Incorporated in 2006, Meridian Logistics and Engineering Limited (MLE) has successfully executed projects in partnership with international actors in Ghana. We believe in excellence and have been able to set ourselves apart as one of the few 100% indigenous owned Ghanaian EPCM contractors operating in the oil & gas sector. MLE holds a permit from the Petroleum Commission in Ghana operating as a Service Provider in the upstream oil & gas sector.

Meridian has enriched its chemical, mechanical and electrical engineering services expertise in the mid and upstream oil & gas industry and is now one of the top Ghanaian companies with EPCM capabilities in the sector.

Since 2005, Meridian has operated a specialized logistics service in the Tema port and has grown to become the largest indigenous container shunting service provider for Meridian Port Services Limited (MPS) in Tema Port with a manpower in excess of a 100 staff.

Meridian currently has in its development portfolio a number of key infrastructure projects in Ghana.

Meridian is a key player in the industrial procurement sector in Ghana focusing on the sourcing and supply of chemicals, mechanical and electrical equipment and spare parts for the local industry and the Oil & Gas sector in particular.

OIL AND GAS

In 2014, MLE positioned itself as a provider of chemical engineering solutions for the Oil & Gas sector in Ghana in collaboration with it technical partner in the United Kingdom, RO Services and Equipment Ltd (ROSE). This enabled MLE win its first contract in the sector.

The project was to design, engineer, procure, construct and operate a temporary onshore facility to receive spent Mono Ethylene Glycol (MEG) at the Ghana National Gas Company Ltd.’s (Ghana Gas) Gas Processing Plant (GPP) at Atuabo in the Western Region of Ghana.

The MEG was used to swab Ghana Gas’ 12inch subsea gas transportation pipeline to enable first gas to run from FPSO Kwame Nkrumah (Floating Production Storage and Offloading) positioned at the Jubilee field through subsea inter-connecting gas pipelines to the GPP, to eventually terminate as fuel for Ghana’s Power Plants at Aboadze, in the Western Region.

The spent MEG was then disposed off in a safe and appropriate manner in compliance with Petroleum Commission and Environmental Protection Agency (EPA) regulations and Ghana Gas’ safety requirements.

In 2016, because of the excellent work executed by MLE in the commissioning of the Ghana Gas offshore pipeline, MLE was again selected to perform a swabbing, pigging and disposal operation, this time to assist in the interconnection of the offshore Tweneboa, Enyenra, Ntomme (TEN) field to the Ghana Gas offshore pipeline. MLE again partnered with ROSE but also contracted EXPRO to provide additional equipment and support. The MEG was again disposed off in a safe and appropriate manner.

In 2016, MLE also won a contract from Ghana Gas to procure and install a Standby De- ethaniser Overhead Compressor in partnership with its Canadian technical partners Propak Systems Limited. The compressor has been successfully installed and handed over to Ghana Gas.

In December 2016, MLE won a major EPCM contract to build a Mainline Compressor Station at Anokyi for Ghana Gas. The Mainline Station is required to enable ENI integrate gas landing at ENI’s Sanzule’s Onshore Receiving Facility (ORF) in the Western Region from the Offshore Cape Three Point (OCTP) field which was developed from the Sankofa, Sankofa East and Gye Nyame Oil & Gas discoveries.

LOGISTICS

To keep up with the rigors of a 24/7 operation, MLE has implemented a strict parts stocking policy, a comprehensive preventative maintenance system and for every ten trucks required for an operation one extra is provided on hot standby to guarantee constant uptime.

To get the right results, MLE invests heavily in its people, providing extensive training for its operators and mechanics and making sure its workers get a decent wage and an enhanced welfare package. MLE aims to provide a zero incidence service with high standards of HSE. MPS handles almost all the container stevedoring business at Tema Port. Meridian has also provided logistics services in the ports of Freetown, Monrovia and Takoradi working principally for the various port authorities.

MLE owns an extensive range of heavy-duty equipment including, terminal tractors and trailers.

PROCUREMENT

Meridian Logistics and Engineering (MLE) being an EPCM (Engineering, Procurement, Construction, Management) and Logistics company, has a solid procurement arm that is responsible for the procurement of goods and services required for the effective running and management of the company.

The range of goods and services sourced through procurement, include Mechanical and Electrical (M&E) equipment, commodity chemicals for both offshore and onshore use in the oil and gas sectors, terminal tractors and trailers for port operations, other commodities such as cashew, charcoal (coal) and general office supplies.

The procurement process is rigorous as we employ global procurement best practices which require suppliers to go through a qualification and due diligence process after which awards are awarded only to qualified contractors, suppliers and service providers. Our procurement transactions are funded through innovative credit enhancement structures, letters of credit and other financial models with local and international accredited banks and financing institutions. Our annual procurement expenditure is on average between seventy to eighty million ($70-$80) United States dollars.

Some recent success stories include the procurement of the equipment required for the supply and installation of a stand-by deethanizer overhead compressor at the Gas plant in Atuabo, procurement of equipment and services for the inter-connections works under the tie-in agreement of the offshore gas export pipeline and that of over 20 brand new terminal tractors and trailers required for use at the new MPS (Meridian Port Services) Tema port operations.

Health, Safety, Security, Environment and Quality (HSSEQ) are an integral part of all our activities. We ensure a safe and efficient workplace free from accidents and injuries and we ensure environmental protection.

Protecting the health, safety and security of both our direct and indirect workforce and the communities in which we operate is our priority. We believe vigilance, discipline, and always looking out for one another is the way to go.

As an organisation, we strive to minimise the negative impacts our operations have on the external environment and avoid them completely where operationally feasible, adhering strictly to relevant international and local laws and standards.

The implementation of quality assurance and quality control (QA/QC) measures and procedures is an important part of MLE’s operations to deliver quality services to our clients.
