A Message from

Mayor Kathy Sajowitz

Welcome to 2020, this is the first Community Newsletter of the new decade. 2020 promises to be another eventful year for Oberon. Coming up in March is the Spartan Race and in July the inaugural Botanica Winter Festival. There are several large projects on the drawing board for the LGA….more on those as plans are finalised. As you know 2020 is a local election year and I have received several enquiries from non-resident ratepayers in relation to their entitlement to vote in a local government area where they own property but do not reside full time. You are eligible to vote as a non-resident if you are an owner of rateable land in the council area, no matter where your primary address is. For example, if you have a primary property, a business and a secondary residence in three different local government areas you are eligible to vote in all three either personally, by postal vote or online. You can only vote once in each local council, having several properties in the one voting district only entitles you to one vote. Non-residential rolls are prepared and certified by councils General Manager and the NSW Electoral Commissioner must confirm that the voters listed are eligible for enrolment on the non-residential roll. Apply to be included on Oberon’s non-residential roll by contacting Sharon Swannell at the council office who will ensure you receive the correct information and paperwork. I suggest if you intend to register that you do so early.

Of course, as we enter the new decade our thoughts are with those impacted by the recent devastating bushfires, rebuilding will now be high on the agenda which will be emotional and difficult for many. Our local businesses have been impacted by a drop in visitor numbers over the Christmas holiday period. I encourage everyone to support our own and shop locally, it can and will make all the difference.

Also on our minds is water … hopefully by the time this publication is distributed we will have seen some serious rain. Weather patterns are normalising which gives some hope that the drought may ease this year.

A reminder that I am always available to meet with residents should they have matters of concern to discuss, if I can help I most certainly will. Please call Sharon Swannell on 6329 8151 to make a time convenient to both of us. With so much misinformation out there these days it is sensible to come in and discuss issues personally before forming your own opinion on any particular matter. The Oberon Fitness Centre managed by YMCA will be opening in early 2020; this facility will be enjoyed by many in the community. A master plan for the Oberon Common is under development and a Street Beautification Committee been formed. From this committee a tree planting policy will be formulated. Also in the first half of this year we will be developing a new website. Council looks forward to a productive year working for the community.

THANKS TO OUR EMERGENCY SERVICE TEAMS AND WONDERFUL VOLUNTEERS The recent bushfires have highlighted the magnificent contribution made by all of our emergency service teams and the thousands of volunteers who have worked tirelessly dealing with these fires across the state. These people who come from all walks of life are the unsung heroes of our local communities. They don’t seek recognition and I think it’s important that they are acknowledged for their efforts in helping to save lives as well as protect properties. As a community we all want to be able to collectively say “Thank You”. However, there is still a long way to go before this summer period is over and we need people to still remain vigilant and have a Bushfire Plan in place.

I’d like to encourage anyone who has been affected by the fires, in any way, to go to www.emergency.nsw.gov.au A range of assistance measures are available to support people. These are aimed at immediate to short term needs to support recovery from Bushfires. In reality though, the only thing that will end the bushfire threat is rain. As we make our way through 2020, let’s hope we all see a favourable year and plenty of rainfall through the district.

OBERON U3A Oberon U3A’s Term 1 program is full of interesting and enjoyable activities for all our members. There will be the usual courses, including Armchair Travel, Balance ‘n’ Bones, Bridge, 500, Fleece, Fibre, Felt and Yarn, Food Safari, Pilates, Water Aerobics, along with some new activities. Oberon U3A does far more than provide members with activities to fill in a few spare hours in the week. It offers the opportunity to create friendships, keep fit, stimulate the brain and body and develop new skills, all in a relaxed and mutually supportive environment. It’s not too late to join the organisation. Annual memberships can be paid by direct deposit or by leaving your details and $20 in an envelope at Arrow’s Newsagency. Assistance with Water As part of Council’s drought grant funding, water bores were installed at Black Springs and O’Connell to assist ratepayers, and RFS, access non-potable water for their animals during the drought and bushfires. There is a delay in accessing the O’Connell water bore due to the purchase of land. We also continue to make available potable water from the Oberon North Street water stand.

The cost of water from the three stands is $0.67/kl and is available by obtaining a water card from Council’s Administration Centre during business hours. As residents would understand, due to the current Oberon Dam water levels and local dry conditions, eligible ratepayers are allowed to purchase a maximum amount of 100kl per transaction. Please refer to Council’s Facebook and Website for continued drought and water updates.

Assistance with Council Rate Payments Council can provide assistance to ratepayers due to drought, fires, or other personal hardship situations. Council’s Debt Recovery Policy 2201, which can be found on Councils website, has a section on how Council is able to provide assistance in accordance with the Local Government Act. While we cannot remove rate payments, Council can assist by creating a payment plan for ratepayers with “hardship”. Hardship can be as a result of the drought, recent bush fires, or other personal circumstances. If you would like to discuss options for your rate situation (in confidence), please contact Council’s Rates Officer, Leanne Pointon, on 6329 8100. Bushfire Recovery Assistance A range of assistance measures are available to support people affected by bushfires. These are aimed at providing for immediate and short term needs, to support recovery from the bushfires across NSW. Please note, a number of these measures have eligibility requirements.

Clean-up assistance – for assistance to clean up homes damaged or destroyed:

Insured home owners – your insurer or Insurance Council on 1800 734 621. Uninsured home owners – Public Works Advisory 1800 88 55 39.

Animal Welfare – provision of emergency fodder, stock water and stock assessment. Local Land Services on 1800 814 647

Commonwealth Government Disaster Recovery Payment – $1,000 per adult and $400 per child for people severely affected by bushfires. Human Services 180 22 66.

Commonwealth Government Disaster Recovery Allowance – short term income assistance for people severely affected. Human Services 180 22 66.

NSW Government Disaster Relief Grants – financial assistance for eligible individuals on low income and limited assets. Disaster Welfare Assistance Line 1800 018 444.

Primary producer assistance – up to $15,000 recovery grants (33 LGAs only), concessional loans and transport subsidies for eligible primary producers. Contact the NSW Rural Assistance Authority on 1800 678 593.

Small business assistance – up to $15,000 recovery grants and concessional loans for eligible small businesses. NSW Rural Assistance Authority 1800 678 593.

Legal assistance – Legal Aid can provide free assistance for insurance policies, employment, tenancy, credit and debt. LawAccess NSW 1300 888 529.

Potable Water Assistance – replacement of potable water for residents not on town

water supply where RFS has taken water or contaminated roofs with fire retardant. Contact Disaster Welfare Assistance Line 1800 018 444.

Mental health and wellbeing assistance – 24/7 assistance for individuals:

Mental Health Line 1800 011 511 Beyond Blue 1300 224 636 Lifeline 13 11 14 Mensline 1300 789 978 Kids Helpline 1800 551 800 000 if someone in immediate danger

Farm Gate counsellors – farmers and business owners in bushfire affected areas can access Farm Gate counsellors and peer support workers. Mental Health Line on 1800 011 511.

Volunteer Firefighters’ Financial Support – payments for eligible volunteer firefighters who are self-employed or employed by a small or medium business and have lost income. Contact Service NSW at www.service.nsw.gov.au. This is only available online or at Service Centres, the closest being Lithgow or Bathurst. Motor vehicle stamp duty relief – financial assistance for eligible motorists whose cars have been written off as a result of bushfires. Office of State Revenue on 1300 139 814.

Replacement of documents – free replacement of licences, permits and certificates, including birth, marriage and change of name certificates and NSW Fair Trading permits and licences. Service NSW on 13 77 88.

From The Oberon Gardening Club… As the big dry continues our gardens are becoming more and more stressed. Lawns are brown and crisp everywhere but will bounce back

with the next good rain. Some plants are coping extraordinarily well with almost no water, while others are really struggling. Maybe we could take this opportunity to reassess our planting choices and make some changes for the drier times ahead. No doubt we will all suffer some plant losses. Take the opportunity to dry-proof your garden by choosing drought- hardy specimens over the more obvious water-hungry ones. This will be a real change for many of us as we have been used to a reliable rainfall and milder temperatures. Only time will tell what the future holds but it makes sense to try to accommodate to a much drier future. Meanwhile, try to save water however you can. Every day that passes brings us closer to rain!

Local Strategic Planning Statement (LSPS) Workshops

The LSPS is a new mandatory strategic planning document for all Councils. As part of ongoing Planning reforms the NSW Government now require each Council to prepare and implement an LSPS, with future updates occurring at least every 7 years. The LSPS is a 20 year vision into Oberon’s future for land use planning, transport and the environment. It seeks to understand what Oberon will look like in 20 years due to changes in the economy, environment, climate, demographic, and what needs to happen within Oberon’s planning controls and policies to ensure Oberon is ready for these changes. Council is currently in the initial stages of drafting the first LSPS and will hold community workshops to gain feedback on initial ideas and gather information on what is important to the community. Community Consultation Meetings will be organised towards the end of February/early March.

The annual Oberon Rodeo will be held at the Oberon Showgrounds on the 29th February at 9am. There will be a full day of rodeo action for the family to come along and watch. The main event will begin at 2pm with the first round of The Rod Brien Memorial Open Bull Ride. There will be food and a bar on site (NO BYO ALCOHOL).
