SYNOPSIS
Thisproject aims at findingthesocial impactofthegrantthatisgiven by HPCL to NAVJYOTI
INDIA FOUNDATION every year. Thegrant isof Rs. 38.67 lakh. Theprimary motiveofthe
association between HPCL and Navjyoti isprovisionofproperhealthcare andnutrition tothe
peopleof JJ colony, Bawana.
Fromthecoststatement (APPENDIX 1A), itcan beinferredthat approximately 67% ofthetotal
expenditure ison activities like Honorarium, Admin Expenses and Supervision Costs. On the
contrary, only 1/3 ofthe total expenses areon the actual target beneficiaries. Thisgoes against
thecompanys actual aimofproviding freeor inexpensivehealthcare facilitiestotheresidents
ofthecommunity.
Local populationof JJ colony consistsofmainly laborclasspeople. Thesepeople leave forwork
intheearly morning andthencome back lateintheevening. Andthetimingsof OPD are 10 am-
12noon and then in the evening. Because of this fashion, many people are unable to take
advantageofthe Navjyoti Health Care Center. Alsothedoctorsinthehealthcarecenterwork for
20 days in a month though they arewilling towork for 30 days in a month. Theremaining 10
dayscan be accommodated fororganizing allopathiccampsinthecolony. Thiswill alsohelpin
reachingouttopeoplewho live faroffinthecolony.
Also one of the major reasons for the HPCL-Navjyotipartnership is increase in the brand
awareness of HPCL. But this is not happening. Neither the school children nor the other
community members are awareofthe fact that HPCL issponsoring the Health Careprojectof
Navjyoti.

INTRODUCTION
Hindustan Petroleum Corporation Limited (HPCL) is a Fortune 500 PSU engagedinexploration,production anddistributionofpetroleumproducts across thecountry. The Company aspires to
takeup leading role in Corporate Social Responsibility (CSR) as this company believes CSRconnects businesses tosociety andhelps themparticipate inoverall developmentofthenation.
This organization has already implemented many projects like Navjyot, Muskan, NanhiKali, Unnati" and "Swavalamban" in different States in India. HPCL strongly believes that
implementation of theseprojects is not the end of CSR. To understand the impact of theseprojects, HPCL hasengagedexpert like SBM, NMIMS tocarry out Social Auditofoneofthese
projects. In this context SBM, NMIMS team is submitting the report on Social Audit ofNavjyotprojectto HPCL.
Corporate Social Responsibility (CSR) activitiesof Hindustan Petroleum Corporation Limited(HPCL) have been initiatedsince 1985. Thepurposeof HPCL CSR activities, whichwastaken
fromits VISION and MISSION statement, isstated as follows:
a) Servingthecommunity isthepurposeofourbusiness.
b) Ensuring sustainable businessprocess financially, environmentally and socially, is our
effort.
c) Using core competence, expertise and technology of our business to reach the commonpeople, especially theunderprivileged, isouraim.
d) Developingcapacity inthecommunity isourstrategy.
e) Enhancinghumanexcellence andimproving quality of lifeisourendeavor. (Bringing Smiles2009-10, HPCL)
Accordingto CSRstatementofpurposeof HPCL, itisclearly stated as HPCLs CSRmodel has
been basedon Creating Shared Value. The shared valuemodel is basedon theconcept thatcorporate success and social welfare are interdependent. A businessneeds a healthy, educated
workforce, sustainable resources and adeptgovernment tocompeteeffectively. Forsociety to
thrive, profitable and be competitive, businesses must be developed and supported to createincome, wealth, taxrevenues, andopportunities forphilanthropy andsustainability

NavjyotiIndia Foundation is a voluntary organizationregisteredunderthe Society RegistrationAct, 1860, inthe year1987. A twenty fouryearoldorganization formedunderthe leadershipof
Dr Kiran Bedihas been running several interventions in the areasofchildeducation, womenempowerment, health care, vocational training, protection, shelter, rural development, de-
addictiontreatment andcounseling andenvironment.
NavjyotiIndia Foundationwas founded by DrKiran Bedi and 17 other like-minded Officialsof
India, as a resultofthe inextricable link thatexisted betweencrime anddrugs. Theobjectiveswere to work for correction, de-addiction and rehabilitation of the drug addicts as a crime
preventionmeasure. Realizingtheneedto adopt anintegrated approach, theorganizationstartedtoreachout toother leftoutsectionsofsociety aswell includingwomen, children, youth and
general community.

Remedial Education
Remedial Educationprogramisdesigned forthestudentswho attendthe MCD schools. Itsmain
objective is to lowerdown thedropout rates in schools. In the MCD schools, thedropout rateincreasesdirectly inproportionwith increase in class levels. Oneof themain reasons for this
increase is an unhealthy student-teacher ratio of 100:1 approximately. The schools are notallowed todetainstudentsunder any standard becauseofgovernmentregulations. In thiscase,
studentswho arenotcapableenough arepromoted tohigherclasses and as they areunable tocopeupwith all thesecomplexities, they prefer todropout. Insufficientguidance athome and
lackofmotivationtostudy athome afterschool is also a majorfactorforincreaseddropouts.
Navjyotis Remedial Educationprogram is a kindof after-school tuitionclasseswhich aims at
remedyingthegapthatusually exist betweenwhatstudentsofgrade 3 tograde 12 belongingtothe lowerstrata ofthesociety study atschool andwhatthey really grasp. It admitstheweakestof
students taking into consideration various factors like family income, family background,occupation andwillingnessofstudents.
Itsmainobjectives are:-

Underthisproject, classes arerunin 2 shifts, eachclasshavingmaximumof 25 childrenwhichensuresindividualized andpersonal attentiontoeach andevery child. Parents are alsosensitized
abouttheirchildrenseducationso asto addresstheissueofdisincentive fromhome. Theclassesare run close to the childrens home, the issue distance and cost ofcommuting that act as a
deterrentis alsotakencareof.
Students progress is assessed by 3rdparty assessmentswhichconduct tests and judgestudentstwice a year, once in the beginningof the academic session and then in theendof academic
session.
ISSUES
Students arenotwell versedwiththespellingsespecially English Somestudents arenoteven awareofthenameofthesubjectthey werestudying
Navjyoti IGNOU Community College
Navjyotihas added yet anotherfeatherinitscap by gettingregisteredwithIGNOU andreceivingthestatusof Community College. Theinitiativeis a strongmodetodisseminateeducationto all
segments of the society and would offer opportunities to all segments of the disadvantagedpeople. The sole idea of Navjyotis Community College is by the community, for the
community andofthecommunity. Variouscourses likeIntroductionto ComputerTechnology,Tally, Animation, English Speaking, These courses are offered at very nominal prices. Loan
facilities are alsoprovided tostudentswhocant afford topay the fees inonego. Students arealsomotivated fromtimetotimesothatthey completetheircourses.
Navjyoti also organizes various placement fairs in collaboration with Empower Pragati
Vocational and Staffing Private Limited toprovide a platform where the recruiters and jobseekersmeet atthesameplatform. Companies like Haldirams, Kaya Skin Clinicetc visitthe fair
andrecruit NJICC students.

ISSUES-

REMEDIAL HEALTH
After JJ colony was setup and remedial education program was already in effect, theorganization realized thatpeopleofthiscolony live inhighly unhygienic areas and lack basic
health sense. Then the remedial healthprogram was launched. It aims atprovidingpositivehealth seeking behavior. Health Care services are basedon a two-fold approachofproviding
preventive aswell ascurativeservices. Itsmainobjectives are:-
y To improve the health status of the children covered in education component bypromotinghealthmonitoring andhealtheducation
y To improve thehealth statusof thecommunity by providing themwith basic facilitiesandimprovedreferral services
y Togenerate awareness andsensitizethecommunity onrelevanthealthissuesrelatedtoChildren
y To strengthen referral and networking with serviceproviders (Government and Non-Government)
y Topromotecommunity healthmonitoringthroughcapacity buildingofhealthcommittee
The healthcareprogramnotonly keeps a checkon the healthof its beneficiaries, but it also
spreads the necessary awareness among the community members. The causes, symptoms andpreventivemeasures forall themajorailments arespread acrossthecommunity
Theprojectoperates at 2 different levels-

Besidesthe abovementioned level, theprogram also keepsprovideshealthcare activities fortheAanganwadis children. There are approximately 70 government Aanganwadis in and around
the region. In thisprogram, Navjyoti basically maintains the immunization recordsof all thechildren andmakesurethatchildrengettheirimmunizationdosesontime.
SCHOOL HEALTH PROGRAM
School Health Program is for the children who attend the primary classes of Remedial
Educational Program known as PREC (Primary Education Centre) students and secondaryclassesof Remedial Educational Program known as SREC.
All thechildren arecovered at leastonceintwomonthswherechildren arescreenedon varioushealth andhygieneparameters.
Itsmainobjectives are:-
Regularhealthcheckupofchildrenonhealth andhygieneparameters Healtheducation forchildren Identificationof atriskchildren andplanningspecifichealthprograms forthem. Documentationofindividual healthprofilesofchildren Immunizationofschool children Maintaining Hemoglobin levelsofchildren andprovidingde-wormingmedicines
The aimoftheschool healthprogram is tomonitorchildhealth .Usually in the lowerstrata ofsociety; health is not given enough importance because of scarcity of funds and lack of
awareness. The school takes theonusof imparting required information abouthealth. Regularhealthcheck- ups areconducted for free for the students. The focus isonearly detection and
prevention. Incaseof illness, students are treated at theschool OPD or referred to thenearbygovernment hospital. Students are also educated on hygiene parameters. This also helps in
sensitizingthecommunity abouthealthy lifestyles.
For PREC students, regular health checkups are conducted once every 2 months. They aresensitized and informed abouttheproperhealthy habits, cause andsymptomsofregularhealth
problems. They are taught how to keep themselves clean and healthy. Hemoglobin tests areconductedtwice a yearonceinthe beginningof academicsession andtheotheroneintheendof
thesession. De-wormingmedicines aregiven to all thechildrenwhose Hemoglobin levels arenotuptothe level. Vaccinationis alsogiventothechildrenwhich arepreventivedoses forsome
untreatablediseases.

If any studentgetsill duringtheschool hours, thenheistakentothehealthcentre andistreatedfor free. Ifthere is anythingurgentorseriouswiththechildthen an ATR (Adviceto Report) is
issued andsenttothechildsparents. Afterreceivingthisslip, child visitsthehealthcentre alongwithhisparents andthen furthertreatmentiscarriedout.
For SREC students, Hemoglobin tests are conducted twice a year once in the beginning ofacademicsession andtheotheroneintheendofthesession. De-wormingmedicines aregivento
all the childrenwhose Hemoglobin levels are notup to the level. Vaccination isnotgiven tothesestudents.
The bloodsamples forHemoglobinsamplesissenttothe Hind Labs, RK Purim, New Delhi
OBSERVATIONS & ISSUES
Thede-wormingmedicineis availableinmarket forRs. 14 andsome brandscosts as lowas Rs.6 whileinthe budget, thecostofde-wormingmedicineisgiven as Rs.50
De-wormingmedicines arerequired forchildrenwhohave low Hemoglobin levels. Only1% ofchildrenhave Hemoglobin levels lessthan 9g/cc. Still the budgetis quoted for all
thechildren

COMMUNITY HEALTH CARE
Thisprogramis forthecommunity membersof JJ colony. Itcomprisesofoperatinghomeopathic
and allopathic OPD, DOTS centre andhealthcamps in andoutside thecommunity. It aims atprovidinghealthcareneedsofthecommunity.

The NGO organizestwotypesofhealthcamps In-house and Out-Reachcamps.
In-house camps are organized twice a month in the blocks of JJ colony. Thepurpose is to
motivatethepeopleto visithealthcentreincaseofillness. Out Reachcamps areorganizedinthe
industrial area nearJJ colony. Intheindustrial area, thereisnohealthcentre. So a 3-hourhealth
camp is organized twice a month to cater to the medical problems of these laborers.
Homeopathicmedicines areprovidedinthecamps.
OBSERVATIONS & ISSUES
Peopleof JJ colony donot believeinthetreatmentusinghomeopathicmedicines Thehealthcentreisneartheentranceof JJ colony. Forpeople livingin faroff block, itis
noteasily accessible Accordingtothe budget, only Rs.15000 is allocated formedicines andconsumables. Out
ofthis Rs.10000 isspenton allopathicmedicines. It isobserved that thedrugs that are
bought by the Purchase Committee areGeneric Drugs and areofinferiorquality
Homeopathicmedicines arepromotedeventhoughpeopledonot believeinitsconcept In Navjyoti, medical cardismade forRs.20 whileotherNGOs (STOP, Prayas, Chaitanya

RECOMMENDATIONS
Thereis a hugeproblemofdrug addictioninthecolony. The NGO shouldstartoperatingdetoxificationcenters.
The allopathic OPD operates for 20 days in a month. Forremaining 10 days, allopathiccampscan beorganized
