Purpose The Community Participation Program, meant to obtain meaningful public input and stakeholder involvement, is one of the most important elements of the Comprehensive Planning Process. Monroe County and the Cities of Forsyth and Culloden all seek to ensure that citizens and other stakeholders are aware of the planning process and have the opportunity to be actively involved in shaping their community’s future. With the intention of creating a Comprehensive Plan that reflects the full range of community values and desires, the local governments officials aspire to establish and to maintain a dialogue with local citizens to ensure that decision are made which are understood and supported by the public. Identification of Suggested Stakeholders Stakeholders are individuals and organizations that have a particular interest in the development of the Community Agenda’s for Monroe County, the City of Forsyth, and the City of Culloden. Through public input and research completed by the Middle Georgia Regional Development Center staff, a number of community stakeholders have been identified. The table below highlights some of the major stakeholders and a more complete list can be found in Appendix C. As the planning process moves forward, additional stakeholders may be identified and added to the list.

Participation Techniques Monroe County, the City of Forsyth, and the City of Culloden will work in partnership with the Middle Georgia RDC to guide and coordinate the citizen participation efforts associated with the Comprehensive Plan. The following methods were decided upon by the Joint Comprehensive Plan Steering Committee and Resource Team to aid in the planning, assessment, evaluation, and implementation of the Comprehensive Plan. All tasks and methods were selected to encourage participation by a diverse cross-section of the population in order to gain the maximum amount of community input. Public Education, Input, Interaction Kickoff Meeting A comprehensive planning kickoff meeting was held on August 31, 2006 with the Mayor of Culloden, the Mayor of Forsyth and a few City Council members, and the Monroe County Commission Chairman. It was an introductory meeting, where a short presentation was given by RDC staff on why planning and comprehensive plans are an essential tool for local officials for decision-making purposes and for accomplishing specific goals. The local officials were also made aware of the comprehensive plan update process and new standards set forth by DCA. A proposed process, tentative schedule with milestone due dates, and recommendations were also presented and distributed. The local government officials were also asked to appoint a Steering Committee to assist with the comprehensive process that included people with knowledge of the community and expertise on a variety of topics, including but not limited to:
• Economic Development • Historic and Natural Resources • Transportation, Roads, Utilities • Public Safety • Parks and Recreation • Land Development/Real Estate • Agriculture/Forestry • Public/Institutional • Industrial Interests • Housing
Steering Committee The Steering Committee members are valuable contributors to the development of the Joint Comprehensive Plan. Specifically, the Steering Committee will assist RDC staff in identifying issues and opportunities, character areas, and implementation items that address all areas of the community and meet the diverse needs of local citizens, business owners, special interest groups and all other constituencies in the community. Another important role of the Steering Committee will be to function as community liaisons by organizing and participating in public input and education efforts, distributing information about the contents of the plan, and keeping the community informed about the plan’s progress.

Representatives from the County and the Cities were appointed by the local government officials to serve on the Steering Committee. The number of representatives correlates to the size of each community, with five (5) representatives from Monroe County, four (4) representatives from the City of Forsyth, and one (1) representative from the City of Culloden. The Steering Committee will provide insight, guidance, and feedback throughout the planning process. The meetings are held on a regular schedule to coincide with project benchmarks and deliverables and are facilitated by two (2) staff members from the Middle Georgia Regional Development Center.

Herbert Gantt Monroe County Resource Team A Joint Comprehensive Plan Resource Team was established to supplement the Steering Committee. While the Steering Committee is comprised of citizens with a variety of interests and knowledge, the Resource Team consists of local government officials and staff who have an intimate knowledge of the day-to-day operations and current city and county initiatives. These two groups are meant to complement and support one another and to increase the efficiency of the comprehensive planning process. The Steering Committee and Resource Team meet jointly at monthly meetings.

Local Government Official Meetings While the Steering Committee and Resource Team will provide input and assist with the development of the Short-Term Work Program (STWP) portion of the Community Agenda, it will be necessary to consult with local government officials who are not part of the Resource Team. RDC staff will coordinate meetings with key local government officials to discuss the action items for the 2008-2012 STWP. A minimum of three meetings will be held, one per municipality with more held if determined necessary. Public Education, Input, Interaction Department of Corrections Since the relocation of the Georgia Department of Corrections (DOC) to the former Tift College Campus in the City of Forsyth will have a significant impact on the city and on Monroe County, it is suitable to inform the DOC of the Comprehensive Planning Process and provide them the opportunity to give any input or suggestions. Appropriate personnel at the Georgia Department of Corrections headquarters in Atlanta will be notified about the Comprehensive Planning process and given opportunity to provide input. Forsythia Festival
The annual Forsythia Festival will be held March 10-11, 2007. With a number of vendors and booths set up in the Forsyth City Square, the Steering Committee has determined that this would be a good venue to get the word out about the Comprehensive Plan and to allow the public to provide input and directly interact with members of the Steering Committee and Resource Team. A Comprehensive Plan booth will be set up near the Forsyth City Hall and the always popular Chamber of Commerce booth. A Steering Committee or Resource Team member from each community will be on hand throughout the festival to discuss the planning process, answer any questions and obtain input.

Kiosks/Public Displays
The displays used for the Forsythia Festival booth will be set up in the Monroe County Building, Forsyth City Hall, and Culloden City Hall. These displays will allow citizens who did not attend the Forsythia Festival to obtain information about the Joint Comprehensive Plan update by providing an overview of the planning process and summary of the Community Assessment and Community Agenda.
Survey
The City of Culloden decided to do a community survey in conjunction with the November 7, 2006 elections. The survey focus was on the future growth of the City and other economic development issues (Appendix B). The turn out for the elections was average; however, seventy (70) people filled out the survey which was approximately half of the voters. As a follow up to the survey and to gain greater citizen input, the Culloden Steering Committee and Resource Team members will conduct informational interviews with individuals and focus groups to educate the citizens on the Comprehensive Plan and to gather input on the citizen’s ideas, concerns, and desires concerning the future growth and development of the City. Town Hall Meeting The City of Forsyth plans to hold at least one Town Hall meeting to discuss both the Comprehensive Plan and the development of a Corridor Management Plan. The objective of holding a joint meeting is to increase the number of citizen participants. Further, the development and implementation of a Corridor Management Plan will be an important part of Forsyth’s Community Agenda. The intent of the meeting(s) is to inform and educate the public about the efforts and progress being made in both initiatives. The meetings will also serve as a forum for citizens to ask questions and provide input. Public Information Outreach Availability
The following venues will be employed to notify the public of the availability of the Comprehensive Plan documents and information.
Chamber of Commerce and Welcome Center
The Forsyth-Monroe County Chamber of Commerce and the Culloden Welcome Center will each post fliers announcing the availability of the Comprehensive Plan documents for public review. Both the Chamber and Welcome Center will also have a copy of the plan that citizens or any interested member of the general public will be able to review.

Churches
There will be filers posted in major area churches announcing the availability of the Comprehensive Plan documents for public review at the Monroe County Commissioners Office, Forsyth City Hall, Culloden City Hall, the Forsyth-Monroe Chamber of Commerce, the Monroe County Public Library, and at a location in both Bolingbroke and High Falls. City/County Websites
The City of Forsyth and Monroe County websites will be used to disseminate information about the availability of the Comprehensive Plan documents for public review. In addition to informing the public where they can read a hard copy of the documents, an Adobe PDF of the Community Assessment, Community Participation Program, and Community Agenda will be posted on both websites.
Water Bill
The City of Forsyth plans to include a notice in its water bill informing citizens of the Comprehensive Planning process and the availability of the planning documents on the city’s website and all locations where a hard copy is available for review.
Media
The Monroe County Reporter will be used to advertise the various community education, interaction, and input events including: Forsythia Festival booth, kiosks in County and City offices, public service announcements, and public hearings.
Public Service Announcements
Public Service Announcements will appear in the Monroe County Reporter at the appropriate times during the comprehensive planning process in order to notify any interested parties that draft copies of the Community Assessment, Community Participation Program, and Community Agenda will be available for review at the Monroe County Commissioners Office, Forsyth City Hall, Culloden City Hall, the Forsyth-Monroe Chamber of Commerce, the Monroe County Public Library and locations in Bolingbroke and High Falls. Public Hearings Two public hearings will be held to fulfill the requirements of the Georgia Department of Community Affairs’ Standards and Procedures for Local Comprehensive Planning. The first public hearing will be held in early February 2007, to present the Community Assessment and Community Participation Program portions of the Joint Comprehensive Plan Update. The second public hearing will be held near the end of the planning process to present the Community Agenda portion of the Joint Comprehensive Plan Update. Both Public Hearings are intended to inform citizens, stakeholders, and other interested parties of the findings and information contained in the planning documents as well as to offer an additional forum in which to provide comment and input.
