thedelay was beyond the control of lessee,the said time limit can be relaxed by thesaid committee to a reasonable extent.8. The lease deed form shall be thesame as has been prescribed in theDepartment G.O. cited above.9. Premium @ of Rs.2500/- per ha.annum may be charged for leasing outthe land to the beneficiaries comingunder Ist category. The ground rentshould be charged @ 1% of thepremium per annum.10. For the beneficiaries comingunder the 2nd category, the premium @Rs.10,000/- per ha. per annum may becharged for leasing out of land to thebeneficiaries. The ground rent shouldbe charged @ 1% of the premium perannum.11. The Collector of the district shallbe competent to grant lease up to 10.00ha. of brackish water land for a periodof 15 years , but only on therecommendation of the District LevelCommittee to be formed at the districtlevels. Appropriate steps are beingtaken to bring in amendment to serialnumber 14 of schedule II appended toOGLS Rules 1983 accordingly.

After completion of allformalities, the District Fisheries Officerwould sponsor the names to theconcerned Tahasildar along withnecessary documents and schemewithin one month from the date ofreceipt of application. iii) The list hatcheries approved forsuch production of SPFL.vannamei seed is hosted in theAuthorities web site http: //www.caa.gov.in.

iv) Hatchery operators are warnedthat sale of seed to un-registeredfarm would result in cancellationof the permission granted toimport SPF brood stock as well asforfeiture of the bank guaranteefurnished for this purpose.

General:i) CAA is the sole authority to issue

permission to culture L.vannemeifor the farms located within twoKms. from High Tide Line (HTL)in the notified coastal area.

ii) Only those farms who have beenpermitted to culture L.vannameiafter due inspection by theinspection team of CAA alone canculture L.vannamei.

iii) Establishment shall procureproduces only from farmsregistered with CAA.

iv) In all such cases, the package shallbear the registration number ofthe farm allotted by CAA.

v) No pre-harvesting tests shall becarried out in respect of theproduce of farms which are un-registered by CAA and shall notbe accepted for export.

vi) Any number of identificationmark given by any other authorityexcept the CAA can not beregarded as registration by CAA& used for export.

vii) Penal action shall be taken forviolation of above terms.Hatchery operators & shrimp

farms are cautioned that L.vannameibeing an exotic species should be bred& cultured only by the authorizedpersons who are required to follow thebio-security protocols meticulously.Un-authorised seed productionthrough pond reared stock & culture ofthis species by un-authorized farmswithout proper bi0security facilitieswould result in introduction ofpathogens into the systems and wouldresult in the collapse of the shrimpfarming activities in the country.

Odisha is one of the importantaquaculture and maritime State of Indiahaving excellent scope for developmentof Inland, Marine and Brackish waterfisheries. It’s coastline stretches around480 kms having vast scope fordevelopment of marine fisheries inIndian peninsular. Odisha is endowedwith a wide range of water resourceswith adequate rain fall and suitableclimate for agriculture. Nearly 70 %people of Odisha depend on agricultureand allied products for their livelihood.So development of pisciculture holdsthe key role, as part of the totaldevelopment in the state especiallysmall farmers and farmers belowpoverty line. Fishermen living along thecoast also depend on the sea for theirlivelihood.

A number of programmes andwelfare schemes are in operation in thestate for social upliftment of the fishers.A special welfare package for the fishersof odisha named MatshyajibiUnnayana Yojana (MUY) consisting of14 components has been declared by SriNabin Pattanayak, Hon’ble ChiefMinister of Odisha on 9.12,2011. Back ended Subsidy of 50%limited to Rs 50000.00 will be provided.The scheme is operated under RKVY.Beneficiaries interested to procure newFRP boat at their own cost will be alsoeligible for subsidy afterrecommendation of subsidy committee.3 Motorisation of country craft

This is being implemented underCSP scheme. Preference may be givento the fisherman who converts hiswooden country craft to a FRP one. Thefishermen going in to the sea dependingon sail and oar reach late at the fishingground. Similarly they reach thelanding centre late where fish often getsspoiled. To increase the fishingefficiency and to get better price of thedays catch the traditional crafts can bemotorised by installation of Outboardmotor (OBM). The boats registeredunder OMFRAct can be motorisedunder the scheme. Back ended Subsidyof 50% limited to Rs 30,000.00 will beprovided after successful installation.4 Assistance for fishmarketing

Keeping this in view, Govt ofOdisha has formulated State Reservoirfishery policy in 2002-03.with primeobjective of strengthening the fisherysocieties and enhancing theproductivity and production ofresources from average productivitylevel of 9.1 kg to 100 kg per Ha inphased and gradual manner.

This scheme aims at increase thefishing efficiency and to increase thefish production of the reservoirs, rivers,and other open water bodies. Wooden/FRP boat of length 18-20 ft will besupplied to the fishermen. Similarlyeach fishermen will be supplied with20kg of monofilament gill net ofdifferent mesh size more than 120 mm..Unit cost of net and boat is Rs 25,000/-(Boat-Rs.15,000/- and net Rs.10,000/-for which the fishermen will getsubsidy assistance of 50% limited toRs. 12,500/- is allowed from RKVY.

Own source funding is alsoallowed where subsidy will be allowedafter satisfactory verification by thecommittee.6. Promotion of Cage culture in

reservoirs of OdishaOur State is blessed with 1.46

Lakhs Ha water spread area underreservoir sector which contributesaround 25% of the total fresh waterresources. The present level ofproduction from these resources is only14000 M.T.

Hence, in order to increase the fishproduction in these reservoirs, besidesongoing culture system, there is amplescope for introduction of new culture

method to boost the fish production.The cage culture is one among themwhich can be adopted in the reservoirfisheries to boost fish production of thestate as well as to provide livelihoodsupport to the poor land less fishermenof the area.

Reservoirs above 40.0 ha MWSAand having depth column of 5mtr atcage site will be selected. The PFCSadopted to the concerned reservoir andregular in depositing lease value androyalty will be preferred. InterestedPFCS/ SHG groups shall apply for thecage culture where 100% assistance willbe provided under RKVY.7. Group accident insurance scheme

for fisherman (gais)Fishing being a highly risky

occupation, this is a very useful schemeunder which fishermen are insuredannually. The fishermen are alwaysexposed to adverse environmentalconditions while catching fish from thesea, river, reservoirs and wild sourcewhich leads frequent ophthalmicdisorder. To overcome the situation, itis proposed to provide financialassistance to BPL fishermen forophthalmic complaints, cataractoperation and supplying spectacles freeof cost to deserving persons.

All BPL category fishermenengaged in fishing and ancillary workrelating to fishing and marketingoperation along with their familymembers will be covered under thisscheme. The fishermen should haveBPL card issued by competentauthority. Financial assistance ofRs.5000/- will be provided to theselected fishermen

11. Financial assistance to fishermenfor fatal diseas

The fishermen usually avail 200-220 fishing days in a year for capturefishing in reservoirs, rivers and coastalwaters of the state. Due to poorfinancial condition, imbalanced dietand lack of literacy the fishermen do notavail health checkup at the early stage,which at times leads to fatal diseaseslike heart problem, malfunctioning ofkidney, brain tumor, cancer, paralysisand mental disorder. MatsyajibiUnnayana Yojana provides financialassistance to the deserving BPLfishermen for above mentioned fataldiseases.

The Health and FW Departmentis implementing the Odisha StateTreatment Fund (OSTF) for providingfinancial assistance to BPL holderssuffering from major life threateningdiseases, which includes thebeneficiaries of “Financial assistance forFatal Diseases” under MUY. Financialup to Rs3.00 lakhs will be given to theaffected fishermen through OSTF.

12. Award of scholarship to meritoriouschildren of the fishermencommunity

Education in fisherman communityis always neglected. To generateinterest among the children of thefishermen community cash awardincentive to the pass outs of HSCexamination will be provided forhigher education after admission in tothe course.

Now the SHGs areavailing Rs 5000.00 as revolving fundfrom the Women and Child DevelopmentDepartment is not sufficient to carry outtheir business. So, it is proposed toprovide additional fund of Rs 5000.00to them to carry out the activitysmoothly.

The field functionaries will assesthe actual requirement of quantum ofrevolving fund which would be limitedto Rs 10000.00.

The revolving fund will begranted once to the particular SHG.Woman and Child DevelopmentDepartment will provide Rs 5000.00and then the department will contributeRs 5000.00 for the purpose.14. Sea weed culture

The marine fishers adverselyaffected due to fishing ban applicableto the state coast. The sea weed culture

if taken up will provide an alternatesource of livelihood. The project will beimplemented on pilot basis with 100%financial assistance of Rs.10 lakhs underRKVY. After standardization of culturepractice seaweed culture will beextended in massive scale in potentialcoastal belt of Odisha. Sea weeds likeKappaphycus, Gracilaria, Etromorphaetc have excellent demand in foodindustry, pharmaceutical industries etc.

Besides this, 1.71 lakhhectares of water bodies are availablein the form of rivers / canals for capturefisheries.

Keeping this in view, Governmentof Odisha have formulated the StateReservoir Fishery Policy in the year2003-04 with prime objective ofstrengthening the fishery societies withenhancing the productivity andproduction of resources from averageproductivity level of 9.10 kg to 100 kgper Ha in phased and gradual manner.

There is vast scope forimplementation of this scheme in theState, since the net and boat is highlyessential for fishermen fishing in 138reservoirs covering 1.46 lakh ha waterspread area and rivers of the State forearning their livelihood.The Objectives of the scheme is :1. 2. The District Fisheries Officersshall sponsor the respectiveproposal to banks after dueverification.

3. Nodal officer (reservoir) of theconcerned district shall monitorand supervise the entireprogramme.

4. Admissible subsidy (50% limitedto RS.12, 500/- per unit of net &boat) shall be released to financingbank after submission ofutilization certificate by AFOs/FTAs.

5. In case of own source funding, aCommittee consisting of thefollowing Officials shallphysically visit the unit oncompletion of the work andrecommend the case for release ofsubsidy at par with the bankfinance case :

4. On receipt of application theAdditional· Fisheries Officers,Marine shall entrust theprocessing and verification workto the respective AFO of MarineExtension unit or the AFOattached to his office.

5. The application shall be forwardedto the bank for finance after afeasibility report prepared by theAFO. Back ended subsidy of 50%

iii) Physico-chemical parameters ofwater at the selected site shouldbe optimum for fish culture andfree from domestic and industrialpollution.

iv) It should be free from weedinfestation.

v) The site should be free fromstumps, strong wind action andturbulent water current and easilyaccessible to the fishermen village

for smooth management of cageculture operation.

vi) The Cage site should be free fromdisturbances of local people andanimals.

Operating Group :i) The demonstration programme

shall be implemented throughPrimary Fishermen CooperativeSociety (PFCS) / Self Help Group(SHG) of concern reservoir.

ii) The PFCS/ SHG should be active,regular in depositing the leasevalue and royalty of theconcerned reservoir.

iii) The PFCS/ SHG members shouldbe willing to participate activelyand provide all support forsuccessfui implementation of thescheme. A resoiution to the effectshall be given by the society/SHG.Reservoir fulfilling all the above

criteria shall be selected for cage culturedemonstration. The zonal DDFs shallsubmit the list of feasible reservoirs Inconsultation with District FisheriesOfficers to tne Ulrectorate of Fisheries,Odlsha for final selection.F. Implementation procedure :i) The AFOs and ICS (Fy) are the

field level officers responsible forimplementing the scheme at baselevel in coordination withOperating Group.

ii) Nodal Officer (reservoir) shallco-ordinate all the activities forsuccessful implementation of thescheme and responsible forsubmission of report and return.

iii) District Fishenes Officers shallprovide all technical guidance,support and monitor day to day

G. Monitoring, reporting andsupervision :

i) There will be three level ofmonitoring i.e. at District level byDistrict Fisheries Officers .. zonallevel Deputy Director of Fisheriesand state level by the Directorateof Fisheries, Odisha.

ii) The progress report of theprogramme shall be submitted byfield officials to District Officeswhich in turn shall be consolidated

and transmitted to the Directorateof Fisheries through the zonaloffice every month on regularbasis for review and suggestion.

iii) The Directorate of Fisheries,Odisha shall compile the reportsof the Zonal Offices and report tothe Government in each month.

IV) Technical officers of theDirectorate of Fisheries shall makefield verification of the programmefor successful implementation ofthe scheme and submit physicaland financial progress toGovernment. At the end of theproject evaluation shall be doneby the Department to access theextent of success and generationof income to the participatingfishermen.

1. Development of Model FishermenVillages :Under this component, eligible

fishermen in inland and marine sectorwould be provided with basic civicamenities like houses, drinking waterand a commonplace for recreation andwork. A Fishermen Village may consistof not less than 10 houses. There is noupper limit for number of houses to beconstructed in a village) which woulddepend on number of eligiblefishermen in”, that village. However,State should ensure equitabledistribution of houses among allvillages in proportion to the number ofeligible fishers, as far as possible. Theplinth Glrea and cost of construction ofa house would be limited to 35 Sq. mts.And f 50,000/- respectively. The ceilingon land and cost of constructionindicate the upper . limit. StateGovernment may plan and ensureoptimizing the use of availableresources so that more number ofhouses could be built within theavailable resources.b. Drinking Water :

A fishermen village would beprovided with one tubewell for every20 houses. Where a village consists ofonly 10 houses or more, but less than20 houses, one tubewell may beprovided for such a village. The cost ofinstallation of a tubewell should notexceed f 30,000/-. However, for North-Easter States, the cost of installation ofa tubewell upto f 35,000/- would bepermissible as a special case for whichState Government should furnishadequate justification. The actualnumber of tubewells to be installed ina village may be rationalized on thebasis of actual water requirement of theinhabitant families and the capacity ofthe tubewells. A fishermen village maybe provided with alternative source ofdrinking water supply in case tubewells

are not a. practical proposition,provided the additional expenditure,(over and above what would otherwisebe admissible if tubewells were to beprovided on the basis of number ofhouses for which the facility isintended) is met entirely by the StateGovernment.c. Community Halls/Work Sheds :

As a recreation and commonworkin lace, a fishermen village withat least ’75 houses willbe eligible to seekassistance for construction ofcommunity hall if found necessary. Thehall will be constructed on an area notexceeding 200 Sq. mts. Two toilets, onefor gents and one for ladies and atubewell will also be provided with acommunity hall. The total cost of thehall should not exceed f 1,75,000/-. TheState/UTs should ensure optimumutilization of the community hall bypermitting its utilization as a dryingyard ·and also as mending shed. Ifrequired, construction of walls for thecommunity hall may be dispensed withso that it may be a structure with pillarsand roofs to permit its optimumutilization as a common working placefor fishermen.2. (i) Group Accident Insurance for

Active Fishermen :Under this component,

fisherfolk/licensed/identified or’registered with the State/UTGovernments would be insured for`.1,00,000/- against death or permanenttotal disability and ̀ .50,000/- for partialpermanent disability. The insurancecover will be for a period of 12 monthsand a policy would be taken out byFISHCOPFED in respect of all theparticipating States/UTs. The annualpremium payable would not exceed

`.30/- per head including a servicecharge @ ̀ .1.00/- per fisher per annumto be paid to FISHCOPFED forimplementing the scheme at the Centrallevel - 50% of which will pe· subsidizedas grants-in-aid by the Centre and theremaining 50% by the StateGovernment. In case of North-EasternStates,. amount of premium would beshared by the Centre and the North-Eastern States. on 75:25 basis. In the caseof Union Territories, 100% premiumwill be borne by the Central Government.

In case of those States/UTs, whichsubscribes to this component throughFISHCOPFED the Central share of theassistance (75% in case of NES and100% in case of UTs) would be releaseddirectly to FISHCOPFED and will notbe routed, throughStates/UTs. TheState Governments should, however,ensure that their share of premium issent to FISHCOPFED well before thedue date of renewal of the policy. Incase of those States/UTs who do notsubscribe to. this component throughFISHCOPFED, the release of Centralshare would be restricted on the basisof annual premium that would bepayable had the insurance been takenthrough FISHCOPFED or the actualpremium, whichever is less. Nocontribution will be collected from thefishermen. The scheme wouldcover.fishermen. m both marine andmland sectors. FISHCOPFED will ·bethe executing agency and wouldoperate the Scheme through anyInsurance Company /Companies incase of States/UTs, which. opt tosubscribe to the Scheme throughFISHCOPFED.(ii) Grants-in-aid to FISHCOPFED :

Consequent upon the allocation ofthe work of Fisheries Division to the

Department of Animal Husbandry,Dairyin & Fisheries from the Ministryof Food Processing, the NationalFederation of Fishermen’s CooperativesLtd. (FISHCOPFED). has come. underthe jurisdiction of this Department. TheDepartment of Agriculture andCooperation (DAC) has been sanctioninggrants in aid to the FISHCOPFED. Sincethe FISHCOPFED has now under thejurisdiction of the Department,provision for grants in aid has to bemade by this Department. SinceFISHCOPFED is the only NationalLevel Federation which is engaged inwelfare activities among fishermen inthe country, especially in the field ofinsurance and training, there is a needto strengthen this organization throughsupport in· the form of grants-in-aid tothis Organization. Keeping in viewFISHCOPFED’s national and regionalpresence as well as its contribution inimplementing schemes for the welfareof fishermen in the countiy, a provisionfor grant-in-aid of `.50.00 lakh perannum to FISHCOPFED has been madeunder the Scheme.3. Savlng-cum-Relief :

Mode of implementation :This component ‘will be

implemented uniformly for bothmarine & inland fishermen. Relief is tobe given to fishermen uniformly for 3months of fishing ban period whileseeking saving from them for 9 months.The fishermen contribution willcontinue to be `.600/- as in the case ofmarine fishermen . under he existingscheme which would be collected overa period of 9 montns. Contribution of`.1200/- will be made by the Centre andthe States on 50:50 basis. Thus the totalcontribution of `.1800/- will be

distributed to the fishermen in 3 equalmo”nthly installments of `.600/- each.In case of Union Territories, thecontribution of `.1200/- will be borneby the Centre only. In case of North-Eastern States, the Governmentalcontribution of `.1200/- will be sharedby the Centre & the States on 75:25 basisi.e. `.900/- by the Centre and `.300/-by a North-Eastern States. The interestaccrued on the saving of the fishermenwill also be distributed with the 3rdinstallment.

For purpose of this component, aneligible fisherman means a person whois professionally engaged in full timefishing, is member of CooperativeSociety /Federation/Welfare Society,lives below poverty line and is below60 years of age. If any member of afishermen family.has regular employmentor indulges in any other incomegenerating activity, such family will notqualify to be beneficiary under thiscomponent. The president/ Secretaryof the Association shall collect thebeneficiary contribution and entr:ustthe same to an official of the State/UTAdministration who shall deposit thefund every .month in a NationalizedBank in the name of Director ofFisheries of the respective State/UTs.The Director of Fisheries will draw themoney during the lean season anddistribute it to’ the beneficiaries addingCentre and State contribution in tnreeequal installments. The States/UTsshould ensure that under no circumstancescollection of the beneficiary contributionis made in lump sum and also that themoney is not distributed to thefishermen in lump sum.

If a Fishermen defaults in payinghis contribution during the non-lean

months, . the’ Government’s (both Stateand Centre) matching grant will belimited the number of months for whichhe has actually subscribed and will berefunded to the fishermen in equalinstallments during the lean months.The interest accrued will also bedisbursed with the 3rd installment.

However, a default by anybeneficiary in payment of monthlycontribution, not exceeding beyond onemonth and twice during the fishingseason, may be waived provided theamount is paid by the beneficiary witha default fee which is equal to theinterest that would have otherwiseaccrued, had the contribution been paidon the due date(s).

Lean months in different Statesvary according to climatic conditionsand monsoon weather. Therefore,Director of Fisheries of the respectiveStates/UT’s will have the discretion,based on the climatic changes and othervalid reasons to decide which the leanmonths in a year are. However, leanmonths will be limited to only 3months.4. Training 8& Extension :

The Training & Extension will beimplemented as a component of theCentrally Sponsored ‘National Schemeof Welfare of Fishermen’. The expenditureon the items as indicated in the enclosedstatement (Annexure-II) will be sharedon BO:20basis between the Governmentof India and the State Governments. ForUnion Territories the entire expenditurewill be borne by the Centre,FISHCOPFED will be treated at parwith Union Territories for all the itemsof the Training & extension component.
